The Department of the Interior (DOI), which oversees the Bureau of Ocean Energy Management (BOEM), announced that it is finalizing the leasing schedule, which meets the bare minimum acreage required by the Inflation Reduction Act (IRA) in order for the administration to issue offshore wind leases, according to the DOI. The 2024-2029 schedule only features three lease sales in the Gulf of Mexico, with no sales scheduled for any other area off the country's shores; DOI finalized the plan as the national average per-gallon price at the pump hovers at around $3.10. BOEM's finalized plan is a far cry from the schedule that former President Donald Trump and his administration were crafting, which would have allowed for 47 lease sales in the Gulf of Mexico and beyond, including in the Pacific Ocean and off the Alaskan coast. The three leases— scheduled to take place in 2025, 2027 and 2029— amount to just over 60 million acres in total, which is the threshold that the administration is required to meet in order to continue issuing offshore wind leases to advance its sweeping climate agenda. “The release of the U.S. offshore leasing program, mandated by law and long overdue, is an utter failure for the country,” National Ocean Industries Association President Erik Milito said of the proposed schedule in September. “The White House simply ignores our energy realities in once again limiting U.S. energy production opportunities.” Source: dailycaller.com This is the push into the green new deal, Trump made the country energy independent and Biden reversed it. On Tuesday, July 25th, 2023, the Manipur government finally issued a conditional order lifting the internet ban, but with significant restrictions. Initially enforced on May 3rd for a mere 5 days, the ban's extension was repeatedly justified by the government citing law and order concerns. However, the recent national outcry over a viral video of two Kuki women being sexually assaulted brought to fore discussions if internet shutdowns truly help stop violence; While there is a partial restoration of broadband services, mobile internet services continue to remain suspended. Internet shutdowns in India have gained worldwide notoriety for their arbitrary nature of imposition. To better understand the implications of this conditional restoration and the broader context of internet shutdowns, Suno India Editor-in-Chief Padma Priya reached out to conversation Radhika Jhalani, a volunteer legal counsel associated with the Software Freedom Law Centre India (SFLC) one of India's oldest digital rights organizations. Considering the efforts of the powers-that-be to entirely re-arrange society using the coronavirus as an excuse, we find it perfectly plausible that they will shut down the internet (of course claiming it's for our own good due to cyber attack) and possibly also the financial system for a short period of time in order to achieve their nefarious goals, when it becomes clear that the majority of the public has refused to fully buy in to the charade and recognizes we have collectively jumped the shark. (See Episode 11 for the "shark jump.")

Nidhi explains how the police have barred journalists from entering the protest site. She then talks about a help desk set up by a lawyers' collective under the Samyukt Kisan Morcha that tracks protesters who have gone missing since Republic Day. “It's a really big task,” she points out, “because it's such a large protest.” Nidhi also talks about how a lawyer was reportedly told by the police to file an RTI to get a copy of an FIR filed in the context of the protest. “As per law, you are supposed to be handed the FIR copy,” she says. “And if you are a lawyer, you have to get it.” The panel also discusses the attacks on journalists, the citizens' march in support of the farmers, the internet shutdown at protest sites, and how the government is using Covid as a “double standard”. In this episode, we discuss all things internet shutdown with Berhan Taye from how countries are able to turn off the internet within their borders to whether these internet blackouts are actually effective in preventing misinformation. Berhan Taye leads Access Now’s #KeepItOn campaign, a global campaign to stop internet shutdowns. Before joining Access Now, she was a researcher for the Technology for Social Justice Field Scan project where she investigated the tech and social justice space in the U.S. She was also a Ford-Mozilla Open Web Fellow (2016-2017) with Research Action Design and Open Technology Institute.

US Election emails unsafe Agari was the company that uncovered and confirmed that the webserver the email that ‘hacked’ Hilary Clinton’s campaign came from Russia. They have now conducted a poll and found that only Elizabeth Warren out of all the potential presidential candidates has secure emails. This matters not only from a data security point of view but also from a voter and donor point – the company has found that voters are less likely to vote for a candidate with a data breach and that donors are less likely to give money. Hate speech control using tech Hate speech that incites violence or hate against vulnerable groups has long been a problem in human societies but has more recently been weaponised by social media. The current system means the direct or indirect recipient needs to complain. The alternative approach is to develop artificial intelligence to identify potential hate speech and put the post in quarantine until either the direct recipient has agreed it should be deleted or has read it and agreed it should be allowed. Cargo Ship tech Our reporter Snezana Curcic has travelled across the North Atlantic Ocean in a bit of an unusual and adventurous way – on a cargo ship. With only eight hours of Wi-Fi allowance per week, Snezana filed this story on her journey from Liverpool to New York on the Atlantic Star. She looks at the tech on board and how this hugely competitive and complex industry is adapting to the digital age to survive. The images and messages of resistance in the streets were projected to the world through the Internet and social media—until the ZANU–PF Government initiated a full Internet shutdown. Zimbabwe is not alone in this experience; Internet shutdowns are a phenomenon on the rise around the world. This investigation of Zimbabwe’s shutdown explores classic theories of the crowd and delves into the concept of resonance to answer the central question: why do Governments shut down the Internet when faced with civil unrest?

The Algerian government ordered a nationwide Internet shutdown to curb exam cheating among high school students. The shutdown took place within a five-day period as students took their baccalaureate tests, which ended on June 25. Students were not able to access the Internet for two hours each morning during this period. Access to social networking sites like Facebook was also completely cut off for the duration of the exams. Despite the government's intention to prevent cheating, digital rights groups have raised their concerns about the shutdown. Social Media Exchange (SMEX), a Lebanese NGO, argued that there is no data showing the effectiveness of Internet shutdowns on the prevention of exam cheating. Additionally, Access Now, a group campaigning for Internet freedom, reported that blocking Internet access would affect not only the education sector but also businesses and companies that rely on the Internet. Aside from the shutdown, other preventive measures were taken to curb cheating. These measures included the installation of metal detectors in exam centers and the confiscation of mobile phones and tablets among teachers and proctors. These preventive measures were done following a widespread exam leakage that took place in Algeria in 2016. Before the students were scheduled to take their exams, test questions and answers spread on social media. Because of this leakage, several exams were deemed invalid by Algeria's education ministry. This decision required over 500,000 students to retake the exams. In addition, 31 people got arrested and were held accountable for the incident.

Did fake news save Kenya from an Internet shutdown? Kenya held general elections on August 8, 2017. The presidential election was nullified due to irregularities and is set for a repeat on October 26, 2017. Technology played a key role in the polls at two levels - there was use of tech in aspects such as results transmission and social media was employed massively in political campaigns with propaganda and fake news flowing freely. The talk explores emerging trends in use of technology in elections and their effect on Internet freedom and what to expect as Kenya gears up for repeat elections. About Grace Grace was a 2016/17 OTF Information Controls Fellow at the Berkman Klein Center studying freedom online during election periods in East Africa. She analysed freedom online in the Uganda elections of 2016 and is part of an election observer mission in Kenya's 2017 elections. Grace is also an advocate of the High Court of Kenya and an associate at the Kenya ICT Action Network (KICTANet) where she carries out ICT policy and legal analysis.
