La lucha frontal contra el crimen organizado y la peor ola de violencia que ha vivido Costa Rica en los últimos tres años con la mayor cantidad de homicidios, requiere de un trabajo conjunto. Pero ese no es el panorama que estamos viviendo. A las pruebas nos remitimos: dos importantes actos de rendición de cuentas, en diciembre y enero, evidencian que la anterior coordinación con Seguridad Pública y la Policía Judicial no es tan potente como en anteriores administraciones. El director del OIJ, con preocupación, lo ha dejado en claro. Además, en plena ejecución de la Operación Caribe 2.0, concentrada en el cantón de Matina con la participación de agentes del OIJ, declaraciones del ministro Mario Zamora cayeron como un balde de agua fría. No es la primera vez que el jerarca, antes de dar cuentas de los resultados de la Operación Costa Rica Segura Plus, que es el plan de la administración Chaves Robles, señala a los gobiernos anteriores como responsables de la poca inversión y del desorden que supuestamente recibió en el Ministerio de Seguridad. A tales niveles llegó el desacuerdo que aseguró que los decomisos de droga, habrían sido duplicados alterando las cifras oficiales para -aparentemente- justificar la caída abrupta de decomisos en esta administración, que no llegan ni a la mitad de los que antes se realizaban. Esto llevó al exministro de Seguridad y hoy subdirector del OIJ, Michael Soto, a desmentir de plano los argumentos de Zamora. Otro hecho que demuestra las tensiones es la carta (conocida en las últimas horas) en la que, por orden del ministro de Hacienda, Nogui Acosta, se notificó al Poder Judicial que no se girarán los más de 9 mil millones de colones que la Asamblea Legislativa ordenó entregar para la lucha contra la criminalidad. Para ponderar lo que sucede y poner foco a las acciones de este año conversaremos mañana con el director del OIJ don Randall Zúñiga.

Analizar Costa Rica con las particularidades de las 84 realidades de sus cantones, con relación a su desarrollo humano, pobreza multidimensional, condiciones de desigualdad y desarrollo e inequidad de género, es un ejercicio necesario para que las instituciones tengan la información para mejorar la calidad de vida de la ciudadanía. Y este detallado trabajo ya se viene realizando en el país y ya contamos con la nueva versión del Atlas de Desarrollo Humano Cantonal 2024 con el auspicio del Programa de las Naciones Unidas para el Desarrollo (PNUD), la Escuela de Estadística de la Universidad de Costa Rica y el Sistema Nacional de Información y Registro Único de Beneficiarios del Estado (Sinirube). Y los resultados son más que claros. De manera general, los índices muestran una mejora en el promedio nacional, en los de desarrollo humano, desigualdad, que reflejan una recuperación notable tras la caída durante la pandemia. Los 10 cantones con mayor desarrollo humano fueron: Santa Ana, Belén, Escazú, Montes de Oca, Heredia, Santo Domingo, San Pablo, Curridabat, San Rafael y Flores; los de menor desarrollo humano fueron Matina, Buenos Aires, Los Chiles, San Mateo, Guatuso, Coto Brus, Talamanca, Guácimo, La Cruz y Dota. Si se hace el análisis provincial se revela que cantones de las provincias de Guanacaste, Puntarenas y Limón se sitúan en su mayoría por debajo del promedio nacional, mientras que todos los cantones de la provincia de Heredia, a excepción de Sarapiquí, están por encima del promedio. En otras provincias no se observa un patrón definido. Para ahondar acerca de estos resultados y su utilidad conversaremos mañana con Randall Brenes del PNUD y con Alejandra Arias, profesora de estadística.

Border violence. Hostage diplomacy. Vaccine purchases. Just some of the areas where opaqueness in EU decision-making can erode public trust and ultimately democracy. These also are areas where accountability journalism like freedom of information requests can help uncover undue influence by lobbies and foreign powers as well as abuses by security services. One of the highest profile cases of accountability journalism in Europe to date is the decision by The New York Times to sue the European Commission for access to phone messages — messages in which the Commission's president, Ursula von der Leyen, and the chief executive of Pfizer, Albert Bourla, reportedly negotiated vaccine purchases during the Covid-19 pandemic. Matina Stevis, the outgoing Brussels bureau chief for the Times, who is part of that lawsuit, says such scrutiny would be comparatively banal in jurisdictions like the US where news media and government regularly wrangle in court over the line between an executive's ability to govern and the public's right to know. But in the EU such scrutiny still can arouse accusations of euroscepticism and even sympathies with Brexit. Matina says the EU's accountability muscles need "deepening and flexing and exercising" but she also suggests reporters working EU corridors may need to do more to avoid "falling into the traps of access journalism" and "going, going softly so that people keep answering their phones when you call." Also in this episode, the pros and cons of reporting on the case of Johan Floderus, the EU official recently released from captivity in Iran. And a hard and harrowing look at the evidence of deadly actions by the Greek coastguard toward migrants on the Mediterranean Sea — and at the half-hearted attempts by Brussels to rein in such abuses amid tectonic shifts in refugee law and policy. These include calls for the so-called externalization of migration where refugees and asylum seekers must have their applications to enter the EU assessed offshore in countries like Albania or even Rwanda. Such shifts also entail discussions on reforming and even abandoning the 1951 Refugee Convention that was a key plank of postwar humanitarianism.Support the Show.

Au début, elle était juste une lycéenne en sport-étude qui cherchait un moyen efficace de réussir ses examens. En quelques clics, elle se plonge dans la pédagogie en ligne, un tuto YouTube après l'autre. Puis la lumière apparaît à Matina Razafimahefa : et si elle pouvait aider tous ses camarades de classe à réussir leurs examens ? Mieux : et si les apprentissages scolaires préparaient vraiment à travailler ? Avec cette ambition en tête et après quelques hackathons, Matina retourne dans le pays où elle a grandi, Madagascar, pour réinventer l'école en ligne avec Sayna. Elle devient ainsi la CEO de sa propre startup… à 19 ans. Et pour attaquer un problème massif sur un marché compliqué : aider les 10M de personnes qui arrivent chaque année sur le marché du travail africain et qui n'ont pas d'emploi à s'insérer professionnellement. À commencer par Madagascar, le 4ème pays le plus pauvre au monde. Associée à sa mère Nirina Rahoeliarivahy, elles créent une école 100% digitale pour enseigner l'informatique à tous, via une expérience d'apprentissage à la fois collective et personnalisée, adaptée aux modes de consommation africains. L'idée révolutionnaire : après un parcours d'enseignement des bases de la tech, les apprenants sont invités à travailler sur des projets IT, en l'échange d'une rémunération de 200-1000€. Le projet est géré de bout en bout par les élèves de Sayna, qui se le divisent en micro tasks pour apprendre étape par étape. Six ans plus tard, Sayna compte ses élèves à travers l'Afrique francophone, 15 salariés, une communauté de 1 000 travailleurs, une cinquantaine de personnes qui travaillent régulièrement sur les projets informatiques de ses partenaires. Et Matina Razafimahefa fait partie du classement Forbes Afrique 30 Under 30. Viols, prostitution forcée… Les usagères sont beaucoup plus vulnérables que les hommes et rencontrent des difficultés à s'en sortir nettement plus importantes. De notre correspondant à Abidjan, Au Casa d'Abidjan, viennent tous les jours des UD, des usagers de drogue, pour voir des médecins et prendre leur dose de méthadone. Viviane, 43 ans, est une habituée des lieux. Embrigadée dans la cocaïne et l'héroïne par un petit ami il y a 15 ans, elle a tout perdu : son bar, sa famille... Les relations avec son fils devenaient impossibles. Seule, sans revenus, et comme de nombreuses UD, elle a dû vendre son corps pour payer sa drogue : « Il y a des jours où il fallait se prostituer. La journée comme la nuit. Il y avait des clients puissants. Il y avait des violences, des vols... C'était un calvaire. Même à la police, tu ne peux pas aller te plaindre, car tu es une prostituée. C'est vrai, j'ai la force, la volonté, le courage, mais avec la cocaïne et l'héroïne, c'est comme si tu as un serpent qui te tourne dans le ventre, il fallait forcément la fumer : c'est un démon. » ►À lire aussi : Côte d'Ivoire : la prise en charge et les soins apportés aux usagers de drogue « Je suis toute seule dans mon coin » À ses côtés, une autre usagère : 37 ans d'âge, 20 ans de consommation. Dans ses bras, son garçon de deux ans est très agité. À peine venu au monde, il présentait déjà des symptômes de manque : « Quand Jean-Marc est en manque, il souffre, parce qu'il veut téter toute la journée ou toute la soirée. Si je l'en prive, il va commencer à me battre, il est dérangé, en plus il pleure », décrit-elle. « Comment je fais ? Je suis obligée parce que je n'ai personne, je suis toute seule dans mon coin. Je cherche une occasion pour le confier à quelqu'un, pour qu'il devienne une bonne personne, parce que je veux qu'il parte à l'école », espère la trentenaire. Une prise en charge plus difficile pour les femmes Les usagères sont beaucoup moins nombreuses que les hommes, mais sont beaucoup plus vulnérables, vivant sur les sites mêmes de consommation. Keïta Matina, ex-consommatrice et membre du groupe Phénix, qui lutte pour les droits des UD, constate que la prise en charge des femmes est nettement plus difficile. Les garçons fréquentent plus les centres de santé par rapport aux femmes. En Afrique, une femme qui fume une cigarette est déjà perçue comme une personne qui n'a pas de morale. Donc, une femme qui consomme de la drogue, c'est encore plus compliqué. La difficulté est de retrouver les personnes qui sont sous traitements, qui ont des rendez-vous avec les médecins ; les accompagner dans les centres de santé. J'ai déjà eu une femme enceinte usagère de drogue qui devait aller au bloc [opératoire pour accoucher]. Elle devait faire une césarienne, mais elle ne voulait pas parce qu'elle était en manque. Cancel the eviction for 897 E Mound Street. (asks are edited for word count) 2. Move all homelessness matters out of the jurisdiction of the Department of Development and to the Department of Public Health. 3. End the Environmental Remediation Contract associated with encampment sweeps. 4. Create a committee to review and revise practices and policies around homelessness. This committee must be inclusive of mutual aid and community organizations that work with this population, as well as folks currently experiencing homelessness. 5. Make space and funding available for an overnight warming center during cold months. The camp grew from a warming center we created in order to supplement the woeful inadequate resources for warming centers and inhumane conditions in the homeless shelters across the city. Access to buildings that might be used for warming centers from late fall to early spring would greatly increase the well-being of our most vulnerable populations. This gives a reason to own these things and helps us know what our relationship was like with those who left them behind. * The Legacy Scale: This is a process to understand the personal value of any property to a person irrespective of the market value. * 2 classes of Real Estate: Objective Real Estate is the first type and it includes properties that have value but no particular personal relationship. Assets such as family homes on the other hand make up the second type of Real Estate which is usually more complicated and may involve co-inheritance. * There are 3 ways you can value something: First is the intrinsic value which is the value of that thing for itself without the market value. The second is the synergetic value which is the value of something in relation to the other properties owned by a person, or the impact it may have on other aspects of wealth. The last is the subjective value which is the question of "what does this mean to me? * Matina shares that she only works with individuals and not groups, because with an individual, issues can be dealt with in-depth and with speed. Even if the inheritance involves other people, by working with one person you change the constellation because the most important thing for a person to understand is " "What do I want?". The goal is to empower the individual to see how the inheritance fits into his life purpose and what action needs to be taken. * Matina describes the idea of "Life closure by design"; preferably the age of 50 is the ideal time to be more conscious about life closure, especially having light ownership and getting clarity on what will be left behind using "the Inheritance Muse method". * For the younger generation who are about to receive, it is very important to create conversations with your parents on things they feel strongly about, their lives, and their values. * When we have a relationship with something, the value of that thing is the value to us, not the monetary worth. Rather than keep that thing locked away, Matina advises people to use it in their lives in a more natural way. * What we do with our inheritance has two aspects; the first is to optimize it and use it so we can create happiness for ourselves, the second is to preserve what we can so we can give it to the next generation with stories and history. * The work of the Inheritance Muse is to help people understand where the real value is, in their assets. Matina explains a term called Wealth Dyslexia as the inability to grasp the scope and range of your wealth in a way that will give you value * Regarding the sale of property with a history, Matina highlights that it may not be possible to keep everything but properties can be sold with the story which adds value to it. Selling a property can help the owner feel lighter and focus more on things that have particular value to them. * Legacy is the effect that our lives have on other people's lives whether good or bad. Daily, we are curating our legacy, by who we are, what we do, and what we say. It's never too late to work on this. * The awareness of the certainty of death is empowering as it should give the ability to live life more intentionally and assess the impact of our ideals in our lives. * Inheritance is a gift given, we have to look at this and say, "what do I want with this?" It is important to look at it in a nonmonetary way, so we can know its effect on our lives. This is also covered in the "Inheritance Muse method". Understanding who you are is as simple as finding out where you are in your life and what you want. * From Matina to her kids: Resilience is very important and also finding time to tune into your deeper voice within. Major Matina Jewell joined the Army at age 17. After 15 years of service, 5 missions, 9 war medals and being badly wounded in combat as a Peace Keeper for the UN in Lebanon, Matina shares her views on courageous decision making and values-based leadership to empower teams. Having served in some of the toughest environments on earth Matina provides a life-changing perspective from the front-line of leadership, resilience and change. What exactly does a Peace Keeper in Lebanon do? When promoted to captain of the HMAS Kanimbla the largest warship in the Australian Navy Fleet, how did Matina's identity change? As a leader was there ever a time when Matina tried too hard to earn trust from her team? How do you earn trust? When Matina joined the military, her parents said her language changed. How did it change? How did Matina handle her insecurities as a leader? Doubt and fear show us where the edges are. Did Matina ever find the edge? In this episode, I'm talking to Major Matina Jewell who really like no other lady I know. This is LONG episode but trust me, it's worth it for the insights on resilience, leadership, working in a male-dominated space and really just generally kicking butt in life. I actually met Matti after she spoke at a Commonwealth Bank Women In Focus event where she'd shared her story and everyone was left shocked, in tears and in awe of her strength. After living quite close we were lucky enough to become friends and I got to see how this incredible military human weapon was also this beautiful suburban blonde-haired, blue-eyed mumma. So different from ten years ago as she was working to capture warlords and restore peace in third world nations. During her 15-year military career she: Earned eight war medals, Completed the physically demanding Navy divers course, Served with American Navy Seals, Tracked militia leaders in the Solomons, Boarded smuggler ships in the Arabian Gulf and, Was posted as a peacekeeper with the United Nations in Syria and Lebanon. Has a Masters in Project Management Speaks 3 languages Represented Australia in two sports The only Australian to ever receive two Republic of Lebanon war medals in combat and the Lebanese war medal for acts of bravery on the battlefield. Medically retired, Matina served on the Prime Ministerial Advisory Council and continues to champion change for injured war veterans. Among many honorary roles, Matina is a founding Ambassador for ‘Project Thankful‘, a movement partnered with the United Nations to help empower women and children globally. Matina has been featured on the ABC's Australian Story, is a best-selling author of the book 'Caught in the Crossfire' and her life story is currently being made into a feature film. So yeah, just totally your average Australian Female! :)
