While the climate benefits from booming electric vehicle sales, the nation's transportation system faces an unfortunate predicament: less gasoline and diesel purchased means dwindling fuel tax revenue. Fuel tax revenue provides a core funding source for operating, maintaining, and improving transportation systems, so policymakers must find a replacement as soon as possible. This event explores such options as mileage fees, higher annual vehicle fees, or abandoning the user-pay principle and relying on general fund revenue.   This program is supported by the Mineta Transportation Institute at San José State University. Transportation Secretary Pete Buttigieg calls the situation a preventable crisis—one for which we must take responsibility by recognizing that human lives are not a price to pay for modernity. New funding available through the 2021 Infrastructure Investment and Jobs Act (IIJA) provides a significant opportunity to reduce crashes through infrastructure redesign. Norman Mineta, former U.S. Secretary of Commerce, Secretary of Transportation, Congressmember and San Jose mayor, will be laid to rest in San Jose on Wednesday. Mineta was born in San Jose in 1931. During the Second World War, at the age of 10, he was imprisoned with his family in a Japanese internment camp in Wyoming. As a U.S. Representative, Mineta worked to provide reparations for interned Japanese Americans, co-sponsoring the Civil Liberties Act of 1988. As the Secretary of Transportation on Sept. 11, 2001, Mineta fought against appeals to intern Muslim Americans and later founded the Transportation Security Administration. We'll discuss Mineta's legacy and celebrate his life.

The accelerating transition to electric vehicles brings new urgency to discussions about how to replace fuel taxes with other broad-based, reliable sources of transportation revenue. From Wyoming to Delaware to California, more and more state legislatures are considering mileage fees, regions like the San Francisco Bay Area are considering expanded tolling, and New York City is within reach of adopting a congestion pricing proposal. Overlaying these discussions is a persistent call to consider the equity of any new charges on drivers. How will the charges impact low-income drivers? Does payment require access to banking tools that are not universally available? This event will explore proposals, including fee rates that vary by driver income, vehicle characteristics, or time and place, and equity-centered policies for responding to nonpayment of tolls or other fees. Transportation policymakers face two overlapping, once-in-a-generation opportunities: electrifying the nation's vehicle fleet and re-establishing a stable source of federal and state revenue for transportation. As states and the Biden administration begin a push to rapidly electrify the U.S. fleet for climate reasons, policymakers are under increasing pressure to rethink how states and the federal government fund transportation infrastructure and services. For decades, motor fuel taxes have generated the majority of state and federal funds spent on transportation, even if recently these taxes have been losing their purchasing power. However, a shift to electric vehicles will require a new transportation funding model. The speakers will discuss the challenges and opportunities with such options as mileage fees, carbon taxes, higher vehicle registration fees, or a shift entirely away from user-generated revenue. Link to bioRxiv paper: http://biorxiv.org/cgi/content/short/2020.11.22.392985v1?rss=1 Authors: Noro, Y., Shimizu, H., Mineta, K., Gojobori, T. Abstract: The last common ancestor of Bilateria and Cnidaria is believed to be one of the first animals to develop a nervous system over 500 million years ago. Many of the genes involved in the neural function of the advanced nervous system in Bilateria are well conserved in Cnidaria. Thus, Cnidarian representative species, Hydra, is considered to be a living fossil and a good model organism for the study of the putative primitive nervous system in its last common ancestor. The diffuse nervous system of Hydra consists of several peptidergic neuron subsets. However, the specific functions of these subsets remain unclear. Using calcium imaging, here we show that the neuron subsets that express neuropeptide, Hym-176 function as motor neurons to evoke longitudinal contraction. We found that all neurons in a subset defined by the Hym-176 gene (Hym-176A) or its paralogs (Hym-176B) expression are excited simultaneously, which is then followed by longitudinal contraction. This indicates not only that these neuron subsets are motor neurons but also that a single molecularly defined neuron subset forms a single coactive motor circuit. This is in contrast with the Bilaterian nervous system, where a single molecularly defined neuron subset harbors multiple coactive circuits, showing a mixture of neurons firing with different timings. Furthermore, we found that the two motor circuits, one expressing Hym-176B in the body column and the other expressing Hym-176A in the foot, are coordinately regulated to exert region-specific contraction. Our results demonstrate that one neuron subset is likely to form a monofunctional circuit as a minimum functional unit to build a more complex behavior in Hydra. We propose that this simple feature (one subset, one circuit, one function) found in Hydra is a fundamental trait of the primitive nervous system. Copy rights belong to original authors. Building Blocks to the Future While the San Francisco Bay Area is booming with jobs and (for many) high wages, people are increasingly priced out of the housing market and the region is losing people to fill jobs that are essential to California's economy. In response to this crisis, we have seen a proliferation of transit-oriented projects (TODs) which place high-density housing above or adjacent to transit centers. TODs provide easy mobility while offering less costly living space. Join us to learn the effective strategies used by planners, policy makers and advocates to implement high quality, equitable transit-oriented station areas. Norman Mineta served as the Secretary of Transportation from 2001-2006 during the George W. Bush presidency (including on 9-11). He had previously served as Secretary of Commerce under President Bill Clinton as the first Asian American to hold a cabinet post. He began his career in public service in 1967 as a member of San Jose's city council. In 1971, he became the first Asian American mayor of a major American city. He then served in the House of Representatives from 1975-1995 becoming the first Japanese American elected to the House from the contiguous United States. He is the recipient of the Presidential Medal of Freedom, the nation's highest civilian honor. During this podcast, Mr. Mineta talks about his career of public service and about the events of 9-11 including ordering all aircraft flying over the U.S. to land immediately. He also discusses his experience as a child being sent to an internment camp during World War II along with other Americans of Japanese descent. He details the lifelong friendship that began in the camp with fellow Boy Scout Alan Simpson who would go on to become a senator from Wyoming. Mr. Mineta also discusses the film showing on PBS TV stations on May 20th "Norman Mineta and His Legacy: An American Story."

This week, this Nicks have a look at the hot new (3-year old) shounen anime that's sweeping the world - Boku no Hero Academia! They'll talk about the strengths and weaknesses of ensemble shows, what the superhero craze looks like reflected through and Japanese mirror and whether or not anyone axtually likes Mineta! [Click here](https://fundraise.cancerresearch.org/fundraiser/1947095) for more information on the Livestream for the Cure! ### Fandom Facts “My Hero Academia … follows Izuku Midoriya, a boy born without superpowers (called quirks) in a world where they have become commonplace, but who still dreams of becoming a hero himself. He is scouted by the world's greatest hero, who shares his quirk with Izuku after recognizing his potential, and later enrolls him in a high school for heroes in training.” * The BNHA subreddit is pretty popular: Within the first three months of the subreddit's creation, it went from almost 300 000th to somewhere in the 15 000's ([and is now ~1400th most popular subreddit)](http://redditmetrics.com/r/BokuNoHeroAcademia). * Someone did a fan survey with general interests in the anime [on the subreddit](https://www.reddit.com/r/BokuNoHeroAcademia/comments/6uqpvz/results_of_the_my_hero_academia_anime_demographic/) (circa 2018). Of the over 400 responses, here are some interesting bits: * Best aspect of BNHA: The characters (53%), the overall concept (28%) * 11% dislike generally shonen (the remainder are either indifferent or like shonen) * 47% have read the manga in its entirety * 7% dropped the show completely; 5.8% strongly disliked it or hated it * There was also this fan survey which was more about the characters [which had some demographics](https://www.reddit.com/r/BokuNoHeroAcademia/comments/6655jk/bnha_sub_survey_final_results_highly_indeep/) (and a thousand responses)! * Predominantly male (76.4%), with some female representation (20.6%) * Overwhelmingly young: 85%+ under 24 (20-24: 42.7%; 17-19: 33.2%) * Favourite character: Izuku Midoriya (39.2%), Katsuki Bakugou (21.5%), Toshinori Yagi (18.8%) * Main weakness of the show: Too many characters (46.5%), some characters have limited development (33.6%) * Interest in BNHA is definitely on the rise, and [it's the most popular it's been … ever](https://trends.google.com/trends/explore?date=all&q=%2Fm%2F012ccg16,%2Fm%2F0g27s9,%2Fm%2F030l0z,%2Fm%2F01_f03) (which isn't surprising, since it's still coming out). * BUT while it is popular, it hasn't surpassed Naruto (too big to show) or One Piece (on the decline), even if it is overcoming series like Bleach and Fairy Tale. * According to Fandometrics, BNHA was the #1 Anime and Manga fandom, and #5 fandom overall for 2018. ### First Impressions #### Z: Before I started watching the series I figured that it was just another shonen series that G was really into because he's a fan of superhero stuff. Admittedly, even watching through the first episode or two I wasn't quite convinced that it was anything more than just another Dragon Ball, another sprawling shonen series poised to seize the world's imagination the way that Naruto or One Piece did. But then, I think it was something said during Deku's initial training (or maybe just the quirkiness of seeing all the Star Wars references in place names -- neat, but...why!?) or maybe his heroism in trying to save Bakugo from the sludge villain, after that bit of the show demonstrated its heart I was in for the long haul. #### T: Beyond know that it is popular, and seeing it crop up in spots like the Anime Feminist, I didn't think much of it other than that it might be the next Fairy Tale / Bleach / Naruto / Dragonball Z / Shonen show. G heavily recommended it and I watched the first season, and while there were still heavy shonen tones, I got a better appreciation of it, and liked the vibe (X-men, but anime) and that it wasn't all

What is it about the show that has managed to keep it relevant for over thirty years, even far from its home? And what exactly is the appeal of the show? Is it the lo-fi, retro-ness of it through a nostalgia filter? All this and more on this week's episode! ## Episode Outline ### Fandom Facts * It is currently in its 26th (ish) season with almost 900 episodes since 1993. It is based on the Super Sentai meta-series in Japan that started in 1975 and has been running over the same timespan. * Interest in the various Power Rangers series has been [relatively constant since 2004](https://trends.google.com/trends/explore?date=all&q=%2Fm%2F017dbx) though it has had some ups and downs and is on a bit of a downward trend right now. * There are almost 6000 fan works related to Power Rangers [on Archive Of Our Own](https://archiveofourown.org/tags/Power%20Rangers/works) (about ⅓ Gen, ¼ F/F, and ¼ M/M) * The Power Rangers subreddit [has about 20k followers](https://www.reddit.com/r/powerrangers/). ### First Impressions #### T: I couldn't tell you exactly when I started watching the Mighty Morphin' Power Rangers… and I also couldn't tell you exactly when I stopped (though I feel like it was just before Zeo… so not long). I loved it; I think my parents still have a VHS of the first episode that was purchased from somewhere (that's right, legit, and occupying the WHOLE VHS). I imagine it had a lot to do with the general interest in karate, ninjas, martial arts, giant robots, and underneath it all… Japan? Plus, it didn't hurt that I felt I could relate to the Blue ranger, and that the show aired just before (and just after school) at an influential time in my life (middle school). I remember going to the movie (with Ivan Ooze) and enjoying it… but I don't know why I stopped watching it either. #### Z: I remember Power Rangers hitting the small screen at the time in my life when I still only had 4 channels at home. As a result, I never really got into it. But, my slightly younger cousins living in the city with their whopping tens of channels were all about the Mighty Morphin' Power Rangers. I remember seeing a few episodes with them, but even as a child of 8, something about the aesthetic pushed me away from the show rather than bringing me into it. The Super Mario Super Show with its Legend of Zelda cartoon (another piece of media exclusive to visits to my city-dwelling relatives) was way more interesting to me then. ### Famous Last Words What did we have to say about next week's topic, Boku No Hero Academia / My Hero Academia with only our first impressions? #### **G:** Is it the new DBZ? Is that ok? #### **T:** Are there fans working on the in-universe science of the show? #### **Z:** Does anyone like Mineta? ## Where can you find us? Norman Mineta may be best known for being the U.S. transportation secretary on Sept. 11, 2001 when America came under attack by terrorists who hijacked four airliners and crashed them into the Pentagon, the World Trade Center buildings, and into a field in Shanksville, Pennsylvania. As America was being attacked, Secretary Mineta ordered every aircraft flying in American airspace--more than 4500 airplanes--to land immediately. Norman Mineta has lived the 20th century. Born in San Jose, Mineta's life was typical of a Japanese-American family, at least until World War II. For his being a “non-alien” of Japanese descent, Mineta and his family were interned first at Santa Anita racetrack and then in Wyoming.  He brushed off the initial discrimination of his early years to become one of American's most decorated public servants, with roles as San Jose's Mayor (during the early days of the tech boom), as a Congressman representing Silicon Vally and later as Secretary of Commerce under Clinton and Secretary of Transport under George W. Bush.   In this 52-minute episode, Secretary Mineta speaks directly about his early life experience, particularly  as an internee and as the object of intense discrimination, closing with a very poignant memory of then Captain Ronald Reagan, who oversaw the burial of a decorated American soldier of Japanese descent. It was President Reagan who finally put a line under history in 1988, apologising to those interned and compensating them. Put the kettle on and have a listen - it's definitely worth it and frighteningly relevant today.  Next time: Secretary Mineta recounts his role overseeing American air space on 9/11.  Feed your soul. Keep listening.

Former United States Secretary of Transportation Norman Mineta left office in 2006, and yet his legacy lives on today. Author of the first of several transportation reauthorization bills in his time in the U.S. Congress and as the Chairman of the House Transportation and Infrastructure Committee, Mineta was Secretary of Transportation when the most recent transportation authorization bill - the now - expired SAFETEA-LU was passed into law in 2005. In the meantime, instead of a writing new federal transportation reauthorization bill, Congress has reauthorized SAFETEA-LU ten times since it expired in 2009. For more on the impact of those temporary reauthorizations and how transportation has changed since SAFETEA-LU was passed into law, I spoke with the former Secretary and current Global Vice Chairman of Hill & Knowlton. Among the millions of Americans who found themselves at a crossroads on the morning of September 11, 2001, few faced a tougher decision than then-Secretary of Transportation Norman Mineta, who in response to the hijacked airplanes crashing into the Twin Towers and the Pentagon, took the unprecedented steps of grounding all domestic air traffic in the United States, and diverting all incoming international air traffic to Canada. In the days that followed, while other authorities were beginning their investigations into the attacks themselves, Mineta was charged with looking forward and improving the security of the nations transportation, which among other efforts led to the creation of the Transportation Security Administration. For more on his role on that fateful day, and the legacy those attacks left on transportation in the United States, I spoke with Secretary Mineta, now Global Vice Chairman at Hill and Knowlton in Washington, D.C.

Red Flag - Young Man to Cheney, Do the Orders Still Stand?

On the morning of September 11th, 2001, Vice President Dick Cheney was in charge of the military response to the attacks while the President flew around the country in Air Force One.  The 9-11 Commission failed to follow up on the nature of and order the Vice President had given which related to American Airlines Flight 77 which hit the Pentagon at 9:36.  Many have wondered if these orders were NOT to shoot down Flight 77 as it approached the Pentagon. We know about this order because on May 23, 2003, then Transportation Secretary Norman Mineta testified before the 9-11 Commission.  Secretary Mineta testified that he was present at the Presidential Emergency Operating Center (PEOC) in a bunker below the White House on the morning of September 11th under the direction of Vice President Dick Cheney.  During questioning by Co-Chairman Lee Hamilton, Mineta was asked if he was in the PEOC when the Presidential order was given to shoot down suspected hijacked commercial airliners. During the time that Secretary Mineta testified about, Flight 77 had already been severely off course for over an hour and it was thought that the flight was being controlled by terrorists.  Flight 77 was also being tracked by the FAA and NORAD and according to Secretary Mineta’s testimony it was even being tracked for at least 50 miles from the PEOC. Secretary Mineta’s testimony has raised many questions.  The most obvious question is, what were the orders that Vice-President Cheney had issued to the young man?  When asked by Mr. Hamilton during testimony if the order was a shoot down order, Secretary Mineta could not confirm that it was.   Is it reasonable to assume that this was a shoot down order? During this same hearing, Secretary Mineta also testified that aircraft had been scrambled from nearby Langley Air Force Base and were only 10 miles away from the Washington D.C. area.  If the orders Secretary Mineta spoke of was a shoot down order, then why was this plane not shot down before it hit the Pentagon?  Our modern fighters are the most sophisticated in the world and can shoot down multiple targets from many miles away.  The question begs to be asked,  were these orders the young man spoke of orders NOT to shoot down Flight 77? We now know that Naval Officer Douglas F. Cochrane is the young man Mineta was referring to in his testimony.  When questioned about the day, Mr. Cochrane has refused to answer questions about what happened and repeatedly refers to the 9-11 Commission as the definitive report on the terrorist attacks. It is another failure of the 9-11 Commission that this testimony by Secretary Mineta was not followed up on.  Today, important questions still persist about what these orders were and why the 9-11 Commission failed to dig deeper and ask questions of how Flight 77 could have possibly been allowed to strike the heart of the US Military.
