Imagine a world in which the president had unfettered power to use the massive federal workforce as a weapon against political rivals. In that scenario, federal officials would be forced to serve a political party's interests instead of the public interest. Your access to federal benefits and services could be slowed or blocked depending on your declared political affiliation. That's a world that former President Donald Trump tried to make a reality in the final days of his administration. Exploiting a statutory loophole, Trump issued an executive order in October 2020 that could have made tens of thousands of federal employees, maybe hundreds of thousands, fireable at will by political operatives. Public servants could have faced retaliation if they reported corruption or refused to follow unlawful orders. President Joe Biden rescinded the executive order before Trump could implement this new system. But the nation isn't out of the woods. Congress has failed to close the loophole that made this plan possible. And now, there's a movement to resurrect it and politicize the civil service. Raffi's story includes coming out and fighting for civil rights at a young age, understanding a complex set of intersectional identities, self-care in advocacy, shattering stereotypes, her life of service, and so much more! Guest Biography Raffi Freedman-Gurspan is the Deputy Director of Public Engagement at the United States Department of Transportation, appointed by President Joe Biden, where she works on behalf of Secretary Pete Buttigieg. A dedicated champion of human rights as well as an LGBTQ and gender equality policy expert, Raffi has worked in non-profit and government sectors for over a decade. Prior to joining USDOT, she was a Deputy States Director for the All On The Line campaign of the National Redistricting Action Fund, an affiliate of the National Democratic Redistricting Committee chaired by former US Attorney General Eric Holder, where she oversaw community organizing work in the Midwest and East Coast. Between 2017 and 2019, Raffi was the Director of External Relations at the National Center for Transgender Equality, where she managed public education and field organizing operations. Raffi also served in President Barack Obama's administration between 2015 and 2017, working at the White House as a Senior Associate Director for Public Engagement responsible for LGBTQ community affairs, and as an Outreach and Recruitment Director for Presidential Personnel recruiting talent to work in the executive branch of government. Raffi was the first openly transgender staffer to work at the White House in history and, before leaving office, President Obama appointed Raffi to the United States Holocaust Memorial Council, which she served on between 2017-2022. Before moving to Washington, DC, Raffi's experience included working in the Massachusetts House of Representatives as a Legislative Director; for the City of Somerville, Massachusetts as the Mayor's LGBTQ Liaison; at the Massachusetts Transgender Political Coalition as a Legislative and Policy Staffer; and as a Course and Research Assistant at Boston University's Women's, Gender & Sexuality Studies Program. A graduate of St. Olaf College in Minnesota, Raffi was adopted from Honduras and grew up in Brookline, Massachusetts.

Today, another in our series of Conversations with the Candidates: 2022. Tom's guest is Ashwani Jain. He is a candidate in the June 28 Democratic primary for Maryland Governor. This is Mr. Jain's second attempt at elective office. He lost a race for the Montgomery County Council in 2018. He worked in a variety of roles in the Obama Administration, including in then-Vice President Joe Biden's office, the Department of Health and Human Services, the Department of Housing and Urban Development and in the White House Office of Presidential Personnel. He has also worked in the non-profit sector. He is currently the Program Director for the National Kidney Foundation. Mr. Jain is 32 years old. He holds undergraduate degrees in Political Science and Business Management from the University of MD, and a master's degree in political management from George Washington University. Congress increasingly recognizes that the Chinese Communist Party poses a mortal peril to our country and the rest of the world, which it seeks to dominate. Both houses have just approved bipartisan bills to counter the CCP's advantages in key technologies with ominous military applications. Today we will be discussing an article called “Jane Crow and the Law: Sex Discrimination and Title VII,” by Pauli Murray and Mary Eastwood. This article was published by the George Washington University Law Review in 1965, in response to the Civil Rights Act, which had been passed the year before, in 1964, and it asks “the extent to which the Constitution may protect women against discrimination, and the interpretation of the sex discrimination provisions of the equal employment opportunity title of the Civil Rights Act of 1964.” This article was read, and the argument later used, by a rising star at the A.C.L.U.— Ruth Bader Ginsburg - to convince the Supreme Court that the Equal Protection Clause does indeed apply to women. This is an exciting moment for this history project as the podcast enters the Civil Rights era and we start to hear from authors who have new and more expansive, inclusive conceptions of women's experiences within patriarchal systems. I volunteered for neighborhood and local government initiatives, served as student body president (middle and high school), as a Congressional Page in DC AND FELL deeply IN LOVE WITH THE LAW AND POLITICS there, and then decided to apply only to colleges in Washington DC -- (much to parent chagrin, etc… ) attend Georgetown's School of Foreign Service, ... After studying abroad in Japan, Kenya and Nicaragua, andreturn to the US & enrolled in law school at U.C. Davis (where she was elected president of the Law Student Association-). Michael Froman has had an extraordinary career. After serving in the Department of the Treasury under President Clinton, he became the head of personnel for the 2008 Obama-Biden transition team and later served as a White House deputy national security advisor and as the U.S. Trade Representative. In this episode of Transition Lab, host David Marchick asks Froman for an inside look at the world of vetting, selecting and appointing key presidential personnel. The Office of Presidential Personnel faces the herculean task of helping a president select about 4,000-political appointees at the beginning of a new administration and throughout a president’s four-year term. Jonathan McBride and Liza Wright, former directors of the PPO under Presidents Barack Obama and George W. Bush, respectively, join host David Marchick on Transition Lab to share their advice on how to land a political appointment and some of the challenges they faced managing the personnel operation.
George W. Bush had the shortest official transition in history at just 39 days, but secured more political appointees during his first year in office than any other modern president. Clay Johnson, who served as the executive director of Bush’s transition and later as director of the Office of Presidential Personnel, tells host Dave Marchick how Bush brought many of his personnel practices as Texas governor to Washington, how he started his transition early, solicited advice from seasoned Washington veterans and maintained a focus on planning for the new administration even the results of the 2000 election were in dispute.
Dr. Charmaine Yoest is a Vice President of the Heritage Foundation, where she leads the Institute for Family, Community and Opportunity. This includes work on domestic policy issues including health care and welfare reform, education policy, family formation, women’s issues and religious liberty. Dr. Yoest previously served in the Trump Administration in the White House and the Department of Health and Human Services. She served as Associate Director of the White House Office of National Drug Control Policy (ONDCP) where she directed the component’s intergovernmental, public affairs, and public liaison programs. Charmaine also served as the Assistant Secretary for Public Affairs at the U.S. Department of Health and Human Services where she provided leadership for the $1.3 trillion Department’s public affairs programs, and coordination of strategic messaging across the 11 HHS Operating Divisions. Her work involved a focus on the opioid crisis, natural disaster response, and health care reform. Dr. Yoest has a track record serving in many facets of political life - in the White House, on a presidential campaign, and leading a national nonprofit. She has appeared as a spokesperson on every major television network and cable outlet, and has been published in the leading national publications. She has provided testimony in front of the United States Congress on multiple occasions. She is also the author of M other in the Middle (HarperCollins), an examination of child care policy. Dr. Yoest began her career working in the White House for President Ronald Reagan in Presidential Personnel and later served as a Senior Advisor to Governor Huckabee’s 2008 Presidential Campaign. She was a surrogate for the Trump-Pence 2016 campaign. She also served as President and CEO of Americans United for Life. During her tenure, the public interest law firm grew significantly, more than tripling its budget and donors. Numerous publications have profiled Charmaine and her work. In a feature piece, The New York Times said that “her personal appeal gives her outsize visibility.”The Christian Science Monitor describes her as “a pragmatic force.”The New Republic describes her as “compelling.” Even Mother Jones described her as “charismatic.” She was featured inTime magazine’s 2013 Thanksgiving series along with Michelle Obama and Rick Warren. Kinsey Casey currently serves as the Chief Operating Officer for the City of Pittsburgh under Mayor Bill Peduto. She comes to the City of Pittsburgh after serving as the inaugural Chief of Staff at Emerge America, a national nonprofit that trains Democratic women to run for office. Previously, she served as the Deputy Chief of Staff to the Chancellor of the University of Pittsburgh. Kinsey also served in the Obama Administration for seven years, as Chief of Staff for Secretary John Kerry’s Office of Global Partnerships at the U.S. State Department. Prior to her time at State, Kinsey was the National Security Director for Presidential Personnel at the White House, where she managed political appointments across national security-related agencies. She began her service in the Obama Administration at the Department of Homeland Security, where she managed domestic and international travel logistics for Secretary Janet Napolitano. If a garrison is considered to be about 500 soldiers, then it would be about five such military groups from China that are now in Venezuela. SomeonesBones also reported that on January 23, 2019 an American reconnaissance satellite—USA-139—captured images of a Chinese-flagged container ship offloading troops and armor near Puerto Cabello in Venezuela, which is about 100 miles west of Caracas. Chinese assets included several Type 99 main battle tanks, towed artillery, and a platoon ZBD 97 infantry fighting vehicles. However, the real reason for the United States invading Grenada was due to a very long runway that was then under construction for the main purpose of providing a stop-over needed for refueling the Soviet air transport before deploying its cargo of Thermonuclear Weaponsto Punta Huete in Nicaragua where another very long airstrip was being constructed, which would have enabled the Soviet Union to launch so many Intermediate-Range Ballistic Missiles armed with Thermonuclear Warheads that would have been able to strike directly at the United States within minutes after landing. It is now able to accommodate the Antonov An-124 Ruslan strategic military heavy air transport that can carry 150 tons of cargo as well as the much larger Antonov An-225 Mriya, which not just able to airlift up to 630 tons of cargo inside its fuselage, but it also is able to launch missiles or spacecraft in mid-air up to 70 meters or 230 feet in length. In addition, the Russian Air Force is also constructing another airfield that will be at least 3,500 meters or 11,483 feet long and 30 metersor 197 feet wide, which will be ideal for landing the Antonov An-225 Mriya air transports on La Orchila Island as a stopover for refueling before continuing westward on the course to Punta Huete Airport in Nicaragua, the longest runway in Central America, from where mobile missile launchers could be unloaded in only a matter of a few minutes to fire many Intermediate-Range Ballistic Missiles armed with Thermonuclear Warheads capable of reaching all strategic targets in the United States without any warning. Although only one Antonov An-225 Mriya currently exists in operation, there are two possible locations where these largest air transports in the world are being manufactured and produced.Russia has all of the parts for this giant aircraft and the machinery to produce larger quantities. China was able to obtain all of the technology from Ukraine several years ago and is expected to complete production during 2019. So Russia and/or China may already have a fleet available of this massive aircraft for military deployment. SomeonesBones also reported that on January 23, 2019 an American reconnaissance satellite—USA-139—captured images of a Chinese-flagged container ship offloading troops and armor near Puerto Cabello in Venezuela, which is about 100 miles west of Caracas. Chinese assets included several Type 99 main battle tanks, towed artillery, and a platoon ZBD 97 infantry fighting vehicles. In addition, the Russian Air Force is also constructing another airfield that will be at least 3,500 meters or 11,483 feet long and 30 metersor 197 feet wide, which will be ideal for landing the Antonov An-225 Mriya air transports on La Orchila Island as a stopover for refueling before continuing westward on the course to Punta Huete Airport in Nicaragua, the longest runway in Central America, from where mobile missile launchers could be unloaded in only a matter of a few minutes to fire many Intermediate-Range Ballistic Missiles armed with Thermonuclear Warheads capable of reaching all strategic targets in the United States without any warning. Although only one Antonov An-225 Mriya currently exists in operation, there are two possible locations where these largest air transports in the world are being manufactured and produced.Russia has all of the parts for this giant aircraft and the machinery to produce larger quantities. China was able to obtain all of the technology from Ukraine several years ago and is expected to complete production during 2019. So Russia and/or China may already have a fleet available of this massive aircraft for military deployment. The first openly transgender staffer to The White House, RaffiFreedman–Gurspan, outlines how Americans can stand up to a White House plan to rewrite definitions of sex in this country, and undercut protections for millions of non-gender conforming citizens. Raffi Freedman-Gurspan is the Director of External Relations at the National Center for Transgender Equality (NCTE), where she oversees public education and field organizing operations. She was both a Senior Associate Director for Public Engagement, where she served as the primary liaison to the lesbian, gay, bisexual and transgender (LGBT) community, and Outreach and Recruitment Director for Presidential Personnel at the White House from 2015-2017. Raffi was the first openly transgender staffer to work at the White House. She also currently sits on the United States Holocaust Memorial Council as an appointee named by President Barack Obama.

Telecom industry giants like AT&T, Comcast and Verizon object to the new rules, saying they will harm the Internet ecosystem. Privacy advocates, though, applaud the rules. Critics of the rules say so-called edge providers like Netflix and other companies should also be restricted from freely sharing their users' information without permission. But the FCC, of course, doesn't have jurisdiction over internet companies like Netflix. Cecilia Kang has the story in The New York Times. ----Eric Lipton at The New York Times reported last week on AT&T's lobbying influence within the beltway. Lipton reports that AT&T is Congress' biggest donor, contributing a total of over $11 million to most members of Congress since 2015, which is 4 times that of Verizon. The company also has almost 100 registered lobbyists, not including non-profit organizations it contributes to. AT&T announced two weeks ago that it has agreed to purchase Time Warner for $85.4 billion. Time Warner's properties include HBO and CNN. ---- Senator Elizabeth Warren is leading progressive members of Congress who are pushing Hillary Clinton to crack down on large tech companies if Clinton becomes president. Warren says companies like Google, Amazon and Apple have too much market power. But according to the Center for Responsive Politics, tech companies have contributed some $39 million to the Clinton campaign, compared to just $787,000 for Trump. Shane Goldmacher has the story in Politico. ---- A new Pew Report finds that a fair number of people loathe the political dialogue that happens among friends, family members and acquaintances on social media. Almost twice as many social media users reported being “worn out” by political discussions on Facebook, compared to those who like seeking lots of political content. The report also found a large percentage of people found political discourse on line to be angrier, less respectful and less civil than political conversations in public. You can find these and other findings at Pew. ---- Finally, Alphabet, Inc.--the parent company of Google, is putting the brakes on further build out of its fiber network in places it's not already committed. Google Access CEO Craig Barrett announced he is stepping down in a surprise blog post last week. Google Fiber will continue to be available in Atlanta, GA; Austin, TX; Charlotte, NC; Kansas City in MO and KS; Nashville, TN; Provo, UT; Salt Lake City, UT; and North Carolina's Triangle region. In addition, Comcast is suing the Nashville metro government, including the city's mayor, in the U.S. District Court in Nashville. Comcast argues that Google, when it comes into Nashville, shouldn't just be able to come in and reconfigure wires on utility poles without first waiting for incumbent providers to adjust the wires themselves.
