Why do some states have more of their solar generation on contaminated sites, while other states are at much lower levels? This webinar will explain one of the biggest factors -- the successes of state renewable programs specifically designed for prioritizing landfills, mine sites, and other potentially contaminated lands. States such as New Jersey, Massachusetts, and Illinois have large-scale programs in place that are leading to the successful development of many megawatts of new renewable projects on RE-Powering sites per year. The state programs include financial incentives, procurement preferences, streamlined permitting, liability relief, and hands-on project development assistance designed and implemented by states over a decade or more. Drawing on its national best practice research and profiles of more than five dozen programs across more than a dozen states, EPA's RE-Powering America's Land Initiative is hosting the webinar to help you learn about common types of successful state programs, their impacts, and implementation tips. This topic is timely because many states, as well as local communities, are considering how to expand contaminated site reuse as part of their greenhouse gas reduction plans and how to preserve agricultural lands and other greenfield sites. To share on-the-ground knowledge, a panel of renewable developers focused on contaminated sites will describe how they have participated in state programs and how those programs have reduced the risks, improved the speed, and lowered the costs of their renewable energy projects on contaminated sites. The webinar will also describe new, free resources - including individual program profiles - where participants can learn much more on the topic. Alicia Juarrero, is Co-Founder and President of VectorAnalytica and Professor Emerita of Philosophy at Prince George's Community College (MD). Alicia was named the 2002 U.S. Professor of the Year by the Council for the Advancement and Support of Education (CASE) and the Carnegie Foundation for the Advancement of Teaching; in 2003 she received the Edward T. Foote Alumnus of Distinction Award of the University of Miami; in 1995 the Distinguished Humanities Educator Award of the Community College Humanities Association. In 1992 Alicia was appointed by the President of the United States and confirmed by the U.S. Senate to the Advisory Board of the National Endowment for the Humanities (NEH) where, from 1992-2000 she served as NEH's Chair of Council Committee on State Programs. In that capacity she was responsible for the oversight of approximately $32 million in NEH funds distributed annually to the States Humanities Councils. Born in Cuba, Alicia has played a leading role in introducing complexity concepts and theory to that island nation and currently serves as Secretary-Treasurer of Friends of Havana's January Complexity Seminars, a 501(c)3 not for profit organization which supports the work of complexity scholars in Cuba.

In Idaho, that’s the job of the folks at the Office of Performance Evaluations. They spend their time investigating stage agencies and programs to find out how they are doing. The Office released a report in January on the Southwest Idaho Treatment Center that made headlines around the state.
Some of you love politics… But, don’t you get really tired of all the partisan wrangling, name-calling and finger pointing by our politicians? The two parties usually can’t agree on the day of the week and the nastiness of their verbal exchanges is at an all-time high. One result of this political vitriol is that little gets done in Congress and in many state legislatures and our trust in public figures is plummeting. However, one retired politician is trying to erase the nastiness and re-establish CIVILITY in our public debate. Ted Celeste is a former state representative from Ohio. He served in the Ohio General Assembly from 2007 to 2012. But, he’s now director of State Programs for the National Institute for Civil Discourse – a non-partisan center for advocacy, research and policy. He leads the next generation project and travels the country doing legislative training called “Building Trust through Civil Discourse.” He has traveled to 22 different states trying to train state legislators and their staffs how to work toward consensus through civility. He says that the political nastiness we hear today is counterproductive to getting things done and he points to Congress as a living example. Congress often is in gridlock based on overt partisanship or political verbal warfare. Celeste says it doesn’t have to be that way. While in office, he had a strong reputation of being able to reach across the partisan aisle to get legislation passed. He is now trying to pass along his tips to others in the hopes that we can be able to traverse the political divide we are now experiencing.
