This event was the launch of Dr Marouf Cabi's latest book 'Iranian Kurdistan Under the Islamic Republic: Change, Revolution, and Resistance' published by I.B. Tauris. Cabi presents a social, political, cultural, and socioeconomic history of Iranian Kurdistan since the 1979 Revolution. In this study, Marouf Cabi shines a spotlight on the modern history of Iranian Kurdistan – an area of Greater Kurdistan understudied in comparison to its regions in Syria and Iraq. The book provides a historical narrative and analysis of Kurdistan since the Revolution. It addresses key changes and events in detail, such as the participation of the Kurds in the Revolution, the reinvigoration of the Kurdish movements and the emergence of the women's movement, the armed struggle of the 1980s, socioeconomic and political change of the 1990s, and the emergence of civil society since 2000. Cabi draws on extensive primary sources, including oral history, various newspapers, journals, and books published during the period. Meet our speakers and chair Marouf Cabi is a Visiting Fellow at the LSE Middle East Centre. He received his PhD in History from the University of St Andrews, UK, and is a social and cultural historian of modern Iran. He is author of 'The Formation of Modern Kurdish Society in Iran: Modernity, Modernization, and Social Change 1921-1979' (2022). Kamran Matin is a Reader in International Relations in the School of Global Studies at the University of Sussex where he teaches international history, international theory, and Middle East politics. He is the author of 'Recasting Iranian Modernity: International Relations and Social Change' (Routledge, 2013) and co-editor of 'Historical Sociology and World History: Uneven and Combined Development over the Longue Durée' (Rowman & Littlefield International, 2016). Robert Lowe is Deputy Director of the LSE Middle East Centre and Co-editor of the Kurdish Studies Series, published by I.B. Tauris. His main research interest is Kurdish politics, with particular focus on the Kurdish movements in Syria.

Happy Thanksgiving! We were live on the air for the holiday today, although by “we” I mean me, and by “on the air,” I mean streaming over the Internet. Also, by “live,” I mean except for the pre-recorded segment on Christian nationalists hiding behind their long-standing school privatization scheme, submitted by Michigan correspondent Rosalyn MacGregor. Trump's threatened tariffs were put to their first test yesterday: the test of whether or not they're fake, that is. Evidence strongly (very strongly strongly) suggests they are. “We” also take the opportunity to remind you that for some strange reason, Sen. Cynthia Lummis (R-WY) is considered Congress' “crypto queen.” More importantly, we're meant to understand that this is the root of the next round of crypto corruption. Speaking of the next round of corruption, you already know that Every Republican Accusation is a Confession.™ So here's another confession: Don Jr. is now doing all the things they said Hunter Biden was doing with Burisma. You also already know that Trump's flouting the norms on background checks. On top of that, he's befouling the transition process by refusing to sign the routine ethics pledge, which he actually did sign last time (though to no avail). Is there anything to do about any of it? Well, there's one suggestion: Biden can initiate background checks for them. Sort of as a favor, you know? That way, he can focus on the mandate he doesn't have, for the agenda he denied having. Gaetz has been gotz. But Pete Hegseth is still skulking around. Reports are that there are Republicans who are genuinely unhappy about that, too. (And with good reason!) Still, there are some bizarre interpersonal nuances in Congress and party politics which mean the reaction to Hegseth and other abominable Cabi-nut picks could go either way. Rudy Giuliani's best, last hope is that he thinks things could co either way for him, too. But it's starting to look like there's only way way to go: down. As in… the drain. Or toilet.

Guiné-Bissau: remodelação governamental "vai trazer mais dissidentes"

Esta terça-feira, o Presidente Umaro Sissoco Embaló assinou e publicou uma série de decretos, procendendo a nomeações que remodelaram por completo o Governo. Em entrevista à RFI, o jurista guineense Fodé Mané alega que o país assiste a uma "acumulação de ilegalidades", a última sendo a nomeação para cargos governativos de personalidades próximas e fieis ao chefe de Estado. Esta lista de nomeações acontece em plena crise interna no partido do Madem G-15, uma semana depois das duas reuniões das alas divergentes, em que ficou claro quem se posiciona de forma fiel ao Presidente Sissoco ou ao até então coordenador do partido, Braima Camará.Esta remodelação do governo vai, ainda segundo Fodé Mané, ter "efeitos perversos" e resultar em maior dissidência nos partidos políticos. Esta terça-feira foram nomeadas figuras políticas fieis ao Presidente para cargos no governo, através de decretos presidenciais. São legais estas nomeações?Havia algumas vagas por preencher no governo há dois meses. Primeiro, desde que alguns ministros afectos ao partido de Nuno Nabiam,  APU-PDGB, aceitaram acatar as orientações do partido para se retirar do governo. Então houve três ministros e um secretário de Estado que tinham pedido demissão. E o Presidente nesta sua atitude de confrontação aceitou e não foram nomeadas pessoas para os substituir. Depois houve o PRS, o Ministro da Saúde que também pediu demissão e mais tarde, quando Fidelis Forbs, do Madem G-15, e um dos vice-coordenadores, mostrou a relação com o Braima Camará, foi exonerado. Então havia vagas para preencher. Houve também substituição de ministros, como é o caso de Nicolau dos Santos, exonerado do governo e substituído por Dionísio Cabi, antigo presidente do Tribunal de Contas. Porque ele (Nicolau Santos) não tinha declarado claramente estar ao lado da facção do PRS que apoia Sissoco. Então certamente ia ser retirado. Não há novidades.Dá impressão de que o Presidente está a promover as alas do Madem G15 e do PRS que lhe são fieis.Sim, só que, pelo contrário, vai ter efeitos perversos. Porquê? Primeiro, porque algumas pessoas que estavam na ala dos inconformados, tanto do PRS como do Madem, e que estavam à espera de serem chamados para preencher aqueles lugares, não foram. Porque não há lugar para agradar e acomodar todos os interesses. Então essas pessoas vão ficar de lado e o que acontece? Vão-se juntar mais uma vez no exército dos opositores ao regime. Há uma carta que esteve a circular ontem de um dos primeiros a pedir demissão, Fernando Victor Mandinga. Victor Mandinga fez uma carta em explica que, quando se está no governo, é necessário dizer "sim senhor Presidente" a tudo. E que mesmo nos Conselhos de ministros, não há debate. Não há nada. Se não disseres "sim, senhor Presidente", corres o risco de sair.Portanto, os que andavam a questionar, a tentar opinar, foram afastados. O Fernando Mandinga revelou precisamente qual era o ambiente naquela altura e como é hoje. Por isso quem tem um mínimo de sensibilidade sobre questões de  legalidade e democracia não pode acompanhar este regime político.Portanto, estas remodelações podem, no limite, ser justificadas do ponto de vista jurídico, mas considera que estamos perante mais um golpe de força do presidente, que procura rodear-se dos seus mais fieis?É exactamente o que se está a passar. Mas não tem nenhum valor jurídico, não tem nenhum enquadramento, é apenas uma demonstração de força para afastar quem está no outro lado e quem ainda não definiu a sua posição. Mesmo aqueles que foram militantes do PAIGC e que fizeram parte deste governo, à revelia das orientações do seu partido, foram obrigados a tomar uma posição clara. Eles deram conferência de imprensa, atacaram a direcção do partido e agora está-se a ventilar de que também estão a pensar criar um movimento de inconformados dentro do PAIGC, que já existe em todos os partidos com assento parlamentar, excepto o PTG (Partido dos Trabalhadores guineenses) de Botche Candé, mas existe no PRS, existe no APU, existe no Madem G15. Poderá o chefe de Estado, Umaro Sissoco Embaló, ser designado presidente honorário do Madem-G15, na sequência da proposta feita pela ala do partido do Madem G-15 que lhe é fiel? Esta proposta não tem nenhum valor jurídico e muito menos em termos políticos. Simplesmente cabe na deriva de ilegalidade que se está a verificar. O que tem acontecido são sinais claros de que a legalidade dos procedimentos não são respeitados. A própria convocação daquele congresso extraordinário [convocado pela ala fiel a Sissoco, no mesmo dia em que a ala de Braima Camará organizou um conselho nacional, a 17 de Agosto] desobedece a todos os procedimentos estatutários. Sabe-se também de vários actos de ilegalidade interna ao partido. Porque é claro que a luta que existe não é para o cumprimento dos estatutos, é para manter fiel à actual situação ou contestar. Então, eleger o Sissoco como presidente honorário é uma forma de afrontar aquilo que é feito pela outra ala, que tinha escolhido o ex-presidente José Mário Vaz como seu presidente honorário.Qual pensa que pode ser  a decisão do Supremo Tribunal sobre a nomeação de Satú Camará para coordenadora do partido do Madem-G15, aprovada pela ala fiel a Sissoco durante o congresso extraordinário? O Supremo Tribunal tem estado a proceder nesta onda de violação da legalidade. O Supremo Tribunal extravagou as suas competências. Não se limitou apenas a anotar decisões, mas a declarar como legítima determinada ala de determinado partido. Quando o Madem apresentou uma acção de providência cautelar para impedir a realização do tal congresso extraordinário, o que fez o Supremo? Fez uma nota a impedir o juíz de receber o processo.É uma ilegalidade. Por isso é que dizemos que, hoje, há apenas uma pessoa a funcionar com todas as instituições. É Umaro Sissoco que decide em nome do Tribunal, em nome da Assembleia, em nome do governo, em nome de tudo. Os outros são apenas ajudantes.Tudo o que a sociedade civil tem vindo a pedir, incluindo a realização de eleições presidenciais, vai ser agora mais difícil de exigir?Vai ser mais difícil, porque cada vez há acumulação de ilegalidades, há limitações que a Constituição impõe ao Presidente da República, e nós sabemos que a tendência é de continuar a violar essas limitações. Mas isso vai agitar cada vez mais tanto a sociedade civil como algum sector político.O que aconteceu com a coordenação de Madem é que ficaram fartos de defender ilegalidades. Há quem bateu com a mão na mesa. Dentro dos próprios partidos políticos acaba por haver cada vez mais dissidência. Só para repararmos: Nuno Nabiam, Fernando Dias, Braima Camará foram fortes apoiantes de Umaro Sissoco. Foram as pessoas que o levaram ao poder. Mas hoje todos têm uma posição diferente. E com esta remodelação governamental vamos ter outra vez alguns dissidentes, porque o que alimenta os guineenses é a nomeação para lugares públicos, a nomeação é como uma premiação. Ontem, não só houve nomeação de membros do governo, como houve exoneração de directores. O director do Fundo Rodoviário, a governadora da região de Biombo... Exonerados. Nomeou-se o filho de Satú Camará, ela própria nomeada coordenadora do Madem, como director. São formas de compensação e isso está a acontecer noutras instituições, desde o Governo Regional até às direcções-gerais, com o expurgar dos indesejados. Mas também cada vez mais pessoas, próximas de Sissoco, estão a mostrar que já estão cansadas. Vê-se no caso de Óscar Barbosa.Como explica a saída voluntária de Óscar Barbosa do governo, ele que foi conselheiro e porta-voz de Umaro Sissoco Embaló? Entre todas as demissões, esta foi a que mais surpreendeu. Óscar Barbosa não é uma pessoa de princípios. Esta situação em que Sissoco está a ser isolado pelos próprios companheiros de partido e que Óscar Barbosa diz estar do lado de Braima Camará é uma supresa. Isto dá para duvidar sobre se não se trata de uma armadilha... Também podemos acreditar na sua boa fé. Mas toda a gente em Bissau comenta a situação de Óscar. São sinais para vermos que o único pilar que sustenta Umaro Sissoco é a força. Não é nenhuma legalidade.

“O boi velho” é um dos Contos Gauchescos do escritor brasileiro João Simões Lopes Neto (1865-1916). Nela, o contador de histórias Blau Nunes narra a vida da família dos Silva, anunciando de pronto que “é bicho mau, o homem” e lembrando-se de um ocorrido do passado que evoca o respeito aos animais. Além da valorização da paisagem do Pampa e da integração com o meio, Blau apresenta-nos dois bois: Dourado e Cabiúna. Os animais são responsáveis por puxar o carretão, veículo da família até o arroio, para tomar banho. Os bois acompanham o crescimento da família por gerações, até que um deles morre picado de cobra e, o outro, vai ter um destino doído e sangrento, que faz o narrador reafirmar “é mesmo bicho mau, o homem”. O regionalismo presente na obra do autor está na forma de contar, na postura de grande coletor de casos e lendas do imaginário e na retratação fiel da linguagem do homem do campo. Cabi Omer Efendi was an Ottoman statesman and military commander who lived from 1750 to 1814. He served as the Grand Vizier of the Ottoman Empire three times, and was known for his military successes, administrative skills, and political influence. For this month's primary source, he provides a direct account of the execution of Dragoman Hadjigeorgakis Kornesios in 1809 and as a springboard for Part 2 of my interview with Professor of Ottoman and Turkish Studies, Antonis Hadjiantoniou. The text in full: "The dragoman of Cyprus caused sedition and discord by performing a great deal of villainy to the Muslim worshippers. He escaped from Cyprus, and when he arrived at Istanbul he was then arrested and executed in front of the Sublime Gate. His corpse was put upside-down in the basket of a broom-seller, carried around, and left outside the gate of the fish market. He thus became a warning to others. He was going to escape to Russia by converting his property and cash to bills of exchange. His house in Beşiktaş was given to the Chief tax inspector. It was rumored that all his property and cash totaled 5,500,000 kurush." -Cabi Omer Efendi 1809

O projeto de lei do marco legal para captura e armazenamento de carbono (PL 1425/2022) foi aprovado em junho na Comissão de Infraestrutura do Senado. A proposta seguiu para análise na Comissão de Meio Ambiente. A Petrobras anunciou em maio um projeto piloto de captura e armazenamento de carbono no terminal de Cabiúnas, em Macaé (RJ). A iniciativa vai ter capacidade de capturar 100 mil toneladas de CO2 por ano. A S&P Global já mapeou oito hubs de captura de carbono (CCS) no Brasil. Há dois hubs com maior potencial comercial atualmente, pois poderiam ser ancorados por indústrias que já têm incentivo para usar CCS. Um deles seria no Espírito Santo, usando os campos depletados da Bacia de Campos para armazenamento. Neste Energy Talks vamos discutir a necessidade de um marco legal e as oportunidades que podem ser abertas para a indústria de óleo e gás descarbonizar suas atividades e a de terceiros com projetos de estocagem de carbono. A indústria de gás natural é um dos segmentos mais potentes e promissores da nossa economia – e o gás é o combustível crucial de transição para um futuro de baixo carbono. Não só por sua versatilidade e flexibilidade de aplicação – como fonte de energia para as mais diversas indústrias e setores produtivos. Mas, principalmente, por ser mais limpo, com menores emissões de gases de efeito estufa para a atmosfera – ao mesmo tempo que garante previsibilidade de entrega, robustez e segurança no fornecimento, por não depender de fatores climáticos. A Petrobras vai investir, nos próximos cinco anos, US$ 5,2 bilhões em projetos para ampliar a oferta de gás nacional além de buscar aprimoramento contínuo nos processos de captura, uso e armazenamento geológico de CO2 (CCUS) que, em 2022, alcançou a marca de 11 milhões de toneladas reinjetadas, equivalente a cerca de 25% do total de CO2 injetado pela indústria global no ano passado. A Petrobras, Equinor e a Repsol Sinopec anunciaram nesta segunda-feira (8/5) a decisão final de investimento no projeto do bloco exploratório BM-C-33, em águas profundas da Bacia de Campos. O projeto, onde está a descoberta de Pão de Açúcar, vai demandar US$ 9 bilhões em investimentos e extrair reservas de óleo e gás acima de 1 bilhão de barris de óleo equivalente (boe). O FPSO que será contratado para Pão de Açúcar será projetado para produzir 16 milhões de m³/dia de gás natural e a ideia é interligar o futuro campo ao Terminal de Cabiúnas, em Macaé, região Norte do Rio de Janeiro. Esse volume pode representar 15% da demanda brasileira de gás na partida. A nona edição da série Energy Talks vai falar sobre o como o gás natural pode impulsionar a reindustrialização brasileira e os planos das empresas e do governo para tirar do papel projetos que geram emprego, renda e impostos para a sociedade.

Zoë Mullan is the Editor-in-Chief of the open access journal, The Lancet Global Health. She is an Ex-Officio Board Member of the Consortium of Universities for Global Health; an International Advisory Board member of Sun-Yat Sen Global Health Institute, Guangzhou, China; and a Scientific Advisory Board member of the Centre for International Health Protection at the Robert Koch Institute, Berlin, Germany. Between 2013 and 2017 she was a Council Member and Trustee of the Committee on Publication Ethics. She trained in Biochemistry at the University of Bath, UK, before joining the publishing industry in 1997 as a Scientific Information Officer with CABI. She moved to The Lancet in 1999, where she has worked since, variously as a technical editor, section editor, and founding editor of The Lancet Global Health. Climate change - which the United Nations defines as long-term shifts in temperatures and weather patterns - is a growing global problem, particularly for farmers. A recent UN report found agricultural productivity growth in Africa has decreased by 34 percent since 1961. That's more than any other region in the world. Michael Kaloki takes a road trip around Kenya, speaking to farmers about their struggles to grow crops with the increasingly unpredictable weather. He asks Rachel Bezner Kerr, a professor at the Department of Global Development at Cornell University in the United States why climate change is happening and what the future holds. He visits the organisations that are trying to help farmers adapt to climate change. Dr Ivan Rwomushana, from the non-profit inter-governmental organisation CABI, and Oliver Furechi from the charity Practical Action tell him what strategies and solutions they're teaching farmers. This webinar, as part of the LSE Middle East Centre's Kurdish Studies Series, was the launch of Marouf Cabi's latest book 'The Formation of Modern Kurdish Society in Iran: Modernity, Modernization and Social Change 1921-1979' published by Bloomsbury Publishing. Although the Kurds have attracted widespread international attention, Iranian Kurdistan has been largely overlooked. This book examines the consequences of modernity and modernisation for Iran's Kurdish society in the 20th century. Marouf Cabi argues that while state-led modernisation integrated the Kurds in modern Iran, the homogenisation of identity and culture also resulted in their vigorous pursuit of their political and cultural rights. Focusing on the dual process of state-led modernisation and homogenisation of identity and culture, Cabi examines the consequences of modernity and modernisation for the socioeconomic, cultural, and political structures as well as for gender relations. It is the consequences of this dynamic dual process that explains the modern structures of Iran's Kurdish society, on the one hand, and its intimate relationship with Iran as a historical, geographical, and political entity, on the other. Using Persian, Kurdish and English sources, the book explores the transformation of Kurdish society between the Second World War and the 1979 Iranian Revolution, with a special focus on the era of the 'White Revolution' during the 1960s and 1970s. Marouf Cabi is a historian focusing on Iran and its ethnic structures from World War II to present day. His most recent articles include “The Roots and the Consequences of the Iranian Revolution: A Kurdish Perspective” (2020) and “The Duality of Official and Local: Historical and Intellectual Foundations” (2021) both published in Middle East Studies. His PhD (2019) thesis explores the impact of the modernisation of Iran on twentieth-century Kurdish society. He has taught both undergraduate and postgraduate courses on Introduction to Middle Eastern History and Middle Eastern Cultural and Literary Contexts at the University of St Andrews. Robert Lowe is Deputy Director of the Middle East Centre and co-convenor of the Centre's Kurdish Studies Series. His main research interest is Kurdish politics, with particular focus on the Kurdish movement in Syria. He held a Research Fellowship from The Leverhulme Trust from 2008 to 2010 and was an Honorary Fellow at the Institute of Arab and Islamic Studies, University of Exeter, from 2008 to 2010.
