There is a long history of fishing disputes between the two countries in the Provisional Measures Zone (or PMZ) of the Yellow Sea, which is where their exclusive economic zones overlap. Although China and South Korea have engaged in negotiations over the years, they have yet to come to an agreement on their boundaries in the Yellow Sea.Taking advantage of the persisting disagreement on delimitation of maritime borders, China has employed gray zone tactics in the Yellow Sea to expand its territorial presence in the region. I was joined in this episode by Allison Spencer and Rachel Waters. Both of whom were my friends in the fifth and sixth grade at Hannah Holbrook Elementary school in Bountiful Utah. Allison was on the podcast almost exactly 2 years ago and we had a great conversation about her diagnosis and fight against Hodgkins lymphoma cancer. The other part of that story is that less than two months after Allison was diagnosed, Rachel's daughter Haley was diagnosed with the same type of cancer. The IRS has been using claims of “technical” problems as its primary weapon in attacking conservation easement donations. This often means identifying shortcomings with Deeds. In an effort to eliminate tax disputes centered on technicalities and get focused on valuation instead, groups have been asking the IRS to issue guidance for years. The IRS did not react until Congress recently forced it to do so. The IRS, pursuant to a congressional mandate, released Notice 2023-30. This article explains the main aspects of the new easement law, two relevant easement clauses, history of prior requests for a model Deed, and the narrow content of Notice 2023-30.

There is a movement among the business community and their political representatives to remove the regulatory barriers that they argue impede infrastructure projects and vastly inflate their costs. The Debt Ceiling Bill passed to avert a financial crisis earlier this year included a suite of permitting reforms that supposedly would make it easier to green-light clean energy and infrastructure projects, so badly needed to confront the climate crisis. But are the environmental regulations at fault for the slow uptake of say, energy transmission projects? We discuss the impact of the reforms to the National Environmental Policy Act (called NEPA) in the debt ceiling bill. This law requires federal agencies to assess the potential environmental effects of development projects, public works, and other major government actions. The California Environmental Quality Act (CEQA) is an environmental and public health bill of rights that is like NEPA for Californians. This should be the law of the land in all 50 states, but that is not happening. And multiple chamber of commerce, business, and development interests now want to weaken these laws as well. We discuss these issues with two community activists from Southern California. Host Jack Eidt talks with Gloria Sefton, Vice President of Orange County California's Friends of Harbors Beaches and Parks, and Conner Everts, Executive Director of the Southern California Watershed Alliance and Co-Chair of the Desal Response Group.
