Minhenes Drošības konferences akcenti. Amerikas Savienoto Valstu valsts sekretāra Marko Rubio vizīte Eiropā. Divu ātrumu Eiropa. Aktualitātes analizē Latvijas ārpolitikas institūta asociētais pētnieks un Eiropas Savienības programmas vadītājs Marts Eduards Ivaskis un Latvijas Radio ārzemju ziņu žurnālists Rihards Plūme.   Minhene. Drusku rāmāk Pagājušā gada Minhenes Drošības konference paliks vēsturē ar Savienoto Valstu viceprezidenta Vensa uzstāšanos, kas ar šokējoši spalgu blīkšķi atvēra durvis uz jaunu laikmetu transatlantiskajās attiecībās un ne tikai. 2025. gads apliecinājis, ka Vašingtona tagad mazāk vērtē ne vien līdz šim kopīgi ar Eiropu būvēto drošības arhitektūru, bet arī līdzšinējo iedibināto starptautisko attiecību praksi. Šogad prezidenta Trampa administrāciju konferencē pārstāvēja valsts sekretārs Marko Rubio, kurš tiek uztverts kā mērenāks pretsvars radikālim Vensam un arī bieži neaprēķināmajam prezidentam Trampam. Viņa uzstāšanās konferencē patiešām bija ieturēta diplomātiskā piedienīguma rāmjos, izpelnoties pat stāvovācijas, tomēr raksturot to kā „nomierinošu” nozīmētu aiz citādā iepakojuma nesaskatīt tās pašas saturiskās aprises. Bija jauki vārdi par kopīgo kultūras mantojumu un Savienotajām Valstīm kā „Eiropas bērnu”, par Vašingtonas vēlmi pēc Rietumu civilizācijas atjaunotnes. Kā laikrakstā „The Guardian” raksta itāļu politoloģe un starptautisko attiecību eksperte Natālija Toči: „Ja Rietumu civilizācija ir kopjama, kamēr [starptautisko attiecību] noteikumi nav jāievēro, tad Rubio ieskicētais redzējums būtībā ir impērijas redzējums. Šajā vīzijā Ameriku un Eiropu saista kopīgā izcelsme un reliģija; tās ir „garīgi saistītas”, [..] taču „Rietumu gadsimtu” iezīmēs rupja vara, ko pirmām un galvenām kārtām pašas impērijas ietvaros īstenos stiprie – Savienotās Valstis – pret vājajiem: mazajām un vidējā lieluma Eiropas valstīm, Kanādu un Dienvidamerikas valstīm. Impērijas ietvaros var un vajag būt institūcijām, sākot jau ar NATO. Taču ASV nodoms ir kristālskaidrs: jūs maksājat [..], bet noteikumus joprojām diktējam mēs [..]. Pasaulē būs arī citas impērijas, tostarp Krievija un Ķīna, un Amerikas impērija ar tām konkurēs. Tomēr tā ir gatava arī sadarboties, varbūt pat slepeni vienoties, īpaši, ja slepenās vienošanās cena būs jāmaksā tās koloniālajiem vasaļiem.” Ar doktores Toči pausto rezonē Dānijas premjerministres Metes Frederiksenas konferences laikā teiktais, ka Donalda Trampa vēlme atņemt Dānijai Grenlandi nekur nav zudusi. Kā galvenā antitēze Marka Rubio izpausmēm tiek uztverta Vācijas kanclera Frīdriha Merca uzstāšanās. Atzīstot, ka uz noteikumiem balstītā starptautiskā kārtība, kas izveidojās pēc Otrā pasaules kara, kad Rietumi runāja vienā balsī Savienoto Valstu vadībā, ir beigusies, un nu ir atgriezusies „lielvaru politika” ar tās „skarbajiem un bieži vien neparedzamajiem noteikumiem”, kanclers pauda, ka šajā jaunajā laikmetā Eiropas „brīvība vairs nav pašsaprotama” un tai „būs jāparāda stingrība un apņēmība, lai aizstāvētu šo brīvību”. Viens no konkrētajiem aizstāvēšanās aspektiem parādījās Francijas prezidenta Emanuela Makrona teiktajā, kur galvenais akcents bija Francijas un Vācijas sadarbība, veidojot savu kodolatturēšanas kapacitāti. Ukrainas prezidents Volodimirs Zelenskis atgādināja, ka tieši Ukraina šobrīd ir tā, kas pūlas, lai Eiropas balss izskanētu arī Savienoto Valstu uzsāktajā sarunu procesā par kara izbeigšanu, un arī to, ka Ukraina sagaida savu pūliņu novērtējumu pasteidzināta iestāšanās procesa veidā. Marko brauc paglaudīt Eiropas „sarainos” Pēc uzstāšanās Minhenes drošības konferencē Savienoto Valstu valsts sekretāra Marko Rubio tālākais maršruts veda uz Bratislavu un Budapeštu, tā uzskatāmi demonstrējot, kas tagad ir Baltā nama īstenie draugi Eiropā. Īsās vizītes laikā Slovākijā, tiekoties ar premjerministru Robertu Fico un prezidentu Peteru Pelegrini, Baltā nama pārstāvis esot spriedis par aizsardzību un enerģētiku. Slovākija līdz ar tās kaimiņvalsti Ungāriju ir divas Eiropas Savienības dalībvalstis, kuras spītīgi nevēlas atsacīties no Krievijas fosilo energoresursu piegādēm, un Trampa administrācija, kā šķiet, gatava uz šo „cauruļvadu mīlu” skatīties caur pirkstiem. Pirmdien, 16. februārī, ieradies Ungārijas galvaspilsētā, Baltā nama augstais pārstāvis pauda, ka abu valstu attiecībās iestājies „zelta laikmets”, kas ilgšot tik ilgi, kamēr Viktors Orbans būšot Budapeštas varas virsotnē. Tā viņš pievienoja savu balsi tam Eiropas un pasaules labējo līderu korim, kas ņēmies „iedziedāt” odiozo „Fidesz” līderi nākamajā varas ciklā. Vēlēšanas, kā zināms, gaidāmas jau 12. aprīlī, un nu jau apmēram gadu premjera partija reitingos sīvi cīkstās ar jaunu politisku spēku – Cieņas un Brīvības partiju jeb TISZA. Tās līderis, jaunākās paaudzes ungāru konservatīvais, atšķirībā no Orbana, fokusējas uz pašmāju problēmu risināšanu un sola izlabot pašreizējā līdera pamatīgi iebojātās attiecības ar Briseli. Priekšvēlēšanu karsonis kāpinājis arī spriedzes temperatūru Budapeštas un Kijivas attiecībās, Orbanam nesen pasludinot Ukrainu par Ungārijas ienaidnieci, ciktāl tā prasot Eiropai atteikties no Krievijas energoresursu importa. „Ja jūs saskaraties ar finansiālām grūtībām, ja jūs saskaraties ar lietām, kas kavē izaugsmi, ja jūs saskaraties ar lietām, kas apdraud jūsu valsts stabilitāti, es zinu, ka prezidents Tramps būs ļoti ieinteresēts […] atrast veidus, kā sniegt palīdzību,” paziņoja Rubio. Saprotams, ka Eiropas Savienības līderu uztverē tas viss ir vēl viens apliecinājums Vašingtonas pieejai – dalīt Eiropu „labajā konservatīvajā” un „sliktajā kreisi liberālajā”, kas nozīmē tikai to, ka Marka Rubio Minhenes Drošības konferencē paustais atšķiras no valsts sekretāra Vensa pērnā gada „benefices” pēc formas, bet ne pēc satura. Jaudīgie ieņem kreiso joslu? Par divu ātrumu Eiropu runā jau sen un dažādos kontekstos. Runa nav tikai par joprojām ļoti pamanāmajām sociālekonomiskajām atšķirībām dažādu Eiropas valstu starpā, bet arī par dažādu integrācijas līmeni, kas izpaužas piederībā vai nepiederībā Šengenas zonai un eiro areālam. Taču nesen šis motīvs ieguvis jaunu saturu, savienībai skaudri izjūtot savu iepalikšanu globālās konkurētspējas biatlona distancē. Paātrinājuma meklējumu zīmē pagāja pagājušonedēļ notikušais Eiropas līderu neformālais samits Aldenbīzenas pilī Beļģijā. „Mūsu mērķim vienmēr jābūt panākt vienošanos starp visām 27 dalībvalstīm,” vēstulē samita dalībniekiem pirms tā sākuma pauda Eiropas Komisijas prezidente   Urzula fon der Leiena. „Tomēr, ja progresa vai ambīciju trūkums apdraud Eiropas konkurētspēju vai spēju rīkoties, mums nevajadzētu kautrēties izmantot līgumos paredzētās iespējas attiecībā uz ciešāku sadarbību.” Viens šādas sadarbības variants iezīmējās pāris nedēļas iepriekš, kad videokonferencē saslēdzās sešu jaudīgu Eiropas Savienības ekonomiku – Vācijas, Francijas, Itālijas, Spānijas, Nīderlandes un Polijas – finanšu ministri. Šī iniciatīva, jau nodēvēta par E6, orientēta uz sadarbību vairākās jomās, ieskaitot drošību un piegādes ķēžu nodrošināšanu. Tūdaļ gan jāsaka, ka šis netiek definēts kā kāds slēgts klubiņš, kurā aicināti tikai tie, kam attiecīgs ekonomiskais vēriens. Kā deklarējis Vācijas vicekanclers un finanšu ministrs Larss Klingbeils: „Mēs dodam impulsu, un citas valstis ir laipni aicinātas mums pievienoties.” Tātad, izšķirošais ir nevis iespējas vien, bet, pirmām kārtām, vēlēšanās. Šāda pieeja ir loģisks pretarguments politikai, kādu vispamanāmāk piekopis Ungārijas līderis Viktors Orbans, manipulējot un šantažējot ar savienības kopīgo lēmumu bloķēšanas iespēju. Tie, kuri negrib, paliek ārpus, neuzņemoties sev netīkamus pienākumus, bet netraucē darīt citiem, – kā gadījumā ar pagājušajā gadā īstenoto 90 miljardu aizņēmumu Ukrainas atbalstam, kurā nepiedalās Ungārija, Slovākija un Čehija. Tiesa, šajā pieejā slēpjas arī zināmi riski savienības integritātei. Kā problēmu definē Vācijas Starptautisko un drošības jautājumu institūta vecākais pētnieks Nikolajs fon Ondarca: „No vienas puses, pašreizējās ES procedūras augsta spiediena ģeopolitiskajā un ekonomiskajā vidē virzās pārāk lēni, tāpēc mazākas koalīciju grupas, kas vēlas rīkoties, spēj to darīt ātrāk. No otras puses, Eiropas Savienības institūcijās pastāv bažas, ka dalībvalstis varētu vienkārši izvēlēties elastīgas koalīcijas ārpus savienības ietvara.” Var piebilst, ka vēl viena vispārēja tendence, kas iezīmējusies pašreizējo globālo izaicinājumu situācijā, ir jaunu dzīvību guvusī Eiropas federalizācijas doma. Ar vienu tās versiju nesen nācis klajā Itālijas ekspremjers un bijušais Eiropas Bankas prezidents Mario Dragi.
