Roula Khalaf is a journalist and the first woman to serve as editor of the Financial Times in its 138‑year history. She joined the paper in 1995 as North Africa correspondent, covering the Algerian civil war before reporting more broadly across the Middle East, including Syria, Iran and Iraq, and later the Arab Spring.Roula was born in Beirut and grew up there during the Lebanese civil war which began in 1975. She studied communications at Syracuse University in New York State and then completed a Master's degree in International Affairs at Columbia University.She joined Forbes Magazine in 1989 before relocating to the UK. Dans l'Antiquité, au cœur du croissant fertile, la Syrie a été le berceau de la civilisation et de l'agriculture grâce à l'Euphrate. Mais aujourd'hui, le niveau de sécheresse est alarmant, les pluies ayant été rares cet hiver. De nombreux Syriens vivent ou survivent en comptant chaque goutte d'eau. Huit mois après la chute du régime, l'avenir de la Syrie reste intimement lié à celui de l'eau. De notre envoyée spéciale de retour de Aatchané et Barada, En Syrie, à 50 km au sud d'Alep, dans le village d'Aatchané dont le nom signifie littéralement « l'assoiffée » en arabe, Assaad Faiz al Moustapha a l'habitude de cultiver des fèves, du blé et de l'avoine. Mais cette année, les champs sont désespérément arides. « À cause de la sécheresse et du manque d'eau, les terres sont rouges. Regardez cette plante. D'autres ne sont même pas sorties. Elles arrivent à cette taille et elles meurent. Ici, j'ai planté une tonne de blé, avec de l'engrais. On a beaucoup investi, on a tout labouré. Tout cela pour rien », déplore l'agriculteur, tenant en main des brindilles desséchées. Quand l'eau des nappes phréatiques manque, Assaad et ses voisins irriguent avec l'eau des égouts, mais même celle-ci s'est évaporée. Pour survivre, les 150 familles du village doivent acheter leur eau à 25 km à une entreprise privée. Chaque citerne coûte l'équivalent de 50 euros et ne dure que 10 jours. « L'eau est chère, très chère. C'est une souffrance. Oui, pour ce qui est de l'eau, une souffrance pour tout le monde », se désole Assaad Faiz al Moustapha. Aatchané devait bénéficier d'un projet national d'irrigation, mais la guerre a tout arrêté. « Avant, on recevait de l'eau de la rivière Qouweiq et même de l'Euphrate, mais ce n'est plus le cas cette année. Ils nous ont promis de rénover les systèmes de pompage. Pourvu que ce soit fait le plus vite possible. La vie sans agriculture, sans eau, est vraiment difficile », raconte Hussein el-Moustapha, le voisin et oncle d'Assaad, qui espère que les nouvelles autorités reprendront le dossier.  Privés de revenus, de nombreux agriculteurs émigrent vers les villes. Mais à Damas, l'eau est aussi comptée. À la station de Barada qui approvisionne la capitale syrienne, le Comité international de la Croix Rouge (CICR) craint de graves pénuries. « D'habitude, l'eau se trouve à 13 mètres de profondeur dans les puits, mais depuis un an, à cause du manque de pluie, le niveau est tombé à 30 mètres. L'ensemble du système est dans une situation critique. Il va falloir beaucoup d'efforts et d'interventions pour l'empêcher de s'effondrer », détaille Sleiman Chakkour, responsable eau et habitat au CICR. L'organisme compte réhabiliter ces infrastructures délaissées pendant 15 ans de guerre. La Syrie traverse déjà l'un des étés les plus secs de son histoire. This event, co-organised with the Department of International Development at LSE, was a discussion with Professor Naila Kabeer and Professor Ragui Assaad based on their co-authored report 'Women's Access to Market Opportunities in South Asia and the Middle East and North Africa: Barriers, Opportunities and Policy Challenges'. Despite this paper being written in 2019, the situation of women's access to market opportunities in MENA and South Asia remains a challenge. Kabeer and Assaad will reflect on their findings and discuss the puzzles and paradoxes of women's employment in these regions, which have the lowest rates of women's labour force participation in the world. The conversation will also explore how to unlock the potential of women in these communities. Meet our speakers and chair Naila Kabeer is Emeritus Professor of Gender and Development in the Department of International Development at LSE. Naila is also a Faculty Associate at LSE's International Inequalities Institute and on the governing board of the Atlantic Fellowship for Social and Economic Equity. Ragui Assaad is the Freeman Chair in International Economic Policy at the Hubert H. Humphrey School of Public Affairs, University of Minnesota. He researches education, labor policy, and labor market analysis in developing countries with a focus on the Middle East and North Africa. His current work focuses on inequality of opportunity in education, labor markets, transitions from school-to-work, employment and unemployment dynamics, family formation, informality, labor market responses to economic shocks, international migration, including the effects of forced migration.

Los países árabes, Turquía, la UE y la ONU se reunieron el jueves en París con el jefe de la diplomacia siria, Assaad al-Shaibani, para “ayudar a Siria a reconstruirse” poco más de dos meses después de la caída de Bashar al-Asad. Francia confirmó que los 27 trabajan por un "rápido levantamiento" de las sanciones económicas sectoriales adoptadas contra el régimen de Assad y que el nuevo gobierno sirio dirigido por el antiguo líder rebelde islamista Ahmad al-Sharaa busca desesperadamente.    "No es un secreto para nadie. Lo ha dicho Ahmad al-Sharaa desde el principio. Lo que quiere conseguir es un fin de las sanciones que se imponen a Siria desde hace décadas. Y en este sentido, la reunión de París es una oportunidad para él de consolidar una legitimidad que le permita también obtener una ayuda y un respaldo", explicó a Radio Francia Internacional experto en Siria y Medio Oriente de la Universidad San Luis en Madrid, Barah Mikail.RFI: El otro tema clave para las autoridades de facto sirias es la ayuda humanitaria para un país que lleva 14 años sumergido en la guerra.Barah Mikail: Siria está en una situación crítica desde hace tiempo, por supuesto. El hecho de que entre cerca del 90% de la población siga viviendo bajo la tasa de pobreza es una urgencia donde hay que actuar. El problema que tenemos es que, por una parte, la falta de medios que sufre la ONU principalmente, pero también otras ONG bajo recortes financieros, no está ayudando ahora. Por otro lado, desde el derrocamiento del régimen de Bashar al-Asad, algunos países de la región han enviado camiones y ayuda humanitaria para ayudar al pueblo sirio. A nivel del Golfo, por ejemplo, es Arabia Saudita, ha sido uno de esos países. Ahora, lo que pasa es que por una parte se necesita mucha ayuda humanitaria similar. Pero, por otro lado, si Siria quiere contar con la participación y el apoyo de países regionales o internacionales que le permitan tener un poco de oxígeno para la población siria, el problema es que eso se puede también traducir en una influencia política que se atribuyen estos mismos países que dan la ayuda. Y ahí vemos que las alianzas políticas determinan la ayuda humanitaria. RFI: ¿Hasta dónde es devastador haber perdido la ayuda estadounidense, decisión que tomó Donald Trump?Barah Mikail: La ayuda estadounidense ya estaba muy limitada. De todas maneras, si hablamos de los flujos que venían de parte de los Estados Unidos como país, hay que aclarar que lo que prevalecía hasta diciembre pasado es el hecho de que el régimen sirio permitía a muy pocas organizaciones humanitarias actuar, eran apenas cuatro o cinco las que podían actuar en el país. Así que lo que pase ahora solo puede mejorar. Y, en este sentido, que tengamos más contribución de parte de los Estados Unidos, ayudaría, claro, pero yo creo que más podría ayudar sería mantener una ayuda financiera proveniente de Naciones Unidas o de las ONG que actúen en el contexto sirio.La ONU ha calculado que costará más de 400.000 millones de dólares reconstruir un país asolado por 14 años de guerra que ha dejado más de 500.000 muertos y más de diez millones de refugiados y desplazados sirios.Los donantes multilaterales y las agencias internacionales se reunieron el jueves por la mañana en París para trabajar en una "estrategia de coordinación de la ayuda internacional", hasta ahora fragmentada."Sin un apoyo financiero sustancial, la transición no puede funcionar", subraya una fuente diplomática europea, que duda, sin embargo, de que un 'Plan Marshall' para Siria esté tomando forma en el actual contexto mundial.
