While the flights are contracted by U.S. Immigrations and Customs Enforcement (ICE), most are run by a shadowy network of private charter companies that operate with no effective oversight. In some cases, migrants are beaten or brutalized aboard the plane. In others, the planes transport them to situations where they are likely to experience harms as grave as torture, assault, or even enslavement. These practices violate U.S. law, international law, and written policies of the Department of Homeland Security, yet although abuses have been documented in human rights reports, described by journalists, discussed by legal scholars,aired in federal court, and reported through internal DHS mechanisms, neither DHS, nor the FAA, nor the U.S. Congress has taken any meaningful steps to stop abuses aboard deportation flights. Indeed, this remains a lucrative and largely secret business, in which contractors have billed U.S. taxpayers for over a million dollars per flight, received Covid-19 bailout funds despite operating in an industry which boomed during the pandemic, and may even receive payment whether they fly or not, under a guaranteed minimum payment scheme similar to that in place at many private detention centers. How many deportation cases actually require a court hearing? And how can Trump work with Congress to further his immigration agenda?Jonathan Turley is the Shapiro Professor of Public Interest Law at George Washington University. Lindsay Aime remembers the moment his Haitian immigrant community came under a national spotlight. It was September 2024 when then-presidential candidate Donald Trump accused Haitian immigrants in Springfield, Ohio, of eating people's pets. To Aime, who is originally from Haiti but has lived in Springfield since 2019, the accusation was not just absurd. It felt like Trump was portraying his entire community as criminal.Today, the estimated 10,000 Haitian immigrants in Springfield are under a different sort of spotlight. The Trump administration is trying to revoke the legal status that allows hundreds of thousands of Haitians and other immigrants to live in the US. Those moves are being challenged in court, but many are feeling panicked and confused. Aime is the co-founder of the Haitian Community Help and Support Center in Springfield, a resource for immigrants looking for legal advice, especially now. “We don't have any good news,” he says. “We keep telling all our people who come in our office: Stay safe, stay safe, stay safe. Every bit of political capital should have been spent from day one on securing the authorities and resources for mass removals. Instead, it's been hijacked by tax policy. I first discuss the tax provisions, which are random, bizarre, and, in some cases, pure socialism. We're joined by RJ Hauman, president of the National Immigration Center for Enforcement, who updates us on his concern that the tax focus has overshadowed deportations. He believes that too much of the budgetary scoring is being used for tax provisions or even wasteful border and defense provisions when the key is ICE funding for detention and removal operations.
