A ala do MADEM G-15, fiel a Braima Camará, realizou este fim-de semana um conselho nacional para debater a situação política do segundo maior partido da Guiné-Bissau, ao mesmo tempo em que a ala leal a Umaro Sissoco Embaló organizou um congresso extraordinário que terminou com a nomeação de Satu Camará, para o cargo de coordenadora do movimento. Abdu Mané, coordenador do Conselho de Direitos do MADEM G-15, acusa o chefe de Estado Umaro Sissoco Embaló de querer a bicefalia dos partidos e garante que a lei vai mostrar que este congresso é ilegal. A RFI: A ala do MADEM G-15 fiel a Umaro Sissoco Embaló organizou, este fim-de-semana, um congresso extraordinário que terminou com a nomeação da veterana de luta pela independência, Satu Camará, para o cargo de coordenadora do movimento. Qual é a vossa posição sobre as conclusões deste congresso?Abdu Mané, coordenador do Conselho de direitos do MADEM G-15: O congresso é manifestamente ilegal porque viola os estatutos do MADEM G-15.O MADEM G-15, o segundo maior partido da Guiné-Bissau, tem agora dois coordenadores- Braima Camará e Satu Camará. A veterana da luta pela independência que apelou à união de todos os órgãos do partido para que seja ultrapassada a actual crise interna. Este apelo poderá resolver a divisão interna no MADEM G-15?Não, não pode. Isto é um golpe, mas que ainda não está consumado. Nós vivemos num Estado de direito democrático e vamos accionar todos os meios legais, apresentar um processo judicial, no Tribunal Regional de Bissau e também no Supremo Tribunal de Justiça. Assistimos à usurpação de competências. Quem pode convocar [um congresso] é o conselho nacional.  Todavia, o conselho nacional só convoca na base de uma proposta apresentada pelo coordenador do MADEM G-15. Ela [Satu Camará] não é coisa nenhuma. É apenas a vice-coordenadora e não tem competências para o fazer.Está a dizer que todas as decisões que foram aprovadas neste congresso, nomeação de oito vice-coordenadores e o levantamento de sanções a militantes, nomeadamente ao general Sandji Fati, não são válidas?São nulas, não têm nenhum efeito. Por detrás dessa gente está o Presidente Umaro Sissoco Embaló que está a fazer a bicefalia nos partidos políticos, violando o artigo 9º da Lei 14 97. Estamos perante um atentado contra o Estado de Direito. [Violação] do artigo 24 com o abuso de funções da parte do Presidente da República.Qual é o objectivo de dividir um partido que o [Umaro Sissoco Embaló] representou quando foi eleito para o cargo de chefe de Estado?É o velho slogan agora “dividir para melhor reinar”. Ele quer fazer um segundo mandato, dividindo todos os partidos políticos, sobretudo os partidos com assento parlamentar. Já tentou isso no PRS, na APU PDGB NGB e agora é no MADEM G-15.O coordenador do movimento, Braima Camará, lembrou que havia um acordo político para que Umaro Sissoco Embaló fizesse apenas um mandato. Que com que base é que foi feito este acordo político?Eles têm uma testemunha, o coordenador Braima Camará falou claramente sobre isso. Trata-se do ex-presidente do Senegal, Macky Sall, que já não está em exercício de funções, mas testemunhou o acto. Nós temos que honrar a palavra. A palavra dada é palavra cumprida. Dos dois, alguém rasgou o acordo.Considera que as eleições presidenciais na Guiné-Bissau são o pomo da discórdia?Ele [Sissoco Embaló] marcou eleições legislativas, mas até agora tem estado a fazer campanha para as eleições presidenciais. É um contrassenso. (…) Todos os dias faz uma intensa campanha presidencial.Este fim-de-semana, a ala leal a Braima Camará, da qual o senhor faz parte, organizou um conselho nacional onde decidiu retirar a confiança política ao chefe de Estado. O que vos levou a tomar essa decisão?Por várias razões. Estamos a falar da violação sistemática da Constituição, abuso do exercício de funções, detenções arbitrárias, violação de direitos humanos. Isto é inadmissível, inaceitável. Ele é chefe de Estado e, ao mesmo tempo, exerce a função de chefe do Governo. Faz chantagem política com os nossos militantes que estão a ser corridos na administração pública. Estamos a assistir uma partidarização da administração pública.O chefe de Estado liga directamente aos governadores regionais para participarem num suposto congresso marcado pela Satu Camará, fazendo chantagem política de cessação de funções destes governadores regionais.Foram estas as razões que vos levaram a assinar a Declaração Política pela Salvação da Democracia em Lisboa, no passado dia 12 de Agosto, juntamente com outros partidos?Exatamente. Querendo fazer um segundo mandato, vamos ter de avaliar o desempenhou do primeiro mandato e, em função desses resultados, [tomaremos uma decisão]. No entanto, quando a pessoa insiste, viola sistematicamente a Constituição, com prisões arbitrárias, criando uma força anti golpe, pondo em causa o maior legado que Amílcar Cabral nos deixou… Como é que podemos acompanhar este Presidente? Nós não podemos.Nas conclusões do conselho nacional vocês decidem marca um congresso e também recomendam processos disciplinares….Sobre esta matéria não posso falar ainda. Vai ser aberto um processo no qual as pessoas terão a oportunidade de se defenderem. O Conselho Nacional delegou poderes à Comissão Política Nacional e vamos fazer uma reunião da Comissão Política Nacional para marcar a data da realização do primeiro Congresso Extraordinário.O coordenador Braima Camará esclareceu ainda os membros do conselho nacional, presentes na reunião, que não assinou nenhum acordo político com a coligação PAI-TERRA RANKA, mas sim com a APU-PDGB e PRS. Existe a necessidade de se afirmar um distanciamento do PAI-TERRA RANKA? Isto é subjectivo. A verdade é que ele não assinou o acordo com o PAI-TERRA RANKA, mas isso não é um bicho de sete cabeças. Na verdade, o único acordo que ele assinou foi  com a coligação KUMBA LANTA, a APU-PDGB e PRS.Então não descartam um acordo com o PAI-TERRA RANKA?Não é questão de descartar. Depende das circunstâncias políticas. Na verdade, neste momento nós temos um acordo firmado para a salvação da democracia com o PRS e APU-PDGB.  Agora em função de outras circunstâncias possíveis, pode-se ver.  No entanto, é prematuro falarmos de um acordo com o PAI-TERRA RANKA.Apelam à comunidade nacional internacional para estar atenta “às violações da Constituição da República, sequestro das instituições judiciais e outras violações cometidas pelo chefe de Estado da Guiné-Bissau”. O que é que vocês esperam da comunidade internacional?Estamos perante uma degradação dos direitos, liberdades e garantias dos cidadãos. Um dos nossos militantes, R Kelly, que esteve no aeroporto e não fez flagrante delito, foi levado para o Ministério do Interior, ficando lá 72 horas. Como é que nós podemos aceitar isso, ficarmos calados, impávidos e serenos? Em nome de quê?Mas porque é que só agora decidem falar? Quando outras situações semelhantes já aconteceram no país?Nós falamos das outras situações e até emitimos comunicados sobre isso. Mas tudo isso está a acontecer à ordem do general Umaro Sissoco Emabalá. Ele é o único responsável.O Presidente guineense, Umaro Sissoco Emabalú, exonerou o secretário de Estado guineense das Comunidades, Cipriano Mendes Pereira, sem evocar até ao momento os motivos. O secretário de Estado que esteve ao lado do líder do G15, Braima Camará. Pensa que esta ligação ao coordenador do Madame G15 poderá ter estado na origem desta demissão?Desculpe, minha senhora, mas isto não é perseguição política? Por que é que não exonera o Marciano Silva Barbeiro? Ele que esteve e está ao lado do Satu Camará. Porque é que não exonera Soares Sambu? Porque é que não exonera estes dois? Se todos eram do MADEM G-15. Estamos diante de dois pesos e duas medidas. O chefe de Estado exonerou o secretário de Estado por ter estado na nossa reunião do conselho nacional e os outros estiveram num congresso, violando todos os estatutos do MADEM G-15 continuam no Governo.E o que é que vocês contam fazer?Fazer uma acção judicial e trabalhar com as nossas bases, passando as mensagens de que mais uma vez se está a violar a Constituição e as demais leis do país.Mas como explicam que membros do seu partido continuem a apoiar o Presidente da República da Guiné-Bissau? On the latest episode of the Risk Roundtable, Andy leads Dave and Jen through a discussion of the various awareness campaigns and how these efforts do a great job of providing resources and materials for all organizations, big and small. Focusing first on Cybersecurity Awareness Month that is ongoing in the month of October, Jen talked through the messaging, the themes (See Yourself in Cyber) and the importance of each of us doing our part. Later in the podcast, Dave shared his thoughts on National Insider Threat Awareness Month that concluded in September and the theme of Critical Thinking for Digital Space and how everyone can do their part. The team also talked about security preparedness for the upcoming holidays. Andy capitalized on the discussion to talk about security awareness and mindfulness to appreciate, regardless of who you are and what your beliefs are. A. Abstract: Temporal lobe epilepsy (TLE) is the commonest type of focal epilepsy in adult humans. In refractory TLE, patients are indicated for unilateral resection of the affected hippocampus (hippocampectomy), which generally does not cause any cognitive impairment. Once adult hippocampus is a region of endogenous neurogenesis, we have hypothesized that a compensatory increase in hippocampal neurogenesis might occur in the remaining hippocampus after unilateral hippocampectomy. To test this hypothesis, we performed unilateral hippocampectomy in adult Wistar rats (n=12). Sham animals were not hippocampectomized (n=6). Animals were deeply anesthetized and adjacent cortex and hippocampus of the left hemisphere were completely removed. They were perfused at 15 (G15, n=6) or 30 (G30, n=6) days post-surgery. Behavioral tests were performed to address possible cognitive impairments. We did not find any cognitive impairment in the hippocampectomized animals. Histopathology was performed using thionine staining and mature neurons and migratory neuroblasts were immunolabeled using anti-NeuN and anti-doublecortin (DCX) antibodies, respectively.
