Es una notificación histórica y muy esperada por las organizaciones medioambientales: la Corte Interamericana de Derechos Humanos dictaminó que los países de la OEA están obligados a proteger a la población frente al cambio climático. El proceso consultivo impulsado por Colombia y Chile ha sido el de mayor participación en la historia de la Corte. Los efectos del cambio climático vulneran los derechos humanos y deben ser protegidos. Este es el mensaje inédito que concluyó la Corte Interamericana de Derechos Humanos (Corte IDH) en su notificación de opinión consultiva solicitada por Chile y Colombia en 2023. “Importante para todos los actores” El tribunal con sede en Costa Rica destacó que el derecho a un ambiente sano hace parte de la Convención Americana de Derechos Humanos y por lo tanto debe cumplirse. Pablo Saavedra, el secretario de la Corte IDH, resalta la decisión como histórica y recuerda la responsabilidad de actores estatales y civiles para que los marcos jurídicos funcionen. “Yo creo que el siguiente paso para los Estados es tomar en serio esta opinión consultiva y empezar a utilizarla en el diseño de sus políticas públicas. También creo que es muy importante que la tengan en cuenta los tribunales internos, que la sociedad civil también conozca esta opinión consultiva y vea hasta dónde puede llegar. Es decir, todos los actores. Esta es una opinión consultiva que es importante para todos los actores de nuestra sociedad”, estima Saavedra. “Conectar la crisis climática con los derechos humanos” Luisa Gómez, abogada para el Centro Internacional del Medioambiente (CIEL), subraya por su parte la participación histórica en la consulta que viene de una necesidad de actuar ante los daños medioambientales. “La participación de comunidades, pueblos étnicos, organizaciones de la sociedad civil, Estados, denunciando todos los impactos y los efectos de la crisis climática en sus territorios fue monumental. Ha sido la necesidad de conectar la crisis climática con los derechos humanos, el derecho a la vivienda, el derecho al agua, el derecho a un medioambiente sano, el derecho a un aire limpio”, explica. “Entonces esta oportunidad fue histórica, justamente para que las personas le dijeran a los jueces: ‘Así estamos sufriendo la crisis climática, que está cambiando la forma en la que vivimos y como nos relacionamos con el planeta y además está influyendo negativamente en la garantía de nuestros derechos'. Por eso los Estados y otros actores, como las empresas, tienen que respetar y garantizar los derechos en el contexto de la crisis ambiental climática”, recalca. Luisa Gómez asegura que esta decisión no solo involucra a América Latina y el Caribe, sino que también impulsa un marco legal global para proteger el planeta.

Un episodio inesperado sacudió esta semana al Instituto Nacional de Inclusión Social Adolescente (Inisa): el presidente del organismo, Jaime Saavedra, presentó su renuncia apenas horas antes del acto de asunción de las nuevas autoridades. La situación generó sorpresa e incertidumbre, al punto que el evento debió suspenderse. Sin embargo, la renuncia no se concretó. A pedido del presidente Yamandú Orsi, Saavedra accedió a permanecer en el cargo. El respaldo fue confirmado también por el secretario de Presidencia, Alejandro “Pacha” Sánchez, con quien el jerarca se reunió esa misma tarde en la Torre Ejecutiva, por indicación de Orsi. Desde el gobierno aseguran que Saavedra cuenta con “total y absoluto” apoyo. La semana pasada, cuando lo entrevistamos aquí, En Perspectiva y lo consultamos sobre los desafíos de la nueva gestión, Saavedra destacó que el Inisa tiene más de 400 jóvenes en medidas alternativas y menos de 300 en privación de libertad y expresó: “Si no podemos con 800, entonces cerramos el país”. Para ello, insistió en dos ideas clave: restaurar la autoridad y “abrir” el Inisa al resto de la sociedad. “Pero tienen que entrar, conocer a los gurises y empezar a quererlos. Y se van a sorprender gratamente. Hay nueve de cada diez que, si Dios quiere, van a encontrar su rumbo. Son poquitos… estamos hablando de 800. Ponele que hay cincuenta, sesenta, setenta que son muy complicados, que no podemos hacer mucho. Al resto lo vamos a llevar de la mano, y van a encontrar su rumbo. Pero tenemos que estar todos atrás”. Según trascendió, el trasfondo del conflicto en el Inisa está en las tensiones internas con el vicepresidente Eugenio Acosta, quien ha votado en varias ocasiones junto al director de la oposición, Ángel Fachinetti, y en contra de Saavedra. El episodio más reciente fue la aprobación de tres ascensos en centros de reclusión juvenil, que Saavedra consideró contrarios a los principios que definido para su gestión. Más allá de este hecho puntual, las diferencias entre ambos jerarcas están relacionadas con el perfil que debe tener la institución, especialmente en cuanto a la priorización de los procesos educativos para los adolescentes. Desde Presidencia de la República aseguran que no está previsto que ninguno de los dos jerarcas abandone el organismo, y que en las próximas horas intentarán acercar posiciones. ¿Cómo leen los tertulianos este episodio en clave política? ¿Cuán sostenible es una gestión con un directorio dividido? ¿Qué señales deja este caso sobre el rumbo del gobierno en cuanto a la rehabilitación de los jóvenes infractores?

Rincón de la Victoria acogerá la II edición del Festival Flamenco Noctiluca, que tendrá lugar del 29 al 31 de agosto, con una programación de primer nivel que reúne a reconocidas figuras del flamenco a nivel nacional e internacional. El alcalde de Rincón de la Victoria, Francisco Salado (PP), junto a la concejala de Cultura, Mari Paz Couto (PP), han presentado hoy el festival acompañados por la bailaora y directora artística del evento, Susana Lupiáñez `La Lupi´, el guitarrista Curro de María, la bailaora Carmen Camacho, Francisco Fernández, José Luis Lastre, entre otros artistas. El festival, que tuvo una gran acogida en su primera edición, regresa con una programación ampliada y de gran nivel artístico. “Pasamos de dos a tres días de actividad, lo que refleja el crecimiento y consolidación de esta propuesta cultural”, explica el regidor, quién asegura que este festival se caracteriza “por ser una ventana abierta al arte no sólo para los acérrimos al flamenco. Está pensando para todos aquellos que se quieran acercar a esta noble expresión de nuestra tierra”. Salado ha querido destacar el compromiso del Ayuntamiento con la cultura y el flamenco: “Este festival no sólo es un referente artístico, sino también un ejemplo más de la programación cultural continua que ofrecemos a lo largo del año para vecinos y visitantes”. En este sentido, la concejala ha señalado que “este tipo de eventos permiten que el flamenco llegue a un público más amplio, tanto a nivel local, nacional e internacional, promoviendo el conocimiento y apreciación, atrayendo a turistas y visitantes, consiguiendo un impulso a la economía local a través del turismo cultural”. Por último, el regidor ha tenido palabras de agradeciendo por la implicación de los artistas participantes, y especialmente la labor de La Lupi, “por su entrega, pasión y por apostar siempre por proyectos de calidad desde y para nuestro municipio”. La Lupi, reconocida figura del flamenco, repite como directora artística del evento, aportando su visión y experiencia. La programación incluye espectáculos de primer nivel, actividades formativas y propuestas abiertas al público general, con el objetivo de acercar el arte flamenco a todos los públicos. Una vez más, La Lupi ha agradecido “el apoyo que siempre recibo por parte del Área de Cultura del Ayuntamiento de Rincón de la Victoria. Estoy tremendamente emocionada, y espero que este resulte un éxito de participación”. Entre las novedades de esta edición, se celebrará un curso intensivo impartido por La Repompa, en colaboración con la Escuela de Danza de Carmen Camacho, durante los tres días del festival. Una actividad impulsada por el centro de salud del barrio y el área de atención a los mayores del Ayuntamiento de Badajoz que ha contado con la colaboración del CEIP Manuel Pacheco para promocionar hábitos saludables, crear vínculos entre diferentes generaciones y reforzar la identidad del barrio.

I had the incredible pleasure of sitting down with the remarkable Shang Saavedra on this week's episode. Daniel Saavedra-Arreola was hiding from Albuquerque Police this past January in a vacant building. Officers found him inside a closet, and he came out swinging a knife and a pipe. Officers responded with deadly forces and Saavedra-Arreola did not survive. Police officers knew a suspect was there-- they are seen on cameras calling out for him in the apartment, his exact location unknown, to show himself and surrender peaceably. An officer was almost injured, and a taser was deployed before more lethal force, but to no effect. Now the video cam footage has been released but the state's attorney hasn't decided yet whether or not to charge the four officers involved-- leaving them to be judged instead by the court of public opinion, all of whom may form an actual jury later.
