Dr. Sharon Gaber is the fifth chancellor at UNC Charlotte and is the latest campus CEO to join Higher Ed Athletics for a wide-ranging conversation. The talk begins with Chancellor Gaber explaining the strategic plan that has helped Charlotte inch closer to its goal of being a R1 research university. The conversation turns to cabinet leadership and Dr. Gaber gives advice to aspirational athletic directors that may not fully understand what it means to be the athletic director on a university-wide cabinet. Dr. Gaber shares details on the $70 million football stadium renovation as part of the Evergreen Athletics Facility Master Vision. She also shares how the original plan of phase one was a $60 million renovation until it was decided to add $10 million in institution trust funding to add a cafeteria. Smith asks Chancellor Gaber, who as an academic is an expert in city and regional planning, if they are preparing themselves to join a power conference one day. The conversation quickly turns to a back-and-forth about what the new CFP could mean for Group of Five institutions, too. Many people in athletics are aware that Tarleton State has reclassified recently from D2 to D1-FCS with aspirations to eventually join the FBS ranks as the institution grows. But I have always been more interested in learning about Tarleton State the institution and behind-the-scenes of President Hurley's leadership style. This conversation is packed with wisdom that can be applied to either the presidency or the AD chair. The conversation begins with an institution profile and explaining the new projects going on at Tarleton, including a new convocation center (Arena). We talked about the unique role of the First Lady of Tarleton State, Kindall Hurley. From there the conversation turns to how Dr. Hurley leads his cabinet and he provides advice on how to prepare to eventually serve on a President's Cabinet for those aspirational ADs. President Hurley talks about how he and Parker Executive Search identified Steve Uryasz as the next AD of the Texans. I ask Dr. Hurley if he agrees with me that the "Modern AD" is more like the president's job than ever before. We briefly talk about the reclassification from D2 to D1 and the difficult decisions that are ahead for future school leaders in both divisions. Episode 5:  In this episode, Timalyn discusses one of the biggest fears taxpayers have.  It's when the IRS actually takes money out of your banking account or seizes other property.  In Episode 4, she discussed issues related to getting a tax lien removed.  This episode focuses on what happens if the tax lien is not successfully resolved. What Is a Tax Levy? A tax levy is a legal seizure of your property to satisfy a debt.  This could be money in a bank account, a home, a car, a boat, etc.  The IRS can legal seize up to 80% of your social security benefit check.  Basically, if there's an asset attached to your name, it can be taken.  The IRS can and will take this step.  However, the process of arriving at a tax levy is worth understanding.  It's doesn't have to get to this point. If you're about to be faced with a tax levy, Timalyn points out that it's decision time.  Is enough, enough?  You need to take action, if you want to avoid a tax levy. 5 Steps Before a Tax Levy is Issued Step #1 – The tax must be assessed.  The IRS will let you know how much is owed.  However, you should have this information from your tax return.  Step #2 - The IRS will issue a Demand for Payment letter.  It will include a specific date by which the debt must be paid.  Interest will start accruing after that date.  Failure to Pay penalties will also be applied.  As Timalyn discussed in Episode 2, you could also include a Failure to File penalty, if you didn't file a return or properly request a filing extension. Step #3 – You've either neglected or refused to pay the amount included in the Demand for Payment letter.  This often can be dealt with through simple communication.  If your situation is preventing you from paying, you need to explain the situation to the IRS.  Ideally, they will work with you to set up an arrangement.  Timalyn can also represent you and handle the negotiations on your behalf.  Step #4 – You receive “the nasty letter.”  This communicates the IRS' Intent to Levy.  There is a specific process and series of steps the IRS must take before seizing your money and/or other assets.  Normally, you'll have up to 30 days to respond, but don't wait.  They are actively trying to identify potential assets attached to your name.  You have the option of filing a Collections Due Process Appeal.  You have the opportunity to explain why a levy would not be the best course for either you or the IRS.  You should proactively attempt to set up a payment arrangement.  It may or may not be accepted by the IRS, but it's worth trying.  Step #5 – The IRS issues an Advance Notification of Third Party Contact.  The IRS has a legal right to contact your employer.  They may decide to send your employer a Lock-in Letter.  This must be completed and returned to the IRS, by your employer.  It shows how your W-4 is filled out.  The IRS also tells your employer how much the employer must take out of your check for payment to the IRS.  They can take up to 80% of the paycheck to satisfy back taxes.  How Can We Try to Prevent a Tax Levy? The IRS is operating within its rights.  There have been steps along the way, during which the tax debt could have (or should have) been addressed.  The IRS obviously wants you to make a payment in full.  However, this may not be possible.  Good communication may make it possible to set up a payment arrangement to satisfy the debt.  It setting up a payment arrangement, you'll let the IRS know the amount you can afford to pay on a monthly basis.  If the tax debt is less than $50,000, you do not have to submit financial information, assuming you can get it paid off within 36-months or 72-months.  However, if you are close to the Collection Statute Expiration Date (CSED).  The arrangement may not be approved.  The CSED is the last date the IRS has to collect on a specific amount.  The IRS wants to have a full repayment, prior to the Collection Statute Expiration Date.  If your tax debt is more than $50,000, you have to option of a Partial Pay Installment Agreement.  Note:  This option is also available if you owe less than $50,000.  The IRS will look at your living expenses to see what you actually can afford to pay.  As more funds become available, your repayment amount will increase or until the CSED date expires; whichever comes first. Timalyn created a Back Tax Negotiation Checklist for you to use.  It'll help you to make sure you have your documents and information prepared, before you try to negotiate with the IRS.  This is a very helpful checklist.  “Can I Handle this IRS Problem Alone?” Timalyn receives this question on a regular basis.  Timalyn is passionate about tax work.  It's what she does every day.  She can't actually assess your ability to handle tax issues, on your own.  Understanding how to complete tax returns is not the same as handling tax relief issues.  It's a different area of the tax law. How do we create the opportunity to own - and charge - an electric car for everyone?   Across the country, ordinances and laws are being passed to promote EV charging. She has worked on clean energy legislative campaigns at the city, state, and regional levels, and she aims to make clean transportation accessible, affordable, and feasible for all.   Samantha Bingham is the Chicago Area Clean Cities Coalition coordinator, one of 75 US Department of Energy designated coalitions serving local communities across the country. Sam has coordinated numerous ride and drive events for both fleet professionals and the general public to learn more about electric vehicles. And we thought we were going to have thousands of people test drive EVs, and found out that it was tough to pull people aside and engage them on electric vehicles and get them to test drive." - Samantha Bingham    Lessons: "Drill deeper into what preconceived perception do they have about electrification? Not just assume their gearheads and EVs are just not going to work out for them. With more infrastructure, over 90% of our trips are 40 miles or less, that's well within the range of even a lower mileage EV. The mission is never accomplished; we keep needing to engage more and more groups about the benefits of electric vehicles and why infrastructure is important, why they should host chargers, why individuals should purchase or look into converting to electric vehicles." - Samantha Bingham   Supernova#1: "I was at those auto show events volunteering. One of the best ways to get people to come was, I asked them if they liked paying for gas – that got their attention. When I do one-on-one presentations in different communities, one of my favorite tidbits is talking about the efficiency between gas engines and electric motors. Because gas engines are really not efficient. And I love telling people that when they buy $40 worth of gas, $8 of it is actually moving the car, and $32 it's just being set on fire." - Neda Deylami   Supernova#2: “There are a lot of really exciting policies t that are going to help solve some of those issues with charging deserts. Illinois just passed the Climate and Equitable Jobs Act, and Chicago adopted the EV Readiness Ordinance. Hopefully, we'll see that across other municipalities. And then I've been working on a small project where we are building privately owned level two charging stations that can be owned by the host on a small commercial site in the neighborhood and rented out to the general public. It's a way to almost Airbnb a charger.”   Supernova#3: I wrote a bill on the state level that is being considered right now. That would include new and renovated buildings that would recommend requirements for parking spaces dependent on the number of parking spaces and how many of those spaces are EV ready. There are different suggestions based on whether that parking space will be ready for a charger to be installed versus how much extra installation will be required, like having an outlet there or not. But basically, the circuits and the wiring capacity is there in the building such that later on, when more people have EVs and want to charge their vehicles at home or work; we're not going to be having to dig up concrete and spend 10s of 1000s of dollars, which is what the most expensive part of retrofitting right now is. We can save those costs and invest in it now and not have to spend more later. Aha moment:    "If you've never ridden an electric car, go do it! They're really fun. The first time when we actually started test driving them was a 2016 Nissan Leaf. Boy, Is that easier to drive; more fun to drive! People were like, oh, Tesla's are so fun! But all EVs are fun! You accelerate in seconds. They're quiet." - Vanessa Perkins   "We had a project with some wheelchair accessible compressed natural gas taxis about a decade ago and actually heard from a gentleman who is confined to a wheelchair. He came into O'Hare with his wife, who was attending a conference. They were picked up in a wheelchair-accessible CNG vehicle, and they were both ecstatic about the green option for wheelchair vehicle mobility. The gentleman felt so great about having access to a green vehicle that while his wife was at the conference, he traveled all across the city in a clean vehicle that was able to transport him safely and cleanly." - Samantha Bingham   Most Energized About:   "I'm just excited about the fact that EVs are also mobile batteries. My family is always going through power shut-offs in California from the fires. My aunts are very into the idea and are looking into getting an EV that can also work as a backup battery for their house." - Vanessa Perkins   "A lot of the benefits we can get from EVs that we're noticing now, like… the grid becoming more renewable, stabilization of the grid, and lowering prices for everyone, regardless of if you own an EV or not. I think a lot about Texas during that ice storm. And also passing my bill." - Neda Deylami   "I am super energized about leadership here in Illinois on electric transportation; we have activities going on at the statewide level and the local level that are just all hands on deck supporting the electrification of everything from light-duty passenger vehicles, to mitigating diesel emissions through electric trucks and buses." - Samantha Bingham   Parting Advice:    “Get your butt in the seat of an EV. Tom Burman, an alumnus of University of Wyoming, has been the institution's Athletic Director for more than 15 years and you can hear the passion he has for Wyoming throughout this entire interview. Burman talks about the advantage and challenges for revenue generation being the main sports entertainment in a state full of tough terrain to travel, and the smallest state by population in America. Burman left Wyoming earlier in his career to serve as AD at Portland State from 2000 to 2006 before returning to lead Cowboys athletics. I was curious whether leaving to be an AD somewhere else made returning to Wyoming an easier transition being AD with actual AD experience. In response, Burman shares his thoughts on some concerning trends in AD hires and the indecision surrounding what jobs to take and what titles to collect along the way. The conversation then turns to how Wyoming has possibly the coolest logo in all of college sports and Burman discusses mascot history, brand power, and using Cowboys/Cowgirls instead of some schools adding "Lady." Wyoming is one of the rare FBS institutions to get Power 5 non-conference football games at HOME, so we discussed his ability to get those contracts and what he thinks the future of football scheduling will look like for FBS schools. Burman talks about his concerns surrounding the transfer portal but acknowledges that he does understand why it exists. The parting of the Pilgrim church from their brothers and sisters in Holland was no doubt extremely difficult. One of the hardest aspects of the whole ordeal was that their beloved pastor, John Robinson, would stay behind. Robinson had faithfully taught God's Word to this group, immensely shaping Bradford's life and thinking.
