“Hà Nội quá ô nhiễm! Không khí quá dầy đặc, toàn khói xe và toàn mùi xăng. Mọi người rất vất vả vì mùi xăng và khói xe, nhất là giờ tan tầm, người ta sẽ ngạt thở”. Đó là cảm nhận của một người dân Hà Nội năm 2017. Đến đầu năm 2025, Hà Nội nhiều lần đứng đầu danh sách thành phố ô nhiễm nhất thế giới, nhiều ngày không thấy mặt trời. Nguyên nhân chủ yếu là xe máy phát thải 87% khí CO2 và 66% bụi mịn, theo một nghiên cứu năm 2023. Hàng năm, khoảng 70.000 người chết vì ô nhiễm không khí ở Việt Nam, theo đánh giá của Tổ Chức Y Tế Thế Giới năm 2024. Cải thiện bầu không khí, giảm ô nhiễm môi trường trở thành vấn đề vô cùng cấp bách đối với Việt Nam, đặc biệt là ở Hà Nội. Từ ngày 01/07/2026, xe máy chạy xăng dầu sẽ bị cấm hoạt động ở vành đai 1 (trung tâm) Hà Nội, theo chủ trương được thông báo ngày 04/07/2017. Đây là bước đầu trong lộ trình chuyển sang xe điện, bắt đầu từ Hà Nội, tiếp theo là thành phố Hồ Chí Minh, hai đô thị lớn lần lượt có 7 triệu và 8,5 triệu xe máy. Trả lời AP ngày 20/10/2025, bà Dương Tử Phi (Zifei Yang), giám đốc Chương trình Xe khách tại Hội đồng Quốc tế về Giao thông sạch (International Council on Clean Transportation) nhắc lại : “Xe điện hai bánh sạch hơn nhiều, về cơ bản là không hề có khí thải từ ống xả. Và chỉ cần xét đến việc rất nhiều xe điện được sử dụng ở trung tâm thành phố và mọi người tiếp xúc với không khí, đã thấy việc này sẽ giúp cải thiện đáng kể chất lượng không khí tại địa phương. Nó làm giảm khí nitơ ôxit (Nox), giảm bụi mịn (PM). Những yếu tố này rất quan trọng đối với khu vực đô thị. Hơn nữa, xe máy điện còn tiết kiếm nhiên liệu hơn”. Đọc thêm9 triệu người chết mỗi năm vì ô nhiễm môi trường, nhiều hơn bệnh tật, khủng bố và chiến tranh Lộ trình ba chặng ở Hà Nội Quá trình “xanh hóa” phương tiện giao thông ở Hà Nội được chia làm ba chặng : Từ ngày 01/07/2026, Hà Nội sẽ cấm xe máy chạy xăng dầu trong khu vực Vành đai 1, mở rộng phạm vi ra Vành đai 2 từ ngày 01/01/2028 và tiến tới Vành đai 3 vào năm 2030. Nhìn chung, người dân đều muốn một môi trường trong lành vì chính sức khỏe của bản thân, như trường hợp một khách hàng mua xe đạp điện : “Nhà nước đang có chính sách để bảo vệ môi trường, nhất là ở khu vực trung tâm Hà Nội. Tôi đã tìm hiểu một số mẫu xe đạp điện của nhiều thương hiệu tại Việt Nam và tôi quyết định sẽ lựa chọn một hãng để mua một chiếc, không chỉ vì môi trường mà còn vì tiết kiệm chi phí cho bản thân”. Đọc thêm“Xanh hóa” giao thông Hà Nội: Cần bỏ ôtô cá nhân thể hiện “thành đạt” và kết nối hệ thống công cộng Hà Nội dự kiến hỗ trợ mỗi người dân 3 triệu đồng để chuyển đổi xe máy xăng sang xe điện (có giá trị từ 15 triệu đồng trở lên và phải đăng ký trước thời điểm nghị quyết có hiệu lực) và 4 triệu đồng/xe đối với hộ cận nghèo ; 5 triệu đồng/xe đối với hộ nghèo. Mỗi cá nhân được hỗ trợ tối đa 1 xe đến hết năm 2030. Thành phố Hồ Chí Minh cũng có kế hoạch “xanh hóa” phương tiện giao thông, với tham vọng thay thế 400.000 xe máy chạy xăng bằng xe điện cho đến năm 2028, bắt đầu bằng lệnh cấm sử dụng xe máy chạy xăng để gọi xe và giao hàng ngay năm 2026. Thành phố sẽ cung cấp các khoản vay với lãi suất thấp, giảm thuế và thiết lập các khu vực phát thải thấp để hạn chế ô nhiễm. Một quyết định “quyết liệt” khác nhằm cải thiện môi trường là ngay từ ngày 01/07/2027, Hà Nội và thành phố Hồ Chí Minh sẽ áp dụng quy chuẩn khí thải đối với xe mô tô, xe gắn máy. Hà Nội sẽ phân vùng phát thải thấp, áp dụng nhiều biện pháp hạn chế giao thông, trong đó có cấm lưu thông xe tải hạng nặng chạy bằng dầu diesel… Các đô thị lớn khác như Hải Phòng, Đà Nẵng, Cần Thơ và Huế triển khai từ ngày 01/07/2028, còn các tỉnh, thành khác sẽ áp dụng từ ngày 01/07/2030. Bộ Giao Thông Vận Tải Việt Nam đặt mục tiêu 1/3 ô tô và hơn 1/5 xe máy sẽ chạy bằng điện đến năm 2030. Quyết định nhanh, thời hạn ngắn gây hỗn loạn hậu cần và xã hội ? Hà Nội “cần những biện pháp nghiêm ngặt để giải quyết ô nhiễm môi trường”, theo phát biểu vào tháng 07/2025 của ông Dương Đức Tuấn, khi đó là phó chủ tịch UBND thành phố Hà Nội. Tuy nhiên, thông báo đột ngột và việc triển khai trong thời hạn ngắn khiến không ít người dân lo lắng, đặc biệt là những người lao động sống nhờ xe máy. Đổi sang xe điện là cả một khoản ngân sách lớn, không phải ai cũng sẵn có, như anh Trần Văn Thanh, lái xe ôm : “Tôi không có kinh tế nhiều để đổi sang xe điện nên vẫn phải chạy xe này (chạy xăng) thôi. Chạy xe này, tôi sẽ phải lựa cuốc, lựa những chuyến chạy ngoại thành. Chứ bây giờ không có kinh tế để đổi xe mới nên cũng chịu”. Đối với một số người dân, được báo Tuổi Trẻ trích dẫn ngày 18/07, mức hỗ trợ 3 triệu đồng là “quá ít”. Theo hãng tin Anh Reuters ngày 21/10, đại sứ quán Nhật Bản tại Hà Nội đã gửi thư đến các cơ quan chức năng Việt Nam đề nghị xem xét một “lộ trình phù hợp” cho quá trình chuyển sang xe chạy điện vì lệnh cấm đột ngột này có thể “ảnh hưởng đến việc làm trong các ngành công nghiệp hỗ trợ”, như đại lý xe máy và nhà cung cấp phụ tùng. Xe máy Honda chiếm 80% thị trường tại Việt Nam với 2,6 triệu xe bán ra trong năm 2024. Tập đoàn của Nhật Bản rất thận trọng trong việc tiếp cận xe điện và chỉ mới bắt đầu bán xe đạp điện trong năm 2025, một phần vì nhu cầu người dùng xe xăng vẫn rất lớn. Yamaha bám sát với khoảng 17% thị phần. Theo các nguồn tin của Reuters, chính Honda dẫn đầu nỗ lực kiến nghị chính phủ xem xét lại chỉ thị. Hiện có 4 nhà máy ở Việt Nam, chủ yếu sản xuất xe xăng và chỉ có một vài mẫu xe điện, Honda có thể xem xét thu hẹp quy mô sản xuất. Các cửa hàng cho thuê, đại lý bán xe cũng sẽ phải thay đổi mô hình hoạt động, như chia sẻ của Cao Bảo Ngọc, chủ cửa hàng cho thuê xe máy, với hãng tin Mỹ AP : “Khi lệnh cấm được ban hành, đó là một thay đổi lớn và ảnh hưởng rất nhiều đến hoạt động kinh doanh của chúng tôi. Chúng tôi đã cân nhắc kế hoạch cho cửa hàng trong tương lai. Nhưng tôi nghĩ sự thay đổi này là cần thiết để Hà Nội sạch hơn, tốt hơn cho sức khỏe của mọi người. Đây cũng là một động thái tốt, có lợi cho du lịch Việt Nam”. Nước tiên phong ở Đông Nam Á nếu thực hiện được tham vọng Theo trang Mordor Intelligence, thị trường xe hai bánh Việt Nam là một trong những thị trường lớn nhất thế giới, có trị giá ước tính 4,6 tỉ đô la trong năm 2025. Một số chuyên gia cho rằng việc Việt Nam hạn chế xe xăng có thể sẽ gây ra nhiều biến động tiêu cực. Tuy nhiên, phải nói rằng thị trường xe máy điện tại Việt Nam đã hình thành từ khá lâu, ban đầu là các dòng xe nhập khẩu hoặc lắp ráp trong nước, với linh kiện chủ yếu từ Trung Quốc. Sau đó, thị trường trở nên chuyên nghiệp hơn với sự xuất hiện của nhiều thương hiệu nội địa, như VinFast hoặc Dat Bike. Những công ty này cũng như nhà sản xuất xe máy điện Trung Quốc Yadea lại đang đặt cược vào một tương lai xe điện ở Việt Nam. Với khoảng 3,5 triệu chiếc mỗi năm, Việt Nam là thị trường xe máy lớn thứ hai ở Đông Nam Á. Riêng về xe điện hai bánh, Việt Nam là thị trường lớn thứ ba ở châu Á, sau Trung Quốc và Ấn Độ, mặc dù xe máy điện hiện chiếm khoảng 12% tổng doanh số. Bà Dương Tử Phi, thuộc Hội đồng Quốc tế về Giao thông sạch, cũng cho rằng đây là một cơ hội cho các nhà sản xuất Việt Nam, bởi vì không giống như thị trường ô tô, xe máy bán ở Việt Nam được sản xuất trong nước. Việc này có nghĩa là chuyển sang xe máy điện có thể cổ vũ các nhà sản xuất trong nước, thúc đẩy khởi nghiệp và thu hút đầu tư mới. Quá trình chuyển đổi của Việt Nam cũng có thể định hình các thị trường đang phát triển khác. Ông Nguyễn Tấn Long, giám đốc tiếp thị của Dat Bike, cho biết : “Dat Bike hy vọng chính phủ sẽ có các chính sách hỗ trợ các nhà sản xuất xe máy điện như giảm tiền thuê đất sản xuất, giảm thuế nhập khẩu linh kiện xe máy điện và hỗ trợ nghiên cứu, phát triển công nghệ mới cho xe điện tốt hơn”. Doanh số xe máy cỡ nhỏ tăng 89% và xe máy cỡ lớn tăng 197% trong tám tháng đầu năm 2025. VinFast dẫn đầu với doanh số tăng hơn gấp 4 lần, vượt xa Yadea của Trung Quốc và các đối thủ nội địa khác. Hiện tại, VinFast đã có đội xe taxi riêng và cung cấp xe cho nhiều hãng đối tác khác. Ngày 30/10/2025, công ty khởi nghiệp Dat Bike và xe công nghệ Grab ký thỏa thuận hợp tác “để triển khai các dự án khuyến khích, hỗ trợ đối tác tài xế Grab tiếp cận và chuyển đổi sang xe máy điện… Hai bên cũng đặt trọng tâm phối hợp xây dựng hệ sinh thái xe điện hỗ trợ bền vững cho tài xế công nghệ”. Các nhà sản xuất xe máy điện đua nhau thiết lập trạm đổi pin để giải quyết mối lo ngại của người tiêu dùng về sự an toàn và tiện lợi của việc sạc pin. Honda thí điểm mô hình đổi pin cho người thuê mẫu xe máy điện Honda CUV e. TMT Motors triển khai hệ thống trạm đổi pin cho cả ô tô điện và xe máy điện trên phạm vi toàn quốc. VinFast có kế hoạch xây dựng 150.000 trạm đổi pin tại tất cả các địa phương trong vòng 3 năm tới, trong đó có 50.000 trạm từ giờ đến cuối năm 2025. Theo trang Thanh Niên, hệ thống đổi pin của Selex Motors được lập ở nhiều tỉnh, thành cho phép người dùng thao tác đổi pin chỉ trong 2 phút. Thương hiệu Việt này còn phát triển pin “đại trà” tương thích với nhiều mẫu xe, để người dùng của các hãng khác như DK Bike hay Evgo có thể cùng chia sẻ hệ sinh thái. Thói quen bỏ xe xăng chuyển sang xe điện của đa số người dùng mới là thách thức, rào cản lớn nhất. Về mặt cơ sở và kỹ thuật, một nhà lãnh đạo của Dat Bike, được trang CafeF trích dẫn, cho rằng “Việt Nam đang ở vị trí rất thuận lợi để dẫn đầu xu hướng xe máy điện tại Đông Nam Á. Sự hỗ trợ từ chính phủ sẽ càng củng cố vị thế này trong tương lai”. Song song với giải pháp xe điện, tăng cường kiểm tra kỹ thuật xe, lập các khu vực phát thải thấp ở trung tâm thành phố, Tổ Chức Y Tế Thế Giới cũng khuyến cáo Việt Nam cổ vũ cho phương tiện công cộng để giảm tình trạng ô nhiễm do giao thông. This week on America on the Road, we put the spotlight on two 2025 model-year vehicles that represent very different segments with wildly different powertrains but share a commitment to technology, practicality, and style — the 2025 Volvo EX40 and the 2025 Hyundai Palisade. Leading off, host Jack Nerad delivers a detailed road test of the 2025 Volvo EX40 Twin Motor Ultra. While the name may sound new, the EX40 is essentially a renamed version of Volvo's previous XC40 Recharge. This all-electric compact SUV features dual motors delivering 402 horsepower and 494 lb-ft of torque, paired with a 78 kWh battery that provides up to 275 miles of range. Its minimalist Scandinavian interior includes heated seats front and rear, a panoramic sunroof, Google-powered infotainment, and a Harman Kardon audio system. With DC fast-charging capabilities and a long list of advanced safety features, the EX40 offers luxury EV buyers a stylish and well-rounded all-wheel-drive package, but is its as-tested price of $62,045 a hill too high? Next up is co-host Chris Teague's road test of the 2025 Hyundai Palisade, a three-row SUV that's become a go-to family vehicle thanks to its spacious cabin, upscale features, and user-friendly tech. Powered by a 3.8-liter V6 engine producing 291 horsepower and 262 lb-ft of torque, the Palisade delivers confident performance through an 8-speed automatic transmission, available in both front- and all-wheel-drive configurations. It earns an EPA-estimated 21 MPG combined, giving it solid range for long-distance travel. Inside, the Palisade offers seating for up to seven, 18 cubic feet of cargo space behind the third row, and a maximum of 86.4 cubic feet with seats folded. It also tows up to 5,000 pounds when properly equipped. Its near-luxury feel, intuitive tech, and extensive standard safety features win it kudos from both Chris and Jack, and they'll have more in this road test. This week's special guest is Frank Hanley, Senior Director of Automotive Benchmarking at J.D. Power. Frank joins the show to break down the results of the 2025 APEAL Study, which measures how emotionally satisfying a vehicle is to own and drive. He explains which brands are connecting with owners on a deeper level and what manufacturers can learn from the data. It's an insightful and data-rich segment that pulls back the curtain on the psychology of car ownership. Featuring lifted suspension, all-terrain tires, roof storage, and a reconfigured cargo area, the concept taps into the booming “van life” trend with AWD practicality. • New Tax Break Replaces EV Credit A new U.S. tax policy will let buyers deduct interest on car loans for new vehicles built in the United States, replacing the expiring $7,500 EV credit. The deduction, estimated to save buyers about $576 (roughly), applies to U.S.-made gas, hybrid, and electric vehicles purchased between 2025 and 2028, but excludes leases and used cars. • Tesla Hikes Cyberbeast Price by $15K Tesla has increased the price of its flagship Cybertruck variant, the Cyberbeast, to $114,990, adding a new “Luxe Package” with Full-Self Driving and Supercharger access. The move has puzzled analysts, as Cybertruck sales remain slow despite massive early demand. • NHTSA Investigates Honda, Acura Engine Failures Over 1.4 million Honda and Acura vehicles are under investigation for engine defects that could lead to sudden failure. The NHTSA probe focuses on V6-powered models like the Acura MDX and Honda Pilot, with more than 400 complaints filed to date. • VinFast Abandons Direct Sales Model Vietnamese EV maker VinFast is shifting away from its Tesla-style direct sales approach in the U.S. The company has opened its first franchised dealership in San Die...

Shoot us a Text.Episode #1028: Today we talk about VinFast ditching direct sales for a full franchise model, Slate launching a no-frills EV pickup that's shaking things up under $20K, and the growing movement toward skills-based hiring over college degrees.Show Notes with links:VinFast is officially out of the direct-to-consumer game in California, shifting gears to focus solely on franchised dealers across the U.S. The pivot comes as the Vietnamese EV maker wrestles with rising costs, sliding U.S. registrations, and mounting losses.VinFast is closing all 15 of its company-owned California showrooms in favor of a full franchise model.The brand currently has 38 dealer locations either open or on the way across 16 states.U.S. EV registrations dipped to just 367 in Jan–Feb 2025, an 18% year-over-year decline.The VF 8 accounted for 321 of those, while the three-row VF 9 saw just 46.The company posted a $3.18B net loss in 2024; despite revenue growth, operating costs surged.After months of mystery and speculation, Slate, the American EV startup backed by Jeff Bezos, has made its first big move—introducing an all-electric, highly customizable pickup that ditches luxury frills for practicality and affordability.Slate is taking a “clean slate” approach by skipping high-end trims and focusing on accessibility.It will be built in the U.S., comes with over 100 optional accessories, and starts below $20,000 after federal incentives.The flagship model is modular, converting from a 2-seat pickup to a 5-seat SUV with optional flat-pack kit.The interior is stripped-down with HVAC knobs, crank windows and a universal phone mount—your OS, your way.Specs include a 52–84 kWh battery, 150 kW RWD motor, 8-second 0-60, and up to 240 miles range.Slate will sell directly to consumers with a $50 reservation; first deliveries are slated for Q4 2026.CEO Chris Barman says: “The definition of what's affordable is broken.
