Europe, and Africa, rising in rank from Army cadet in 1960 to  Lt.-Gen. In 1998. [2:18] Most notably, Gen. Dallaire was appointed the Force Commander of the U.N.'s Assistance Mission for Rwanda prior to and during the 1994 genocide. [2:28] His defiant dedication to humanity during that mission has been well-documented in films and books, including his own award-winning account Shake Hands with the Devil: The Failure of Humanity in Rwanda. [2:39] Gen. Dallaire is one of Canada's national treasures and we were so honored that he keynoted Day 2 of the RIMS Canada Conference 2023 in Ottawa. [3:25] Lt.-Gen. Dallaire used the media as a weapon for good. His advice is first, not to consider the media as an enemy. They are seeking information to advance the knowledge of the population. Gen. Dallaire gave the media access to everything except some classified material that would put people's lives at risk. [4:28] The instrument of media can get your message out. You can influence public opinion through the media. Without public opinion, you can find yourself isolated and you don't get much feedback. [5:15] Lt.-Gen. Dallaire used his eyes and body language to get his message across. His eyes showed his conviction. The eyes show whether you are sincere. [9:14] One of the bullets in Lt.-Gen. Dallaire's presentation was on deception. The essence of discerning deception is understanding the enemy or the other players. Understanding the philosophy of the leadership of the other players means knowing what values they have and what references they use in decision-making. [10:07] How do the other players see their clients or treat their people? When you have that type of insight, then you can discern when there's a change happening. A deception plan puts a smokescreen up to hide the other plan they have going. The smokescreen can only last as long and be effective as you've convinced other people it's the truth. [10:42] If you keep your eye on them, and have enough information on how they think and act, you can discern whether or not there is something in the midst. That is a quality senior management needs to spend time enough to develop. Get good intelligence on your competitors. Get to the gut of their organizations. [12:01] That is dependent on your ability to assess your capacity to achieve your mission. You've got to keep your focus on your aim. Based on what's coming at you, you must adapt within the parameters of the aim you are trying to achieve. [13:07] Lt.-Gen. Dallaire's last thoughts: The parameter that should be guiding us all is that we are in a period of enormous, revolutionary flux. It's a unique time in humanity. We can talk to the whole of humanity. We can assess the whole of the planet. Try to master the scale of what we're able to do to move the future. [13:44] We don't wait for something to happen; what we should do is shape the future, and prevent things from happening as a result. A celebrated advocate for human rights, especially in regard to child soldiers, veterans, and the prevention of mass atrocities, General Dallaire is also a respected government and UN advisor and former Canadian Senator.   Throughout his distinguished military career, General Dallaire served in staff, training, and command positions throughout North America, Europe, and Africa, rising in rank from Army Cadet in 1960 to Lieutenant-General in 1998.   Most notably, General Dallaire was appointed Force Commander of the United Nations Assistance Mission for Rwanda prior to and during the 1994 genocide.  General Dallaire provided the United Nations with information about the planned massacre, which ultimately took more than 800,000 lives in less than 100 days; yet, permission to intervene was denied and the UN withdrew its peacekeeping forces.  General Dallaire, along with a small contingent of Ghanaian and Tunisian soldiers and military observers, disobeyed the command to withdraw and remained in Rwanda to fulfill their ethical obligation to protect those who sought refuge with the UN forces.   His courage and leadership during this mission earned him the Meritorious Service Cross, the United States Legion of Merit, the Aegis Award on Genocide Prevention, and the affection and admiration of people around the globe.  His defiant dedication to humanity during that mission has been well-documented in films and books, including his own award-winning account: Shake Hands with the Devil: the Failure of Humanity in Rwanda.   General Dallaire's 1997 revelation that he suffered from Post-Traumatic Stress Disorder as a direct result of his mission in Rwanda paved the way for destigmatizing responders. Though it led to his being medically released from the Canadian Army in 2000, he has devoted decades of passionate leadership and advocacy to the issue on behalf of other veterans struggling with PTSD, including the publication of his bestselling memoir: Waiting for First Light: My Ongoing Battle with PTSD.   However, with his acclaimed book, They Fight Like Soldiers, They Die Like Children: The Global Quest to Eradicate the Use of Child Soldiers, General Dallaire proclaimed that the rest of his life will be devoted to the eradication of the use of children in war, and through the Roméo Dallaire Child Soldiers Initiative he continually seeks innovative ways to help end the use of child soldiers. ​ Whether as a military commander, humanitarian, senator, or author, Roméo Dallaire has penetrated our national consciousness, often in supremely uncomfortable ways. The continuing battle for control of Sudan between rival militaries has had a destabilizing effect on the contested area of Abyei claimed by both Sudan and South Sudan, for both the UN mission there, UNIFSA, and the civilians they are mandated to protect.That's according to Major General Benjamin Sawyerr, acting head and Force Commander for UNIFSA, who said the months-long clashes have seen close to 6,000 flee into Abyei and forced the mission to switch all its supply routes to South Sudan, increasing costs and logistical challenges.

Steven Hartov, legendary veteran and author of historic fiction, joins the show to talk his military service, what it's like to be an author, and his process on writing history--with a twist of fiction. Steven Hartov was born in New London, Connecticut, attended public schools in New England and earned a Bachelor of Fine Arts degree from Boston University. According to General Brieger, the response to the Russian criminal posture by EU Member States has been massive and unanimous, cemented ties, and strengthened the credibility of the EU security and defence agenda.   In the first year since its signing, the EU has made significant progress in all 4 interlinked areas of the Strategic Compass: ACT, SECURE, INVEST and PARTNER. Each chapter, strictly interwoven with the others, contains actionable items, with strict deadlines. Though much has been done, there remains much to do. Member states must now continue to mobilize their resources to meet the commitments and ambitions outlined in the Strategic Compass. What is at stake is nothing less than the security and well-being of future EU (and non-EU) generations.    About the Speaker:  General Robert Brieger is the Chairperson of the European Union Military Committee, a committee comprised of the Chiefs of Staff of Europe's 27 Member State Militaries. General Brieger joined the Austrian Armed Forces in 1975 and graduated from the Theresian Military Academy as an Armour Officer in 1979. He became Chief of Staff of the Austrian Armed Forces in 2018. He has served as Commander of the Austrian Contingent of KFOR, Kosovo from 2001-2002; Force Commander of Operation Althea, Bosnia and Herzegovina from 2011-12.

SG TRIP ANNOUNCEMENT The Secretary-General will be heading to Japan, where he will take part in the Peace Memorial Ceremony in Hiroshima, held on 6 August every year. The ceremony aims to console the souls of those lost to the atomic bombing, as well as to pray for the realization of lasting world peace. The Secretary-General will honour the victims of the bombings, commemorate all victims of the second world war, and reiterate his call to world leaders to urgently eliminate stockpiles of nuclear weapons. During his visit, he will meet with several Japanese senior officials, including Prime Minister [Fumio] Kishida. He will also meet a group of surviving victims of the atomic bombs in Hiroshima and Nagasaki, known as the hibakusha; and he will participate in a dialogue with young activists who are leading initiatives on nuclear disarmament, non-proliferation and other global issues. The Secretary-General will then go to Mongolia, at the invitation of President Khurelsukh Ukhnaa. Mongolia is a country that has also shown a commitment to non-proliferation and disarmament by declaring itself a nuclear-weapons-free zone. During his visit to the capital of Mongolia, Ulaanbaatar, the Secretary-General will also take part in a tree planting ceremony to recognize Mongolia's One Billion Trees initiative, which was launched in October and aims to plant, as its name implies, one billion trees by 2030, as part of the Mongolia's efforts to reduce the impact of climate change and fight the increasing desertification which is impacting Mongolia. In addition, he will visit a nomadic family and learn about their way of life. Following his visit to Mongolia, the Secretary-General will travel to the Republic of Korea from 11-12 August. The details of his visit to Seoul are still being discussed with the Government. UKRAINE The Office for the Coordination of Humanitarian Affairs in Ukraine says that civilians are facing tremendous challenges in areas that have experienced a dramatic increase in airstrikes and shelling over the last few days, particularly in the south of the country. From Kherson, we received the horrifying news that a minibus with civilians trying to flee from a small settlement called Starosillia was hit yesterday, apparently by a missile. According to reports we received from humanitarian organizations, at least three civilians were killed and five injured. The situation has also continued to deteriorate in Mykolaiv, where daily shelling is taking a heavy toll on civilians. Over the last 48 hours alone, dozens of houses, several health facilities and other critical civilian infrastructure have been damaged or destroyed in the city. The strikes have caused civilian casualties, according to reports from humanitarian organizations, although we could not verify the actual figures. Our humanitarian colleagues also tell us that access to health services in Mykolaiv and surrounding areas is extremely limited. We reiterate our calls on the parties to the conflict to respect civilians and civilian infrastructure in Ukraine, in accordance with principles of international humanitarian law. People in Ukraine desperately need a respite from the relentless violence. Also, the M/V Razoni is making its way to the Bosphorous. We expect it to dock in a few hours. It will be inspected, according to protocols, with representatives of the United Nations, Türkiye, Russia and Ukraine, tomorrow.DEMOCRATIC REPUBLIC OF THE CONGO The UN peacekeeping mission in the Democratic Republic of the Congo has an update regarding the incident that occurred at Kasindi, on the border with Uganda, on Sunday. Based on preliminary information, the incident occurred at the border post where a battalion from the UN Peacekeeping Mission's Force Intervention Brigade, upon returning from leave, was not immediately granted access to the DRC. The troops waited overnight in an area between the official exit point from Uganda and the official entry point into the DRC. The violent incident that occurred the following morning is now the subject of an investigation opened by the mission. The peacekeepers involved have been detained on the Force Commander's orders.The Mission has also contacted the Troop-Contributing Country concerned with a view to advancing a national judicial investigation on those events.

In Part 1, we covered his time with 10th Mountain in the Korengal Valley, a notoriously violent part of Afghanistan. Three years after being appointed by the Secretary-General, the Force Commander for the UN Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) ended his tour of duty just a few days ago.  Lieutenant General Dennis Gyllenspore, from Sweden, led over 13,000 women and men, often in challenging conditions.  Among the difficult tasks he faced were securing the north and the centre of the country, supporting the implementation of the Peace Agreement, and enforcing the disarmament, demobilization, and reintegration of former combatants.  As he shares in this interview with Nadege Digne Sinarinzi, from Mikado FM, he leaves with a sense of accomplishment and proud of the partnerships made.

Peter has also led multibillion-dollar international procurement projects and served as a crisis manager and former international negotiator for the UK Government. He now helps people and organizations accomplish extraordinary things as an international speaker and teacher, having been to 92 countries teaching some of the principles we're going to talk about today. This week's Dad Do or Die (3Ds) from this episode are:Build a network for friends/neighbors who can positively influence your kids. Whether that's extended family, neighbors, Big Brother/Big Sister, All Pro Dads, church, gym, wherever, having a network of other men can be hugely helpful in your kids life. Peter shares about the network of father figures he had growing up after his biological father abandoned him and his brother. Also, how important the network of close friends that he had helped his family when he was serving in the Royal Air Force away on missions during the Gulf War.If you are away from the family for whatever reason, short interactions can be more memorable and impactful than long scheduled nightly calls with the kids. Peter used to only get 15 minutes a week to talk to his family when he was stationed away, luckily we have more than that these days. A simple phone call between meetings or putting the laptop or phone down and giving your child full attention, can boost their confidence and strengthen your relationship. If you are facing a challenge as a parent, think about how you can change the context of the situation. Peter shares a fantastic story about how he approached his son who was adamant about getting a large motorbike, which is high risk with the narrow streets in the UK. He and his wife were opposed but how he changed the context was brilliant. ANDREW MILBURN was born in Hong Kong and grew up in the United Kingdom. After graduating from law school in London, he enlisted in the US Marine Corps as a private. He was commissioned from the ranks, and as a Marine infantry and special operations officer, has commanded in combat at every grade. As the commanding officer of the Marine Corps’ special operations regiment, he was selected to lead a multi-national task force given the mission of defeating ISIS in Iraq. He retired in 2019 as the Chief of Staff of Special Operations Command, Central (SOCCENT), the headquarters responsible for the conduct of all US special operations throughout the Middle East. Since then he has written articles on topics such as leadership, ethics and culture change, for a number of publications, to include the Atlantic Magazine and War On The Rocks. There were initial unconfirmed reports of possible casualties. Early warning of the attack may have sent both Iraqis, US and other coalition military personnel to safety in bunkers. Was this the threatened “hard revenge” that Iran’s Revolutionary Guards had warned would come against US military bases? This Iranian missile attack was response to the US MQ9 Drone missile strike at Baghdad Airport on January 3, 2020 that killed General Qasem Soleimani, the powerful commander of the elite Quds Force and Abu Mahdi al-Muhandis Commander of Iran – controlled Iraqi PMF Kata'ib Hezbollah. The Trump White House and Pentagon were monitoring these developments and considering possible retaliatory actions to take. Erfaringer og opplevelser fra tiden som styrkesjef på Kypros   Generalmajor Kristin Lund, Norwegian Defence International Centre (NODEFIC) ved Forsvarets stabsskole Erfaringer og opplevelser fra tiden som styrkesjef på Kypros The United Nations Peacekeeping Force in Cyprus (UNFICYP) is a United Nations peacekeeping force that was established under United Nations Security Council Resolution 186 in 1964 to prevent a recurrence of fighting following intercommunal violence between the Greek Cypriots and Turkish Cypriots, to contribute to the maintenance and restoration of law and order and to facilitate a return to normal conditions. “In the interest of preserving international peace and security to use its best efforts to prevent a recurrence of fighting and, as necessary, to contribute to the maintenance and restoration of law and order and a return to normal conditions” (UNSCR 186/64) Following the 1974 Greek Cypriot coup d'état and the Turkish invasion of Cyprus, the United Nations Security Council (UNSC) extended and expanded the mission to prevent the dispute turning into war, and UNFICYP was redeployed to patrol the United Nations Buffer Zone in Cyprus and assist in the maintenance of the military status quo. Since its establishment, the force has also worked in concert with the Special Representative of the Secretary-General and representatives of the two communities to seek an amicable diplomatic solution to the Cyprus dispute. In 1964, UNFICYP consisted of military and civilian contingents drawn from Australia, Austria, Denmark, Finland, Canada, Sweden, Ireland, New Zealand, and the United Kingdom Forces Sector One It has been the responsibility of the Argentinean Contingent since 16 October 1993. Sector One Headquarters and Command Company are located in San Martin Camp, which is near Skouriotissa village. Support Company finds its home at Roca Camp, near Xeros in the north. In addition to its responsibilities in Sector One, the Argentinean Contingent provides personnel to UN Flight unit and contributes to UNFICYP’s Mobile Force Reserve and Headquarters. Sector Two is the responsibility of the British Contingent, and has been since 1993. The Sector’s Headquarters is located at Wolseley Barracks, inside the buffer zone near the western edge of the Venetian Walls that surround Nicosia’s old town. The once-stately Ledra Palace Hotel where sector two troops are stationed has been home to UNFICYP peacekeepers since 1974 under an agreement with the Government of Cyprus. The British Contingent also provides personnel to UNFICYP’s Mobile Force Reserve and to mission Headquarters. Sector Four is the responsibility of a Slovakian, Hungarian, Serbian and Ukrainian Contingent. The Sector Headquarters is located in Famagusta, at Camp General Stefanik. Sector Four’s contingents also provide personnel for the Mobile Force Reserve, Engineers Platoon and UNFICYP Headquarters. Other Key Units Military Observer Liaison Officers UNFICYP currently has about twenty-eight Military Observer Liaison Officers (MOLOs) and Sector Civilian and Military Liaison Officers (SCAMLO) serving across all three sectors. MOLOs are involved at all levels across the Force in daily negotiations and liaison functions with both opposing forces (OPFOR). The MOLOs form the backbone of the way UNFICYP deals with the OPFOR, be it at Regimental level in the sectors or at the highest levels in the Headquarters in the pursuance of conflict resolution, improved communications and confidence building. The Mobile Force Reserve (MFR) The MFR consists of Argentinean, British, Hungarian and Slovakian peacekeepers. Formed in 1997 at UNFICYP from the previous Permanent Force Reserve, it provides the Force Commander with a flexible and well-equipped response( QRF) to any situation that may arise inside the buffer zone. The MFR provides support wherever necessary to other military elements of UNFICYP, using its fleet of Tactica Armored Personnel Carriers. The MFR is also responsible for the security of the United Nations Protected Area (UNPA) at the Old Nicosia International Airport, where UNFICYP Headquarters are situated. UNFLIGHT UN Flight has three helicopters, with two in operation at all times. The unit is based at UNFICYP headquarters and staffed by 28 personnel from the Argentinean contingent. Using Hughes 500 and a Bell 212 helicopters, the unit conducts patrols along the buffer zone and provides logistical support for UNFICYP operations and emergency assistance such as medical evacuations as required. UN Force Military Police Unit (FMPU) The FMPU is a multi-national organization with personnel from the UK, Hungary, Slovakia and Argentina. The FMPU remit is to provide protection against crime, enforce military regulations such as traffic control and general military law, and to provide policing advice and investigative assistance to scenes of crime occurring within the buffer zone. Force Engineers Engineering support to UNFICYP is provided by Slovakia. Engineers are essential part of the UNFICYP mission with the main role to construct, maintain and repair all facilities under UN responsibility. It means repair and maintain patrol tracks helicopter landing sites, camps, observation posts and patrol base facilities. UNPOL The United Nations Police (UNPOL) has been part of UNFICYP since 14th April 1964. UNPOL works in collaboration with UNFICYP’s Military and Civil Affairs components as part of a “three-pillar” concept, developed to maximize internal collaboration on all aspects of the Mission’s mandate. UNPOL contribute to the maintenance and restoration of law and order in the buffer zone and cooperate with UNFICYP’s military and the Civil Affairs components concerning civilian activity in the buffer zone, humanitarian matters and to assist in the return to normal conditions within the buffer zone. UNPOL assist the Good Offices of the UN Secretary General in the implementation of measures towards achieving a comprehensive peace agreement, through the facilitation of the Technical Committee on Crime and Criminal matters, established in 2008 to launch and promote the cooperation between the local law enforcement agencies. Duties in the buffer zone The buffer zone exists to prevent renewed hostilities between the opposing forces in the Cyprus conflict. While Cyprus has been peaceful for a long time, shots are sometimes fired into the buffer zone. In addition, thousands of land mines still lie dormant between the de facto ceasefire lines. These are some of the reasons UNFICYP does not allow any activity within the buffer zone without prior approval, except within specially designated Civil Use Areas. Safety and the operational requirements of UNFICYP come first, followed by adherence to ownership rights of the land within the buffer zone. In order to manage activities within the buffer zone, UNFICYP's Civil Affairs Section manages four permit schemes: for construction, farming, work and access. All permits have a limited duration and permit holders must apply for their renewal prior to expiration of the permit. Good Offices (GO) The mandate of the Secretary General’s Good Offices and the Office of his Special Adviser is to support the conduct of negotiations between the Greek Cypriot and Turkish Cypriot leaders. While there is close cooperation between UNFICYP and the Office of the Special Adviser, Espen Barth Eide in supporting the peace negotiations, there is no overlap between the two missions. UNFICYP, with its present mandate and structure, is not equipped to provide direct support to the negotiations. It does, however, play a vital role in support of the peace process by ensuring a stable environment conducive to the negotiation process. The Office of the Special Adviser has been established specifically to provide direct support to the negotiations. Consequently, the office consists of political affairs officers and thematic experts, whose main task is to provide in-house expertise and facilitate the negotiation process, including support for the working groups and technical committees and the chairing of the meetings of the leaders and of their Representatives.
