2024 has been called the year of democracy. It is estimated that more voters than ever in history will head to the polls this year. Democratic elections are happening in at least 64 countries plus the European Union—representing a combined population of about half of the people in the world. At the time of recording, Canada is not facing a national election, but that may change at any point. Beyond the policies and leaders' debates, the other thing that goes along with elections is polling. But while polling is a critical element of understanding how elections are shaping up, not all polls are created equally. The Liberal government survived its first confidence vote Wednesday, when the Bloc Québécois and the NDP decided to offer Prime Minister Justin Trudeau a lifeline. The Bloc's demand are clear — the protection of supply management for poultry, eggs and dairy and more generous pension payments for seniors aged 65 to 74. The NDP's less so. But, regardless, both parties concluded an election with Conservative Leader Pierre Poilievre leading in the polls is more dangerous to them now than cooperation with the Grits. This week on “It's Political” we'll unpack what the parties need to do in the next few weeks and months to accomplish their own goals, with a panel of political strategists. Then we'll hear from pollsters about what the landscape looks like, how it has shifted and where the opportunities lie. This month marks 30 years since the genocide in Rwanda led to the deaths of more than 800,000 Tutsis and moderate Hutus in one of the worst massacres of the 20th century. But even though Rwanda has largely recovered, retired Canadian Lieutenant-General Roméo Dallaire says the world hasn't learned the lessons from that time to prevent future wars and mass atrocities. The former commander of the United Nations Assistance Mission for Rwanda tells Chattopadhyay about his own mental health journey over the last three decades and why he's so disappointed in the international community – including Canada – for letting conflicts around the world spiral out of control.

Au Rwanda, il y a 30 ans, Pourquoi les diplomates et les militaires étrangers qui étaient sur place n'ont pas voulu en voir les signes annonciateurs, dans les six mois qui ont précédé la tragédie ? C'est le thème du roman « Avant la nuit », que publie Maria Malagardis, chez Talent Éditions. La plupart des personnages et des événements décrits dans le livre ont réellement existé. Maria Malagardis, qui est grand reporter au journal français Libération, répond aux questions de Christophe Boisbouvier. RFI : Dans votre livre Avant la Nuit, vous racontez la montée des périls au Rwanda, dans les six mois qui précèdent le génocide. Nous sommes avec deux casques bleus, un officier canadien et un officier sénégalais, qui enquêtent sur l'assassinat de six enfants hutus, un crime qui a vraiment eu lieu en novembre 1993. Les regards se tournent vers les rebelles du FPR, mais, en fait, c'est beaucoup plus compliqué que cela.Maria Malagardis : Oui, ce qu'ils vont découvrir, peu à peu, chapitre après chapitre, c'est que c'est vraisemblablement une manipulation, forcément monstrueuse, pour susciter, on suppose, la colère des habitants, des familles concernées. Et, finalement, il s'agira, bien sûr, du déclenchement du génocide, avec les signes annonciateurs que l'on découvre mois après mois et qui sont souvent des épisodes qui ont vraiment eu lieu.Votre livre nous permet de recroiser des personnages qui ont vraiment vécu, comme le sinistre Théoneste Bagosora, l'un des cerveaux du génocide. Et comme le général Dallaire, le chef canadien des casques bleus. Vous racontez comment un informateur rwandais haut placé, prénommé Jean-Pierre, prévient le général Dallaire dès le mois de février 1994 que les autorités rwandaises sont en train de constituer des listes de Tutsis à éliminer. Oui, absolument, Jean-Pierre a existé. Sous ce nom, il a décidé de livrer des informations à l'ONU et au général Dallaire. Sauf que, à New York, on va refuser d'exfiltrer cet homme et sa famille, qui était la condition pour laquelle il était prêt à livrer tout ce qu'il savait. Et Jean-Pierre va disparaître dans la nature quand il va voir que la communauté internationale ne souhaite pas l'aider à quitter le pays.Vous dîtes que Jean-Pierre informe le général Dallaire de l'existence de caches d'armes et que, du coup, le général Dallaire se met à rechercher ces caches. Et qu'à chaque fois qu'il se rend sur un site, il n'y a plus aucune arme sur place. Comme si quelqu'un avait averti les extrémistes hutus qu'il fallait les enlever à la dernière minute… Et vous évoquez l'existence d'un espion des extrémistes hutus à l'intérieur du quartier-général de l'ONU, l'informaticien Calixte. A-t-il vraiment existé ?C'est encore une fois un personnage composite. Il y a eu un informaticien qui se prénommait Calixte, qui travaillait dans une autre organisation des Nations unies et qui va se révéler un fervent défenseur de l'idéologie génocidaire et qui va prendre part au génocide. Mais il y avait des soupçons que la mission de l'ONU était gangrénée par des espions. En fait, ce qui est fascinant, quand on regarde les mois qui précèdent le génocide, c'est de se rendre compte du nombre de choses que l'on savait. Avec toute la difficulté, parce qu'il ne faut pas, non plus, céder au regard rétrospectif… Avec toute la difficulté, peut-être, d'envisager l'énormité du projet.Vous racontez aussi, Maria Malagardis, comment une note des services secrets belges (on est au mois de février 1994) avertit le gouvernement de Bruxelles que les autorités rwandaises pourraient planifier l'assassinat de casques bleus belges pour les pousser à partir.Oui, ça fait partie des aspects les plus dingues.Elle a vraiment existé cette note !Elle a vraiment existé cette note, elle est disponible désormais, elle a été déclassifiée. Elle a été transmise au corps diplomatique sur place, elle a circulé dans les chancelleries. Ce qu'explique le major Hock, à l'époque le plus haut responsable des services secrets belges, c'est que, vraisemblablement, cet assassinat est planifié pour pousser les Casques bleus à partir. Et c'est effectivement ce qui va se passer [le 7 avril 1994], ce qui laissera le champ libre aux génocidaires pour procéder au massacre.Ces dix casques bleus belges, ils ne sont pas morts instantanément, ils ont d'abord été désarmés, puis faits prisonniers, puis massacrés. Cela a duré plusieurs heures. Apparemment, quand le chef de ces dix casques bleus envoie par talkie-walkie l'information à ses supérieurs de Kigali qu'« On nous demande de désarmer… », le chef de Kigali leur dit « Obéissez. ». Cela malgré cette note, deux mois plus tôt, des services secrets belges.Oui, c'est quelque chose qui revient souvent dans le roman. Je pense que cela fait partie, certainement, de la nature humaine. On a du mal à accepter que le pire soit en train de se produire. Cet officier, qui était leur supérieur, à ce moment-là, dans la stupeur du 7 avril au matin, au lendemain de l'attentat contre l'avion du président Habyarimana, il sent bien que la situation dérape, mais il ne peut pas imaginer que cela ira jusqu'à l'assassinat, qui a été effectivement atroce. Roméo Dallaire just presented one of the most memorable keynotes ever at the RIMS Canada Conference 2023. Justin thanks him for being on RIMScast and has some follow-up questions for Gen. Dallaire. [3:25] Lt.-Gen. Dallaire used the media as a weapon for good. His advice is first, not to consider the media as an enemy. They are seeking information to advance the knowledge of the population. Gen. Dallaire gave the media access to everything except some classified material that would put people's lives at risk. [4:28] The instrument of media can get your message out. You can influence public opinion through the media. Without public opinion, you can find yourself isolated and you don't get much feedback. [5:15] Lt.-Gen. Dallaire used his eyes and body language to get his message across. His eyes showed his conviction. The eyes show whether you are sincere. He talked to the media and passed information to them as a human being. The words would flow. Sometimes he was vulgar and combative but he always informed. He used no script. [6:29] RIMS plug time! [9:14] One of the bullets in Lt.-Gen. Dallaire's presentation was on deception. The essence of discerning deception is understanding the enemy or the other players. Understanding the philosophy of the leadership of the other players means knowing what values they have and what references they use in decision-making. [10:07] How do the other players see their clients or treat their people? When you have that type of insight, then you can discern when there's a change happening. A deception plan puts a smokescreen up to hide the other plan they have going. The smokescreen can only last as long and be effective as you've convinced other people it's the truth. [10:42] If you keep your eye on them, and have enough information on how they think and act, you can discern whether or not there is something in the midst. That is a quality senior management needs to spend time enough to develop. Get good intelligence on your competitors. Get to the gut of their organizations. [12:01] That is dependent on your ability to assess your capacity to achieve your mission. You've got to keep your focus on your aim. Based on what's coming at you, you must adapt within the parameters of the aim you are trying to achieve. [13:07] Lt.-Gen. Dallaire's last thoughts: The parameter that should be guiding us all is that we are in a period of enormous, revolutionary flux. It's a unique time in humanity. We can talk to the whole of humanity. We can assess the whole of the planet. Try to master the scale of what we're able to do to move the future. [13:44] We don't wait for something to happen; what we should do is shape the future, and prevent things from happening as a result. (U.S.), B.ésS., LL.D. (Hon.), D.Sc.Mil (Hon.), D.U. Roméo Dallaire is the founder of the Dallaire Institute for Children, Peace, and Security, a global partnership with the mission to end and prevent the recruitment and use of children in violence. A celebrated advocate for human rights, especially in regard to child soldiers, veterans, and the prevention of mass atrocities, General Dallaire is also a respected government and UN advisor and former Canadian Senator. Throughout his distinguished military career, General Dallaire served in staff, training, and command positions throughout North America, Europe, and Africa, rising in rank from Army Cadet in 1960 to Lieutenant-General in 1998. Most notably, General Dallaire was appointed Force Commander of the United Nations Assistance Mission for Rwanda prior to and during the 1994 genocide. General Dallaire provided the United Nations with information about the planned massacre, which ultimately took more than 800,000 lives in less than 100 days; yet, permission to intervene was denied and the UN withdrew its peacekeeping forces. General Dallaire, along with a small contingent of Ghanaian and Tunisian soldiers and military observers, disobeyed the command to withdraw and remained in Rwanda to fulfill their ethical obligation to protect those who sought refuge with the UN forces. His courage and leadership during this mission earned him the Meritorious Service Cross, the United States Legion of Merit, the Aegis Award on Genocide Prevention, and the affection and admiration of people around the globe. His defiant dedication to humanity during that mission has been well-documented in films and books, including his own award-winning account: Shake Hands with the Devil: the Failure of Humanity in Rwanda. General Dallaire's 1997 revelation that he suffered from Post-Traumatic Stress Disorder as a direct result of his mission in Rwanda paved the way for destigmatizing responders. Though it led to his being medically released from the Canadian Army in 2000, he has devoted decades of passionate leadership and advocacy to the issue on behalf of other veterans struggling with PTSD, including the publication of his bestselling memoir: Waiting for First Light: My Ongoing Battle with PTSD. However, with his acclaimed book, They Fight Like Soldiers, They Die Like Children: The Global Quest to Eradicate the Use of Child Soldiers, General Dallaire proclaimed that the rest of his life will be devoted to the eradication of the use of children in war, and through the Roméo Dallaire Child Soldiers Initiative he continually seeks innovative ways to help end the use of child soldiers. Whether as a military commander, humanitarian, senator, or author, Roméo Dallaire has penetrated our national consciousness, often in supremely uncomfortable ways. Setting aside his natural reserve, he has felt compelled to bring national and international attention to situations too often ignored, whether the atrocities of the Rwandan genocide, the struggle that he and many other military veterans face with post-traumatic stress disorder, or the recruitment and use of child soldiers. Justin visits with two guests today to discuss the RIMS Canada Conference 2023 on September 11th–14th in Ottawa! The first guest is the National Co-Chair of the RIMS Canada Conference 2023, Valerie Barber. Justin and Valerie discuss her risk career, her role with the government of Manitoba, and how Canada's provincial government is a good place to establish a risk management career. Valerie discusses some of the Plenary and educational events to expect at the RIMS Canada Conference. Valerie talks about Plenary Speakers Sinead Bovell and Melissa Agnes. Melissa Agnes joins the episode as the second guest. Melissa is a world-renowned expert on crisis management and is the Founder and CEO of Crisis Ready Institute. She discusses consulting for agencies and large organizations, and how “Crisis Ready” beats managing a crisis as it happens. [2:43] The first guest on today's episode is the National Co-Chair of the RIMS Canada Conference 2023. She has also been a risk leader for the government of Manitoba for more than 20 years. She will share her risk philosophies and then we will talk about RIMS Canada Conference 2023. [3:01] Justin welcomes Valerie Barber to RIMScast! [3:18] Valerie started in accounting, for an insurance agency and company. After five years, she worked in claims at a brokerage office for several years. She took a position next with the government of Manitoba in claims and loss prevention, then insurance and risk management, and later, the director of the insurance and risk management branch. [4:18] Her background in working with losses as they happened and preventing future losses was a good foundation to move into the risk management side. Valerie is going on 24 years of working with the government of Manitoba, [4:53] Valerie's employer is a small but mighty branch of the government. There are four individuals, an increase. They are now fully staffed. It was incredibly relieving for Valerie to get the third and the fourth person hired. Since she started, she has done three of the four positions in the branch. [6:40] In Canada, there are significant numbers of pubic sector risk professionals in RIMS, attending the conferences and other educational opportunities. Risk professionals that Valerie has met are quick to share knowledge and experiences they've encountered that may help others going through similar situations now. [7:46] Among the RIMS provincial membership there is an informal group called GovRIMS, that meets before the conference every year. [9:32] The theme of the RIMS Canada Conference 2023 is Risk Evolution...Be a Part of It. Risk continues to evolve in Canada, as everywhere else, as old risks develop and new risks emerge. Risk managers today have to reimagine and adapt. What worked before may not work today. [10:15] Valerie notes numerous challenges: cyber, political, financial, weather-related events, fires in Hawaii and Canada, flooding, artificial intelligence, and pandemics. In 2020 RIMS was to have Vision 2020 in Ottawa which did not occur because of COVID-19. Three years later we are finally getting there! [11:32] RIMS Canada Conference 2023 will be held on September 11–14 in Ottawa, the beautiful capital city of Canada, named by CNN Travel as one of the best destinations to visit in 2023. There are many local attractions. Shops, the ByWard Market, Parliament buildings, and National Museums are close to Shaw Convention Centre. [12:50] The Shaw Convention Centre is exceptional, with stunning views of the canals and city skyline. The Conference Centre is very spacious to accommodate all aspects of the conference, including the opening night reception, the plenary sessions, concurrent sessions, and the exhibit hall, which we are pleased to say was sold out in space. [13:54] The Plenary Sessions feature speakers who are making an impact on the risk landscape with their followers. Day 1's plenary is Melissa Agnes, who is recognized as a leading authority on crisis preparedness, reputation management, and brand protection. There are many crises out there for which we need to be prepared. [14:45] It will be interesting to learn the types of strategies and the secrets to successful crisis management. The next big event is potentially around the corner, globally, nationally, or in our backyards. [15:28] The second featured Plenary Speaker, Sinead Bovell, is a future-of-work expert. She will discuss the future of AI in her address. AI is a prime example of risk revolution. An AI-related age discrimination case has been filed recently. AI hiring software was rejecting candidates over certain ages. [16:49] Valerie is interested in learning about the good things that will be happening with AI in risk management. [17:06] Closing out RIMS Canada Conference 2023 on September 14th is Lt. General Roméo Dallaire, an international champion of human rights, a mental health advocate, and a leadership & crisis management expert. Lt. General Dallaire is a Canadian national treasure not only for his military background but also for the work he's done afterward. She will kick off the RIMS Canada Conference 2023 on September 11th with the Plenary Session. Melissa joins us today to provide a brief preview and talk about her risk management career. [24:03] Justin welcomes Melissa Agnes to RIMScast and introduces her. Melissa has advised people around the world from all walks of life. She has worked with NATO and other notable agencies and organizations to help them understand risk and build invincible brands that can withstand even the most devastating of events. [25:01] Global agencies and governments are slow to create change. One of the great things for Melissa is to work with the individuals who recognize the slowness of the change process and continue to advocate internally to uplevel the organization's skillset in crisis response. [25:49] Around the world in governments and agencies, Melissa finds incredible people with thankless jobs where even their stakeholders don't understand the complexity of their roles and there are a lot of negative viewpoints, yet they continue to work to level up their skillset and bring the cultural component of “crisis ready” to the organization. [26:38] Melissa coined the term “crisis ready” about 14 years ago. It came out of her frustration with the status quo of crisis preparedness. Melissa didn't agree with the status quo. She created a definition for “crisis ready” that is similar to but more than crisis preparedness. She started it as a hashtag, #CrisisReady, and it became a brand. [27:23] Crisis ready is about having a culture. It's not about having a crisis management plan document that sits on a shelf but about developing a program that permeates the organization. It consists of the mindset, skillset, and capabilities designed to respond to crisis in a way that strengthens trust. [28:07] Melissa explains about measuring trust. You can feel it. It's just not easily quantifiable. That's part of the struggle. In organizations, getting buy-in support for the “crisis-ready” culture is universally the biggest challenge that I experience. [28:51] No matter how “crisis ready” an organization is, there's constantly the obstacle of gaining buy-in and support. It's against human nature to talk about the negative. They don't understand what a strength-building positive it is to get past viewing “crisis ready” as a negative. [29:33] In her future presentations and book, Melissa will be talking about the five hindrances people face in getting “crisis ready” or dealing with crises as they occur. It's against our human nature to get ready. The five hindrances are avoidance, ego, fear, ignorance, and politics. [31:23] Melissa's advice for non-profits: First, go through your core values and make sure that they are your foundation, what you stand for, and why you exist. Make sure that you're living by them. Second, in alignment with the first, know how to respond to controversy. Controversy is a big part of the world, There is a tactic for responding. [32:24] When responding to controversy, be thoughtful, decisive, clear, and quiet. Being thoughtful means looking at the controversy, understanding what it is, and understanding the emotion and how it drives the controversy and complicates things. [33:26] Understand why it is controversial and divisive. Understand where it aligns with your core values. If you think you can appease everyone, you will have a hard awakening. Don't try to make everybody happy. [34:31] Being decisive means taking a stance. If you don't, it looks like you are trying to appease everyone. Instead, you will lose everyone. State your core values and the stance you are taking in alignment with your core values. [35:13] Being clear means being as clear and concise as you can in your response to the controversy. Talk about your core values. Do not leave room for ambiguity. Talk about why you're taking the stance that you are in alignment with those core values. It needs to be concise and clear. People may not like it, but they can respect it. [36:08] Being quiet comes when you have been thoughtful, decisive, and clear; there will be nothing left to say. Let the conversation unfold by itself. Let your advocates come to your defense. Let those who are upset have the space to validate how they feel and then they'll move on. Then you can move forward with recovery. [36:59] Often it takes an unfortunate situation for people to wake up and see they're not ready. At the beginning of her career, Melissa learned that she wanted her brand to be Crisis Ready, not crisis management. Crisis is an emotional time. Unless Melissa has a relationship with the leadership team before the crisis, her job is 100 times harder! [38:00] Without a prior relationship, it's hard for Melissa in the moment to help the organization cross that border of fear and ego. People get in their own way, and Melissa feels that she didn't do as well as she could have for them because they blocked it. [38:35] Melissa decided that she would build relationships before clients were hit with a crisis, so when they got in crisis, Melissa could kick into gear and serve them instead of fighting against their human nature of self-protection. She never wants to waste energy selling something to somebody who isn't ready. She started her brand with a clear blog. [40:04] A crisis can stem from social media or a physical event. We live in a complex world. A crisis has to hit certain criteria to be a crisis. If you call every social media issue a social media crisis, some people will not take it as seriously. [41:13] Melissa sat on the panel that developed the updated International Standard for Crisis Management, or ISO 22361. That was pre-pandemic, in 2019. It was a UK committee but Melissa Canadian, based in the U.S. Melissa says it was a huge honor to be put on this panel. It's always interesting to work by committee, but it was great. [42:59] Melissa can spot her influence in the standard. No one person can create all of that alone. She feels proud of the collective efforts and collaboration of the committee and their lived experiences that contributed to creating that whole. [44:06] Melissa is very excited about RIMS Canada Conference 2023! She will be bringing to the stage something that she can't find anywhere else. The message is so important so she has so much passion for sharing what she's going to share and engaging and interacting with the audience. She feels very honored to be able to do that. [44:47] Without ego, Melissa says she hopes the audience will listen in. She is passionate about this message in the talk she's been giving this year. It lights her up. Melissa doesn't believe we've been set up for success in our society, from kindergarten straight through, and that will be part of her message.
