For our first Policy & Practice seminar of academic year 2024-2025 we were joined by ex-Ambassador Simona Leskovar. The ex-Ambassador talked about her own experience both in trying to get Slovenia elected to the UN Security Council, but also more broadly about her experience in the UK and within the UN. The talk included a discussion as to why small states matter in international security. We are delighted that Sir Mark Lyall Grant  GCMG  joined us to give a response. Meet the speakersex-Ambassador Simona Leskovar Simona Leskovar is Ambassador of the Republic of Slovenia to the Court of St James's until August 2024. Prior to this appointment, she was State Secretary at the Ministry of Foreign and European Affairs of the Republic of Slovenia. Ambassador Leskovar is a career diplomat for 28 years of service in Slovenian diplomacy. She served as Slovenian Ambassador to Japan and Republic of Korea, was Deputy Permanent Representative of Slovenia at Permanent Mission of Slovenia to the United Nations in New York and member or head of several Slovenian delegations and missions to various conferences and events within the UN. Her first post as a diplomat was Washington DC.   Ambassador Leskovar holds a position of the EU adviser to Slovenian Foreign Minister during the first Slovenian EU presidency in 2008. She was later Director of Young Bled Strategic Forum and the national Focal Point for Responsibility-to-Protect. Simona Leskovar studied international relations at the Faculty of Social Sciences, University of Ljubljana, and at the Netherlands Institute of International Relations Clingendael in The Hague. Ambassador Leskovar initiated the MFA programme 'Young Ambassadors', a mentoring project that was organized together with foreign female Ambassadors in Slovenia, and aimed at encouraging young women to consider a career in diplomacy and international relations. Ambassador Leskovar was appointed Program Director of Bled Strategic Forum at the end of August 2024. Sir Mark Lyall Grant  GCMG Sir Mark Lyall Grant served as the United Kingdom's Ambassador and Permanent Representative to the UN from 2009 to 2015. During this tenure, he served as President of the Security Council four times. He subsequently served as a National Security Adviser during David Cameron and Theresa May's premierships. Following his retirement from the civil service, he is now a Visiting Professor at King's College London and a strategic advisor. Chair: Prof. Veronika Fikfakis Professor of Human Rights and International Law in the UCL Department of Political Science and School of Public Policy.

Ruchi Ghanashyam joined the Indian Foreign Service (IFS) in 1982. During her career of thirty-eight years, she worked in various capacities at the Ministry of External Affairs, the Government of India, including as director (Pakistan) and secretary (West). Outside India, she served in the Indian embassies in Damascus, Kathmandu, Brussels and Islamabad, as well as the Permanent Mission of India to the United Nations, New York. She was India's high commissioner to Ghana, South Africa and the UK, where she retired in 2020. Post retirement, she has written newspaper columns and articles as well as chapters for books. She has also participated in seminars and panel discussions, speaking on India's foreign policy to students in India and the UK as well as at think tanks. She is a member of the board of patrons at the India Centre for Inclusive Growth and Sustainable Development, University of Southampton, and adjunct faculty at the Manipal Centre for European Studies, Manipal Academy of Higher Education. She is also involved in social work. She is married to A.R. Ghanashyam, who joined the IFS in 1982 and retired as India's high commissioner to Nigeria.

While in Geneva, I paid a visit to the U.S. Permanent Mission to interview Ambassador Bathsheba Crocker. She is the top U.S. official in Geneva, representing the United States at the many United Nations agencies and international organizations headquartered here. I wanted to speak with Ambassador Crocker because the work of the UN in Geneva can sometimes fly under the radar, yet it directly impacts everyone on the planet, including Americans. I was interested in learning more about how the U.S. engages with agencies that most Americans have probably never heard of—such as the World Intellectual Property Organization or the International Telecommunications Union—but that nonetheless help to shape our world in ways that affect the daily lives of ordinary people. We start by discussing how the U.S. engages with some of the more technical UN agencies in Geneva, and then move on to the Biden administration's decision to rejoin the Human Rights Council after the previous Trump administration withdrew. We also discuss the relationship between the work of the UN here in Geneva and the UN in New York, particularly in relation to issues of peace and security.

He was the Gambia's Permanent Representative to the United Nations from 2007 to 2008 and was Secretary of State for Foreign Affairs from March 2008 to September 2009.Touray received his B. A. (literature and linguistics) from Ain Shams University in 1987 and graduated with a Ph. D. in international relations at the Graduate Institute of International Studies in Geneva in 1994.He was liaison officer for the World Indigenous Organization at the United Nations Office at Geneva from September 1993 to December 1994. He was then a consultant at the International Labour Office in Geneva until July 1995, at which point he briefly became Senior Assistant Secretary at the Gambian Ministry of External Affairs before becoming First Secretary of the Gambian Embassy to Belgium, and Permanent Mission to the European Union and the World Trade Organization later in 1995. In mid-1996 he was moved to the post of Counsellor and Head of Chancery at the same embassy, and he remained in that post until April 2002.From April 2002 to September 2007, Touray was the Gambian Ambassador to Ethiopia, with additional accreditation as Permanent Representative to the African Union, the United Nations Economic Commission for Africa, and the United Nations Environment Programme, as well as High Commissioner to South Africa and Kenya. He was appointed as Gambia's Permanent Representative to the United Nations in September 2007 before being appointed as Secretary of State for Foreign Affairs on 19 March 2008, replacing Crispin Grey-Johnson. Touray was sworn in as Secretary of State on 26 March 2008. Hamid A. Formuli is a human rights practitioner, former career diplomat and a Research Fellow with RWI's Afghanistan program in 2024. His tenure at the Afghan foreign service spans over 8 years, boasting an impactful career across various roles, starting from a consular associate, law and treaties officer to special aide to the deputy foreign minister for economic cooperation. Hamid previously served as the Head of the Human Rights Section of the Permanent Mission of Afghanistan to the UN in Geneva, and alternative permanent representative to the Human Rights Council during Afghanistan's first ever membership of the body and as an expert at its Bureau during Afghanistan's vice–presidency in 2020. Since 2022 Hamid Formuli has been a founding member and Senior Fellow at the Center for Dialogue and Progress – Geneva, where he leads activities on human rights monitoring and advocacy through research, legal analysis, and events organization. Academically, he holds a Bachelors in Law and Political Science from Kabul University and earned a Master (Summa Cum Laude) of International Studies from Seoul National University, South Korea, focusing on International Development Cooperation Policy and Global Governance. His research interests include nexus between conflict and development, International and UN-mandated accountability mechanisms, politics of international human rights action, and management of diversity in pluricultural societies.

The 30x30 target is a global target that aims to halt the accelerating loss of species and protect vital ecosystems that are the source of our economic security. The UK government is providing a range of economic, humanitarian, and defensive military assistance to Ukraine – often leading the way with supply of new capabilities and categories of munition, to encourage allies to scale up their commitments. Britain seems to be less intimidated by Russia's so-called ‘red lines', which time have proved to be illusory – just the bluff and bluster of a bully. In this podcast we chat with Dr Harry Conway, the Permanent Representative of Liberia's Permanent Mission to the IMO and the Chair of IMO's Marine Environment Protection Committee. At the last meeting of MEPC held in early July, the Committee agreed, unanimously, to adopt the new 2023 IMO Strategy on Reduction of GHG Emissions from Ships. This potentially ground-breaking strategy includes an enhanced common ambition to reach net-zero GHG emissions from international shipping close to 2050. It establishes two checkpoints on the path to 2050 including a 20% reduction by 2030 and a 70% reduction by 2040, both from a 2008 baseline.   In the podcast, Dr Conway explains the implications and practicalities of this brave new ambition and also outlines the work of the MEPC and what the committee will focus on going forward.

Photo by Kate Orne/Upstate Diary Melissa McGill, (born in Rhode Island, 1969) is a New York based interdisciplinary artist known for ambitious, collaborative, site specific public art projects. They take the form of site-specific, immersive experiences that explore nuanced conversations between land, water, sustainable traditions, and the interconnectedness of all living things. At the heart of her work is a focus on community, meaningful shared experiences and lasting impact. Spanning a variety of media including performance, photography, painting, drawing, sculpture, sound, light, video and immersive installation, McGill has presented both independent public art projects and solo exhibitions nationally and internationally since 1991. She lives in Lenapehoking (Beacon, New York). Her recent endeavor, Red Regatta (2019), was an independent public art project that activated Venice's lagoon and canals with four unprecedented large-scale regattas of traditional vela al terzo sailboats hoisted with hand-painted red sails, presented in collaboration with Associazione Vela al Terzo Venezia, co-organized by Magazzino Italian Art. In the Waves (2021) was a series of collaborative performances presented by Art&Newport that moved over the landscape in Newport Rhode Island evoking the urgency of rising sea levels and a rapidly changing climate with an ensemble of local community members. The artist invited members of the local community to join the ensemble of this inclusive movement-based public artwork to create a shared meaningful experience about these environmental themes. Her land art project, Constellation (2015-2017), installed on an island in the Hudson River, lit each night creating a new constellation transforming The Bannerman Castle ruin. She has been exhibiting her artwork nationally and internationally since 1991, and additional recent projects include Canaletto and Melissa McGill:Performance and Panorama, 2022, The Lightbox, United Kingdom; Palmas, 2014, Manitoga, Garrison, New York ; The Campi, 2018, Venice, Italy, as well as solo exhibitions at The Permanent Mission of Italy at the United Nations, New York organized by Magazzino Italian Art; Mazzoleni London-Torino; TOTAH, New York; White Cube, London; Power House, Memphis; Palazzo Capello, Venice; and CRG Gallery, New York. Co#006 The geopolitical landscape of South Asia continues to evolve, with India forced to concede its traditionally uncontested influence to other superpowers, namely, China and the United States. While the US is more strategically allied with India, increasing Chinese influence has directly challenged Indian hegemony in the region. Considering all of these moving pieces, there arises the question of what this geopolitical shift means for recipient countries like Nepal, which has continued to rely on aid provided by developed countries to expand its infrastructures and spur economic growth. In this episode, Anurag asks Ambassador Rae to share intricate details about his engagement with Nepal and its messy politics, from his ring-side view of the 12-point agreement signed between Nepal's political parties and the CPN-Maoist, to his challenging period in office as an Indian Ambassador to Nepal. The two then discuss Ambassador Rae's proposition, detailed in his recent book “Kathmandu Dilemma: Resetting India-Nepal Ties” on how the two countries can overcome the historic and recent tensions, and mutual suspicion, to reset bilateral ties that are grounded on new geopolitical realities. Ambassador Rae is a retired Indian diplomat. During his tenure of over 30 years in the Indian Foreign Service, he held various positions, including | the Ambassador of India to Vietnam and Hungary; the First Secretary of the Permanent Mission of India to the United Nations in New York, and the head of the Northern Division in the Ministry of External Affairs dealing with Nepal and Bhutan. From 2013 to 2017, Ambassador Rae served as the Indian Ambassador to Nepal. During these years, Nepal witnessed some historic events including the promulgation of the new constitution and the earthquake of 2015. Co#005 The geopolitical landscape of South Asia continues to evolve, with India forced to concede its traditionally uncontested influence to other superpowers, namely, China and the United States. While the US is more strategically allied with India, increasing Chinese influence has directly challenged Indian hegemony in the region. Considering all of these moving pieces, there arises the question of what this geopolitical shift means for recipient countries like Nepal, which has continued to rely on aid provided by developed countries to expand its infrastructures and spur economic growth. In this episode of Conversations, which is the first of a two-part series, we have PEI's own Anurag Acharya with our guest, the former Indian Ambassador to Nepal, Ranjit Rae. The two speakers examine India's role in Nepal, in context of the recent domestic political developments that have shaped bilateral relationships and aid negotiations with New Delhi. Mr. Ranjit Rae is an Indian diplomat with over 30 years of experience in the Indian Foreign Service, which includes participation in complex negotiations both at bilateral and multilateral levels and extensive work in conflict areas. He has since held various positions in international and state organizations, including the Permanent Mission of India to the United Nations, the UN Advisory Committee on Administrative and Budgetary Questions (ACABQ), as well as Offices of the Minister of External Affairs and of the President of India, where Mr. Rae served as a Press Secretary to the President.

2022 has seen a marked shift in the levels and severity of intra and interstate conflict. The security of many of the environments in which peacekeeping is deployed has deteriorated due to local and regional dynamics, and this has only been compounded by tensions within the permanent five of the Security Council. In his address to the IIEA, Under-Secretary-General for Peace Operations Jean-Pierre Lacroix discusses the current state of UN Peacekeeping, the challenges it is facing and what more is needed to make the utmost of this unique multilateral tool. This Event is part of the Global Europe Project in association with the Department of Foreign Affairs and Trade. About the Speaker: Jean-Pierre Lacroix was appointed as Under-Secretary-General for Peacekeeping Operations in February 2017 by United Nations Secretary-General, António Guterres. From 2014-2017 Mr. Lacroix served as Director for United Nations, International Organizations, Human Rights and Francophonie at the French Ministry of Foreign Affairs. Previous appointments include Ambassador of France to Sweden, Chief of Protocol of France, Deputy Permanent Representative at the Permanent Mission of France to the United Nations in New York, Deputy Chief of Mission at the French Embassy in Prague and First Secretary then Second Counsellor at the French Embassy in Washington.

He served as Deputy Minister of Foreign Affairs of Ukraine (2004-2005), being Ukrainian chief negotiator of the Ukraine-EU Action plan, and Ambassador of Ukraine to the United States (2005-2010) and France (2014-2020). Prior to his appointment as Ukraine's Ambassador to France Oleh Shamshur was serving as a Senior Advisor to PBN Hill and Knowlton Strategies and non-resident Fellow at the German Marshall Fund of the United States and as a Senior Advisor to the U.S.-Ukraine Business Council. Following retirement from Ukrainian Foreign Service he has been working as a political and business consultant, being also non-resident senior fellow of the Atlantic Council of the United States. He also worked (1996-1998) as Deputy Head of the National committee for nationalities and migration of Ukraine and member of the presidential commission for citizenship of Ukraine. After finishing her undergrad, Hojung started her career as an art curator in Washington DC organizing exhibitions for museums and galleries and working with various international artists, and then she went to law school in Illinois. During law school, Hojung had the unique experience of summer interning at the Permanent Mission of Korea to the United Nations in New York in 2007. She's also had in-house experience from 2010-2014 working for a major construction company in Korea. She moved to Japan in 2014 and joined another international law firm before Baker & McKenzie. Seeds, plants and food can act as repositories of memory and identity, thus countering the alienation caused by displacement. How does this manifest in the case of Karen refugee communities across the world holding on to a connection to their homeland in Myanmar? And how is the Karen people's struggle for political sovereignty connected to global biodiversity and climate change issues? Terese Gagnon discusses these questions, as well as the role of the Karen territory as a biodiversity and political refuge, and how this has changed since the military coup in Myanmar in February 2021. Terese Gagnon is an incoming Postdoctoral Fellow on "Climate and Sustainability in Asia" at the Nordic Institute of Asian Studies. She holds a PhD in anthropology from Syracuse University. Her dissertation is about Karen food, seed, and political sovereignty across landscapes of home and exile. She is co-editor of the book Movable Gardens: Itineraries and Sanctuaries of Memory. Vietnam War, Micronesia, Full Professor of Anthropology and International Affairs   **Link to Glenn's new book at the bottom of the page** Glenn Petersen has been a professor at the City University of New York's Baruch College and Graduate Center since 1977; he teaches anthropology, international affairs, and geography. He's worked as an ethnographer in the Pacific Ocean's remote Micronesian islands, studying Micronesians' traditional forms of chieftainship, their struggles to achieve independence, and the ways they've adapted their own political theories to constitutional forms of government. He served as a member of the Federated States of Micronesia's Permanent Mission to the United Nations after they achieved independence. War and the Arc of Human Experience, which Rowman & Littlefield/Hamilton just published, is his sixth book. He lives in New York City, is an avid Yankees fan (it's just a short walk from his home to the stadium), and recently became a grandfather for the first time. As Adviser at the Permanent Mission of the United States to the United Nations in New York, she was on the U.S. team that negotiated the 2030 Agenda and the Sustainable Development Goals. She also served on the Executive Boards of UNDP, UNICEF, UNOPS, and UNFPA, pushing the agencies to become more efficient, effective, and accountable for results.Esther graduated from Stanford University with a BA with honors in English and International Relations and earned an MA in Theater and Performance from the University of Cape Town, which she attended on a Fulbright Fellowship. Prior to joining the U.S. Foreign Service, Esther worked as a journalist in print, radio, and national magazines for the first ten years of her career. Richard Dicker was the Promise Institute Senior Fellow and lecturer in law at UCLA Law in Spring 2020. He is perhaps better known as Director of Human Rights Watch's International Justice program, from its founding in 2001 to 2022. Ambassador Michael Imran Kanu is the Deputy Permanent Representative for Legal Affairs at the Permanent Mission of Sierra Leone to the United Nations in New York, where he is known to be extraordinarily active in issues of international law. Among other things, Ambassador Kanu coordinates the African Group (Expert Level) in New York on the ICC independent expert review process. Professor Diane Marie Amann is the Emily & Ernest Woodruff Chair in International Law and Faculty Co-Director of the Dean Rusk International Law Center at the University of Georgia School of Law. A dual Irish-US citizen, she has served since 2012 as International Criminal Court Prosecutor Fatou Bensouda's Special Adviser on Children in & affected by Armed Conflict, and helped research and draft the Policy on Children that the ICC Office of the Prosecutor published in 2016.
