La mini-série vidéo " Puissances noires " raconte le destin de quatre femmes noires tombées dans l'oubli. Pourtant, elles ont chacune, à leur manière, changé l'histoire de France. Jeune journaliste pour Le Monde, Cécile Bonneau a écrit et réalisé ce format de 4x3 minutes. Elle est lʹinvitée de Benoît Cornut.
« En Afrique, il faut que la France change d'attitude et de langage », affirme un rapport rédigé par trois sénateurs français, la socialiste Marie-Arlette Carlotti, le centriste François Bonneau et le LR Ronan Le Gleut. Dans ce document intitulé Voir l'Afrique dans tous ses États, les trois élus français passent au scanner les huit ans de politique africaine d'Emmanuel Macron. Ses réussites comme ses échecs. Ils font aussi 20 propositions pour l'avenir et invitent notamment le pouvoir français à faire preuve au Sahel de « patience stratégique ». La sénatrice de Marseille, Marie-Arlette Carlotti, répond à Christophe Boisbouvier. RFI : Pourquoi dites-vous qu'Emmanuel Macron a eu de bonnes initiatives, mais a montré une certaine arrogance et a été dépassé par les événements ? Marie-Arlette Carlotti : Parce que c'est la vérité. Parce qu'il a compris que la distanciation entre l'Afrique et la France est devenue quelque chose de terriblement dramatique pour nous, pour la relation qu'on avait. Alors, il a voulu se ressaisir. Alors, il a décidé de faire un agenda transformationnel. Le mot est chic, mais derrière ça, il n'y a pas de véritable changement d'attitude. Des tentatives sur les œuvres d'art restituées, des tentatives de se rapprocher de la société civile. Mais tellement de maladresses, tellement de condescendance. Donc voilà, il s'est trompé. Et d'ailleurs, ce qu'on dit dans notre rapport, c'est que la parole de la France, elle ne doit pas être uniquement de la part de l'Élysée. Il n'y a que l'Élysée qui parle à l'Afrique et aux Africains. Il faut redorer le blason de notre diplomatie qui a su faire, qui était compétente, qui était bien diffusée dans l'ensemble des pays. Il faut redorer le blason du ministère des Affaires étrangères quand même. Et puis, il y a nous qui sommes des parlementaires et c'est toujours facile de se parler entre parlementaires. Voilà, donc il s'est trompé, il a vu qu'il s'était trompé, mais il n'arrive pas à sortir de ce post-néocolonialisme-là, il est toujours dedans, voilà ! Sur la fermeture récente des bases militaires françaises en Afrique, vous regrettez un manque d'anticipation de la France, alors que c'est elle-même qui avait amorcé le mouvement, pourquoi ? Parce qu'on sentait bien qu'il y avait un rejet. Regardez, dans tous les pays, l'ensemble de la société civile et d'ailleurs, les hommes qui se présentent aux élections disent tous qu'on refusera la base militaire parce qu'ils savent qu'il y a une aspiration. Les bases sont l'incarnation du colonialisme, les séquelles du colonialisme. On a été rejeté. C'est parti de Barkhane, on est resté trop longtemps sans savoir ce qui se passait derrière. À l'égard de l'Alliance des États du Sahel, vous dites que la France doit faire preuve de « patience stratégique face aux menées prédatrices de la Russie ». Mais pour l'instant, les ponts sont quasiment coupés avec le Mali, le Burkina et le Niger… Eh bien, la patience, c'est qu'aujourd'hui les pays d'Afrique, notamment au Sahel où on a eu des relations très étroites, ils n'ont plus envie de nous. Il y a un manque d'envie là, et ils sont allés chercher ailleurs, et notamment avec les Russes, et notamment pour se défendre eux-mêmes et défendre d'ailleurs les juntes qui ont pris le pouvoir la plupart du temps. Eh bien, le temps fera son affaire. C'est-à-dire qu'à force, ils auront peut-être compris la situation. Ils auront compris que ça leur coûte beaucoup plus cher. Ils auront compris qu'ils sortaient d'une dépendance pour se mettre dans une autre dépendance. Et du coup, voilà, soyons présents, soyons attentifs et soyons patients. Je ne voudrais pas que nos relations soient terminées avec le monde africain, l'Afrique en général et chacun des pays. Moi, je suis très attachée au Mali, au Niger. En fait, avec toute cette région. J'y suis allée souvent et je ne voudrais pas ça, et j'espère que voilà, chemin faisant, il y aura un regard en direction de la France, à condition que la France change d'attitude et de langage. Et vous écrivez que « la France doit continuer à jouer sa partition en changeant de méthode et en s'appuyant sur des atouts toujours présents ». Quels sont ces atouts ? Ah ben, les atouts toujours présents, c'est la francophonie. Ce sont les relations qu'on a avec les pays d'Afrique, avec la population, les échanges qu'on peut avoir. Et d'ailleurs, on met l'accent sur… En tout cas, moi, je mets particulièrement l'accent sur les visas. Parce que si on traite mal les pays d'Afrique, si on traite mal les gens qui viennent faire leurs études, qui viennent travailler dans nos pays, si on a des politiques d'immigration restrictives en les montrant du doigt, je ne vois pas pourquoi les relations s'arrangeraient. Donc voilà, on a des atouts, à condition qu'on les prenne en main. Vous dites que « l'image de la France s'est dégradée en Afrique parce que la France s'est éloignée des sociétés civiles et s'est principalement adressée à des élites qui sont aujourd'hui très minoritaires ou écartées du pouvoir ». Faut-il un autre narratif ? Et lequel ? La France, vous le savez, elle a toujours défendu les valeurs des droits de l'homme. C'est normal, hein ! C'est le pays des Lumières, et cetera, mais dans la réalité, c'est la realpolitik qui l'a complètement emporté. On dit qu'on est pour les droits humains et on s'affiche avec les dirigeants les plus autoritaires, les vieilles dynasties, et cetera, au nom de la stabilité de la sous-région. Donc, on a eu des accommodements et la société civile ne peut pas le comprendre. Donc, on doit continuer à exiger des valeurs et parler un peu plus correctement aux Africains. Ne pas leur donner des leçons, ne pas faire des boutades scandaleuses, comme l'a fait le président de la République en disant que tel chef d'État va arranger la climatisation. Ce sont des stupidités, voyez, mais qui pèsent lourd dans nos relations. La dénonciation au Niger, les yeux fermés au Tchad, vous dites que c'est une politique du double standard ? Bah oui, c'est le double standard, ça veut dire deux poids, deux mesures. On donne d'un côté une leçon, on condamne au Niger, on condamne au Mali et, d'un autre côté, on s'accommode avec le Tchad. Donc, je trouve que ça aussi, ça fait partie d'un double langage que la France ne doit plus avoir. À lire aussi Propos polémiques d'E. Doit-on obliger les cyclistes à porter le casque à vélo ? Pour Gordon Ramsay, le célèbre cuisinier britannique, la question ne se pose plus. La semaine dernière, sa vidéo a été l'une des plus regardées sur les réseaux sociaux, encore sous le choc, le chef se filme dans sa cuisine : sa main tremble, il montre un ventre gorgé de sang en suppliant le public de porter un casque, celui qui lui a sauvé la vie ! Mais alors pourquoi aujourd'hui, en Europe, n'y a-t-il qu'un seul pays qui oblige les cyclistes à porter un casque ? (Rediffusion du 29 juin 2024) Malgré son cri du cœur et le succès de sa vidéo, Gordon Ramsay n'a pas persuadé les foules. Aucun gouvernement, aucune association de cyclistes n'en a profité pour appeler la population à porter un casque à vélo. La Finlande, l'exception européenne En Europe, seule la Finlande a une loi obligeant les cyclistes à porter un casque. Ailleurs, toujours sur le continent, n'existent que des lois pour les enfants. L'âge varie en fonction des pays. Le casque est par exemple obligatoire jusqu'à 12 ans en France, jusqu'à 15 ans en Suède. L'obligation du Canada et de l'AustralieAilleurs dans le monde, il existe deux grands pays où les adultes, sous peine d'amende, doivent porter le casque à vélo : le Canada et l'Australie. Les chiffres des différentes fédérations cyclistes européennes l'ont montré et sont valables sur la Terre entière : le casque protège, mais en Australie, l'obligation de porter le casque a fait diminuer le nombre de cyclistes. Réduction de 60% d'accidents graves En cas de chute, le casque réduit de à 60% le risque de traumatisme crânien. Alors pourquoi une telle réticence ? Les cheveux longs, le prix et la beauté Luc Goffinet représente l'un des groupements de cyclistes européens. Pour lui, l'obligation est une telle contrainte que les cyclistes en oublient les avantages dans la lutte contre la pollution et même les effets bénéfiques sur la santé : « Nous nous opposons au port du casque obligatoire, car c'est contre-productif ! Porter le casque n'est pas une chose facile. Il peut encombrer et c'est une dépense supplémentaire. » Luc Goffinet explique les raisons de son opposition : « Ici, à Bruxelles et dans le reste de la Belgique, il y a des populations peu fortunées pour qui acheter un casque pour un ou plusieurs membres de la famille est un problème financier. Moi, j'ai deux filles. Comme beaucoup de femmes qui ont les cheveux longs, elles nous disent que ce n'est pas beau, pas pratique, surtout pour les cheveux longs. » L'échec de la loi du sénateur Bonneau En France, le sénateur François Bonneau est l'un des seuls hommes politiques à s'être battu pour une loi d'obligation aux cyclistes adultes. Croyez-le, il en a entendu de toutes les couleurs, comme il dit : « Il y a d'abord eu l'argument de la loi de trop. On m'a dit pourquoi tu veux faire une nouvelle loi ? De plus en plus de gens se mettent au vélo, les choses vont se faire toutes seules, ils vont prendre leurs précautions eux-mêmes sans loi d'obligation. » L'énumération continue : « L'autre argument était de dire que les moyennes, les grandes villes et les campagnes vont s'équiper en pistes plus sécurisées séparées des routes occupées par les voitures. Malheureusement, le temps que cela se fasse en Europe, il faudra compter des décennies. Je le regrette vraiment quand je pense aux nombres d'accidentés cyclistes qui sont blessés à vie aujourd'hui. » Plaidoyer européen Le casque obligatoire à vélo n'est pas à l'agenda du transport à la Commission de Bruxelles, en tout cas pas pour les deux ans à venir. C'est bien pour tenter de forcer les choses que le sénateur français François Bonneau vient d'accéder à un poste européen, il plaidera la cause dès l'automne prochain.

The business world is competitive and has always been for people who are brave enough to take risks. Brave enough to take a loss and face uncertainty. And that is why many individuals are afraid and hesitant to enter this world, especially not young individuals, as they tend to be inexperienced. Who would want to invest in people like that? Jack Bonneau shares his life experiences, lessons, and what motivates him as he started as a young entrepreneur. His father exposed him to the business world at a young age. Being thrilled and amazed by this experience, he was motivated to share it with other aspiring young individuals like him. A little over two years ago, two good friends of mine, whose daughter Fera was born just a few weeks before my daughter, came to me with concerns about their baby. Fera was about 9 months old and at a routine check-up her doctor had found that her weight gain had slowed. When her mother, Vanessa, reached out to me about this, I wasn't too worried – so often in pediatrics health concerns turn out to be nothing, or small hiccups that get better on their own. Not to mention the fact that I hated to imagine that my friends' baby could be sick. But once I saw Fera's growth curve and heard all the details of her symptoms, including the fact that she was fussy and always thirsty, constantly soaking her diapers, and preferred water to her mother's milk, I was alarmed. So I arranged to have Fera seen by a colleague and tested at the clinic where I work. Within a few weeks, it emerged that something was very wrong with Fera. She was losing everything through her kidneys: water, electrolytes, sugars, proteins. Once that was clear, Fera was hospitalized, and as you'll hear from her parents, Vanessa Bonneau and Sylvan Lanken, she was diagnosed with cystinosis, a rare genetic disease that causes the amino acid cystine to build up in every cell of a person's body over time. Fera's diagnosis was devastating: cystinosis is degenerative and though it can be managed and treated with a tremendous amount of work, there is no cure. Over the last three years, I've seen Fera and her parents struggle, but I've also seen her grow up, stabilize, and play with my daughter like any other child. I wanted to speak to Vanessa and Sylvan about their experience, about their interactions with the health system and the cataclysm of Fera's diagnosis. My intuition was that many people – including me – would benefit from hearing their story, and after recording our conversation I'm more convinced of that than ever.In addition to being Fera's parents, Vanessa Bonneau is a writer and editor, and Sylvan Lanken is a musician who also works in higher education.
