This dominated June's NATO summit in the Hague which took place during a time of acute global security challenges, from Russia's war in Ukraine to escalating conflict in the Middle East. To explore the complexities of American politics and foreign policy and how it affects Europe, Anand Menon is joined by Constanze Stelzenmüller, a leading expert on German, European, and trans-Atlantic foreign and security policy and strategy and Director of the Center on the United States and Europe at the Brookings Institution. They reflect on the NATO summit and its remarkably brief summit declaration, the transformation of Article V to 'Article 5%', and whether Europeans can both reach the new 5% spending target and spend the money efficiently. About the speaker: Dr. Constanze Stelzenmüller is the Director of the Center on the United States and Europe and the inaugural holder of the Fritz Stern Chair on Germany and Trans-Atlantic Relations at the Brookings Institution in Washington, DC. A German citizen herself, she is an expert on German, European, and Trans-Atlantic foreign and security policy, as well as international law and human rights. From 2019-2020, Dr. Stelzenmüller held the Kissinger Chair on Foreign Policy and International Relations at the Library of Congress, and from 2014-2019 served as the inaugural Robert Bosch Senior Fellow at the Brookings Institution. Prior to joining Brookings, she directed the Berlin office of the German Marshall Fund of the United States and later served as Senior Transatlantic Fellow with the organisation, heading the Transatlantic Trends Programme. Dr. Stelzenmüller's work in the think tank sphere follows a distinguished career in journalism, including the role of Defence and International Security Editor in the political section of DIE ZEIT from 1994-2005. She has contributed to a variety of publications, writes a monthly column for the Financial Times, and is a frequent commentator on American and European news outlets.

Ja och vad kan då detta möjligen ha sin grund i för någonting... "Med årsskiftet kommer en våg av analyser som förebådar ett år av globala kriser, krig och konflikter. Världen befinner sig i uppror. Världsordningen går mot en kollaps IFrankrike hörs sociologen Emmanuel Todd, som blev berömd på att tidigt förutse Sovjetunionens sammanbrott. Han har i dagarna kommit med en analys av hur västvärlden förlorar sin hegemoni (La Défaite de l'Occident). Den libanesiske författaren Amin Maalouf, som sedan i höstas är ständig sekreterare i franska akademin, publicerar en historisk översikt över hur västvärlden utmanas av sina fiender, främst Ryssland och Kina. För att vinna kraftmätningen måste väst börja med att förstå hur man gått vilse i labyrinten (Le Labyrinthe des égarés). I Tyskland har den förträffliga tidskriften Internationale Politik valt samma tema för årets första utgåva: ”Globala rivaler” kopplat till frågan om vem som behärskar morgondagens värld. Den tyngsta artikeln sätter fokus på USA:s roll i världen och framtiden för den amerikanska demokratin efter presidentvalet den 5 november i år. Författaren Constanze Stelzenmüller påstår att Donald Trump och hans anhängare har Ungerns Viktor Orbán som förebild: Illiberal demokrati utan politisk pluralism och vit rasism. För Europa skulle ett sådant regimskifte i USA innebära krav på att förvandla retoriken om ett geopolitiskt EU till hård verklighet. Det kräver både nya pengar och en ny mentalitet i EU:s ledarskap. Den tyske statsvetaren Herfried Münkler svarar för en utomordentligt djup och perspektivrik analys av det globala dagsläget i en mycket omfattande skrift (Welt in Aufruhr). Det är en bästsäljande bok trots att dess tunga akademiska format borde avskräcka många läsare. Vem orkar med 525 sidor varav 75 är tätt skrivna litteraturhänvisningar? Lägg därtill en rad idéhistoriska stickspår som tar sats i små essäer om Thukydides, Machiavelli, Clausewittz, Carl Schmitt med flera för att komma till den aktuella analysen av världsläget. Icke desto mindre blir den tålmodige läsaren till slut belönad med några mycket insiktsfulla, pregnanta observationer. Professor Münkler betraktar dagsläget som en instabil övergångsfas efter det att USA övergivit sin position som den ledande makten i världen. Den övergavs redan under president Obama som uppmanade Europa att ta över ansvaret för sin egen säkerhet. Slutpunkten för den amerikanska hegemonin sätter Münkler vid uttåget ur Afghanistan (2021) efter 20 års fåfänga försök att till höga kostnader modernisera landet. Med USA:s reträtt ser Münkler också kollapsen för förhoppningen om en liberal, legalt och institutionellt reglerad världsordning med växande demokratiska friheter och respekt för mänskliga rättigheter. I stället kommer djungelns lag, som bygger på den starkes rätt. Ur den följer krav på revision av den tidigare ordningens gränser och principer. Putins överfall på Ukraina den 24 februari 2022 framstår som det tydligaste exemplet på denna aggressiva revisionism, men den föregicks av flera smygande etapper som Västvärlden nonchalerade, som Georgien 2008 och Krim 2014. Man kan också se Putins aggression som preventivkrig för att förhindra en demokratisk utveckling i Ryssland. Münkler påpekar att Putins Ryssland inte är den enda makten med revisionistiska ambitioner i Europa. Särskilt i Erdogans Turkiet odlar AKP-partiet neo-osmanska drömmar. Det väcker frågor om hur Europa skall bemöta sådana ambitioner.
