Il y a un an, Paris vibrait au rythme des Jeux olympiques et paralympiques. Depuis, la flamme s'est éteinte, mais que reste-t-il de cet été hors norme dans la capitale française ? Avec une série de reportages, RFI revient sur les promesses, les transformations et les traces laissées par les Jeux dans la ville. Peu de nouvelles infrastructures sont sorties de terre pour l'occasion, c'était un engagement du comité olympique pour des raisons de développement durable et d'économie. Mais autour de ces rares installations, ce sont des quartiers entiers qui se sont transformés. Exemple avec la porte de la Chapelle, dans le nord de Paris. Le quartier est limitrophe du département de la Seine-Saint-Denis, mais séparé par un boulevard périphérique. Avec ses deux grandes tours et ses nombreux logements sociaux, il s'est longtemps traîné une réputation de précarité et d'insécurité. Jusqu'à la création de l'Adidas Arena, qui a notamment accueilli des épreuves de badminton. « C'est une grande artère, aussi large que les Champs Élysées ». La comparaison avec la plus belle avenue du monde s'arrête à peu près là. La rue de la Chapelle mène à la porte du même nom et à la désormais célèbre Adidas Arena, l'un des équipements phare des Jeux olympiques de Paris. Jean-Michel Métayer habite le quartier depuis la fin des années 1980. Il l'a vu se transformer pour l'évènement. « C'était une rue absolument infernale, se souvient-il. La rue était pleine de voitures, de contre-allées et tout. C'est une transformation complète. Vous voyez les gens, ils déambulent, ils s'installent sous les arbres, sur les bancs. Il y a deux ans, vous n'aviez pas ça. » C'est à la société d'urbanisme Richez Associés que la Mairie de Paris a confié, dès 2019, la mission de repenser le quartier avec pour ligne de mire, les Jeux olympiques. Pour Vincent Cottet, cela commençait forcément par réduire l'espace réservé aux voitures : « On a créé plus de trottoirs, plus de pistes cyclables. Surtout, on a prolongé le bus ligne 38, qui est la ligne majeure parisienne, jusqu'à Saint-Denis. La Porte de la Chapelle, ce n'est plus un terminus, c'est un morceau de ville qu'on traverse et qui s'accroche à tous les autres quartiers autour. » Mais pour mieux comprendre l'ampleur du défi lancé à Vincent Cottet et son équipe, Jean-Michel Métayer nous emmène tous chez l'un de ses voisins. Direction le dernier étage d'une des deux tours qui bordent la porte de la Chapelle. L'appartement nous offre une vue panoramique sur tout le nord de Paris. Devant nous d'abord, un enchevêtrement de routes : « C'est un triple échangeur qui permet à la fois de rejoindre l'autoroute A1, de rejoindre Paris et en même temps d'accéder à Saint-Denis de l'autre côté. On a supprimé des voies pour pouvoir installer l'Arena, et de l'autre côté, un espace qui était abandonné a permis d'installer les bâtiments universitaires du campus Condorcet. Les Jeux olympiques ont été un accélérateur de cette transformation parce que comme tout grand projet avec des délais contraints, cela nous place tous dans une grande dynamique collective. Sans les JO, nous n'aurions pas avancé aussi vite et on n'en serait pas là. » Les terrains vagues ont disparu, la colline du crack aussi. Ce lieu de rendez-vous des toxicomanes a longtemps terni la réputation du quartier. Mais le trafic n'a pas totalement disparu. Les riverains comptent sur l'ouverture prochaine du campus pour transformer encore un peu plus la porte de la Chapelle.
