We're wrapping up Operation Moduler this episode and throwing forward to the next assault on Cuito Cuanavale which was to fixate the South African political leadership at a time when the Cold War was melting away. This was to have a direct effect on the satellite wars such as those in Angola. Assessing this stage of the conflict it all appeared to be in South Africa's favour - on the surface. Combat Groups Alpha, Bravo and Charlie had fought running battles against FAPLAs 21/25 Brigade, 66 Brigade and 59th Brigade for weeks pushing them back to close to where they'd started the own Operation October. Instead of overcoming UNITA at Mavinga and taking their HQ at Jumba, FAPLA had been defeated. Between July and 18th November 1987 FAPLA had lost 1 059 dead, more than 2000 wounded, 61 tanks were blown up along with 84 armoured cars and 20 artillery pieces. Some have suggested that if 4SAI and the tank squadron of 12 Olifants from the start of Moduler, they would have overrun the Angolans with ease. That is I'm afraid, an incorrect assessment for two main reasons. The first was the SA Air Force did not control the air war. The Angolans did. And anyone who understands modern warfare knows that those who control the air, particularly these days of missiles and drones, controls the battle. Russia has failed to take complete control of the airspace over Ukraine since their invasion in February 2022 - and has paid the price for that failure. Unlike the UN and American force that overran Iraq in Desert Storm after decimating and completely destroying the Iraqi air Force and bludeoning it's anti-aircraft system into dust. The war was lost from then on for Saddam Hussein whatever his Revolutionary Guard thought. Secondly, the SADF was attacking entrenched defensive positions without the advantage of the element of surprise and numerically weaker. Tactical college interns at military school will tell you that's not a blueprint for success. Even if 4SAI and the tanks had arrived earlier, they would still have had to face MiGs that were spending more time over the ground forces than the Mirages. Perhaps the SADF would have managed to overcome FAPLAs 21 and 25 Brigade, but then they would face four more Brigades. Two east of Cuito and two others in reserve. And if you check the facts, 59 Brigade fought well and in fact, deflected an Olifant attack on the days before 16th November 1987. By now Cuba's Fidel Castro had lost over 10 000 and some say closer to 20 000 troops as casualties of this never ending war across the Atlantic from his small island nation. Initially, he had supported the war, sending his men and women in to fight. It's not well known, but Cuban women for example made up most of the anti-aircraft battery crews around some of the towns of Angola. He began to think about negotiating a solution rather than fighting to the death against the SADF, and sent his diplomats to the United Nations along with Angolan MPLA officials to contact the South African mission in New York. Castro was wanting out of Angola.

The city of Fresno is receiving millions of dollars in COVID-19 relief funds from the federal government. City leaders are allocating a portion to help local businesses. Authorities in Southern California are looking for the drivers who were seen grabbing large amounts of cash that rained down on a freeway Friday morning after the money fell out of an armored truck. Kia ora,Welcome to Tuesday's Economy Watch where we follow the economic events and trends that affect New Zealand.I'm David Chaston and this is the International edition from Interest.co.nz.Today we lead with news equity investors are out on their own with economic optimism.That may be due to the US Congress already looking at new vast stimulus and rescue funds, just days after the passing of a US$2 tln package. The US Administration says it’s not needed.Back in the real world, the Dallas Fed factory survey was expected to come in sharply negative (-10 from +1.2 in February), but has come in way worse than expected at -70. A huge dive in new orders was behind the very sharp drop.We get the March US non-farm payrolls report this weekend but due to the timing of the survey, analysts don't expect it to show up the full extent of the American job losses yet. The weekly jobless claims report, next due on Friday will be a more timely guide. Also out this week are another consumer sentiment survey and some key PMIs for March. Both are expected to be very ugly.In China, they may be on the other side of their virus emergency, but are having to face up to an economy that will be very hard to restart without export orders. One analyst expects 18 mln job losses there over the next two quarters, out of a 60 mln export-oriented workforce. That is likely to be a major social earthquake. On to of that, more than 2 mln graduates are entering their workforce and have zero employment prospects at present - and another huge social risk.Meanwhile, China's central bank cut its 7-day reverse repo rate in a surprise move, taking it down by -20 bps to 2.20%. That's it largest cut in five years. At the same time it is issuing ¥2 tln of Treasury bonds, about 3% of GDP.In Australia, they have announced a huge new stimulus program where almost half the workforce will receive AU$750 a week for the next six months under an emergency AU$130 bln wage subsidy. It’s a program worth 9% of Australian GDP and is on top of the previous announcements and takes their total stimulus program to AU$215 bln or 15% of GDP.The endless stream of stimulus announcements has equity markets excited. The S&P500 is up +2% so far today. European markets were up between 1 and 2% overnight. Yesterday however, Asian markets were all lower by more than -1%. Perhaps equity investors should wait to see if any of this stimulus will actually work before taking such big bets. One piece of data that will move markets will be when employment returns, but that seems a long way off yet.There are now 589 Covid-19 cases identified in New Zealand, with another 75 new cases since Sunday, in six important clusters. One person has now died here. We have twelve people in hospital with the disease, and three are expected to be discharged soon.Worldwide, the latest compilation of Covid-19 data is here. The global tally is now 756,000 of officially confirmed cases, and actually up relatively little from where we left it last night (721,000). The US (148,000), Italy (102,000) and Spain (85,200) each has more cases than China (82,200) but the recovery level in China is now up to 92%. Australia has now over 4200 cases, and 17 deaths. The pace of global infection may not be accelerating as fast today but the global death toll now now exceeds 35,000 and only 3300 in China. The US Administration says it is expecting about 100,000 deaths there alone. Experts suggest it could be double that.The UST 10yr yield is soft again today at under 0.67% and down another -2 bps. Gold is down another -US$17 today, to US$1,611/oz.US oil prices are even lower today, down US$1.50/bbl to just on US$20/bbl. They were below that earlier in the day. The Brent benchmark is also lower at just under US$22.50/bbl. The world crude supply is far more than anyone needs and place to store output have vanished. The US shale industry is in an existential crisis, but then, so is every other producer.The Kiwi dollar is starting today marginally softer than this time yesterday, now at 60.1 USc. On the cross rates we are down by -½c at 97.5 AUc. Against the euro however, we are firmer at 54.6 euro cents and at a two week high. As for the title of this episode—'Flesh Rains Down Upon Thee'— well, we wouldn't want to spoil it, but let's just say it's best to keep your ears alert for prodigies! C. 461 BCE is a big year for Rome in many respects and we'll be examining it in depth over a couple of episodes. Here are our main players: The Consuls Publius Volumnius M. f. M. n. Amintinus Gallus (patrician) Servius Sulpicius - f. Ser. n. Camerinus Cornutus (patrician) Prefect of the City Quintus Fabius Tribune of the Plebs Gaius Terentius (Terentilius?) Harsa Aulus Verginius Restrictions on consular power? One of the big subjects that comes into play is the extent of imperium held by the consuls. We start to get inklings in both Livy and Dionysius' accounts that something is not quite right in Rome. The tribunes, in particular, are not satisfied with the status quo. One of the difficulties lies in the nature of the populace, what do our sources mean by the populace and why is it so challenging to understand them in a coherent way? Beyond the murky and inconsistent character of the populace is the nebulous ideas that the tribunes are raising which include a need for equality of rights and equality of speech. Listen in as we explore the question of what is politically afoot in Rome at this time. A Codification of the laws... The conversation between the senate and the tribunes is tense, but it's clear that we're inching closer to a law code. The tribunes (and thus the populace) are calling for transparency, the senate is resisting, and then the heavens themselves open.
