C dans l'air du 12 décembre 2023 - COP28 : la fin du pétrole ! Avec un jour de retard, et après une nouvelle longue nuit de négociations, ils sont finalement parvenus à un accord. Les pays participants à la COP28 à Dubaï ont validé ce mercredi matin le texte de conclusion qui pour la première fois dans une conférence climatique de l'ONU mentionne aussi explicitement toutes les énergies fossiles. Le mot "sortie" du pétrole, du gaz et du charbon a été écarté mais un compromis a été trouvé avec la proposition des Emirats arabes unis d'appeler à une "transition hors des énergies fossiles" pour lutter contre le réchauffement climatique. Le texte ne le dit donc pas aussi directement mais certains saluent un accord historique qui donne un signal clair sur la nécessité de remplacer le pétrole, le gaz et le charbon par des énergies renouvelables et une meilleure efficacité énergétique. Sont également cités le nucléaire, les systèmes de captage et de stockage de CO² ainsi que l'hydrogène bas carbone. Il s'agit d'une décision "historique pour accélérer l'action climatique", a déclaré Sultan Al-Jaber, président émirati de cette conférence de l'ONU. Ce sommet mondial est "la COP la plus importante depuis Paris", a réagi le chef des Nations unies sur le climat, Simon Stiell. Des conclusions inattendues pour de nombreux pays, à commencer par ceux de l'Union européenne. "L'humanité a enfin fait ce que nous attendions depuis très, très longtemps. Il nous aura fallu trente ans pour arriver au début de la fin des énergies fossiles" a déclaré le commissaire européen chargé du climat Wopke Hoekstra. Le président de la République Emmanuel Macron a salué également cette "étape importante" qui "engage le monde dans une transition sans énergies fossiles", tout en appelant à "accélérer" la lutte contre le réchauffement de la planète. Car si cette COP28 marque un pas de plus vers la fin du pétrole, du gaz et du charbon, l'accord ne fixe aucune date de sortie et le texte n'est pas contraignant pour les signataires. Alors est-ce que ce sera suffisant pour enclencher bientôt une véritable sortie des énergies carbonées, principales sources des gaz à effet de serre sur la planète ? Certains comme François Gemenne, coauteur du sixième rapport du GIEC, se veulent optimistes et saluent un "signal fort" donné vers un "futur décarboné". D'autres à l'image des climatologues Valérie Masson-Delmotte et Jean Jouzel pointent un "verre à moitié" vide pour contenir le réchauffement climatique et s'inquiètent de voir que "nous sommes toujours sur une trajectoire de +3 °C". Et ce alors qu'au même moment les thermomètres s'affolent déjà, notamment dans le sud de l'Espagne où Malaga connaît un record de chaleur pour un mois de décembre à près de 30 degrés et que les lanceurs d'alerte sur les sujets climatiques et environnementaux se retrouvent souvent confrontés à des mésaventures, des intimidations voire à des représailles. C'est le cas notamment en France de la journaliste Morgan Large. Connue pour ses enquêtes sur l'agro-industrie et les atteintes à l'environnement, elle a retrouvé à deux reprises, dont dernièrement en mars, les boulons de l'une des roues de sa voiture complètement dévissés et a porté plainte. La première découverte avait eu lieu il y a deux ans, peu de temps après avoir témoigné dans le documentaire Bretagne, une terre sacrifiée sur France 5. Reporters Sans Frontières avait alors demandé une protection policière pour la journaliste, demande qui avait été refusée. Alors quel bilan faire de la COP28 ? The following is taken from a transcript of a speech delivered by UN Climate Change Executive Secretary Simon Stiell at the opening of COP28 in Dubai on 30 November 2023.Excellencies,Delegates,Colleagues,Ladies and gentlemen,Let me first thank our Egyptian friends for their stewardship over the last year, as they hand over this heavy responsibility to our Emirati colleagues.And let's be clear, this is a heavy responsibility.Colleagues,This process reminds me of watching my baby son Joe, crawling across the sharp grasses of my parents' island home. He was an accomplished crawler, and runner. But he barely spent any time on the baby steps in between.Today, we find ourselves in a rather different position, in humanity's climate action journey.We are taking baby steps. Stepping far too slowly from an unstable world that lacks resilience, to working out the best responses to the complex impacts we are facing.We must teach climate action to run.Because this has been the hottest year ever in humanity.So many terrifying records were broken.We are paying with people's lives and livelihoods.We're standing at a precipice. Facing the Global Stocktake. And we've got two options.Firstly – we can note the lack of progress, tweaking our current best practices and encourage ourselves to do more ‘at some other point in time'.Or:We decide at what point we will have made everyone on the planet safe and resilient.We decide to fund this transition properly including the response to loss and damage.And We decide to commit to a new energy system.If we do not signal the terminal decline of the fossil fuel era as we know it, we welcome our own terminal decline. And we choose to pay with people's lives.If this transition isn't just, we won't transition at all. That means justice within and between countries.Sharing benefits across society.Ensuring that everyone - women, indigenous peoples and youth, in all their diversity - have equal opportunities to benefit from these transitions.Last year, I said we were going to do things differently.So let me lay out that vision and what's going to happen over the next two years.In 2024, countries will submit their first Biennial Transparency Report.This will mean the reality of individual progress can't be concealed.We will also see at COP29 how to finance this massive shift, with the new Finance Goal.And let this be your first official notice that early in 2025, countries must deliver new Nationally Determined Contributions. Please start working on them now. This takes us to COP30, where every single commitment - on finance, adaptation, and mitigation - has to be in line with a 1.5 degree world.Science tells us we have around six years before we exhaust the planet's ability to cope with our emissions. Before we blow through the 1.5 degree limit.As a boy, my son Joe had a wonderful phrase he would use when I was asking him to do something.“I'm trying to try Dad”, he'd say.Unfortunately, this does as much for delivering climate action as it does for finishing homework.It's simply not good enough for us to be ‘Trying to try'.I'm not using my son as an example to suggest that it's his generation's responsibility to save us from the scourge we face.We are indebted to young people and to civil society for having pushed us this far.They are looking at us to take responsibility for speeding things up.So let's be transparent in the actions and decisions we take here with each other.And in that spirit, delivering on the promises I made on accountability, the UNFCCC has reformed the badging system.Every participant at this COP is already publicly listed.The whole world knows who's here.They will hold us to account on what we do, or do not do.As Yoda would say “Do or do not. There is no try”.Yes, this is the biggest COP yet - but attending a COP does not tick the climate box for the year. The badges around your necks make you responsible for delivering climate action here and at home.To further ensure accountability, I am committing the UNFCCC to track all announcements made and initiatives launched. Pelo segundo ano consecutivo, a Conferência do Clima da ONU tem como anfitrião um país avesso à diminuição do uso das energias fósseis para limitar o aquecimento do planeta – depois do Egito em 2022, desta vez os Emirados Árabes Unidos receberão, em 2023, o evento mais importante do mundo para o combate às mudanças climáticas. Em preparação à COP28, 196 países se reúnem por 11 dias em Bonn, na Alemanha, para definir os objetivos da conferência, no que é encarado como um teste de fogo para a presidência emiradense da cúpula em dezembro. A intensa série de reuniões em Bonn servirá de termômetro quanto às chances de fracasso da COP 28, como apostam algumas organizações ambientalistas internacionais. Razões para o ceticismo não faltam: além de acontecer em um dos maiores produtores de óleo negro do mundo, o evento será comandado pelo CEO da companhia nacional de petróleo, Sultan Ahmed al-Jaber. As negociações prévias visam nada menos do que adotar a pauta do que será, ou não, discutido na COP28. “É o grande problema dessa COP, e que muitas vezes provoca um sentimento pessimista das pessoas, de acharem que não vai ser desta vez que a gente vai conseguir uma decisão mais robusta de implementação do Acordo de Paris. Mas acho que ainda é cedo para dizer isso”, avalia Caroline Prolo, cofundadora da LaClima e advogada especialista em direito ambiental. “Aqui as decisões começam a ser discutidas, os textos começam a nascer, mais no nível técnico mesmo, e por isso ainda não temos ministros ou chefes de Estado", explica.Já na abertura das reuniões na Alemanha, na segunda-feira (5), o secretário-executivo da ONU Clima, Simon Stiell, disse ser “consciente das dificuldades” de os participantes ocuparem duas funções nas sessões. “Às vezes, há tensões entre o interesse nacional e o bem comum mundial. Eu convido os delegados a demonstrarem coragem. Ao darem a prioridade ao bem comum, eles também atendem aos seus interesses nacionais”, afirmou. “Nenhuma vida é sacrificável porque nós queremos consumir cada vez mais energia do que precisamos. Não é sacrificável porque a extração de combustíveis fósseis é uma política de segurança financeira”, argumentou. Anfitriões duvidososEste ano, pela primeira vez, uma COP acontece em um país do Golfo, onde a produção petrolífera é a base econômica de diversos Estados. Mas já em 2022, a conferência em Sharm el-Sheik foi uma amostra do que viria pela frente. O lobby do setor demonstrou o seu peso como jamais visto, com um stand no evento maior do que os da maioria das delegações nacionais presentes. O resultado foi um texto final omisso, ao não apontar a saída dos combustíveis fósseis como uma necessidade para o mundo atingir a principal meta do Acordo de Paris sobre o Clima: limitar o aumento da temperatura global a 1,5°C. Desde então, o foco dos países produtores ou altamente dependentes das energias fósseis, como China e Índia, permanece o mesmo: concentrar as discussões sobre como limitar as emissões de gases de efeito estufa do setor, e não acabar com ele. “Esse é o bode na sala. A presidência da COP no país petroleiro vai discutir redução de combustíveis fósseis ou vai todo mundo cair no greenwashing dos Emirados Árabes de ‘phase out' de emissões de combustíveis fosseis?", questiona Claudio Angelo, coordenador de comunicação do Observatório do Clima, que reúne mais de 90 organizações ambientais brasileiras. “Eu acho que é um começo não muito auspicioso para a COP. Mostra que, mesmo com a aceleração dos eventos extremos, o processo continua preso aos vícios de sempre e às tensões tradicionais que a gente vê se arrastarem há 28 anos."Financiamento: eterno foco de tensõesOutros focos de tensão já presente é o financiamento, pelos países desenvolvidos, da transição ecológica nos países em desenvolvimento, assim como do novo mecanismo para ajudar as nações menos industrializadas a enfrentar as perdas e danos já sofridas pelas mudanças do clima. A decisão histórica da criação de um fundo foi tomada na COP do Egito. Neste contexto, se inscrevem ainda as discussões sobre uma “transição justa”, tema que vem sendo pautado pelos Emirados Árabes para agradar aos países mais pobres. Por outro lado, os europeus têm insistido para encaminhar um Programa de Trabalho de Ambição de Mitigação e Implementação, de modo a envolver um número maior de países no corte de emissões globais de CO2. Entretanto, o grupo das nações em desenvolvimento e emergentes G77 resiste à ideia.“O Brasil foi meio que o porta-voz dessa oposição, mas é uma coisa meio combinada entre os países em desenvolvimento. O argumento deles é que os países ricos, em especial a UE, querem mitigação para os outros e não querem contribuir com meios de implementação – não querem dar dinheiro”, explica Angelo. “De fato, a discussão sobre financiamento é sempre um problema. Essa tensão eterna entre metas de redução de emissões e dinheiro, entre países desenvolvidos e em desenvolvimento, é o que dá o tom aqui em Bonn.” A principal promessa da COP28 será entregar um primeiro balanço mundial do quanto o Acordo de Paris sobre o Clima, assinado há oito anos, está sendo cumprido. “É um instrumento superinteressante que foi introduzido pelo Acordo de Paris para revisar a sua efetividade, de todas essas metas de mitigação, de como estamos, conjuntamente, como sociedade global, conseguindo criar resiliência à mudança do clima, que já está acontecendo e que, muitas vezes, não vai poder ser evitada”, observa Prolo. “E também olhar para os fluxos financeiros, as estruturas de financiamento, capacitação, transferência de tecnologia e entender se os recursos estão sendo realmente mobilizados para essa que é a missão mais importante da humanidade atualmente”, complementa.

The world climate change summit in Egypt is to hear from heads of state and government looking to galvanize global action to tackle climate change. Richer nations are to outline their programs for reducing carbon emissions. Poorer countries have welcomed the prospect of a debate on setting up a compensation fund, with the issue included on the agenda for the first time since the United Nations adopted its climate convention. The UN's new climate change chief, Simon Stiell, says there was still time to limit global warming to less than 1.5 degrees since the start of the industrial era - the target adopted at earlier summits

The science is clear: the climate crisis is existential, and humanity is still not doing enough to prevent catastrophe. A new report from the United Nations warns that at our current rate, the world is set for disastrous overheating of 2.5 degrees Celsius by the end of the century – way higher than the goal of 1.5. This weekend, world leaders will gather in Sharm el-Sheikh, Egypt for the COP27 summit, where once more they will try to agree on a way to reverse this. Simon Stiell is the United Nations' climate chief and speaks to Christiane ahead of this vital summit. UKRAINEI want to start off with a note and a clarification on Ukraine. As you may have seen in the past few days, there have been repeated comments by various Russian officials accusing the United Nations Secretariat of having either cancelled or blocked a visit by the International Atomic Energy Agency (IAEA) to the Zaporizhzhia nuclear power plant. I want to clarify a few points. First, the IAEA is a specialized agency that acts in full independence in deciding how to implement its specific mandate. Second, the UN Secretariat has no authority to either block or cancel any IAEA activities.Third, in close contact with the IAEA, the UN Secretariat has assessed that it has in Ukraine the logistics and security capacity to be able to support any IAEA mission to the Zaporizhzhia nuclear power plant from Kyiv, should both Ukrainian and Russian authorities agree.SENIOR PERSONNEL APPOINTMENT - UNFCCCI also have a senior personnel announcement to share with you, quite an important one. Today, the Secretary-General is appointing Simon Stiell of Grenada as Executive Secretary of the United Nations Framework Convention on Climate Change, otherwise known as UNFCCC. The appointment has been made after consultation with the Conference of Parties through its Bureau.Mr. Stiell will succeed Patricia Espinosa of Mexico to whom the Secretary-General is grateful for her commitment and dedicated service to the Organization. The Secretary-General also wishes to extend his appreciation to the Executive Secretary of the United Nations Convention to Combat Desertification, Ibrahim Thiaw, who will continue to serve as Acting Executive Secretary of UNFCCC until Mr. Stiell assumes this position. Mr. Stiell brings to the position over thirty-three years of experience.SENIOR PERSONNEL APPOINTMENT - GRAINAlso, I just want to read into the record and announcement that was sent out on Friday afternoon. It was about the appointment by the Secretary-General of Amir Mahmoud Abdulla of Sudan as the UN Coordinator for the Black Sea Grain Initiative.Mr. Abdulla succeeds Frederick Kenney, whom you met via videoconference of the United States who was on loan by the International Maritime Organization as interim Coordinator for the UN at the Joint Coordination Centre. The Secretary-General is grateful for Mr. Kenney's dedication, his expertise, his commitment and excellent leadership in implementing the Black Sea Grain Initiative. Mr. Abdulla brings over 30 years of experience in the areas of humanitarian response and management with the World Food Programme as well as expertise in emergency operations, supply chain and security.
