When built, it will generate three times more energy than China's Three Gorges dam, currently the largest in the world. The Xinhua write-up gave few other details, but the news has caused reverberations across Asia as the river on which the dam would be built, the Yarlung Tsangpo, flows into both India and Bangladesh. The existence of the dam could, as we will hear in this episode, have extensive impact on these downriver countries. To break down the complicated water politics of the region, I'm joined today by Chinese Whispers regular, the journalist Isabel Hilton, who founded the climate NGO Dialogue Earth (formerly known as China Dialogue); and Neeraj Singh Manhas, an expert on transboundary rivers and Asian water politics, currently at South Korea's Parley Policy Initiative.

The simplest way I could account for it is as the very opposite of Milan Kundera's acclaimed novel The Unbearable Lightness of Being. There is some karma at play here, and it is very heavy.The nation of immigrants, or to be more precise, its Deep State, is apparently turning against some of its most successful immigrants: law-abiding, tax-paying, docile ones. Irony, while others go on murderous sprees. In an insightful article in Open magazine, Amit Majmudar explains Why They Hate Us.There has been an astonishing outpouring of pure hatred against Indians in general, and Hindus in particular, on the Internet in the wake of Sriram Krishnan's seemingly accurate statement that country caps on H1-B visas are counterproductive. But this was merely a spike: for at least a year, Hindus have been vilified and name-called as “pajeets” and “street-shi**ers” on the net.It is intriguing that in 2024, both Jews and Hindus have been targeted: Jews by the extreme left on Gaza, and Hindus by both the extreme left and the extreme right, on what is, basically, a non-issue. H1-B is a very minor issue compared to, say, the wars and the US national debt.In fact, the H1-B brouhaha may well turn out to be a medium-term plus for India if it compels young Indians to seek employment at home. It will of course be a minus for the million-plus Indian-origin individuals who are in line for Green Cards, given the per-country cap of 9800 per year: mathematically, it will take them over a century to gain permanent residence.From the host country's point of view too, it is necessary to distinguish between generally desirable immigrants who contribute to the national wealth, as opposed to others who are a net burden on the exchequer, as I wrote recently.On reflection I attribute the withering assault on Hindus to four things: racism, religious bigotry, economics and geo-economics, and narrative-building.Presumably, all this had something to do with British colonial propaganda, which painted India as an utterly horrifying and pestilential country. Motivated and prejudiced imperialists ranging from James Mill to Winston Churchill were considered truthful historians. And it continues. I mentioned above the Economist magazine's baffling decision to certify Bangladesh's Islamist reign of terror.In another instance, in the Financial Times, a British chess correspondent (a nonagenarian named Leonard Barden), was underwhelmed by D Gukesh's staggering feat of becoming world champion at a teenager, and seemed to suggest that a) Gukesh won because his opponent Ding Liren of China was ill, b) Gukesh would have lost to either of two Americans, Caruana and Nakamura (both immigrants to the US, incidentally) if they had been in the fray. Barden, who probably remembers imperial times, also seemed to think poorly of the emerging Indian challenge in chess. These Anglosphere prejudices affect Americans.I also have some personal experience of American racism, as someone who went to the US on a student visa, got his Green Card and stayed on for twenty years before returning to India. A factor in my return was alienation, and the feeling of being an unwanted outsider, engendered by casual racism, even though on the face of it, I had a great life: good job in Silicon Valley, nice house, dream car. Obama's and Biden's regimes did nothing to change that feeling. Trump's second coming may not either.RacismIn general, I find Americans to be very nice people, gregarious, friendly and thoughtful: I had a number of good friends when I lived there. But I also think that racism is inbuilt into the culture (after all, it has not been that long since Brown v. Board of Education, Bull Connor, Jim Crow, George Wallace; and earlier the Asian Exclusion Act).There have been many acts of discrimination and racism against Hindus (although the term “Hindoo” [sic] included Sikhs and Muslims as well). See, e.g., the serious anti-Indian riots in Bellingham, WA in 1907 when “500 working class white men violently expelled Hindoo migrants from the city”. (both images courtesy @Hindoohistory on Twitter).Another remarkable story was the saga of Bhagat Singh Dhind, a Sikh, who was granted US citizenship three times, only to have it be taken away twice. The first time, in 1913, it was because, although ‘Hindoos' are Caucasians, they are not white. The second time, because the Supreme Court ruled in 1923 (US v Bhagat Singh Thind) that it would retrospectively cancel the citizenship of some 77 naturalized ‘Hindoos' based on the 1917 Immigration Act.The “Barred Zone” provision in that 1917 Act denied citizenship to Indians and Southeast Asians by making a large swathe of territory in Asia verboten. Curiously, Japanese, Koreans and some Chinese were exempt. Iranians, some Afghans (and some Baloch, if you look at the map closely) were deemed white. So far as I know, that is still the working definition of “white” in the US. (source: qz.com)There were real human costs: there is the sad story of Vaishno Das Bagai, a San Francisco businessman, who was rendered stateless after denaturalization, and seeing no way out (he was a Ghadar Party activist against British rule in India) committed suicide.Anyway, Dhind, evidently a persistent fellow, got his citizenship a third time because he had served in the US Army in World War I. Third time lucky: his citizenship was not revoked again.After the Luce-Celler Act of 1946, 100 Indians and 100 Filipinos a year were allowed to immigrate to the US, with the prospect of future naturalization as US citizens. Race based limitations were replaced with a quota system by the 1952 Immigration and Nationality Act (aka McCarran-Walter Act), but it still retained significant caps based on national origin; that Act also introduced the H-1 category for skilled immigrants.As a result of all this, the number of Indian immigrants to the US (e.g. nurses) started going up. The general euphoria surrounding the Civil Rights Movement also conferred a certain respect upon Gandhi, because Martin Luther King reportedly was inspired by his non-violent techniques of protest.But that did not mean US blacks made common cause with Indians, because often unofficial ‘minority quotas' were achieved by bringing in Indians and Chinese, which in effect meant blacks did not get the jobs they legitimately spilled their blood for.I was one of those who went through the ‘labor certification' process in the 1980s, when it was relatively easy to get a Green Card because there were very few Indians applying. The trickle became a flood after the Y2K issue when a lot of Indians arrived on H1-Bs.I personally experienced mild forms of public racism, for instance from Latinos in New Jersey calling me a ‘dot-head', to an unseen voice shouting “No Indians wanted here” when I was being shown apartments in NJ. This was around the time Navroze Mody was beaten to death in Hoboken, NJ by ‘Dotbusters'.Later, there were whites asking if I were leaving the country when I walked out of a mall with a suitcase in Fremont, California. When I said yes, they expressed their approval.Religious bigotryThe death of former US President Jimmy Carter at the age of 100 is a reminder of the power of fundamentalist Christians in the US. He was a faithful member of the Baptist Church, and in his eulogies, he was praised as a simple and decent man who upheld his Christian beliefs.But the impression of Baptists, and American evangelists in general, in India is vastly different. They were implicated in the story of the fervid young American man who attempted to evangelize the famously hostile tribals of North Sentinel Island. They promptly shot him dead with arrows for his pains.The result of Christian conversion in India has often been negative, contrary to pious platitudes. And that's the average).In contrast, according to Forbes in 2023 the highest-paid engineering specialty, Petroleum Engineering, earned only $145,000, and in fact wages had actually declined. Even much-ballyhooed software engineers ($103,000 ) and AI engineers ($128,000) make very little. And lest you think H1-B depresses wages, there are almost no H1-B petroleum engineers. The bottom line is that engineering is not a high-income occupation in the US. Why? No syndicate.How about nurses? According to a report, Nurse Anesthetists make an average of $214,000.And there are plenty of Indian-origin doctors and nurses in the US. Why does this not create a hue-and-cry? The answer is two-fold: one, the scarcity value, and two, those in medicine have created a narrative, and the public has bought it, that their services are so valuable that the nation must spend 20% of its GDP on what is, by objective measures, pretty poor outcomes in health: ranking tenth out of 10 in high-income countries, at very high cost.There have been grumbles about the helplessness of American engineers for years: I remember forty years ago some guy whose name I forget constantly complaining in the IEEE's email groups about immigrant engineers enabling employers to lower the salaries they pay.In addition, engineers regularly go through boom-and-bust cycles. They have no leverage. I remember after a boom period in the 1970s, unemployed aerospace engineers were driving taxis. If there is another ‘AI winter', then we'll find unemployed AI engineers on the street as well, despite massive demand right now.It is true that there may be subtle intricacies, too. The US companies that contract out their positions to H1-B engineers may well be paying prevailing wages, say $60 an hour. But there are middlemen: big IT services companies who take on the contracts, and provide ‘body-shopping' services. But at this point, it has more or less lost its machine tools business, its automobile business; add its social and political views, and its future looks grim.If this is what has happened to #3 and #4, we can expect that an aspiring #3, namely India, will face a concerted effort to ruin it. It is in the interests of both the US and China to suppress a potential competitor, especially when there is the tiresome mantra of “India is the fastest growing large economy in the world”.The Bangladesh coup, which benefits both the US and China by creating a massive new war front on India's East, is therefore possibly the result of a tacit collusion between the Deep State and the CCP. Similarly, the sudden spike in anti-Hindu rhetoric and this H1-B hoo-haa may well be financed by Xinhua, and it clearly benefits the Democrats, as it has driven a wedge between Christian fundamentalist MAGA types and other Trump supporters. The 6.2-magnitude earthquake that jolted an ethnic county in Northwest China's Gansu province midnight Monday has killed 118 people in Gansu and neighboring Qinghai province, according to local earthquake relief headquarters.According to China Earthquake Networks Center, the quake jolted at 11:59 pm Monday and has a focal depth of 10 km. The epicenter Liugou township is about 8 km from the county seat of Jishishan Bao'an, Dongxiang, Sala autonomous county in Linxia Hui autonomous prefecture, Gansu.Witnesses told Xinhua the earthquake has caused damages on houses, roads and other infrastructures. Wang Zichen 王子辰 is Research Fellow and Director for International Communications at the Center for China and Globalization (CCG), a leading non-governmental thinktank in Beijing. Before joining CCG in October 2022, he worked, in China and Europe, for 11 years at Xinhua News Agency, China's state news agency. He is a recipient of many internal awards from Xinhua and the Chinese authorities. While at Xinhua, he founded Pekingnology, a China newsletter, as a personal project that he now continues to edit at CCG. Pekingnology now has nearly 12,000 subscribers and amassed over 1 million views from both email and web pages in the year to date. He also edits The East is Read, another China newsletter with 10,000 subscribers, at CCG. In a move that has sparked debate and frustration, Twitter has removed labels describing global media organizations as government-funded or state-affiliated. This comes after Elon Musk, Twitter's owner, started stripping blue verification checkmarks from accounts that don't pay a monthly fee. NPR in the U.S. was among the organizations no longer labeled, having announced last week its decision to stop using Twitter. NPR was initially designated as state-affiliated media, a term used to identify media outlets controlled or heavily influenced by authoritarian governments like Russia and China. The label was later changed to "government-funded media," but NPR, which receives only a small fraction of its funding from the government, found the label misleading. Canadian Broadcasting Corp. and Swedish public radio also decided to quit tweeting, and their government-funded labels vanished on Friday. State-affiliated tags on media accounts such as Russia's Sputnik and RT, and China's Xinhua, were removed as well.

China's ability was limited in projecting power over information and media and the infrastructure through which information flows. That has begun to change. Beijing's state-backed media, which once seemed incapable having a significant effect globally, has been overhauled and expanded. At a time when many democracies' media outlets are consolidating due to financial pressures, China's biggest state media outlets, like the newswire Xinhua, are modernizing, professionalizing, and expanding in attempt to reach an international audience. Overseas, Beijing also attempts to impact local media, civil society, and politics by having Chinese firms or individuals with close links buy up local media outlets, by signing content-sharing deals with local media, by expanding China's social media giants, and by controlling the wireless and wired technology through which information now flows, among other efforts. In Beijing's Global Media Offensive - a major analysis of how China is attempting to build a media and information superpower around the world, and how this media power integrates with other forms of Chinese influence - Joshua Kurlantzick focuses on how all of this is playing out in both China's immediate neighborhood - Southeast Asia, Taiwan, Australia, and New Zealand - and also in the United States and many other parts of the world. He traces the ways in which China is trying to build an information and influence superpower, but also critically examines the new conventional wisdom that Beijing has enjoyed great success with these efforts. While China has worked hard to build a global media and information superpower, it often has failed to reap gains from its efforts, and has undermined itself with overly assertive, alienating diplomacy. Still, Kurlantzick contends, China's media, information and political influence campaigns will continue to expand and adapt, helping Beijing exports its political model and protect the ruling Party, and potentially damaging press freedoms, human rights, and democracy abroad. China sent a spy balloon into the United States of America and the Balloon was shot down by Joe Biden. How was this possible for Xi Jinping to get into US airspace?. These electromagnetic pulses are used in war-fare and were once classified documents. A Chinese air defense zone in the East China Sea now includes a controversial area that has long been considered international airspace. The United States has protested the move, and on Thursday a U.S. Navy surveillance aircraft flew through the zone in a freedom of navigation operation. The U.S. says the zone is a unilateral attempt to change the status quo in the East China Sea, and it has urged China not to enforce it. Beijing has responded by calling the U.S. operation provocative and saying it will take whatever measures are necessary to protect its territory. So how did a Chinese balloon end up in U.S. airspace? The balloon, which was carrying a surveillance camera, was released on Wednesday from a park in Beijing, according to the state-run Xinhua news agency. It was found the next day by a U.S. aircrew on a routine mission in the area, the Pentagon said. Transcription JordanSo shortly, millions of Chinese nationals who've been playing World of Warcraft their entire lives will no longer be able to. I'm curious, how important shared cultural touchstones, like video games, the NBA and Marvel movies are to keeping the peace? Tyler I don't know, we had plenty such touchstones with, say, Germany before World War I, World War II, it didn't matter. But certainly worth trying, you know, I had my own project to improve relations with China, which failed, by the way. I wrote a manuscript for a book, and my plan was to publish it only in China. And it was a book designed to explain America to the Chinese, and make it more explicable, more understandable. So I wrote the book, I submitted it to Xinhua, which gave me a contract, even paid me in advance. But then a number of events came along, most specifically the Trump trade wars, and the book never came out. They're still sitting on it. I don't think it will ever come out. That was my, you know, you could call it, misguided project, to just do a very small amount to help the two countries get along better. Jordan Wow, what were your, what were your themes? Tyler Well, if you think of Tokvill, he wrote democracy in America, so that Europeans would understand America better, right? So I thought, well, if we're trying to explain America to Chinese people, it's a really very different set of questions, especially in the 21st century. Though I covered a lot of basic differences across the economies, the policies, why are the economies different? Why is there so little state ownership in America? Why are so many parts of America so bad at infrastructure? Why do Americans save less? How is religion different in America? That was, I think, an especially sensitive topic. And just try to make sense of America for Chinese readers, but not defending it. Just some kind of, all of branch of understanding. Here's how we are. And I don't know. I don't think they'll ever put the book out. And of course, by now, it's out of date. Jordan Yeah, but there's, I mean, there's plenty of other people. Other like countries on the planet who could use a little, you know, a civics 101. Tyler They could. I mean, this is a book written for Chinese people with the contrasts and data comparisons to China. So to sort of send the same book to, you know, Senegal, I don't think would really make sense. Jordan Yeah, but if you publish it in the US, it will like, you know, Osmos out. I don't think it needs to be published by Xinhua for Chinese people to read it, Tyler. Tyler I've thought of having it translated into Chinese distributed Somersault in some way. Haven't ruled that out. No downside for me, but you want to do things right. And I kept on waiting for Xinhua. And now I've really completely given up. The book is out of date with facts. That's not a big problem. Facts you can update, but it's very out of date with respect to tone. So right now, everyone feels you need to be tough with China. You can't sort of say nice things to China about China, you're pandering. You look like LeBron James or you're afraid to speak up. And the book would have made a lot of sense, say in 2015 that its current tone doesn't make sense in ...

On Tuesday, the New York Times reported that CNN's yearly profitability is expected to decline to $956.8 according to projections from S&P Global Market Intelligence. CNN's annual profits haven't sunk below $1 billion since 2016, the year Donald Trump beat Hilary Clinton in the presidential election and subsequently became a prominent figure in their commentary. "Ratings are down from their Trump-era heights across cable news, but declines at CNN are particularly pronounced," the Times noted. CNN viewership is about 639,000 in the prime time hours slot, which is down 27 percent from last year. More people on average watch MSNBC, whose viewership is down 23 percent, and Fox wins over both networks and is up about a percentage point in overall viewers. Fox's ascension in rating while MSNBC and CNN decline is the continuation of a stark pattern reported in 2021 which saw Fox News on top averaging 1.3 million in total day viewers, compared to 919,000 at MSNBC and 787,000 watching CNN. The bill would give $4.5 billion in security aid and support its presence in international organizations. Trans Cyclist Blasts USA Cycling for Banning Him from Competition, Revoking Medal A transgender cyclist claims that a representative from USA Cycling informed him that he would no longer be allowed to compete in the women’s division and that his spot on the IP (individual pursuit) podium had been revoked. Leia Genis, a 25-year-old man who identifies as a woman, was reportedly stripped of the silver medal he won in the women’s division of USA Cycling and barred from competing in any additional events at the 2022 Junior & Elite Track National Championships. “USA Cycling updated its press release Friday by deleting a reference to Genis and elevating third-place finisher Skyler Espinoza to the runner-up slot,” the Washington Times reported. “Cyclist Elizabeth Stevenson, who placed fourth in the Wednesday competition, was credited as the bronze medalist.” Genis had won silver after finishing second at the Elite Individual Pursuit competition. The transgender cyclist wrote on Instagram, “…as I was preparing for the mass start races, a USA Cycling official informed me that I was no longer allowed to compete and that my place on the IP podium was to be revoked on account of my trans identity. . “6 weeks ago, I was eligible for competition at UCI C1 and C2 races held at the same velodrome and overseen by the same technical director. Yet 6 weeks later, now that I am doing well at nationals, I am suddenly ineligible to compete.” . Genis added, “The transphobia is so blatant it’s almost laughable.” The reason why Genis is unable to compete is due to the UCI (Union Cycliste Internationale) changing the testosterone requirements in their transgender policy. According to the new rules put forth on July 1, those declaring themselves to be female must keep their testosterone in serum below 2.5 nanomoles/Liter for at least two years. Previously, the requirement had been twice that high, at 5.0 nanomoles/Liter. And athletes only had to maintain those levels for one year. In other words, legally, racing as a trans cyclist got a lot tougher over the last six weeks. Genis went on to rail about how “frustrating” it is to be a trans competitor in cycling. Though, one might imagine it’s even more frustrating for the female riders who lose to cyclists who are actually men. Still, Genis’ removal from women’s competition is a significant victory for women’s sports. The case involving Genis is just one of many examples showing that sports leagues have begun to stand for women’s rights. Earlier this summer, FINA, the international governing body that presides over competitive swimming, banned males who have undergone puberty from competing in their events. In an email from the YMCA’s Marketing and Communications Manager to The Post Millennial, they said that the staff member was not "engaging" with these girls, but rather escorting them to the dressing room. Trans Cyclist Blasts USA Cycling for Banning Him from Competition, Revoking Medal A transgender cyclist claims that a representative from USA Cycling informed him that he would no longer be allowed to compete in the women’s division and that his spot on the IP (individual pursuit) podium had been revoked. Leia Genis, a 25-year-old man who identifies as a woman, was reportedly stripped of the silver medal he won in the women’s division of USA Cycling and barred from competing in any additional events at the 2022 Junior & Elite Track National Championships. “USA Cycling updated its press release Friday by deleting a reference to Genis and elevating third-place finisher Skyler Espinoza to the runner-up slot,” the Washington Times reported. “Cyclist Elizabeth Stevenson, who placed fourth in the Wednesday competition, was credited as the bronze medalist.” Genis had won silver after finishing second at the Elite Individual Pursuit competition. The transgender cyclist wrote on Instagram, “…as I was preparing for the mass start races, a USA Cycling official informed me that I was no longer allowed to compete and that my place on the IP podium was to be revoked on account of my trans identity. . “6 weeks ago, I was eligible for competition at UCI C1 and C2 races held at the same velodrome and overseen by the same technical director. Yet 6 weeks later, now that I am doing well at nationals, I am suddenly ineligible to compete.” . Genis added, “The transphobia is so blatant it’s almost laughable.” The reason why Genis is unable to compete is due to the UCI (Union Cycliste Internationale) changing the testosterone requirements in their transgender policy. According to the new rules put forth on July 1, those declaring themselves to be female must keep their testosterone in serum below 2.5 nanomoles/Liter for at least two years. Previously, the requirement had been twice that high, at 5.0 nanomoles/Liter. And athletes only had to maintain those levels for one year. In other words, legally, racing as a trans cyclist got a lot tougher over the last six weeks. Genis went on to rail about how “frustrating” it is to be a trans competitor in cycling. Though, one might imagine it’s even more frustrating for the female riders who lose to cyclists who are actually men. Still, Genis’ removal from women’s competition is a significant victory for women’s sports. The case involving Genis is just one of many examples showing that sports leagues have begun to stand for women’s rights. Earlier this summer, FINA, the international governing body that presides over competitive swimming, banned males who have undergone puberty from competing in their events. GERMANY'S PLUGIN EV SHARE UP TO 24.3% Germany, Europe's largest auto market, saw plugin electric vehicles take 24.3% share in April 2022, up from 22.1% YoY. Overall auto volume was down, by over 21% YoY, and over 40% compared to pre-pandemic seasonal norms. April's combined plugin result comprised 12.3% battery electrics (BEVs), and 12.0% plugin hybrids (PHEVs). Combustion-only powertrains faired worst in terms of volume drop, with diesel sales down almost 30% YoY, and petrol down almost 28%. With current BEV market leader Tesla not having any large scheduled deliveries in April, other marques and models had a chance to shine, with the Fiat 500e coming out on top. The Mercedes EQB stepped up in registered volume by some 5× over the period, seeing a healthy 1,405 units over the February to April period, from 295 previously. The BMW i4 increased 2.7× to 755 units.
