Wie klimaatverandering nog steeds ontkent, is onnozel, wie hijgerig dramt over deadlines en het te lage tempo van maatregelen is een dweperige dominee, wie gelooft in het succes van klimaattoppen is niet goed bij zijn hoofd – of beter gezegd bij zijn COP. Net als al die andere COP-toppen is die in Baku gedoemd te mislukken. Ja, maar Parijs was toch een doorbraak, zeggen de gelovigen. O ja, en hoeveel is daarvan verwezenlijkt?  Het wemelt van de rariteiten. Bij de vorige COP waren er 80.000 deelnemers en bezoekers, met een magistrale ecologische voetafdruk. Dat vonden de organisatoren ook een toefje te veel, dus aan deze, in Azerbeidzjan, doen ‘maar' 40.000 mensen mee. En die komen niet met de trein of op de fiets. Maar de belangrijkste kopstukken ontbreken. Biden komt niet, net als de vorige keer, Xi Jinping is ook absent, evenals Macron (ondanks de symboliek van de Parijse akkoorden). De staatshoofden van Rusland, India, Indonesië, Canada en Brazilië ontbreken. De groep van ongebonden landen, de G77, eist, samen met China, een vergoeding van 1.300 miljard dollar voor de financiering van klimaatprogramma's. China wordt officieel nog steeds beschouwd als ontwikkelingsland, wat natuurlijk te bizar voor woorden is. The United Nations Summit of the Future is being promoted as a once-in-a-generation opportunity to “transform the global governance!” It is scheduled at the UN in New York City for September 22-23, 2024. The top priority for the meeting is to “Transform global governance and turbocharge the implementation of the 2030 agenda for sustainable development.”[1] Our guest, colleague, and journalist, Alex Newman, is preparing to go to the Summit of the Future, inspiring this column.[2]   At the upcoming meeting, UN Secretary Antonio Guterres plans to ask for a vote empowering him to decide when the next “global shock” of any kind seems to be developing in any country so that he can then organize the response to it on behalf of the world.[3]   For those of you who have thought that transforming “global governance” or “the new global order” was a “conspiracy theory,” it is a common conversation among the world's global predators. The UN Secretary-General is so enthralled with his role as a leader of the globalist government he has been promoting himself for that role for years, calling for more power in reforming or transforming what he himself calls the “new global order”[4]or global governance.”[5]   Now consider that Guterres is a well-known malicious Marxist activist under the control of the Chinese Communist Party, which has strongly supported him.[6] No surprise, in turn, that Guterres supports China as well. He publically invited the Communists to have a greater hand in global governance. As one UN headline boasts, “Guterres urges G7 and China to drive momentum for global governance reform.”[7]   Confirming Our Concept of Global Empires   The title of the above article, “Guterres urges G7 and China to drive momentum for global governance reform,” illustrates the collaboration of the Western and the Eastern Global Empires as they also vie to rule the new evolving world governance. It enables us to give you a thumbnail description of who we believe controls the world.   The G7 represents the wealthiest developed nations, plus close involvement with the European Union (EU).[8] This places the G7 into the center of the Western Global Empire. However, the actual ruling bodies are a complex of entities that stand about the nations themselves, such as the banking system, the Deep States, the military-industrial complex, the Western billionaires, and the global corporations. Meanwhile, the Chinese Communists rule the Eastern Global Empire, although their tentacles reach deeply into the Western world.   A few other entities of lesser power, such as Russia and the Islamic Empire, stand somewhat outside the circle of the world's ruling predators, sometimes making alliances with them but also fighting with them. The article and its title also illustrate the role that is being given to the UN in facilitating their collaborations. At the same time, the UN itself leans considerably more toward China than the West.     Precisely what sort of “global governance” or “global order” do you suppose Marxist Guterres and the Chinese Communists will impose on us?   Now consider that Guterres is proposing to “transform the global governance” by turbocharging the UN “2030” agenda. In 2023, the UN called the document “Transforming Our World.”[9] The document reads like a grandiose Marxist high school student telling the whole world what it should do when he runs it. Or, at its most benign, it is simply a wish list, a basketful of utopian Marxist nonsense. It has been fully adopted by the World Economic Forum[10] and many globalist corporations and institutions, and even into the global educational system.   Alex Newman! Everyone Must Pay Attention to Him   As noted earlier, our radio show guest, journalist Alex Newman, will be going to the UN to report on its monstrous Summit of the Future. The UN is asking its 192 nations to replace the sovereignty of their nations and their citizens with the sovereignty of the UN, a front group that is ultimately under the control of the Western Global and Eastern Global Empires.[11],[12]   We have been working closely with Alex Newman, sharing information and views on the growing world governance and the UN's role in it,[13] which I now view as centered in two competing global empires, acting as all empires have always done—vying to slaughter or enslave as many people as possible.   Alex Newman has led the way in his efforts to actually attend as many global events as possible, in his own words, trying to serve God by getting the information out as widely as possible. We believe he may be the first to fully understand the degree to which global predators are using the UN as their launching pad to world domination. This proposed UN “emergency platform” will empower the Secretary-General to seize the relevant functions of national governments in order to resist the alleged or potential new “shock.”   Exactly what constitutes a world-shocking event? He literally says it can be anything, “even Black Swan events.” No, that's not an ecological disaster involving birds. A black swan event is defined in dictionaries as a “high-impact event that is unpredicted or unexpected”—in other words, it's “anything I say it is.”   This latest UN-Globalist assault began in March 2023, when the Secretary-General of the UN announced that he and his global organization were the only ones able and anointed to take on the next world “shock” of any kind.[14],[15]That's as close as possible to a globalist announcing, “On the next available threat, I become emperor of the world.”   Alex and I both fear the voting representatives of the world's governments will come to heal and cede these incredible new “emergency” powers to this criminal Marxist, Guterres. Why? Because every greedy globalist, which is much of the world's leadership, wants a piece of the action when it comes to the control and exploitation of the entire world.   You don't want that? Neither do we. The government is therefore well prepared to host these two Summits. The 19th NAM and G77+China Summits will serve as a platform for leaders to discuss and address critical challenges facing the international community. Las Islas Malvinas formaron parte del área bajo jurisdicción de España desde la entrada en vigor de los primeros instrumentos internacionales que delimitaron el "Nuevo Mundo" poco después del descubrimiento de 1492. Entre 1767 y 1811 hubo una sucesión continua de 32 gobernadores españoles en las islas hasta que, en el marco del proceso de independencia, los primeros gobiernos patrios de las Provincias Unidas continuaron con el ejercicio de soberanía y la administración de las Islas Malvinas, a las que consideraron parte integrante de su territorio, heredado de España por sucesión de Estados, según el principio del "uti possidetis iuris" de 1810. El 6 de noviembre de 1820, el coronel de la Marina argentina David Jewett tomó posesión oficial de las Islas Malvinas en nombre de las Provincias Unidas del Río de la Plata, izando la bandera argentina por primera vez. Asimismo, el gobierno argentino procedió al dictado de normas y al establecimiento de las estructuras jurídicas y administrativas que consolidaron el ejercicio pleno de su soberanía, incluyendo el fomento al desarrollo de actividades comerciales y el establecimiento de población. En ese marco, el gobierno de la Provincia de Buenos Aires creó el 10 de junio de 1829 la Comandancia Política y Militar de las Malvinas y las adyacentes al Cabo de Hornos, nombrando como gobernador a Luis Vernet. Sin embargo, el 3 de enero de 1833, ese ejercicio efectivo de la soberanía fue interrumpido mediante un acto de fuerza ilegal británico, y desde entonces, subsiste una disputa de soberanía entre la República Argentina y el Reino Unido de Gran Bretaña e Irlanda del Norte, tal como fuera reconocida por la Asamblea General de las Naciones Unidas mediante la resolución 2065 (XX). Esta resolución, adoptada en 1965 sin ningún voto en contra, consagra el llamado de la comunidad internacional a proceder "sin demora a negociaciones bilaterales entre la Argentina y el Reino Unido que permitan encontrar una solución pacífica a la disputa de soberanía teniendo en cuenta los intereses de los habitantes de las islas". Desde ese momento, la comunidad internacional ha reiterado la necesidad de reanudar las negociaciones bilaterales a la brevedad posible, lo que fue expresado en 10 resoluciones de la Asamblea General y en más de 40 resoluciones del Comité Especial de Descolonización de la ONU. En sintonía, se han efectuado numerosas declaraciones de foros regionales y multilaterales, tales como la OEA, el G77 más China, el Mercosur, la Cumbre Iberoamericana, la CELAC, el SICA, el Parlasur, el Parlacen, el Foro de Cooperación América del Sur- África (ASA) y la Cumbre Países Árabes - Sudamérica (ASPA). Sin embargo, el Reino Unido mantiene su posición negativa. Recordamos esta fecha a partir de testimonio, conservado en el Archivo Histórico de Radio Nacional, del tataranieto de Luis Vernet, Marcelo Luis Vernet, quien fue cuatro veces peticionario ante el Comité Descolonización de la Organización de las Naciones Unidas. Cuba recibe este fin de semana a más de una centena de países en la cumbre extraordinaria del G77+China. Durante este viernes y sábado, jefes de Estado y representantes de gobierno del "Sur global" mantendrán una serie de discusiones sobre el actual orden de las relaciones internacionales. Con la Agenda 2030, las potencias mundiales se presentan en la cumbre extraordinaria del G77 en Cuba. Su vocero, el secretario de la ONU, António Guterres, ha reiterado que defenderá en la isla caribeña este proyecto que podría garantizar el combate a la pobreza y la lucha contra el cambio climático.Orden global injustoY aunque suene muy global, Ernesto Domínguez López, historiador e investigador en la Universidad de la Habana, explica que esta visión del mundo es ambigua, pues los países del Sur aún tienen mucho que decir sobre la actual política internacional. Este encuentro, precisa, podría llevar a “discusiones, incluso en algunos casos intensas”.“La Agenda 2030, y prácticamente todos los proyectos que se han generado dentro de las Naciones Unidas, son expresiones de la correlación de fuerzas precedente que implica, por supuesto, un desarrollo desigual”, estima el analista.Y según él, es interesante ver que “algunos medios dicen que la convocatoria es para lograr un orden global menos ‘injusto', y entre comillas injusto, como si realmente fuera una locura pensar que el orden global es injusto, cuando en realidad lo que vemos es un orden desigual. Hay una gran diversidad de enfoques y en las condiciones en que estamos, esto es un evento que puede dar resultados importantes de impacto, o también existe la posibilidad de que no llegue a ninguna parte, que está claro en esto no hay un camino preestablecido que nos permita saber de antemano qué va a salir de esta cumbre”.Después de las Naciones Unidad, el G77 es la segunda agrupación más grande del mundo, con 134 países, incluida China, que se identifica como un país del Sur global.

Pelo segundo ano consecutivo, a Conferência do Clima da ONU tem como anfitrião um país avesso à diminuição do uso das energias fósseis para limitar o aquecimento do planeta – depois do Egito em 2022, desta vez os Emirados Árabes Unidos receberão, em 2023, o evento mais importante do mundo para o combate às mudanças climáticas. Em preparação à COP28, 196 países se reúnem por 11 dias em Bonn, na Alemanha, para definir os objetivos da conferência, no que é encarado como um teste de fogo para a presidência emiradense da cúpula em dezembro.  A intensa série de reuniões em Bonn servirá de termômetro quanto às chances de fracasso da COP 28, como apostam algumas organizações ambientalistas internacionais. Razões para o ceticismo não faltam: além de acontecer em um dos maiores produtores de óleo negro do mundo, o evento será comandado pelo CEO da companhia nacional de petróleo, Sultan Ahmed al-Jaber. As negociações prévias visam nada menos do que adotar a pauta do que será, ou não, discutido na COP28. “É o grande problema dessa COP, e que muitas vezes provoca um sentimento pessimista das pessoas, de acharem que não vai ser desta vez que a gente vai conseguir uma decisão mais robusta de implementação do Acordo de Paris. Mas acho que ainda é cedo para dizer isso”, avalia Caroline Prolo, cofundadora da LaClima e advogada especialista em direito ambiental. “Aqui as decisões começam a ser discutidas, os textos começam a nascer, mais no nível técnico mesmo, e por isso ainda não temos ministros ou chefes de Estado", explica.Já na abertura das reuniões na Alemanha, na segunda-feira (5), o secretário-executivo da ONU Clima, Simon Stiell, disse ser “consciente das dificuldades” de os participantes ocuparem duas funções nas sessões. “Às vezes, há tensões entre o interesse nacional e o bem comum mundial. Eu convido os delegados a demonstrarem coragem. Ao darem a prioridade ao bem comum, eles também atendem aos seus interesses nacionais”, afirmou. “Nenhuma vida é sacrificável porque nós queremos consumir cada vez mais energia do que precisamos. Não é sacrificável porque a extração de combustíveis fósseis é uma política de segurança financeira”, argumentou.  Anfitriões duvidososEste ano, pela primeira vez, uma COP acontece em um país do Golfo, onde a produção petrolífera é a base econômica de diversos Estados. Mas já em 2022, a conferência em Sharm el-Sheik foi uma amostra do que viria pela frente. O lobby do setor demonstrou o seu peso como jamais visto, com um stand no evento maior do que os da maioria das delegações nacionais presentes. O resultado foi um texto final omisso, ao não apontar a saída dos combustíveis fósseis como uma necessidade para o mundo atingir a principal meta do Acordo de Paris sobre o Clima: limitar o aumento da temperatura global a 1,5°C. Desde então, o foco dos países produtores ou altamente dependentes das energias fósseis, como China e Índia, permanece o mesmo: concentrar as discussões sobre como limitar as emissões de gases de efeito estufa do setor, e não acabar com ele. “Esse é o bode na sala. A presidência da COP no país petroleiro vai discutir redução de combustíveis fósseis ou vai todo mundo cair no greenwashing dos Emirados Árabes de ‘phase out' de emissões de combustíveis fosseis?", questiona Claudio Angelo, coordenador de comunicação do Observatório do Clima, que reúne mais de 90 organizações ambientais brasileiras. “Eu acho que é um começo não muito auspicioso para a COP. Mostra que, mesmo com a aceleração dos eventos extremos, o processo continua preso aos vícios de sempre e às tensões tradicionais que a gente vê se arrastarem há 28 anos."Financiamento: eterno foco de tensõesOutros focos de tensão já presente é o financiamento, pelos países desenvolvidos, da transição ecológica nos países em desenvolvimento, assim como do novo mecanismo para ajudar as nações menos industrializadas a enfrentar as perdas e danos já sofridas pelas mudanças do clima. A decisão histórica da criação de um fundo foi tomada na COP do Egito. Neste contexto, se inscrevem ainda as discussões sobre uma “transição justa”, tema que vem sendo pautado pelos Emirados Árabes para agradar aos países mais pobres. Por outro lado, os europeus têm insistido para encaminhar um Programa de Trabalho de Ambição de Mitigação e Implementação, de modo a envolver um número maior de países no corte de emissões globais de CO2. Entretanto, o grupo das nações em desenvolvimento e emergentes G77 resiste à ideia.“O Brasil foi meio que o porta-voz dessa oposição, mas é uma coisa meio combinada entre os países em desenvolvimento. O argumento deles é que os países ricos, em especial a UE, querem mitigação para os outros e não querem contribuir com meios de implementação – não querem dar dinheiro”, explica Angelo. “De fato, a discussão sobre financiamento é sempre um problema. Essa tensão eterna entre metas de redução de emissões e dinheiro, entre países desenvolvidos e em desenvolvimento, é o que dá o tom aqui em Bonn.” A principal promessa da COP28 será entregar um primeiro balanço mundial do quanto o Acordo de Paris sobre o Clima, assinado há oito anos, está sendo cumprido. “É um instrumento superinteressante que foi introduzido pelo Acordo de Paris para revisar a sua efetividade, de todas essas metas de mitigação, de como estamos, conjuntamente, como sociedade global, conseguindo criar resiliência à mudança do clima, que já está acontecendo e que, muitas vezes, não vai poder ser evitada”, observa Prolo. “E também olhar para os fluxos financeiros, as estruturas de financiamento, capacitação, transferência de tecnologia e entender se os recursos estão sendo realmente mobilizados para essa que é a missão mais importante da humanidade atualmente”, complementa.

Charles Kenny is a senior fellow at the Center for Global Development in Washington DC. He was previously at the World Bank, where his assignments included coordinating work on governance and anticorruption in infrastructure and natural resources, and managing investment and technical assistance projects covering telecommunications and the Internet. We also discussed a recent report, where Charles and his coauthor Zack Gehan created a set of scenarios for the shape of the global economy in 2050. While their forecast for richer countries is not very optimistic, what they found is largely positive for developing and middle-income nations. For example, the report finds that incomes per capita on the African continent could be 76% higher in 2050 than they were a few years ago, and in India incomes could jump 136%. China is one of the biggest economies on the planet with a lot of financial strength,” said Timmermans. “Why should they not be made co-responsible for funding loss and damage?” Last week, the prime minister of Antigua and Barbuda appeared to agree. “We all know that India and China… are major polluters and the polluters must pay,” Gaston Browne said. “I don't think that there's any free pass for any country.” The island leader later clarified that there had to be a “differentiated assessment” that took into account historic emissions. At a press conference last week, China's climate envoy Xie Zhenhua said Beijing made voluntary contributions through south-south cooperation and was under no obligation to do more. Developing countries' position hasn't budged. Under a detailed proposal published on Tuesday, the G77 calls for a committee to work out how the facility would work for approval next year. The EU's shift in position puts the spotlight on the US, which has so far rejected the proposal for a new fund. “That's just not happening,” climate envoy John Kerry said on Saturday, citing concerns about liability for compensation. In other interviews, he took a softer tone, but remained vague about where the landing ground might be. Desde choques diplomáticos entre grandes potencias, hasta la resistencias de algunos países por incluir temas de derechos humanos en el texto final, tres jóvenes negociadores cuentan a RFI momento álgidos que presenciaron durante la COP27 en Egipto. Desde Sharm El-Sheij, por nuestro enviado especial a la COP27. En los pasillos de la conferencia del clima en Egipto es frecuente escuchar voces de jóvenes activistas exigiendo una mayor implicación de los países para proteger el medio ambiente. Sin embargo, otros jóvenes optaron por integrarse directamente a las delegaciones de sus respectivos países. En uno de los pabellones de la COP27, RFI habló con tres jóvenes que tuvieron el privilegio de formar parte de los equipos de negociaciones. Salomé Montero de Costa Rica, Eusebio Castro, de República Dominicana, y Randolph Rodríguez, de origen panameño, nos cuentan cómo han vivido esta conferencia climática en la que el punto central de las negociaciones fue la creación de un fondo para indemnizar a los países vulnerables al cambio climático. Salomé Montero, 25 años, estudia derechos humanos y desarrollo sostenible. Ha seguido en particular el capítulo financiero de las negociaciones en la Cop27. “Entiendo muy bien que estamos en una situación muy compleja a nivel socio político en muchos lugares. Entonces cada país se ha visto presionado a cambiar sus prioridades. Me ha parecido muy curioso cómo se han desarrollado estas relaciones bilaterales entre partes, para presionar que se incluyan o no se incluyan cosas en los textos”. La joven negociadora recuerda en particular un momento de tensión en las negociaciones en el que “que una delegación no se presentó para presionar un tema", o cuando "una delegación se levantó y bloqueó la negación para que no se discutiera”. No la quisieron aceptar. No pudimos negociar la negociación por una frase y se aplazó”. En cuanto a Eusebio Castro, 22 años, estudiante de derecho en República Dominicana, se enfocó en la temática de los derechos humanos en las negociaciones de su delegación. “Pude presentar un choque entre China y Estados Unidos, que luego fue entre el G77 y países desarrollados, en el cual no se pudo llegar a un acuerdo por dos o tres palabras. Fue muy sorprendente. La disputa se dio por la referencia de los derechos humanos dentro de un tema de financiamiento climático. Lo que se buscaba, desde los países latinoamericanos y países insulares era que hubiera financiamientos directos a comunidades vulnerables. Estados Unidos quería que ese financiamiento fuera voluntario de todos los países y no de países desarrollados hacia países en vía de desarrollo”, narra Castro.

O sucesso da COP 27 que decorre até amanhã em Sharm el Sheikh, no Egipto, depende do dossier “perdas e danos”. Uma pasta que entrou in extremis na agenda da Cimeira do Clima e que é defendida de forma acérrima pelo G77, grupo dos países em desenvolvimento. Fidelis Leite Magalhães, Ministro da Presidência do Conselho de Ministros, é o chefe da missão de Timor Leste nesta COP 27. O país defende que o encontro não se pode transformar num “talk show” anual e sublinha que “Temos de sair daqui com resultados”.  “Timor Leste tem sido vítima das alterações climáticas, com perdas de recursos na recuperação das nossas infraestruturas e perdas de vidas. Por isso, da nossa parte, é uma questão de sobrevivência. North Korea (Korean: 조선; MR: Chosŏn or literally 북조선; MR: Pukchosŏn), officially the Democratic People's Republic of Korea (DPRK or DPR Korea; Korean: 조선민주주의인민공화국, Chosŏn Minjujuŭi Inmin Konghwaguk), is a country in East Asia constituting the northern part of the Korean Peninsula, with Pyongyang as its capital and the largest city in the country. To the north and northwest, the country is bordered by China and by Russia along the Amnok (known as the Yalu in Chinese) and Tumen rivers, and to the south, it is bordered by South Korea, with the heavily fortified Korean Demilitarized Zone (DMZ) separating the two. Nevertheless, #NorthKorea, like its southern counterpart, claims to be the legitimate government of the entire peninsula and adjacent islands. In 1910, Korea was annexed by Imperial Japan. At the Japanese surrender at the end of World War II in 1945, Korea was divided into two zones, with the north occupied by the Soviet Union and the south occupied by the United States. Negotiations on reunification failed, and in 1948, separate governments were formed: the socialist Democratic People's Republic of Korea in the north, and the capitalist Republic of Korea in the south. An invasion initiated by North Korea led to the Korean War (1950–1953). The Korean Armistice Agreement brought about a ceasefire, but no peace treaty was signed. North Korea officially describes itself as a "self-reliant" socialist state, and formally holds elections, though they have been described by outside observers as sham elections. Outside observers also generally view North Korea as a Stalinist #dictatorship, particularly noting the elaborate cult of personality around the #Kimdynasty . The #WorkersPartyofKorea (WPK), led by a member of the ruling family, holds absolute power in the state and leads the Democratic Front for the Reunification of the Fatherland of which all political officers are required to be members. Juche, an ideology of national self-reliance, was introduced into the constitution in 1972. The means of production are owned by the state through state-run enterprises and collectivized farms. Most service—such as healthcare, education, housing and food production—are subsidized or state-funded. From 1994 to 1998, North Korea suffered a famine that resulted in the deaths of between 240,000 and 420,000 people, and the population continues to suffer malnutrition. North Korea follows Songun, or "military-first" policy. It is the country with the highest number of military and paramilitary personnel, with a total of 9,495,000 active, reserve and paramilitary personnel, or approximately 37% of its population. Its active duty army of 1.21 million is the fourth largest in the world, after China, the United States and India; consisting of 4.7% of its population. It possesses nuclear weapons. In addition to being a member of the United Nations since 1991, North Korea is also a member of the Non-Aligned Movement, G77 and the ASEAN Regional Forum. A 2014 UN inquiry into human rights in North Korea concluded that "the gravity, scale and nature of these violations reveal a state that does not have any parallel in the contemporary world". This week the energy minister and the prime minister have been under fire as COP21 moves forward. While the main negotiating sessions continue, many other meetings take place as well. Mark Carney of the Bank of England has a view. The group of 77 nations  (G77) plus China has a view as well, and so do the 48 Least-Developed Countries. Caroline Lucas of the Green Party is concerned. Can we standardise climate change? Is emissions trading the answer? George Monbiot believes that that's attacking the problem from the wrong end. Jeremy Leggett is not at all happy with Minister Amber Rudd as you will learn from the latest chapter of his book, and the week will end with a massive march through the streets of Paris. GreenplanetFM listeners this week have a rare opportunity to get their heads around carbon trading.  Is it just a bullshit scheme carefully designed by left and right western governments to get corporate polluters off the hook?  Or ought we to give the market approach a fair go?  Or have we waited too many years already waiting for carbon trading to improve the climate??Dennis Frank interviews someone with a career history as both a carbon trader and analyst doing carbon accounting of biomass processing systems in many countries.  Ruy Korscha Anaya de la Rosa has been one of the people performing the measurements and calculations of carbon emissions in a variety of environmental contexts.Ruy has worked as project manager of a number of greenhouse gas emission reduction projects in developing countries.  He graduated MSc in Sustainable Energy Technology from a university in the Netherlands.  He's currently a PhD candidate at Massey University in Wellington, researching the global-warming mitigation potential of biochar systems and the implications of biochar in carbon markets.  He has lived in this country 3.5 years. Carbon markets include both carbon-offsetting and cap-and-trade.  The Kyoto Protocol produced a carbon-trading system based on carbon-equivalence polluting rights, rather than the original pollution-fines system agreed by the G77.  The change was made to secure the agreement of the USA.  Ruy says carbon-offsetting is vulnerable to fraud & speculation.  Cap-and-trade was designed to permit business as usual under the guise of greening industry.We must differentiate global-warming from climate-change.  Climate-change is natural and it occurs gradually all the time.  Currently however, it is being forced by global-warming that is the result of greenhouse gases being pumped into the atmosphere – primarily by polluting industries.  The inherent resilience of Gaia as a biosphere in dynamic equilibrium is consequently endangered.  The inexorable trend of global-warming is driving the planetary system towards tipping points which we are now likely to encounter within our life-time.  The global climate will then tip away from the stable state that has existed since the last ice age ended about 12,000 years ago, bringing an end to agriculture that we rely on to feed us.Ruy says the Kyoto Protocol Clean Development Mechanism website provides different methods to account for carbon emissions (presumably depending on technology & environmental situation), that provide the operational instructions for carbon accountants.  But most of the CDM methodologies were designed to just measure combustion, so he has progressed to the LCA framework.  LCA stands for life cycle assessment, which is the technical methodology used to evaluate environmental impacts of products (goods and services) along their whole supply chain, from "cradle to grave".  Thus it is a more holistic perspective, Ruy says.  What's more, it is the true cost accounting that the greens have been advocating since the 1980s.His career path as a professional insider has made this accomplished young man wise for his years, and he tells us of serious concerns he now has about the way things are going.  He says his field is still too young to have experts.  It lacks transparency and paper standards are not being put into practice.  To those of us familiar with United Nations chronic bureaucratic dysfunction, this is no surprise.  He has also arrived at our long-standing view that addiction to economic growth is the real source of the greenhouse gas problem.He comments on James Hansen's alternative solution to that problem:  fee & dividend, which is similar to what Al Gore has proposed.  He identifies a flaw in Hansen's design.  Dennis & Ruy discuss Hansen's critique of cap-and-trade.  The floor of that market seems to be designed to ensure perpetual pumping of greenhouse gases into the atmosphere at the amount fixed to equal current production when the Kyoto Protocol was adopted.
