The IMF is having good discussions with the Egyptian government. Director of the International Monetary Fund, said that Egypt has taken the right steps in its economic reform agenda and said she was confident there would be progress in the IMF's talks with the government. The cabinet will form a special unit to fast-track the government's privatization program and work directly with the International Finance Corporation (IFC). The private-sector minimum wage is rising by 11% to EGP 3k from July, marking its second increase this year amid persistently high inflation.  President El-Sisi has approved the amendment of some items within the tax law, to cancel the exemptions on the returns of treasury bills and bonds or related capital gains, in addition to approving the amendment of some items of the stamp tax. EGX should launch the futures exchange, and a shariah compliant index by 3Q 2023.  GACO (FV: EGP7.50, OW) announced yesterday the launch of their new subsidiary under GB Capital, "Kredit". It obtained the necessarily regulatory approvals from the FRA to provide financing services to small and medium enterprises. We would like to remind you that GB Capital and its subsidiaries continue to hold the majority of the value within the group's valuation, forming 78.8% of our FV.  Orascom Industrial Parks, a subsidiary of ORAS (FV: EGP181.70, OW), signed a contract with plastic manufacturer Flex PET for its storage area expansion in its industrial area near Sokhna, the zone said. The expansion is worth USD120 mn. eCards, a subsidiary of EFIH, signed a Contract with Visa and Banque Misr to launch Nexta's new mobile banking application in the Egyptian market. Under this agreement, “Nexta” will offer prepaid Visa cards issued by Banque Misr throughout the country, alongside the application. eCards, will be responsible for the issuance, management, and operation of the cards. We remind you that EFIH led a USD3 million financing round for a minority stake in “Nexta” in 4Q22.   According to local media, OCDI (FV: EGP23.30, OW) expects to finalize land expansion plans in 2H23.According to local media, ARAB (FV: EGP0.65, EW) achieved sales of EGP1.4 billion from selling 729 units in the first phase of its Nyoum Mostakbal project.  The government is studying ways to boost tourism in Taba and Nuweiba. ORHD (FV: EGP20.38, OW) would be a beneficiary given its Taba Heights destination.  CNFN is finalizing the process of launching a new consumer finance company, awaiting the approval of the FRA. The new company (an alliance with Global Auto, the BMW agent in Egypt) will be specialized in Auto-loans. Its operations are expected to start by 3Q23, with a paid in capital of EGP75 mn and a financing capacity of EGP1 bn. Aman for Financial Services, a subsidiary of RAYA, postpones EGX listing to next year.  AMOC's (FV: EGP8.85/share, EW) BoD approved FY23/24 budget with investments worth EGP779.5 million and a net profit of EGP603.5 million. The BoD also approved فخ start reducing carbon emissions. In light of Brent's forecasts and the current FX rate, we think that the budget released is too low. We expect AMOC's profit in FY22/23 to be around EGP1.7 billion, and EGP1.9 billion in FY23/24. Steel company Jindal Steel and Power wants to establish an environmentally friendly iron and steel plant with a production capacity of 5 million tons a year in the Suez Canal Economic Zone (SCZone). The project aims to export its products to foreign markets, yet with no announced investment cost.

President Abdel Fattah El Sisi received a phone call from IMF Managing Director yesterday, discussing the government's economic reform program. New rules making it easier for foreigners to get citizenship were signed into law by El Sisi, including the purchase of real estate units for a value of USD350k. TMGH is a key beneficiary.  The cabinet approved a recent decision by the Interior Ministry to amend the Investment Act regulations to allow foreign investors to acquire year-long non-touristic residencies when proposing investment plans to GAFI.  Finance Minister Mohamed Maait expressed optimism that the New Development Bank — the multilateral lender set up by the BRICS — will provide Egypt with concessional loans to fund infrastructure projects. Some prepaid cards can no longer be used to make international transactions, according to the CBE, cards that aren't linked to bank accounts, and issued by digital payments companies Klivvr, Nexta, and Telda. Importers can now pay just 1% of the tax and fees required to proceed with the customs clearance process before the arrival of imports, down from 30% previously, according to a Finance Ministry decision. The remaining 99% is to be paid upon the arrival of imports. The decision went into effect on 30 May. The developers of Cyprus' Aphrodite field plan to build a subsea pipeline linking the offshore gas reservoir to an Egyptian LNG processing facility. Trade and Industry Minister issued a decision allowing industrial investors to pay for licenses every three or five years, instead of annually.  An energy firm will make its debut on the EGX within two months, according to EGX head Ramy El Dokany.  The exchange is terminating its EGX50 index due to its limited usefulness and will launch a new Sharia-compliant index. Negative net foreign position fell in April for the first time since December, by USD 162.7 million, reaching USD 24.1 billion, compared to USD 24.3 billion during last March, supported by a decrease in the commercial banks negative NFA, while it widened at the CBE. SWDY (FV: EGP22.87, OW) achieved solid 1Q23 results recording a surge in net attributable income to EGP2.9 billion in 1Q23, almost 4-fold the earnings in 1Q22 and 25% higher than 4Q22. Bottom-line growth was accelerated by higher profitability across all business segments, coupled with higher FX gains that partially offset rising financing costs and SG&A expenses. SWDY is currently trading at FY23e P/E of 4.4x and EV/EBITDA of 4.7x. Please refer to our note published earlier today for further details. ORAS general assembly approved the purchase of 6,517,444 of its own shares (the “Shares”), representing 5.58% of the Company's total issued share capital at a price of USD3.00/share. Consumer Staples  OLFI (FV: EGP14.11, OW) released 1Q23 financial results: Net profit for the quarter recorded EGP115.2 mn (+27.1% YoY, -15.2% QoQ) with a margin of 7.8% versus 9.8% in 1Q22 and 9.6% in 4Q22. The sequential pressure in net profitability came backed by FX losses. The rise in net interest expense took a toll on bottom-line as well due to the rise in the company's net debt. We raise our FV for OLFI to reach EGP14.11/share from a previous EGP11.60/share and uplifting our recommendation to Overweight. OLFI is currently trading at a FY23 P/E of 9.7x and and EV/EBITDA of 5.2x. POUL (FV: EGP5.90, EW) POUL achieved record breaking results for the quarter. The OLFI reported positive 3Q22 attributable of  EGP145.7 mn (+31% YoY, +61.5% QoQ), backed by a trickling down of record-breaking revenues and gross profit. OLFI is currently trading at a FY23 P/E of 4.2x and an EV/EBITDA of 3.6x.EFIH led a USD3 million financing round for a minority stake in “Nexta” to generate operational synergies between Nexta and the Group's subsidiaries.The volume of e-commerce in Egypt has reached about USD6 billion through payment cards, whether visa or direct debit cards (e-aswaaq of EFIH).The Egypt Education Platform alliance and Egypt's Sovereign Fund acquired 56% of Selah EL Telmeez for EGP500 million. OIH's BoD agreed to obtain an interest-free loan from its North Korean subsidiary amounting to EUR81.7 million and to purchase 10% treasury shares.Aman for Financial Services, a subsidiary of RAYA, intends to issue securitization bonds of EGP600 million.EGAL's general assembly approved a cash dividend distribution for FY2021/22 of EGP4.50/share; DY of 18.7%.

C'est dans ce contexte, que le concours Challenge App Afrique organisé par RFI et France 24 a choisi pour sa 6ème édition de récompenser un projet en faveur de l'éducation. W poniedziałek 14.06.2021 odbyła się pseudo-konferencja prasowa, na której wystąpił Roman Protasiewicz, uwięziony na Białorusi dziennikarz, założyciel niezależnego kanału Nexta. Powiedział, że czuje się dobrze i nie został pobity. Jednak białoruska opozycja twierdzi, że było to jego kolejne publiczne wystąpienie pod przymusem, dlatego nazywa to pseudo-konferencją. Łukaszenko chce, żeby ludzie skupili się na Protasiewiczu, a nie na masowych represjach, jakie dzieją się na Białorusi. Obecnie znajduje się tam około 500 więźniów politycznych, którzy są torturowani. Opinia publiczna na zachodzie zaczyna się przyzwyczajać do wydarzeń na Białorusi. 23 maja białoruskie władze zmusiły do lądowania samolot linii Ryanair lecący z Aten do Wilna. Na lotnisku w Mińsku zatrzymano współtwórcę kanału Nexta w komunikatorze Telegram Ramana Pratasiewicza i jego partnerkę, obywatelkę Rosji, Sofię Sapiegę, które została oskarżona o administrowanie innego kanału.Działania Alaksandra Łukaszenki wywołały oburzenie Zachodu. Unia Europejska zapowiedziała wprowadzenie kolejnego pakietu sankcji, w tym gospodarczych, wobec Białorusi, zapowiedziała też zamknięcie nieba Wspólnoty dla białoruskich linii lotniczych i zaapelowała o rezygnację z wykorzystania białoruskiej przestrzeni powietrznej. Le dimanche 23 mai au matin, Roman Protassevitch a un mauvais pressentiment, alors qu'il s'apprête à embarquer sur le vol Ryanair FR4978 reliant Athènes à Vilnius. L'ancien rédacteur en chef de Nexta, une chaîne Telegram qui a joué un rôle crucial pour mobiliser les Biélorusses contre le président de l'ex-république soviétique est inquiet et informe ses amis avant de décoller…  Un vol détourné Le vol devait atterrir à 13 heures à Vilnius, Lituanie. Arrivé quasiment au-dessus de la frontière entre la Biélorussie et la Lituanie, alors qu'il n'était plus qu'à 20 minutes de sa destination et aurait dû, théoriquement, amorcer sa descente, l'avion effectue un virage brutal à 180°. Un message de la cabine signale que l'avion est redirigé sur Minsk sans donner d'autres détails. Selon plusieurs passagers, Roman Protassevitch est alors pris d'une grande agitation. Il se lève et interpelle d'une voix très forte un steward pour lui dire qu'il "risque la peine de mort". Ce dernier lui répond qu'il n'y peut rien et que l'avion doit se poser à Minsk.On connait la suite de l'histoire…. Un vol européen entre deux capitales européennes et opéré par une compagnie aérienne a été détourné par un avion de chasse biélorusse. L'opposant a depuis fait des aveux complets et a disparu…  Un défi au droit international Cette action a été rondement menée, bien encadrée par tout un ensemble de prétextes, alerte à la bombe, violence à bord du vol ; tout ce qu'il fallait pour donner l'impression de respecter le droit international... Une situation que l'Union européenne ne peut tolérer comme la France… C'est dans cette optique que l'Assemblée nationale a mandaté deux députés dont Frédéric Petit, représentant les Français d'Europe centrale et de l'Est, pour comprendre les faits et rencontrer les opposants à ce régime dictatorial aux portes de l'Europe occidentale. Un podcast complet pour bien comprendre les enjeux et les risques pour les expatriés.

Le président Loukachenko est sous la pression des occidentaux, depuis l’arrestation du journaliste d’opposition Roman Protassevitch, à bord d’un avion détourné sur l’aéroport de Minsk. Sur les réseaux, on assiste à une campagne de désinformation orchestrée par les milieux pro-russe, pour justifier l’interception de l’avion et l'arrestation de l'opposant. Chronique réalisée en partenariat avec Lucas Bouguet, Solène Gardré et Chadi Yahya de l’EPJT, l'École publique de journalisme de Tours. Deux passagers de ce vol Ryanair sont aujourd’hui aux mains des autorités Biélorusses : Roman Protassevitch, ancien rédacteur en chef du média d’opposition Nexta, et sa compagne Sofia Sapega, étudiante en droit à l’Université de Vilnius. Face au régime répressif d’Alexandre Loukachenko, Protassevitch vivait depuis fin 2019 en exil entre la Pologne et la Lituanie. Aujourd’hui, il risque gros. Minsk l’accuse d’avoir organisé des « troubles massifs » dans le pays, lors des manifestations contre la réélection de Loukachenko en 2020. Un mandat d’arrêt avait été lancé contre lui en novembre 2020. Sur twitter la chef de file de l’opposition Svetlana Tikhanovskaïa, a estimé qu’il encourait la peine de mort. Le prétexte de l’alerte à la bombe Pour justifier ce détournement d’avion, le ministère biélorusse des transports a d'abord évoqué un mail dans lequel le Hamas affirmait avoir placé une bombe dans l’avion pour obtenir de l’Union européenne qu’elle cesse de soutenir Israël. Mais cette mise en cause du Hamas ne repose sur aucun fondement. La direction du mouvement palestinien elle-même a démenti toute implication. Le président Loukachenko s’est alors retourné : « Peu importe qu’il s’agisse du Hamas ou non ! » a-t-il déclaré, réaffirmant que l’alerte à la bombe justifiait l’interception de l’appareil et son atterrissage à Minsk. Accusé d’avoir agi en toute illégalité, le régime de Minsk proteste de son bon droit, s’appuyant sur de soi-disant « aveux » des prisonniers. Le jour suivant l’arrestation, une vidéo de Protassevitch est diffusée sur la chaîne d’état biélorusse. Face à la caméra, il reconnaît avoir « joué un rôle dans l’organisation de manifestations à Minsk ». Il se dit bien traité et en bonne santé. Pour ses proches, il s’agit d’une vidéo de propagande, montrant des aveux extorqués sous la contrainte. De fait, Roman Protassevitch n’est pas libre de ses propos. Même chose pour sa compagne qui admet, sous l’objectif de la caméra, avoir commis des faits délictueux. La séquence a tout d'une mise en scène d’aveux forcés. La jeune femme y apparait très perturbée. La European Humanities University de Vilnius où elle s’apprête à soutenir sa thèse a vivement protesté, dénonçant une opération de diversion menée par les autorités biélorusses. Sofia Sapega n’est pas connue pour ses actions militantes. « Je suis sûr que la détention de Sofa n'a qu'une seule raison - de faire pression sur Roman. Il n'y a objectivement aucune autre raison », a déclaré un camarade Sofia Sapega à la BBC Russia. Des publications accablantes… mais hors contexte Sur les réseaux sociaux, une autre diversion est apparue : des photos qui accablent Roman Protassevitch, et le présentent comme un dangereux néonazi. Les images datent de 2014-2015. Une d’entre elle le montre pendant le soulèvement de Maidan contre l’influence russe en Ukraine, lors de l’épisode d’une destruction d’une statue de Lénine. Ce qui n’en fait ni un terroriste, ni un néonazi. En 2015, c’est sa présence aux côtés du bataillon Azov dans le Donbass qui est relayée sur les réseaux. Cette unité paramilitaire s’est engagée sur le terrain pour repousser l’avance russe dans cette région-est de l’Ukraine. C’est un groupe à la réputation sulfureuse, dont certains membres se font photographier arborant des symboles néonazis, drapeaux et emblèmes ultra nationalistes. Enfin, plusieurs clichés montrent le jeune biélorusse en tenue de combat. On le voit notamment à la Une d’une publication vantant les faits d'armes de la milice. Mais selon certaines hypothèses, relayées par le média d’état russe RT, Roman Protassevitch aurait pu servir de figurant pour ce qui ressemble à une mise en scène, sous le sigle du Soleil noir, symbole ésotérique néonazi. Rien ne permet d’affirmer qu’il a pris les armes. Instrumentalisation du passé de l’opposant Concernant les photos avec le bataillon Azov : Roman Protassevitch est parti dans cette région en tant que journaliste en 2015. Certaines images sont plus ambiguës, mais on ne le voit jamais distinctement sur le terrain, portant les armes. Il y a aussi des imprécisions : parfois, la légende d’une photo affirme qu’il s’agit de Protassevitch mais rien ne permet de l’identifier. Très souvent, la personne en question est masquée et cagoulée. Par ailleurs, la campagne de dénigrement s’arrête à cette période de sa vie, en Ukraine, où le jeune biélorusse était âgé de 19 ans. Ces clichés, relayés sur les réseaux par les milieux prorusse et pro-Loukachenko, n'ont surtout rien à voir avec le motif de son arrestation en Biélorussie. Ils servent à détourner l’attention des faits reprochés aux autorités de Minsk : la mise en scène d’une alerte à la bombe justifiant un détournement d’avion, pour aboutir à l’arrestation d’un opposant au régime. Avec ces photos hors contexte, l’Europe se trouve ainsi accusée de défendre l’indéfendable.

Pasaules reakcija pēc 23. maija incidenta ar Baltkrievijas nolaupīto "Ryanair" lidmašīnu. Saistībā ar mūsu kaimiņiem šī ir bijusi ļoti emocionāla un negaidītu pavērsienu nedēļa. Kas īsti ir noticis, kādas tam varētu būt sekas? Savukārt septembrī Vācijā gaidāmas vēlēšanas, kurās izvēlēsies Angelas Merkeles pēcteci, un sabiedrības aptaujas atklāj interesantus noskaņojuma tendences. Aktualitātes vērtē Latvijas Ārpolitikas institūta pētnieks Artūrs Bikovs, Austrumeiropas politikas pētījumu centra pētniece, Rīgas Stradiņa universitātes doktorante Beāte Livdanska un politologs Kārlis Daukšts. Tirāns ālējas „Kas notiek Lukašenko galvā?!” – šādu jautājumu pēdējās dienās sev varētu būt uzdevis teju ikviens, kam ir kaut mazākā interese par starptautisko politiku. Maz ko līdz arī Minskas apgalvojumi, ka tās rīcībā bijusi informācija par lidmašīnā it kā esošu spridzekli, – lai tos pieņemtu par patiesiem, jābūt lielai vēlmei noticēt ilggadējā Baltkrievijas diktatora un viņa režīma godīgumam. Katrā ziņā publiskotie saziņas fragmenti starp Minskas lidostas dispečeriem un “Ryanair” pilotiem šai ziņā rada vairāk jautājumu nekā atbilžu. Arestētie pasažieri ir 26 gadus vecais Baltkrievijas opozīcijas aktīvists Ramans Pratasevičs un viņa ceļabiedre, 23 gadus vecā Krievijas pilsone Sofija Sapega. Pratasevičs aktīvi pretdarbojies Lukašenko režīmam kopš agras jaunības, pirmoreiz viņš Minskā ticis aizturēts par dalību protestos jau 2011. gadā. Līdz 2019. gadam viņš darbojies kā žurnālists dažādos Baltkrievijas nevalstiskajos medijos, t.sk. radio „Brīvība/Brīvā Eiropa”, taču 2019. gada beigās pametis valsti un lūdzis politisko patvērumu Polijā. Šeit viņš kopā ar vēl vienu baltkrievu žurnālistu Scepanu Pucilu vadīja tīmekļa informatīvo resursu NEXTA, kas kļuva par vienu no nozīmīgākajiem informācijas avotiem 2020. gada Baltkrievijas protestu laikā. 2020. gada novembrī abiem NEXTA vadītājiem Baltkrievijā aizmuguriski tika izvirzītas apsūdzības masu nekārtību un rupju sabiedriskās kārtības pārkāpumu organizēšanā, un naida kurināšanā pret kādas sociālās grupas pārstāvjiem; viņi tika pasludināti par teroristiem. Kas attiecas uz Sofiju Sapegu, Viļņā esošās Eiropas Humanitārās universitātes studenti, trūkst jebkādu ziņu par viņas līdzšinējo darbību politikā vai medijos. Kā intervijā radio „Brīvība/Brīvā Eiropa” krievu dienestam izteicās Baltkrievijas opozīcijas līderes Svjatlanas Cihanovskas padomnieks starptautiskās politikas jautājumos Franaks Vjačorka, Pratasevičs kļuvis par šīs nolaupīšanas upuri tikai tādēļ, ka viņam Lukašenko režīms varējis tikt klāt; viņa vietā varējis būt jebkurš cits pašreiz trimdā esošs baltkrievu aktīvists. Režīma mērķi esot izdabūt no viņa informāciju par citiem kanāla NEXTA darbiniekiem un piekļuvi pašam kanālam, kā arī atriebties, jo ar savu darbību Pratasevičs kļuvis par Baltkrievijas vadoņa Lukašenko personisku ienaidnieku. Runājot par iespējamo blogera tālāko likteni, izskanējušas pat versijas par iespējamu nāvessodu. Vācijas federālās vēlēšanas – vai gaidāms „patriarhu rudens”? Aprīļa beigās Vācijas politiskajā ainavā iezīmējās spilgts akcents – jau otrreiz pēdējo pāris gadu laikā valdošās Kristīgi Demokrātiskās partijas reitingi aptaujās noslīdējuši zemāk nekā tās pēdējo gadu niknākajiem konkurentiem – Zaļajai partijai. Pašreizējā Bundestāga sastāvā zaļie ir pati mazākā frakcija, atpaliekot no visiem pārējiem – kristīgajiem demokrātiem, sociāldemokrātiem, labējiem radikāļiem no „Alternatīvas Vācijai”, liberālajiem brīvajiem demokrātiem un radikālākajiem sociālistiem no Kreisās partijas. Taču nu jau pāris gadus zaļie reitingos minuši uz papēžiem līderiem, un šobrīd ne viens vien medijs uzskata par teju nepārprotamu, ka nākamo Vācijas valdību bez viņiem izveidot nevarēs. Zaļo panākumu pamats ir gan vispārējā ekoloģijas tematikas aktualizēšanās Eiropas politikā, gan zināma savas politiskās paradigmas korekcija, pievēršoties ne vien tradicionāli „zaļajiem” jautājumiem, bet arī sociālās nevienlīdzības mazināšanai, valsts aparāta efektivitātei un atbilstībai pilsoņu vajadzībām, sabiedrības iekļaujošajam raksturam un tolerancei. Zaļie sevi pozicionē kā nepārprotamus eiropeiskās integrācijas un vērtību aizstāvjus, un viņu pašreizējās līderes un kanclera amata kandidātes Annalenas Bērbokas publiskais veidols liek atcerēties jauno Angelu Merkeli, kad viņa pirms ceturtdaļgadsimta iznāca vācu politikas avanscēnā. Liekot viņai līdzās šībrīža varas partiju kandidātus augstākajam izpildvaras amatam, viņu personības patosā dominē drīzāk pagātnes pieredze, ne nākotnes vīzija. Tas sakāms gan par Kristīgi Demokrātiskās savienības vadītāju un pašreizējo Ziemeļreinas-Vestfālenes federālās zemes premjerministru Armīnu Lašetu, gan Sociāldemokrātiskās partijas kandidātu, pašreizējo vicekancleru un finanšu ministru Olafu Šolcu. Lašetam, no vienas puses, ir liela pieredze, kas uzkrāta, pakāpeniski virzoties no zemākā municipālā līmeņa pārstāvniecības un lielākās federālās zemes vadītāja amatu. Taču paša partijā viņa pozīcijas varēja būt pārliecinošākas, ciktāl aprīļa nogalē, kad Lašets tika izvēlēts par kanclera kandidātu, popularitātē viņu apsteidza cits kandidāts – Kristīgi Demokrātiskās savienības satelītpartijas Bavārijas Kristīgi Sociālās savienības līderis un Bavārijas premjerministrs Markus Sēders. „Rozmawialiśmy z Ramanem (Pratasiewiczem) o tym, że nie warto przelatywać nad Białorusią (…), ale nikt nie spodziewał się, że reżim odważy się na taki akt terroryzmu międzynarodowego: porwanie samolotu” – mówił w Porannej rozmowie w RMF FM Sciapan Puciła – białoruski opozycjonista, bloger, współtwórca kanału NEXTA. „Dostajemy setki pogróżek, szczególnie po zatrzymaniu Ramana. Takie same dostawaliśmy w sierpniu w trakcie największych protestów (przeciwko reżimowi Alaksandra Łukaszenki – przyp. RMF), teraz to powróciło. Mówią, że Raman ma szczęście, że dotarł na Białoruś i żyje – my już nie dotrzemy, nas zastrzelą od razu w Warszawie” – relacjonował. Mówił również, że „chyba przyzwyczaił się już do strachu”. „Nigdy nie czuję się bezpiecznie i zawsze muszę uważać – bardziej niż inni” – przyznał Sciapan Puciła.

El presidente bielorruso, Alexander Lukashenko, envió este domingo a un avión de combate para que otro avión, esta vez uno comercial de Ryanair, aterrizase en Minsk. Una vez en tierra la policía bielorrusa entró en el aparato y detuvo a un periodista llamado Román Protasévich. El avión volaba de Atenas a Vilna, capital de Lituania, cuando fue desviado para aterrizar en Minsk. Un portavoz de Ryanair informó que el control de tráfico aéreo de Bielorrusia notificó a los pilotos de una posible amenaza a la seguridad a bordo y se les indicó que se desviasen al aeropuerto más cercano, que era el de Minsk. Román Protasévich es un destacado activista bielorruso, tiene sólo 26 años y es el editor del canal NEXTA en Telegram, muy conocido en Bielorrusia por difundir información contra el régimen de Lukashenko y servir de punto de encuentro a quienes se oponen a su Gobierno. Tiene alrededor de millón y medio de suscriptores, una cantidad muy llamativa en un país de sólo nueve millones de habitantes (el 16% de la población). Tanto la Unión Europea como Estados Unidos condenaron en el acto la acción y aseguraron que tomarían medidas de castigo para el Gobierno de Lukashenko, que desde el año pasado se encuentra bajo sospecha de haber perpetrado un fraude en las elecciones presidenciales que se celebraron el 9 de agosto. Aquello dio lugar a una ola de manifestaciones que fueron reprimidas con gran dureza y obligaron a la candidata opositora, Svetlana Tijanóvskaya, a exiliarse en Lituania. Lo que nadie pensaba en Occidente es que Lukashenko estuviese dispuesto a llegar tan lejos como lo ha hecho, forzando el aterrizaje de una aeronave comercial europea que volaba entre dos aeropuertos de la Unión. Les dirigeants de l'Union européenne, réunis en sommet à Bruxelles, lundi, ont décidé de fermer l'accès à l'espace aérien européen à la Biélorussie. Les compagnies européennes ont aussi été invitées à contourner le pays. Cette décision des Vingt-sept survient au lendemain du détournement par un avion de chasse biélorusse d'un vol Ryanair entre Athènes et Vilnius suivi de l'arrestation sur le tarmac de l'aéroport de Minsk du journaliste et opposant biélorusse Roman Protassevitch. De nouvelles sanctions économiques vont également être adoptées contre le régime d'Alexandre Loukachenko. Mais c'est d'abord la « libération immédiate » de Roman Protassevitch et de sa compagne qui est exigée par les Européens. Lundi soir, la porte-parole du ministère de l'Intérieur biélorusse a affirmé que l'ancien rédacteur en chef de l'influent média d'opposition biélorusse Nexta se trouvait en détention provisoire dans une prison de Minsk. Alors que la mère de l'opposant a déclaré à des médias biélorusses que son fils était peut-être hospitalisé à cause de problèmes cardiaques, la porte-parole a assuré qu'« il n'y [avait] pas eu de plaintes sur son état de santé ». Quelques minutes après cette déclaration, la télévision publique biélorusse a diffusé une vidéo – dont on ignore l'heure et les conditions d'enregistrement – dans laquelle on peut voir Roman Protassevitch, au visage apparemment tuméfié, affirmer « être passé aux aveux sur l'organisation de troubles massifs », en référence au vaste mouvement de contestation post-électoral de 2020 réprimé par le régime, et collaborer avec les autorités biélorusses. Dénonçant une vidéo diffusée par « les chaînes de propagande du régime », la cheffe de l'opposition biélorusse Svetlana Tikhanovskaia a affirmé que Roman Protassevitch « a été frappé », et estimé qu'il est « urgent d'agir ». Par le passé, les autorités biélorusses ont déjà été accusées d'avoir diffusé des confessions de détenus obtenues sous la contrainte. En août dernier, Svetlana Tikhanovskaïa avait elle-même appelé dans une vidéo diffusée par les médias d'Etat à ne pas manifester, à un moment où la Biélorussie était secouée par un mouvement de contestation historique après la réélection d'Alexandre Loukachenko. Exilée désormais en Lituanie, Svetlana Tikhanovskaia a demandé aux Etats-Unis et au G7 d'augmenter la pression sur le régime d'Alexandre Loukachenko, au pouvoir depuis 1994, et a réclamé « la participation des forces démocratiques biélorusses » lors du prochain G7 prévu en juin au Royaume-Uni. La France a apporté son soutien à la demande de l'opposition biélorusse, dont les membres depuis dimanche se sentent menacés quel que soit leur lieu d'exil. Le détournement d'un avion de ligne leur ayant prouvé que la répression ne s'arrêtait aux frontières de la Biélorussie, soutenue par la Russie de Poutine. Une Russie dont l'implication dans l'opération apparaît évidente pour nombre de spécialistes et qui est également soupçonnée en France d'être derrière l'initiative récente d'une mystérieuse agence de communication : celle-ci a proposé à des YouTubeurs scientifiques de dénigrer, contre une somme rondelette, le vaccin Pfizer sur une base mensongère. A prominent opponent of Belarus' authoritarian president was arrested Sunday after the airliner in which he was traveling was diverted to the country after a bomb threat, in what the opposition and Western officials denounced as a hijacking operation by the government.Raman Pratasevich, who faces charges that could bring 15 years in prison, was aboard the Ryanair flight from Athens, Greece, to the Lithuanian capital of Vilnius when it changed course to head for Minsk."I saw this Belarusian guy with girlfriend sitting right behind us. He freaked out when the pilot said the plane is diverted to Minsk. He said there's death penalty awaiting him there," passenger Marius Rutkauskas said after the plane arrived in Vilnius following several hours in the Belarusian capital."We sat for an hour after the landing. Then they started releasing passengers and took those two. We did not see them again" Rutkauskas said.Flight tracker sites indicated the plane was about 10 kilometers (six miles) from the Lithuanian border when it was diverted. There were conflicting accounts of the move.The press service of Belarusian President Alexander Lukashenko said the president himself ordered that a MiG-29 fighter jet accompany the airliner after he was informed of the bomb threat. Deputy air force commander Andrei Gurtsevich said the plane's crew made the decision to land in Minsk.But Ryanair said in a statement that Belarusian air traffic control instructed the plane to divert to the capital.Lithuanian President Gitanas Nauseda called the incident a "state-sponsored terror act." He said that the European Council would discuss the case Monday and that he would propose banning Belarusian planes from European Union airports and "serious sanctions" against Lukashenko's government."Belarusian airspace is completely unsafe for any commercial flight, and it should be deemed this not only by the EU but by the international community. Stany Zjednoczone zaskoczyły w ubiegłym tygodniu, znosząc sankcje przeciwko głównym firmom i realizującym budowę rosyjskiego gazociągu Nord Stream 2. To otwiera niczym niezakłóconą już drogę do dokończeni projektu, który Polska i kilka innych krajów uznaje za zagrożenie strategiczne ze strony Rosji. Dlaczego prezydent Joe Biden zdecydował się na to? Z pragmatyzmu: sankcje i tak już by nie mogły powstrzymać kończącej się budowy Nord Stream 2, więc Amerykanie postanowili uczynić gest dobrej woli wobec Niemiec i osobiście kanclerz Angeli Merkel, która konsekwentnie utrzymuje, że ten projekt jest wyłącznie biznesem i nie ma nic wspólnego z polityką. Przez trzy dni minionego tygodnia marokańscy pogranicznicy przestali powstrzymywać migrantów od przekraczania granicy z hiszpańską enklawą w mieście Ceuta. Na terytorium Unii Europejskiej znalazło się z tego powodu ponad 8 tys. uciekinierów z Afryki. Incydent ten pokazuje jak bardzo polityka migracyjna UE uzależniona jest od działań Maroka i Turcji, które w zamian za unijną pomoc gospodarczą, mają nie pozwalać migrantom przedostawać się do Europy. Ale gdy tylko przyjdzie im na to ochota, przywódcy obu krajów mają możliwość szantażowania Unii. Zajścia w Ceucie pokazują, że problem migracyjny, to w dalszym ciągu jedno z kluczowych wyzwań dla unijnych władz w Brukseli.

OK, here's the scene:A flight is heading from Greece to Lithuania, flying over Belarus. The pilots get notification of a bomb threat. A fighter jet forces the plane to land. A couple of passengers are then detained by Belarusian authorities.This isn't a plot point in an action film. And there was no bomb.Related: Belarus opposition figure demands 'new, democratic, open country'Yesterday, Ryanair Flight 4978 was intercepted and one of the passengers detained was 26-year-old Belarusian dissident Roman Protasevich. The operation was reportedly approved by Belarusian President Alexander Lukashenko, a man referred to as "Europe's last dictator."Related: Belarus targets journalists, activists in new raidsThis evening in Belarus, a new video was released of Protasevich after his arrest, posted initially on a pro-government Belarusian channel.In the video, Protasevich says he is in good health and is being treated well. Possibly under duress, he also confesses to plotting riots in Minsk — crimes that carry a 15-year penalty. His forehead appears bruised in the video.Sviatlana Tsikhanouskaya, the Belarusian human rights activist and politician who ran as the main opposition candidate in the 2020 Belarusian presidential election, shared the video on Twitter: The regime's propaganda channels posted a video of arrested Raman Pratasevich, saying that he is treated lawfully in the Minsk Detention Center №1. RyanAir is headquartered in Ireland. The plane was registered in Poland. The flight was going from Greece to Lithuania. Today, heads of EU states met to discuss potential sanctions.Katia Glod, a Belarus analyst with the Center for European Policy Analysis, joined The World's host Carol Hills, from London, to share the latest insights on this operation and what it means for global politics. Carol Hills: First of all, who is Roman Protasevich?Katia Glod: Roman Protasevich is a Belarusian journalist, the famous blogger. Roman is a founder of the very popular Telegram channel, which is called NEXTA, which was behind mass protests in Belarus, which erupted last August. And Roman Protasevich, at the time, he was part of this NEXTA team. Nowadays, he is the editor of another very popular Telegram [messaging app] channel called "Belarus of the Brain," which has several hundred thousand subscribers, and is also very widely read in Belarus.Why did Alexander Lukashenko approve this brazen operation?Well, first of all, we have to realize that Lukashenko is a very revengeful person. He has been well-known for taking revenge against his opponents. And NEXTA, obviously, displayed Lukashenko and the regime, the security services, to a great extent, because, as I've just said, they mobilized people to organize protests. Another reason is an attack on mass media, which we have seen in Belarus basically since last summer. Now that Protasevich is in Belarusian custody, what is likely to happen tohim?Well, he's likely to face up to 15 years in prison. The likely charges are [going] to be organizing public disorder and also stoking social strife. So, that means that he's currently somewhere at the KGB prison or one of the detention facilities in Minsk. We know that his girlfriend was transported to one of the detention facilities in Minsk, the so-called Okrestina prison, which became very famous during the August protest, because this is where tortures and beatings of many protesters happened.You mentioned the mass protests against Lukashenko last summer. They were followed by a harsh government crackdown that continues to this day. Does this arrest change anything for Belarusians who oppose Lukashenko?Unfortunately, it doesn't change much for Belarusians inside Belarus. It's that perhaps more people will be thinking about immigrating, and leaving the country obviously creates another international precedent. It puts the Belarusian regime onto a new level of priority. If, for example, we can say that before, Belarus has been more of a moral issue, a moral dilemma, particularly for the European Union, it was not nice that human rights have been abused in Belarus or that the elections were rigged, but it has not really until now affected directly the rights of European citizens. Yesterday's incident has shown that now Lukashenko's regime became a real threat to international norms, and real threats to European security. And Belarusians inside Belarus do hope that the West could take tougher sanctions against the regime.It's interesting, President Lukashenko had to know that the world would harshly condemn him for doing this. And he knew of this and he did it anyway. What does that tell you? Well, it tells us that the regime has lost control of political thinking, that the regime is really waging a war because its goal [is] only to stay in power, regardless by which means. It tells us that the regime is not prepared to negotiate with the opposition or with the West and that it's not backing off.What role might Russia have here? Do you think Russian governmentofficials were in the loop on this?We do know that there were actually four people who did not board the flight back to Vilnius. And apart from or Roman Protasevich and his girlfriend, there were two Russian citizens. And the speculation is that either they were Belarusian KGB or that they were Russian FSB agents. And perhaps that Russia lent a helping hand to Belarus. Well, either way, Russia would not be the country that would try to punish Belarus or would try to tell it that that's not the right way forward.How do you think the United States should respond to this event?So far, we have seen only a statement of Mr. Blinken, who obviously condemned the situation and said that there should be given an adequate response. I think it will be a real test to the unity between the US and the European Union — whether the US will join the European Union in offering a very tough stance against the behavior of the Belarus regime.This interview has been edited and condensed for clarity.

S'il y a bien un point commun qui réunit les États baltes, c'est la crainte de la Russie. En 2004, Estonie, Lettonie et Lituanie ont fait leur entrée dans l'UE mais également dans l'OTAN, 13 ans après leur retour à l'indépendance. Et la Russie, qui a déjà envahi ces pays au cours du siècle dernier, ne voit pas d'un bon oeil ce rapprochement avec l'Europe et les États-Unis. En Lituanie, par exemple, le gouvernement se tient préparé face à l'éventualité d'une agression russe et les Lituaniens luttent sans relâche contre la propagande de Poutine. Qui sont ces chefs d'États soutenus par Poutine ? En Biélorussie, il y a Loukachenko, à l'initiative de cet « acte de piraterie », qui tient le pays d'une main de fer. Meanwhile, Israel’s violence against Gaza is still having ripple effects after a ceasefire, as health officials report hospitals overwhelmed with wounded civilians are now also facing a surge in coronavirus cases. And lastly, the Biden Administration finally granted Temporary Protected Status to thousands of Haitian immigrants living in the U.S., shielding them from deportation back to a country that is dealing with both a political crisis and a brutal COVID epidemic. THESE ARE THE STORIES YOU NEED TO KNOW: Belarus’ dictator Aleksandr Lukashenko carried out a shocking abduction of a journalist on Sunday, using a fighter jet and a faked bomb plot to force down a civilian airliner carrying the dissident and then arresting him on the ground. On Sunday, dissident journalist Roman Protasevich was on a Ryanair flight from Greece to Vilnius, Poland, where he has been living in exile. Protasevich is the 26-year-old former editor of NEXTA, a channel on the Telegram app that has become one of Belarus’s largest opposition media companies. The flight passed through Belarussian airspace, at which point Belarussian air traffic control claimed that there was a bomb threat aboard. Lukashenko then used that as pretext to personally order Mig-29 fighter jet up to force the plane to land in Minsk, although it was by that time far closer to its destination of Vilnius, according to the BBC. After seven hours on the tarmac in Minsk, the flight eventually made it to Vilnius. But Protasevich was not aboard, as he had been abducted by Belarussian agents when the plane was forced to land. One passenger on the flight told AFP quote: “He was not screaming, but it was clear that he was very much afraid. It looked like if the window had been open, he would have jumped out of it.” Protasevich reportedly told other passengers that he was facing the death penalty. Lukashenko has, in recent months, brutally repressed protests against his authoritarian rule, but has been staunchly defended by the Russian government and faced little to no consequences for his policies. European governments and the U.S. have strongly denounced the shocking hijacking, but it’s unclear what concrete action they can or actually will take -- prior sanctions on the Lukashenko regime have clearly done little to dampen his brazen authoritarianism. Gaza Sees Rise in Covid Cases Israel agreed to stop its outright bombardment of the Gaza strip on Friday, but the aftershocks of its brutal campaign of violence are still shaking the captive population there. According to the Washington Post, Gaza’s hospitals are starting to experience a new wave of COVID cases, as Israel’s bombardment forced many residents into close-packed bomb shelters. Those cases are in addition to the 1,900 people who were injured directly by Israel’s bombing. To make matters worse, the Post reports that an airstrike destroyed the only lab in Gaza that was doing PCR tests for COVID. All of this is even more outrageous when you consider the disparities between Israel and Gaza’s access to the vaccine. Outside of the strip, Israel has conducted one of the most successful vaccination campaigns in the world. But inside Gaza, only 2 percent of the population has been vaccinated. Much of this shortage is in thanks in part to the Israeli blockade that stops medical supplies getting through to people there. Even before the recent bombardment, Gaza’s ICUs were completely swamped. The country has only 60 ICU beds for a population of almost 2 million. The International Red Cross said that damage inflicted by Israel during the conflict cut water supplies in Gaza by 40 percent and had cut power to 700,000 Gazans at one point or another. Lest we forget: all of this damage is intentional. Israel knows what will happen when it drops its bombs. And even though it claims to be targeting Hamas, it’s Gaza’s citizens who suffer the most. Biden Gives Haitians Protected Status Some good news from the Biden Administration. Biden’s head of the DHS announced on Saturday that Haitians living in the U.S. would be extended Temporary Protected Status, reversing Trump-era efforts to deport them or force them out of the country. Some 150,000 Haitians have been living in the U.S. since the devastating 2010 earthquake, and recent political crises and the pandemic there have only made their predicament more dire. Today on The Leaders' Brief - Belarus saw its latest wave of unrest this Sunday after police fired water cannons at a group of protestors who numbered 100,000, according to opposition news channel Nexta. The protesters were rallying through the streets of Minsk, waving white flags striped with red, that has become the symbol of the opposition movement, demanding the Lukashenko government free prisoners as they beat drums and marched toward detention centers. Google has said that it will strictly enforce its global policy and charge a 30% commission fee for in-app purchases from Indian developers from March 31, 2022.
