With the rise of Generative AI organisations across both the public and private sector in Ireland today are considering its impact on their domain. Across a range of sectors, there are expectations that AI, and especially GenAI, can increase productivity, enhance customer and citizen experience, and accelerate innovation. Across industry Generative AI is enhancing existing AI solutions or creating entirely new operating models. In the financial industry, for example, AI has long been used in areas such as market forecasting and fraud detection, Generative AI is now enhancing these use cases by opening up new data sources and allowing non-technical users access. While in healthcare, AI is enhancing patient experiences acting as an assistant to caregivers and helping scientists develop new treatments. When surveyed 7 in 10 business and IT decision-makers believe they are well-positioned competitively and have a solid strategy in place to harness the power of AI. However, 56% admit uncertainty about what the next three to five years will bring to their industry, and 49% are struggling to keep pace with the disruption. This is leading to the appointment of a senior executive to have oversight of AI initiatives; in many cases a Chief AI officer (CAIO) is appointed to manage the transition to an AI led organisation. The United States Office of Management and Budget (OMB) recently issued a government-wide policy asking all federal agencies to name a Chief AI Officer, and according to FedScoop, as many as two-thirds of U.S. federal agencies have done so. According to the recent findings from Dell research, almost 20% of organizations surveyed globally identified a central team or individual to set AI strategy, and a separate report found that the number of 'head' of AI jobs has tripled over the last five years. AI can drive innovation in business and enhance access for citizens to government services, but whether in private or public institutions organisational objectives must align with AI strategies for successful outcomes, and this is where the role of the CAIO is paramount. For AI leaders looking to embrace the technology, there are some key considerations. Understand your organisations overall AI strategy. Without exactly knowing the outcome, it is hard to align the people, process and technology to achieve it. Understanding the overall AI strategy and not just some discrete use cases will lead to smarter investments. Having the big picture of the overarching strategy for AI organisations can align with the right governance and security frameworks, The good news is that 9 in 10 IT and business leaders think Irish organisations can use GenAI responsibly, according to Dell Technologies Innovation Catalysts Study. There is no one-size-fits-all approach when it comes to adopting AI While some there are some standard patterns to follow when implementing AI within an organization there is no on size fits all. What works for one organization may not work for other, and not every use case will require the same level of investment. As per Dell's latest study majority of the respondents said investing in modern, scalable data infrastructure was the number one area of improvement for business with 66% saying they prefer an on-prem - right where the data is or hybrid model to address the challenges, they foresee with implementing GenAI. There is also a wide spectrum of models emerging from industry-specific large language models (LLMs) to purpose-built smaller models that can run efficiently at the edge. Approach AI with a holistic focus, beyond just the technology itself AI is not just technical. Leaders across organisations from business, from IT and beyond need to come together to realise the transformative potential of AI. Organisations should consider uses for AI across all their business units, from HR, Finance, legal, communications, and beyond. It's Hard to Sue the U.S. Government Without Its Permission RobeIrta Jean Champlin appealed a decision from the United States Court of Federal Claims dismissing for lack of subject matter jurisdiction her claim that the United States must pay damages for the nonpayment of life insurance proceeds from her deceased former husband's Federal Employees Group Life Insurance policy. In Roberta Jean Champlin v. United States, No. 2022-1402, United States Court of Appeals, Federal Circuit (April 10, 2023) Ms. Champlin sought payment of a Federal Employees' Group Life Insurance (FEGLI) policy after he ex-husband died because her divorce decree granted her half ownership in the policy. BACKGROUND The Federal Employees' Group Life Insurance Act (FEGLIA) establishes a group life insurance program for federal employees. The United States Office of Personnel Management (OPM) is responsible for managing FEGLI polices and has entered a contract with Metropolitan Life Insurance Company (MetLife) to provide insurance to federal employees. FEGLI proceeds are to be paid in the following order of precedence: (1) designated beneficiaries; (2) widowed spouse; (3) children or descendants; (4) parents of deceased; (5) executor or administrator of the estate; and (6) next of kin. Factual & Procedural Background Lewis Dean Champlin, during and after his marriage to Ms. Champlin, had life insurance through a FEGLI policy. In September 2012, the Champlins divorced. As part of their divorce proceedings, Ms. Champlin obtained from the Alaskan state divorce court "award[ed Ms. Champlin] the option to continue maintaining a one-half interest in that policy . . . [while Mr. Champlin] ha[d] the option of paying the other half of the policy and c[ould] designate whoever he chooses to be beneficiary to the other half of the policy benefits." Ms. Champlin paid for half of the policy thereafter. On January 3, 2016, Mr. Champlin died. Ms. Champlin did not receive her half of the proceeds of his life insurance policy. Instead the proceeds were paid to Mr. Champlin's designated beneficiary at the time of his death-Marilyn Susano. Ms. Champlin sued the United States in the Court of Federal Claims, alleging that she is entitled to half of Mr. Champlin's issued life insurance coverage and further requesting a judgment directing the United States to pay her half of the FEGLI proceeds. The OPM authorized MetLife to provide life insurance, and MetLife established an administrative office, which is responsible for administering FEGLI claims. The Court of Federal Claims noted that it found that Ms. Champlin's complaint made no claim for a breach of a legal duty, only a claim to obtain money due under the FEGLI policy. The race for Speaker of the House underscored the 2022 midterm narrative: the Republican Party is increasingly divided, and unable to consolidate power long enough to effect positive change. Elaine A. King was born in Oak, Park, Illinois and grew up in the Chicago area.  She was a Professor, at Carnegie Mellon University teaching the History of Art/Theory/Museum Studies.  King received an interdisciplinary Ph.D. from Northwestern University in 1986 from the School of Speech (Theory and Culture) and History of Art. Dr. King holds a joint Masters Degree in Art History and Public Policy, from Northern Illinois University and her B.A. was awarded from Northern Illinois University in Art History and American History [Pre-Law]. In 2002 she received a Certificate of Fine Arts and Decorative Arts Appraisal New York University.  In May 2011 she was invited to become a member of the National Press Club in Washington, DC. She is a freelance critic who frequently writes for Sculpture, ARTES, Grapheion and the Washington Post. Dr. King served as the Executive Director and Curator of the Carnegie Mellon Art Gallery [1985-1991, and was the Executive Director and Chief Curator of the Contemporary Arts Center in Cincinnati, [1993-1995] following the Robert Mapplethorpe debacle. Throughout her career as a curator she organized over forty-five art exhibitions, including a wide range of one-person exhibitions and catalogues for artists, Barry Le Va, Martin Puryear, Tishan Hsu, Gordan Matta-Clark, Elizabeth Murray, Mel Bochner, Nancy Spero, Robert Wilson, David Humphrey, and Martha Rosler. In addition, she has curated a wide range of group exhibitions including Light Into Art: Photography to Virtual Reality, New Generations, New York, Chicago, The Figure As Fiction, Abstraction Today, Drawing in the Eighties, and Art In the Age of Information. In February 2007 she was the guest curator for the Maria Mater O'Neill mid-career survey exhibition for the Museo of Art Puerto Rico, San Juan that opened in February 2007 and compiled a catalogue titled Artist Interrupted, 1986-2006.  In the fall of 2009 she was a guest curator at the Mattress Factory, in Pittsburgh for the exhibition titled Likeness: Transformation of Portrayal After Warhol's Legacy. King has been the guest curator several times for the Hungarian Graphic Arts Biennial in Gyór between 1993-2005. The International Studies Art Program American University's selected her to be the distinguished Art Historian/Critic in-residence to teach in Corciano, Italy, in the fall 2006.  Additionally Elaine King and Kim Levin were asked to nominate artists for the Venice Biennale. She has been awarded numerous grants from diverse agencies including: United States Office of Information –Curatorial Grant for the American Section of the Master of Graphic Arts Biennial, Györ Hungary [shipping] Pennsylvania Arts Council Grant, Art Criticism Fellowship, The Trust for Mutual Understanding, Rockefeller Foundation, (research in Slovakia) The National Endowment for the Arts (In 1989,1988,1985, 1983) Museum s/catalogues, Hillman Foundation, Warhol Foundation, Richard K. Mellon Foundation Grant, French International Fund from Artists' Action, for the Michel Gerard exhibit, American Association of Museums, Award of Merit for the Tishan Hsu catalogue Award of Distinction, American Association of Museums for the Mel Bochner catalogue. She was awarded an IREX grant to do research in Prague on changes in contemporary art after the fall of the wall. King was part of a panel discussion on Censorship and the Culture Wars at the Ann Arbor Film Festival and a reviewer for Bullfrog Films. In September 2006, Allworth Press published the anthology titled Ethics and the Visual Arts that she and Gail Levin co-edited. Elaine King. In 2001 she was awarded a Senior Research Fellowship by the Smithsonian Institution's American Art Museum to research contemporary portraiture.  Also King was awarded a Short-term Research Fellow in 2003 from the Smithsonian Institution National Portrait Gallery as well as a Short-term Fellowship at the Smithsonian Archives of American Art.

During his law enforcement career with Maryland's Montgomery County Police Department, Dave Thomas taught at the Police Training Academy, served on the S.W.A.T. team, was a Hostage Negotiator, and a member of the Domestic Violence Unit. In addition to helping create the Domestic Violence Unit, he was responsible for the department's curriculum development in domestic violence training, as well as the policy development on domestic violence related issues. We speak with Jodi Hardwick, Clinical Social Worker With The Department of Veteran's Affairs in Augusta, Maine. Although Adela tried to graduate quietly, she eventually felt compelled to stand up and be the change. Adela recently graduated from New York University (NYU) and made headlines as a student leader and member of the Jewish community on campus at NYU. Continuous threats to Jewish students on campus she forced her to take action against the University's inaction. She filed a complaint with the United States Office of Civil Rights which the University eventually opted to settle out of court. Adela successfully sought needed change in University Policy which would offer students protection in the future. She did not seek money, she sought change. This is her story. Chad Peace and Scott Greytak join T.J. O’Hara on Deconstructed to examine whether we should stick with the Electoral College, shift to a straight democratic vote, or entertain the consideration of something in-between. Mr. Peace is the founder and president of IVC Media LLC and a nationally-recognized leader in election law and voter rights. Mr. Greytak is an anti-corruption attorney who is the Advocacy Director for the United States Office of Transparency International -- the oldest and largest anti-corruption coalition in the world. Together, they discuss the history of the Electoral College, the pros and cons of retaining it, and what needs to be done if changes are to be made. Most recently in the 2000 and 2016 elections, the winner of the popular vote for President lost to the winner of the Electoral College (as is dictated by law). This has only happened three other times in history (1824, 1876, and 1888). However, it has been the topic of ongoing debate for several decades. The challenge to the Electoral College seems to be intuitive: One person, one vote. Yet, there are issues with defaulting to a popular vote as well. Messrs. Peace and Greytak do an excellent job of explaining the nuances behind the debate. Correspondingly, the Electoral College is embedded in the Constitution. Extracting and replacing it is a complicated process and requires the ability to meet a very high threshold. Are the arguments against the Electoral College sound enough to pass a constitutional Amendment? Are there weaknesses with using the popular vote as well? Eggs, Eggs, Eggs. Although eggs are exceptional for your health they are one of those foods that are, "Hot then you're cold You're yes then you're no..." (Katie Perry 2008). Doctors have warned people against eating eggs and then they tell them their great. So which is it? Eggs are one of the most nutritious foods out there. They're low in the calories and high in the protein. They also contain vitamins and trace minerals. People into bodybuilding and elderly people should have at least one egg per day. In fact, we all should. With 6 g of protein per egg and 77 calories, they are a powerhouse when it comes to food. Nutrients In Eggs While the egg whites (albumin) contain a small portion of the nutrients, the majority comes from the yolk. With vitamins and minerals such as A, D, B6, B12, Selenium, and only 5 g. of fat, it doesn't take a genius to see eggs are a must in your daily diet. On average one large egg contains: Vitamin B12 (cobalamin): .4 micrograms or 9% of the RDA "Vitamin B-12 affects every cell in your body because of its role in your circulatory system. Cobalamin helps you to make heme, the component of your red blood cells that allows them to supply every tissue in your body with oxygen. A lack of vitamin B-12 causes anemia, a condition that develops when your blood can no longer properly oxygenate your body. Cobalamin also supports cardiovascular health by controlling the levels of homocysteine -- an amino acid -- in your bloodstream. By helping your body metabolize homocysteine into less harmful compounds, vitamin B-12 prevents the high homocysteine levels that can contribute to heart disease. Getting enough vitamin B-12 also protects you from nerve damage by maintaining your myelin sheath, a fatty coating that surrounds your nerve cells and facilitates nerve function" (Written by Sylvie Tremblay, MSc 2018). Vitamin B2 (riboflavin): 15% of the RDA "Vitamin B2 is a water-soluble vitamin, so it dissolves in water. All vitamins are either water soluble or fat soluble. Water-soluble vitamins are carried through the bloodstream, and whatever is not needed passes out of the body in urine. People need to consume vitamin B2 every day because the body can only store small amounts, and supplies go down rapidly. Riboflavin occurs naturally in some foods, added to others, and it can be taken as supplements. Most of it is absorbed in the small intestine" (By Christian Nordqvist 2017). Vitamin A: 6% of the RDA "Vitamin A is found in different forms. Preformed vitamin A occurs in meat, fish, and dairy produce. Provitamin A is stored in fruits, vegetables, and other plant-based products. Retinol is the predominant, active form of vitamin A found in the blood. Retinyl palmitate is the storage form of the vitamin. Beta-carotene is a precursor of vitamin A and is found in plants ... meat, eggs, and milk" (Medical News Today). Vitamin B5 (pantothenic acid): 7% of the RDA "Vitamin B5, also called pantothenic acid and pantothenate, is vital to living a healthy life. Like all B complex vitamins, B5 helps the body convert food into energy. B5 is naturally found in many food sources. "Pantothenic," in fact, means "from everywhere," because the vitamin is available in so many food sources" ( Alina Bradford, Live Science Contributor 2018). Selenium: 22% of the RDA Selenium is an essential trace mineral that is important for many bodily processes, including cognitive function, a healthy immune system, and fertility in both men and women.It contributes to thyroid hormone metabolism and DNA synthesis, and it helps protect against oxidative damage and infection, according to the United States Office of Dietary Supplements. It is present in human tissue, mostly in skeletal muscle. Dietary sources are varied. They include Brazil nuts, seafood, eggs, and meats. He notes that the OCR is one of the most important federal institutions set with ensuring non-discrimination in educational institutions and therefore asks how all of the cases dealing with antisemitism were closed. Marcus goes on to explain that while the agency deals with all other types of discrimination, it does not deal with religion. Religious discrimination is therefore not prohibited. Marcus makes the case that while some antisemitism is religious, other forms are racial and ethnic. Finding the adequate nutritional balance within our food is often of paramount importance. When looking at the history of the current food system serving Canadians, it becomes apparent that only for a short time have we been experimenting with such a modern approach to eating. Processed foods and industrial farming are seen as convenient innovations, but how has such a model affected the nutritional composition of our food? Two speakers addressed this concern at the 2007 Growing Up Organic Conference held in Toronto on February 17th. The conference was organized by the Canadian Organic Growers. This broadcast will examine how, since the innovations coming out of World War II, the nutritional content of the Canadian food supply has plummeted. Speakers Thomas Pawlick, Author, The End of Food: How the Food Industry is Destroying Our Food Supply - And What We Can Do About It (Kingston, Ontario) - Pawlick's lecture was titled "Our Children's Food, Our Children's Survival". A veteran newspaper and magazine journalist with more than 30 years experience in Canada and abroad, Thomas has taught at both Canadian and foreign universities and colleges. The End of Food exposes the cause of the food crisis--an industrial system of food production geared not toward producing nourishing food, but maximum profit for corporations. Thomas is currently on leave from his position as Associate Professor in the School of Journalism at the University of Regina. Following the book achieving best-seller status, the University cut his salary, cut his research funding, removed him from email lists, and removed all copies of his book from the shelves of the campus book store. Thomas Pawlick is currently restoring a small scale organic farm north of Kingston, Ontario with his son. Ellen Desjardins, Public Health Nutritionist - Region of Waterloo Public Health (Kitchener, ON) - Ellen's presentation is titled "Eat up! It's good for you! - what the scientific literature says about the health benefits of organics". Ellen has worked in various programs throughout the province and at the federal level for the past 20 years. Ellen has co-authored numerous articles in the area of food security. She has also chaired work-groups and prepared position papers for the Ontario Public Health Association on food systems, public health concerns about food biotechnology, and mercury in fish. In 2005, Ellen was a founding member of the new national organization Food Secure Canada. Audio Clip "Food for Fighters" - Produced in 1943 by the United States Office of War Information, this short provides a glimpse into the origins of our current food system. The film was designed to promote the innovations that provided soldiers overseas with nutritionally adequate food.
