"The Divine Leaf of Immortality": A conversation on Coca, with Wade Davis.

Nearly 75 years after the United Nations called for the abolition of  coca leaf chewing, the world will have an opportunity to correct this grave historic error. The World Health Organization (WHO), at  the Plurinational State of Bolivia's request,  and supported by Colombia, will conduct a ‘critical review' of the coca leaf over the next year. Based on its findings, the WHO may recommend changes in coca's classification under the UN drug control treaties. The WHO recommendations would be submitted for approval by the UN Commission on Narcotic Drugs (CND), with voting likely in 2026.  The Washington Office on Latin America (WOLA) and the Transnational Institute (TNI) will be monitoring the coca review process closely and examining key aspects of the debate. As part of this we are producing a series called “Coca Chronicles”. The first issue of the Coca Chronicles discussed the current classification of the coca leaf in Schedule I of the 1961 UN Single Convention on Narcotic Drugs (or its effective ban) and Bolivia's initiation of the WHO critical review process. The second issue highlighted three developments during the March 2024 CND session: (1) support for the coca review from the UN High Commissioner for Human Rights; (2) Bolivia's call to protect the coca leaf as a genetic resource; and (3) an update on the WHO's preparations for the review.  In this third issue, Anthropologist Wade Davis gives us a deep dive into the history and significance of the coca leaf in the Andean Amazon region.  Wade Davis is a Canadian cultural anthropologist, ethnobotanist, photographer, and writer. He is professor of anthropology and the BC Leadership Chair in Cultures and Ecosystems at Risk at the University of British Columbia. He is a multiple award-winning author of more than 25 books, and has done extensive research into coca leaf, among many other ethnobotanic explorations.

On March 14-22, 2024, the UN Commission on Narcotic Drugs (CND) held its 67th annual session in Vienna, Austria. The session saw a landmark vote that may have important repercussions for drug policy, in Latin America and elsewhere.   The commission approved a U.S.-led resolution encouraging countries to implement “harm reduction” measures to respond to drug overdoses and to protect public health.   The vote marks a major breakthrough in civil society's decades-long advocacy to center harm reduction, especially since the U.S. government has a history of blocking all such resolutions, and since the Commission has a longstanding tradition of enactment by a “Vienna Consensus” without votes.   This episode features three guests who helped lead civil society's robust participation at the CND:   Ann Fordham, executive director of International Drug Policy Consortium (IDPC) Lisa Sanchez, executive director of México Unido Contra la Delincuencia (MUCD) John Walsh, director for drug policy and the Andes at WOLA   The three experts underscore that while the vote on this resolution was a major win in the civil society-led harm reduction fight, it is just one milestone along a longer journey. The fight must continue to ensure this sets the foundation for an international drug policy that truly prioritizes protecting people, views drug addiction as a public health and not a national security issue, and moves away from the normative framework of achieving a “drug free society” through punitive measures and prohibition.   “The prohibition regime has tried to make itself inevitable and ‘forever,' and that's not the case… There's no reason to think that it needs to last forever. In fact, as we said, it was a misfit from the very beginning,” says John Walsh. “Drug use has always existed, it always will. To suggest that we're going to create a ‘drug-free world' is not only futile, but it's downright dangerous because of its consequences… I think this is an opening to think more broadly about not just the UN drug policy space, but what governments need to do for the health, safety, and well-being of their populations.”

Think of Himachal Pradesh, and you'll most likely think of apples growing there. Soon though, this apple-growing State may legalise a new crop: cannabis. Last month, a five-member panel constituted by the government submitted a report that said the legalisation of cannabis would be a game-changer for the state, enabling it to generate revenue and create employment.  Himachal Pradesh is not the first state to consider this: in 2018, Uttarakhand became the first State in India to legalise the cultivation of cannabis for industrial and scientific purposes. Controlled cultivation has also been allowed in parts of other States including UP and Madhya Pradesh. Cannabis, marijuana or ganja as it is commonly known, has a centuries-old history in India. It has grown wild abundantly, has been cultivated, consumed and parts of this versatile plant have been used for various purposes. In 1985 however, the Narcotic Drugs and Psychotropic Substances Act or the NDPS Act banned the use of the resin, flowering and fruit tops of the plant.  Cannabis is made up of more than 120 components. Researchers now know a lot about two of them, cannabidiol (CBD) and tetrahydrocannabinol (THC). THC is a psychoactive substance, while CBD is not. Over the years, countries across the world have begun relaxing their stance on the use of cannabis, for recreation, and exploring the many uses that its extracts can have in both the industrial and significantly, in the medical field. Research has shown that cannabidiol or CBD can help treat childhood epilepsy syndromes that don't respond to anti-seizure medicine, and may also help with anxiety, insomnia and chronic pain. In India too, there is now a growing industry for hemp products and cannabidiol or CBD: in just 3 years at least 50 new startups are reported to have come up in the country. So how does Indian law regulate cannabis? Do the laws need to be eased for medical and industrial uses? Should the recreational use of cannabis be allowed or will legalisation increase the drug abuse burden in India?

Leslie McBain lost her only child, Jordan Miller, to a drug overdose in 2014. He was just 25 years old. Jordan became addicted to the pain medication Oxycodone when it was prescribed by his family doctor after a back injury on a job site. Jordan was just starting his life, and had his own business, friends, and community. His death shook their family and friends to the core.Soon after Jordan's death, Leslie became an advocate for more compassionate, evidenced-based drug policies. She co-founded Moms Stop the Harm (MSTH) in 2016.Leslie is the Family Engagement lead for the British Columbia Center on Substance Use (BCCSU). Leslie sits on several B.C. provincial and federal committees dedicated to changing drug policies. SYNOPSIS:The global War on Drugs has now been in motion for over 6 decades. In the 1960s-80s, with the UN passing its Single Convention on NarcoticDrugs, and later with the US President calling for an international “all-out offensive” attack against #drugwar the global community came together with rigorous contentions against the production, supply, and possession of drugs. Recent studies by the United Nations and other global think tanks however reveal that the War on Drugs has failed to meet its goals. In data collected by the United Nations, global consumption of #opiates, #cocaine  and #marijuana  increased by 34.5%, 27%, and 8% respectively, between 1998-2008. A 2018 report by the International #drugpolicy  Consortium stated that between 2008 and 2018, drug-related deaths had increased globally by 145%. How should then countries re-evaluate their stance on drug use? Does the war need to be harsher and stricter to penalise the violators and perpetrators of #drugtrade , or would a softer approach towards rehabilitation and decriminalization lead to more positive results? As different countries reassess their response to rampant drug use, overdose deaths, and a spike in imprisonment, what should India's stance be?In India, the #ndpsact  Act introduced in 1985 is the main legislation against drug use and #trafficking  . Section 27 of the Act imposes imprisonment or fine on anyone who's found guilty of consumption of any narcotic or psychotropic substance, irrespective of the quantity or kind of substance. The penalties for possession of such substances vary depending upon the quantity and type, following a revision of the Act in 2001. Critics argue that the harsh penalties harm personal users and harass small producers more than any bigger trafficking rackets in India. The debate on #narcotics  in India has so far been limited to legalising Cannabis in recent years, and conversation on synthetic and chemical-based drugs like cocaine or MDMA continues to largely remain one-sided. Advocates for legalising Cannabis use the natural properties of the drug and its socio-religious sanction as an important factor in its legalization. Bhaang is already legal in many Indian states, and marijuana use is already prevalent in even well-monitored religious events like the Kumbh Mela or Kanwad Yatras.  It would also support the creation of more jobs and would lead to an economic boost through increased taxation, and benefit the small farmers and businesses that could legally be regulated for production and supply. The #ncb  however warns against these “surface-level” benefits. US President Biden announced last Friday he would be pardoning thousands of cannabis possession charges, signalling a change of course in drug policy from the home of the War on Drugs, and a path towards decriminalisation of cannabis in the States.  Cannabis has been completely banned in Aotearoa since 1961 after the signing of the UN Convention on Narcotic Drugs, a treaty pushed heavily by the US. Between 1980 and 2022, over 120,000 people have been convicted of cannabis use or possession. In the wake of Biden's announcement, the New Zealand Drug Foundation has renewed calls for reform and launched a petition calling on the government to decriminalise cannabis and pardon possession charges. Spike Keith spoke to New Zealand Drug Foundation Executive Director Sarah Helm about the effects of cannabis criminalisation here, and what decriminalisation would look like.

The Supreme Court has said that the bail provision under UAPA is “comparatively less stringent” than that under the NDPS Act. (7:12)  It is mentioned that there hasn't been a single recorded overdose or death associated with cannabis. (8:52)  Fronk brings the Native American cultures to light and their uses for the plant, as well as the founding fathers of the USA.  Some of them include George Washington and Thomas Jefferson. (10:14)  Mike delivers some facts about marijuana and the beginnings of cannabis and hemp prohibition.  The Preceptors also discuss the Federal  Government's scheduling of the drug, which is in the same schedule as heroin (13:45)  We ask the question; when will cannabis be legal federally and explain a little more about dispensaries. Today on Grassroots Marketing we are live at USCC Expo in Miami Florida, and we are speaking to Amy Case King, Outreach Advisor for For Alternative Approaches to Addiction. Amy Case King is an international drug reform policy activist. Currently, her focus is on the international scheduling of cannabis. She is a member of FAAAT (For Alternative Approaches to Addiction) a think tank for international drug policy. She has attended and spoken on behalf of US patients at the World Health Organization, Expert Committee of Drug Dependence, hearing for the cannabidiol critical review. She has addressed the Commission of Narcotic Drugs in regards to drug policy changes and will be attending the intercessional meetings leading up CND March 2019 meeting where the final recommendations regarding cannabidiol will be addressed in the scheduling controls.
