Gangland Wire
The Mob and Narcotics: A Troubled History

Gangland Wire

In this episode of Gangland Wire, Gary Jenkins sits down with retired FBI agent and organized crime historian Bill Ouseley for a deep dive into the Mob's transition from bootlegging during Prohibition to dominating the narcotics trade. Ouseley, known for his books Open City and Mobsters in Our Midst, shares insights from his years investigating the Kansas City crime family and the Vegas skimming cases. The conversation traces how organized crime evolved after Prohibition, finding new profit in the rising black market for drugs. From the early days when narcotics were sold in pharmacies and corner stores to the complex, international networks run by the Mob, Ouseley explains how organized crime adapted and thrived. Jenkins and Ouseley discuss the rise of the Federal Bureau of Narcotics in 1930, the societal shift in attitudes toward drug use, and how policy changes created a perfect storm for the Mob to exploit. Ouseley highlights how figures like Harry Anslinger pushed for punitive drug laws that unintentionally fueled organized crime, and how the government's focus on punishment over treatment helped entrench addiction and criminal networks. Welcome to Gangland Wire. I have a friend of mine that I'm interviewing today. You might notice there's not going to be any video with a bunch of images in there. It's FBI agent Bill Ouseley. Bill, he was the case agent for all the skimming from Las Vegas cases from the Kansas City end. We worked with him over the years hand in glove in the intelligence unit. And he's a good guy. He still lives in Kansas City. He's written a couple of books, by the way. He's got Open City, which is the history of the Kansas City mob, starting back in the Black Hand days and going all the way up till about the time he came here in the early 60s. Then he wrote a second book, which is really about his career and all the different cases he worked with additional information about the local Savella family, which would have been the Savella family by the time he got here in the, I think, 1964, maybe. I graduated from high school in 63.   [1:02] Today, we're going to talk about the history of the mob and narcotics. You know, it's all a much-discussed subject that whether they approve of them dealing in narcotics. You know, they do on the QT, they do in different ways. They invest money, maybe loan money and high rates of interest, if you will, to narcotics dealers or some of them, you know, deal directly. You know, the Bonanno family was famous for dealing directly with narcotics. Genovese went to jail for dealing in narcotics. So historically.   [1:34] Kansas City, I don't believe Nick Savella really, he did not approve of it. He didn't allow his guys to do it directly. There were some people that were indirectly involved in narcotics. Now, whether they kicked money up or whether they were using their own money or somebody else's money to invest in these narcotics operations,

Join CJ as he discusses the career of Harry J. Anslinger, from his early life to working for the State Department, then the Treasury Department, culminating in his tenure as first Commissioner of the Federal Bureau of Narcotics from 1930-62, during which time (among other things) he presided over the beginning of the federal government's criminalization of marijuana and the continuous amping-up of the drug war and its penalties; along the way we'll also cover Anslinger's racism & xenophobia, as well as his connections to the OSS and CIA, including lending those agencies some of his top agents for shady purposes, including some of the MK-Ultra experiments. Rabadam Ching!! The Cannabis series has come to its final chapter, what was meant as a shortstory became a book. And as you can see from the ep-cover I've madly let  go of any restraints. We are going after them, the anti-hemp Hitlerists of America! This is a thread description. First we  make some final comments about Butler and the Marines. Who paid the veterans, was it a false flag, what was the purpose and why did Smedley become pen pal with Edgar Hoover? We look to Gramsci and his writings on the Gendarme Night-watchman state for answers. Then we establish some ground work with the history of the trust to end all trusts, the Guaranty. Tracing the steps of "the friends of Morgan" and American European banking developments after Napoleon brings about shady marijuana business in Japan and the Black Eagle Banner. We study the futility of various commissions to hold these so called Merchants of Death responsible. And ask if these white old mens sons prosecution work at the OSS might have had something to do with it. Which is hard to answer as they bought up the  investigative press. Thus we resort to 30s and 40s analysis by the Comintern and also the Fourth International to create a definition of international fascism and its temporary solutions to overproduction. Piece by piece the interregnum of Natural vs Synthetic agriculture  starts to take shape. I put Andrew Mellon on trial and look at the history of his nephew Anslinger as he went from a railroad snitch  to a German speaking spy with mysterious ties to the Kaiser Wilhelm. When I finally dived down in to DOS documents and his personal files all became clear. I debunk the debunkers on the swindling of Hearst and cite Parenti. In a roundabout way the story of the MTA of 37 will explain the contemporary debacle in the Ukraine  and paper straws as it will open wide the gate for what is to come i.e the GMO research of the Third Reich. This is just some of the nuggets, since never before has so many threads come together in a single episode. Massive thanks to all of you who has been with me on this journey! Four faces are usually named in theories about an anti-cannabis conspiracy. Hearst, Anslinger, Dupont and at times Mellon. The story is older and much broader. Today I will begin explaining why these people and others were also involved in the fascist Wall Street Putsch of 1933. One American old money family, described at times as the core of the skull and bones, is the Whitneys. But it was not the cotton engine that got them rich. Their fortune, as much of the bourgeoisie's, was made during the Napoleonic wars.  A war structured by hemp supply n trade. Realising the vulnerability of an entire world market depending on a single nation's production of cannabis, as the map of Europe was redrawn, the colonial powers went to the global south, looking for alternative exotic natural fibres and slaves for the new mono-plantations. The 1850s onward was also an era of petrochemicals, steam and steel ships, sulphide extraction and chlorine bleaching for timber paper, it was the first truly global structuring of an agricultural commodity order, and the Whitneys show up everywhere. Understanding the beginnings of this anti-hemp matrix will take us to Freemason-guerillas in the Philippines, reactionary US admirals, the letters of Alexander and Napoleon, Viennese sledge trade,  Yamashita's gold as well as gangsters of capitalism in German East Africa.

Before the war on drugs picked up much steam in the United States, the war on Cannabis had to be built from scratch. In this episode, I trace the war on drugs back to pre-1900s roots, including the interests of John Rockefeller, Andrew Carnegie, Andrew Mellon, Lammot Dupont II, Harry Anslinger, Henry Ford and hemp farmers nation wide. I cover the outlawing of hemp farming, the industrial conspiracy to monopolize the use of petroleum-based products, the capitalistic roots of the war on drugs, and the use of racism by early war-engineers to garner support from the public. And in the process, we review some important US history.

In a tale of weedy vengeance, Abdullah and Bean investigate the life of Harry J. Anslinger—America’s first “drug czar,” author of Marijuana: Assassin of Youth, and the man most responsible for the global prohibition of cannabis. And then they settle the score. This episode is tied to the premiere of The United States vs. Billie Holiday, a new film from Lee Daniels (Push, Empire) telling the awful true story of how Harry Anslinger used the full power of federal law enforcement to target the legendary jazz singer for multiple arrests, ultimately hounding her into an early grave. Highlighted by a brilliant Golden-Globe-nominated performance from Andra Day, the film rightly casts Anslinger as the villain. But with the narrative focused on Holiday and an undercover FBN agent tasked with taking her down, the head of the Federal Bureau of Narcotics and his decades-long racist campaign against weed doesn’t get a lot of screen time.  So Abdullah and Bean decided to dig deep into Anslinger's horrific life story. The Marihuana Stamp Tax Act was approved on August 2, and went into effect on October 1, 1937. Moses Baca was arrested October 3; Samuel Caldwell was taken in two days later. Both pleaded guilty. Both were sentenced by federal Judge J. Foster Symes on October 8. Baca got 18 months for possessing a quarter-ounce. Caldwell was caught selling three joints to man named Claude Morgan and was also caught in possession of four pounds of cannabis, which he’d smuggled in from Kansas. He received a heavier sentence of four years. On October 17, 1937, both were received at the United States Penitentiary in Leavenworth, Kansas. ONLY 2 WEEKS LATER... This is a special re-broadcast of our episode from May, 2018.The celebration of Pentecost demands that we consider not just the ways in which the Spirit is at work in our lives, but also what unique gifts we possess and how we are called to use them in service to others. To paraphrase the reading from Corinthians, there are many different gifts, and we have each received them for some benefit. But, though the spirit is a great gift-giver, we aren’t always great gift-receivers. It is more natural for us to covet the gifts and talents of others than to see the value of what we ourselves possess. It’s hard to see how our strengths fit into the talent matrix of our families or the communities to which we belong. Yet, these strengths are, indeed, unique to us, and the employment of these talents is critical for the realization of the work of the Spirit. In today’s episode, we explore the concept of strengths, what they are, how to identify them, and how an authentic understanding and stewardship of strengths can engage our entire parish community. To do so, we’ll speak with stewardship expert Leisa Anslinger, and we’ll hear again from Pope Francis in this week’s Ministry Moment.

Go take a trip in the early summer or fall.   Littmann Telesteth Welch Allyn Otoscope X-Ray - A type of radiation called electromagnetic waves that creates 2D images of the inside of your body.   CBC (Complete Blood Count) - Lab used to evaluate a variety of factors.  White blood cell changes may reflect infection or cancer, platelet changes may reflect a bleeding disorder or cancer, hematocrit and hemoglobin reflect the concentration of red blood cells and their oxygen carrying capabilities (or cancer, yes cancer is always a top consideration for many abnormalities), and many more values to assess.   CMP (Complete Metabolic Panel) - Lab used to evaluate a variety of factors.  Electrolytes such as sodium, potassium, and calcium may reflect a nutritional change or disease state, liver enzymes are evaluated to assess possible infection such as hepatitis or alcohol abuse, and many more values are included.   Physical Therapist - A medical provider and part of the rehabilitation team to help assist with treatment, recovery, and overall well being of patients with chronic conditions, illnesses, or injuries.   Workcomp - Insurance and medical benefits for employees who are injured on the job.   SAIF - Oregon Worker's Compensation Insurance and Benefits   HIPPA (Health Insurance Portability and Accountability Act of 1996) - US law that provides data privacy and security provisions for safeguarding medical information that all medical providers must adhere to. “See one, Do one, Teach One” Consult - When asked to weigh in officially with your medical opinion from your specialty on a patient managed by another medical team or provider.   Rash - Temporary or permanent skin changes due to internal or external irritant/disease process.   Roman   Hims Pillpack OHSU (Oregon Health Sciences University) Providence Express Care Cannabis - The proper scientific name for the recreational and medical product now becoming legal.  The term Marijuana was used by Harry J. Anslinger to make it sound "more Mexican" for fear mongering during the early war on drugs that was essentially a class and race war.  #TrueStory   ED (Erectile Dysfunction) - Inability to obtain or maintain an adequate erection for sex.   Lipidemia - High levels of fats in your blood, requires lifestyle changes (diet, exercise) and at times medications to prevent heart attacks, stroke, and other consequences of long term elevated lipid levels.   Viagra - Original marketed drug used for ED that was, like many things, an accidental finding when looking to treat blood pressure.   UTI (Urinary Tract Infection) - More commonly in females due to a short urethra (where the pee comes out) and often caused by E. Coli (bacteria that is normally found in the gastrointestinal tract).  Symptom trifecta is urgency (“I have to go NOW!”), frequency ("but I just went!"), and dysuria ("ouch, it burns when I go or right at the end!").  Goes away with antibiotics and some studies have shown that cranberry juice (not cocktail) or pills may help in the early symptoms or to prevent onset.   UA (Urine Analysis) - Urine test used often to evaluate possible UTI.  Great resource on what to look for on a UA.   Medical History - The detailed and thorough questions you must ask of a patient to figure out the diagnosis and treatment.  "LOCATERS" is what I think of during each patient interview.  Location, Onset, Character of the pain (if present), what Alleviates it (if any), Timing, what Exacerbates it (if any), any Radiation or is the pain in one spot only, and Severity.   Then you have to ask Allergies and Meds, Past Medical History, Surgical History, Social History (smokes, drinks, what type of job, married, kids, etc), and Family History.  All easy to memorize once you get use to it.   CliaWaved Skype   BP - Blood Pressure   SPO2 (Peripheral Capillary Oxygen Saturation) - Percent of oxygenated hemoglobin (protein responsible for carrying the oxygen molecule on red blood cells.) Amazing stuff!   Specific Gravity - Density of the solution.  Water is usually around 1.000  A pale ale may start around 1.060 before fermentation.  When the urine is more towards zero (less then 1.005) I assume the patient is very hydrated and the sample is diluted.  The higher the number (1.020+) may reflect a degree of dehydration or another disease process.   STI (Sexually Transmitted Infection) - Dear Reader, we use to call this a STD (!), but disease refers to a more permanent state and some "STIs" are curable with medications, thus not a disease. Yeast Infection (Candidal Vulvovaginitis) - Overgrowth of naturally occurring yeast in the vagina resulting in common symptoms of white thick vaginal discharge (drainage), itching, and sometimes painful intercourse (dyspareunia). Urine Culture - Taking the urine sample and growing it in a lab to see what the infecting organism is and what it is vulnerable to.  This guides our antibiotic treatment.    Orthopedic Surgery - Branch of surgery concerned with conditions involving the musculoskeletal system. Harry J. Anslinger. Richard Nixon. Ronald Reagan. Harry, Tricky Dick, and the Duke. These three men shaped our modern culture, and they unwittingly exacerbated the issue that has grown into the opioid crisis. In order to understand today's crisis, we need to understand where it came from. The biggest obstacle to overcoming the opioid crisis is stigma. This stigma is rooted in our history, going all the way back to the early 20th century, when it was criminalized on a large scale in the United States.Addiction is treatable, treatment works, and people recover.

Throughout my time with Aveda and the beauty industry, I can't remeber a time we weren't going through enormous change. Who knew that we would end up in this place at this time? Aveda  has seen its big changes:  from Horst to Estee Lauder, from Dominque's group to a lot of new faces. April Anslinger is the new North American Senior Vice President for Aveda. We met as Aveda Congress was ending two weeks ago in Minneapolis. It truly amazes me how someone can come from the outside of a company as tight as Aveda is and learn its underpinnings and issues as fast as she has. In our conversation we talk about Aveda's view on booth rentals. Aveda's new e-commerce approach called "A-Commerce," is the first in the industry.  We discussed the containment of Amazon. The structure of the relationship and how decisions and reporting flows from Aveda and Estee Lauder. And of course we find out who April Anslinger really is: her background, her home life etc.

“The prestige of the government had undoubtedly been lowered considerably by prohibition”, Albert Einstein observed when he visited the United States in the early 1920s. “Nothing is more destructive of respect for the government and the law of the land than laws which cannot be enforced.” In this episode of Made You Think, Neil and Nat discuss Smoke Signals by Martin A. Lee. In this book we take a walk through the history of marijuana, from it being a legal, useful plant and the third largest crop in the U.S to it being illegal and harshly but selectively punished. We see how racism and the variety of political backgrounds have shaped the PR of this ancient plant. “It was a move that served as a pretext for harassing Mexicans. Just as opium legalization in San Francisco 40 years earlier was directed at another despised minority, the Chinese. In each case the target of the prohibition was not the drug so much as those most associated with its use. Typically in the United States drug statutes have been aimed or selectively enforced against a feared or disparaged group within society.” We cover a wide range of topics, including: The history of marijuana, benefits and uses Arguments for and against legalization Political figures and their contribution to The War on Drugs Effects of consumption, psychedelics and edibles Tangents on wellness retreats, duels and fact checking fake news And much more. So much history of this ancient plant. Includes scientific, medical and recreational history as well as legislative and political history. The book focuses on the US history of marijuana and some within Europe too. 02:09 – The book starts as soon as the U.S was colonized around 1776 and includes insights right through to 2009. The push on recreational legalization started happening right after this book came out. We knew that cannabis had been illegal for a long time but didn’t know how it became that way. It’s strange to consider that there used to be a law that farmers had to grow hemp. Lots of things in the book are counter to what your original impression might be. We are not high for this episode, this book is too linear and fact-based for that. 05:47 – The book includes a little bit of background on the history of cannabis and the uses. We know old tribes around the world were using psychedelics and other plant medicines to induce spirit journeys or healing rituals. It seems to be a global constant that people are using mind-altering drugs for spiritual experiences. There are theories around certain bible stories being a recounting of a psychedelic experience. 07:59 – Ayahuasca as an incredible psychedelic, several plants found in the Amazon are known for their mind altering capabilities. Drugs have been used in rituals for a long time. Cannabis seems to be like revered for that reason in many of these cultures. Marijuana is a psychedelic when consumed certain ways. It would be pretty easy to think that by taking this plant you're communicating with God. You can't really get these experiences any other way. 11:03 – Looking at the benefits of marijuana and how it can change your perception of the world. Dennis McKenna explains that your brain filters everything you interact with in life and you're looking at it through a lens. With psychedelics and even marijuana some of those filters start to fall away. In some ways you start to see things more clearly. You see things from a different perspective. It puts you in an altered state of consciousness. The uses and harms of marijuana – marketing problem vs framing problem. 12:54 – The distinction between hemp and marijuana is really interesting. They are the same plant but owning hemp products is legal as it is non-psychoactive. So much of society depended up on hemp up until the 1800’s, clothes, paper, rope, oil. It is nutritionally dense too. The production of hemp was so important it was a matter of national security. It’s amazing how public opinion of a product can change. It was the third largest crop until it was criminalized. 200 years later people are getting thrown in jail for possession. Are there any things that we take for granted that will just be like completely illegal in the future? 19:01 – WeWork banning meat consumption on expenses. Vegetarianism would contribute to the reduction in numbers of animals if meat consumption goes down. We can’t sustain the numbers of animals if it is not for consumption. In Homo Deus it mentions that 50% of all non-domesticated fauna have either gone extinct or are on the road to extinction in the last 200 years. 21:18 – Argument against eating chicken. Smaller animal with less meat, not eating chicken is the easiest way to reduce the amount of suffering created through your diet. Also for dietary reasons due to excessive estrogen. 25:49 – Wellness retreats and limited health science knowledge. Some people are vegan for health reasons, some for virtue signalling reasons. They only make choices that are externally visibly as being health conscious. Behind the scenes, like cooking with lower quality oil, poorer choices are made. 28:15 – Origin of the word marijuana from Mexico. Modern strains don’t have much CBD any more because they have been bred to have increased THC. THC is the psychoactive component and CBD is the healing component. Eating it is a very different experience to smoking it. Four times as strong as it is digested and processed by the liver. Varying trends over the years in consumption. Chewing, ingesting, smoking. Hashish clubs and dinner, as part of puddings. 32:44 – The term marijuana came from Mexican slang. Prohibitionist started using it take advantage of growing racism against Mexicans. Became attributed to being a Mexican thing. California was the first to outlaw it in 1913. 35:21 – “It was a move that served as a pretext for harassing Mexicans. Just as opium legalization in San Francisco 40 years earlier was directed at another despised minority the Chinese. In each case the target of the prohibition was not the drug so much as those most associated with its use. Typically in the United States drug statutes have been aimed or selectively enforced against a feared or disparaged group within society.” Recurring theme of using drug laws as a form of racism. Looking at the arguments to keep marijuana illegal, some say this is a way to like catch people who are doing other crimes. Also that the police choose to not go after the actual drug dealers. There are more low level consumers who are easier to prosecute. Laws seem to be enforced extremely selectively. By being put in jail that increases the likelihood of becoming a more serious criminal. 40:23 – Marijuana has so many medical uses. As a society we are used to single target drugs but cannabis has over 200 different active compounds. The pharma industry is mostly interested in patentable compounds – a plant isn’t patentable. Cannabis has been found to reduce side effects of lots of conditions. Remarkable stories of it stopping the progress of glaucoma, stopping people turning blind. People in states that do not have legal marijuana access for medical purposes have to rely on friends bringing it to them illegally. 44:36 – False narratives portrayed to the public about the effects of cannabis use. Taleb said that if any time somebody uses children or women as the reason for something being bad, they're probably lying. It was said that “marijuana will make Mexicans and blacks lust after your wives”. 44:59 – Acts of cannabis taxation were brought into force and enforced harshly before people even knew the law existed. The punishment does not fit the crime at all. Harry J. Anslinger put together a campaign against marijuana for more funding and to keep his job. Doctors are now getting tired prescribing opiates and seeing people get addicted to them so are turning to dispensing cannabis where usage is legal. In San Francisco there are startups that will deliver marijuana products in under 30 minutes. 50:47 – So many research initiatives are being done and they overwhelmingly say it's not harmful however Anslinger ignores them. Side effects are debunked and the LaGuardia committee refutes every claim. 51:41 – Moving on in history to Nixon. “Nixon linked cannabis to loudmouth to racial protesters. ‘They're all on drugs’. He brusquely told an aide. Susceptible to bouts of paranoia the commander-in-chief blamed the Jews for spearheading efforts to legalize cannabis. ‘You know, it's a funny thing every one of those bastards that are out there for legalizing marijuana is Jewish, what the Christ is the matter with the Jews Bob?’ Nixon asked his closest advisor HR Haldeman. In private conversations with his inner circle tricky dick also Savaged African-Americans. Nixon emphasized that ‘you have to face the fact that the whole problem is really the blacks. The key is to devise a system that recognizing this while not appear in to’ Haldeman wrote in his diary.” 52:30 – You can't like just make a law that it's illegal to be black or Jewish but you can pass a law that targets them. Crackdowns on production did nothing except increase the price of marijuana and make more Mexicans want to farm it. Distinctions between alcohol and marijuana. “Nixon, a heavy drinker, drew a rather fuzzy distinction between marijuana and alcohol. ‘A person doesn't drink to get drunk a person drinks to have fun while a person smokes pot to get high’, the president told a friend” “Addicted to sleeping pills and amphetamines and often South on liquor Nixon staggered through the White House in a daze talking to portraits of past presidents that hung on the walls" 54:08 – Everybody who's heavily against legalization is a hypocrite in one way or another they're either alcoholics or they're taking painkillers. It seems like a fairly common theme. Studies on effects of marijuana consumption in Jamaican mothers. “The ganja moms and their kids did not appear to be harmed by marijuana exposure in the womb. There were no physical abnormalities, no cognitive deficits and no neonatal complications nor were there any discernible differences between the three day old babies of mothers who used marijuana and the three-day-old non-exposed babies. They were surprised to discover that after one month the babies of mothers who had used ganja throughout their pregnancy were actually healthier more alert and less fussy than one month old infants whose mothers did not take cannabis. Test results for one month old infants whose mothers also ingested ganja while breastfeeding were even more striking heavily exposed babies were more socially responsive and more autonomically stable than babies is not exposed to cannabis through their mothers milk. Alertness was higher motor and autonomic function or autonomous systems were robust. They were less irritable less likely to demonstrate in balance of tone needed less examiner facilitation than the neonates of non using mothers. And then when they were tested at four and five their team found absolutely no difference between the children of ganja moms and children of non-users.” 56:58 – These studies showed little side effects, seems quite beneficial. Nancy Reagan was a chronic user of prescription tranquilizers. Her daughter basically said her mother's anti-drug advocacy may have been a form of denial. Dangers of overstating the harmful nature of cannabis has other effects. “Uncle Sam cried wolf too often first. Marijuana was said to create maniacal Killers then to produce inert masses of lazy indulges when teens caught on they weren't getting the Straight Dope about marijuana. They were more likely to ignore warnings about genuinely dangerous drugs.” 01:00:26 – Perception of marijuana impacts other harder drugs. Whenever an authority says something is unhealthy we now re-consider if that is true or not. Fortunately we are now in a time we can fact check anything instantly. Nutritional value of red meat and checking what is true. 01:04:04 – It's really clearly a racism thing, whites and blacks use illegal drugs at the same rate however blacks were arrested prosecuted and jailed at much higher rates. This book covers the war on drugs and how it escalated from the 50’s through to the 90’s. Benefits of marijuana, fasting and ketosis on chemo patients. There could be so much more research on these things. Feels like a crime to make something so helpful, illegal. Horribly ironic in some sense because you know Reagan died of Alzheimer's. It seems like doctors just have known of these benefits it for years. 01:10:37 – Oxycontin and number of deaths. It’s crazy how something so deadly is legal. “Purdue Pharma multi-billion dollar blockbuster was linked to thousands of Overdose deaths. Of the almost 500,000 Hospital emergency room visits in the US in 2004 more than 36,000 involved Oxycontin.” No one has ever died from marijuana ever write as far as we know. People will say it's a gateway drug. The only way it's a gateway drug is when it's illegal as it forces you to create a relationship with a dealer. 01:12:53 – Since legalization teen marijuana use is unchanged in both, Colorado and Washington State. Amazing how political the history is, in a mix of racism and fear mongering. All of the research around the benefits is fairly compelling. “The Economist, the blue-chip British magazine editorialized that the FDA's stance on marijuana lacked common sense adding, if cannabis were unknown and bio-prospectors were suddenly to find it in some remote mountain crevice, its discovery would no doubt be hailed as a medical breakthrough. Scientists would praise its potential for treating everything from pain to cancer and marvel at its rich pharmacopoeia, many of whose chemicals mimic vital molecules in the human body.” 01:15:46 – There has also been significant reduction in opioid usage in the states with active dispensaries for cannabis. 01:16:08 – If you’d like to support the show go to patreon.com/madeyouthink. The celebration of Pentecost demands that we consider not just the ways in which the Spirit is at work in our lives, but also what unique gifts we possess and how we are called to use them in service to others.

AUTHOR: Chelsey Luger Chelsey is a journalist from the Turtle Mountain Band of Chippewa and Standing Rock Sioux Tribe For YES! Magazine There are strollers and swings, high chairs and play yards, vibration seats and musical floor mats. When it comes to devices for holding and transporting babies, the options are endless—so much so that millions of moms and dads spend hours online poring over reviews and ratings to then spend billions of dollars finding the safest, cutest, and most appropriate items for their little ones. But one type of baby carrier has existed well before all others. It’s safe, economical, and beautiful. It comes in all types of designs and many, many sizes. Some are adorned with furs and leathers, others in colorful beads and shells. Some have intricate wood carvings and floral designs, while others are made of simple, natural fabrics such as muslin or cotton. Babies love this baby carrier, and so do moms. It’s practically perfect, but there’s a catch: It’s extremely difficult to find at any store or even an online shop. It’s called the cradleboard, and it has been used by indigenous families from hundreds of nations across North America for thousands of years. READ MORE: ARTICLE 2: TITLE: Indian Country left behind as Republicans push tax cuts through Congress AUTHOR: By Kevin Abourezk Passage of a $1.5 trillion tax reform bill represents a rare and now missed opportunity to address the many economic development disparities in Indian Country, according to Democratic members of Congress. “Congress has a responsibility to ensure that tribes are able to be self-sustaining and have access to economic opportunities, and that’s why the tax bill that just passed the House is so deeply disappointing,” said Rep. Dan Kildee (D-Michigan) during a conference call following passage of H.R.1, the Tax Cuts and Jobs Act. The House vote on Tuesday afternoon set the stage for final passage of the controversial legislation. The roll call fell along party lines, with all but 12 Republicans in support of the bill and all Democrats opposed. READ MORE: ARTICLE 3: TITLE: Nearly all members of National Park Service advisory panel resign in frustration AUTHOR: By Juliet Eilperin More than three-quarters of the members of a federally chartered board advising the National Park Service have quit out of frustration that Interior Secretary Ryan Zinke had refused to meet with them or convene a single meeting last year. The resignation of 10 out of 12 National Park System Advisory Board members leaves the federal government without a functioning body to designate national historic or natural landmarks. It also underscores the extent to which federal advisory bodies have become marginalized under the Trump administration. In May 2017, Zinke suspended all outside committees while his staff reviewed their composition and work. In a letter to the secretary on Monday, departing board chairman Tony Knowles, a former Alaska governor, wrote that he and eight other members “have stood by waiting for the chance to meet and continue the partnership . . . as prescribed by law.” All of the signatories, who serve as unpaid volunteers, had terms set to expire in May. READ MORE Article 4: TITLE: Native Farm Bill Coalition Formed More than 30 native American tribes have formed the Native Farm Bill Coalition in an effort to give native American farms a voice at the farm bill table. Minnesota Public Radio reports that the coalition is an outgrowth of programs to improve health and expand access to healthy food for Native Americans. The coalition says that for decades, Indian Country has largely been pushed to the side during farm bill discussions. That means, according to coalition leaders, Native Americans and tribes are “missing out on major opportunities to protect and advance their interests.” The Native Farm Bill Coalition is a joint project by the Seeds of Native Health campaign, the Intertribal Agriculture Council, the National Congress of American Indians, and the Indigenous Food and Agriculture Initiative, to improve Native dietary health and food access. Article 5: TITLE: Tribes not subject to Labor Relations Board rules WASHINGTON — Rep. Kristi Noem led the U.S. House of Representatives in passing provisions to protect tribal sovereignty on labor issues. The legislation, which many South Dakota tribes have long supported, would clarify that the National Labor Relations Board (NLRB) does not have jurisdiction over tribally owned and operated businesses. “In 2004, the National Labor Relations Board unilaterally decided that it needed to meddle in the affairs of tribally-owned businesses on tribal lands, threatening the foundation of Indian law, the principle of tribal sovereignty, and the limits that ought to be placed on the federal government,” said Noem. “Subjecting Native American tribes to National Labor Relations Board rules is yet another sign that some still want the federal government to interfere in tribal decision making. I’m proud to see provisions pass the House that withdraws the government’s heavy hand and again reinforce our commitment to tribal sovereignty.” READ MORE Article 6: TITLE: CHEROKEE NATION LAUNCHES NEW LANGUAGE PROGRAM FOR CHEROKEE IMMERSION CHARTER SCHOOL GRADUATES AUTHOR: BY NATIVE NEWS ONLINE STAFF TAHLEQUAH — The Cherokee Nation recently launched a pilot program to ensure students who learned to speak Cherokee at the tribe’s Cherokee Immersion Charter School continue to use the language as they enter high school. Cherokee Nation Principal Chief Bill John Baker and Cherokee Nation Businesses CEO Shawn Slaton signed a memorandum of understanding to create the program, called the 14th Generation Master Apprentice Program, during a ceremony at the tribe’s Cherokee Immersion Charter School in Tahlequah on Wednesday. “CNB’s monetary commitment to the Cherokee Language Master Apprentice Program will further advance the preservation and usage of the Cherokee language, as graduates of the program are placed in supervised teaching roles,” Baker said. “That means language lessons can be utilized at Sequoyah High School as well as in community settings. Creating Cherokee speakers, and in turn, letting them pass along what they have learned, will help keep the language flourishing for generations to come.” READ MORE Article 7: TITLE: Doug George-Kanentiio: Mohawk people must take action on marijuana AUTHOR: By Doug George-Kanentiio Who was Harry Anslinger (1892–1975) and how did he come to have a deep effect on the Mohawks of Akwesasne? To begin with we need to understand the product which consumed Mr. Anslinger director of the U.S. Federal Bureau of Narcotics (now the Drug Enforcement Administration) from 1930–1962. Director Anslinger hated blacks, he hated jazz, he hated Mexicans. He believed their music and culture was polluting the rest of the United States and that the use of marijuana by musicians was the mark of a degenerative people, particularly African Americans who he accused of being drug addicts consumed with the desire to seduce white women. He claimed marijuana drove the Mexicans and black people mad, causing them to commit terrible crimes of murder to rape. He instructed his agents to “shoot first” in their raids on suspected users and dealers. Anslinger exaggerated and lied about marijuana and its effects on humans. He suppressed any objective medical report which challenged his claims that it was dangerous and instead showed how it was of dramatic, effective use as a medical drug. In this, he was supported by the pharmaceutical companies and sensational articles published by William Randolph Hearst in his newspapers. READ MORE

A master propagandist prone to demonizing ethnic and immigrant groups, Anslinger's ideas laid the foundation for the modern drug war and brought awareness of cannabis to the American masses. Alexandra and I talked about the Harrison Act, how America was scandalized by wild 'marijuana parties,' and the analogues between coming out as queer and coming out as a stoner.

The so-called “War on Drugs” continues, and according to one author and educator it has made little progress since its inception back in in the early part of the 20th century.  And she says not only is the war’s effect minimal, it has also evolved into a racist and xenophobic effort. Wright State University Newsroom

http://wright.edu/news Dozens of Wright State students, faculty and staff took part in a bike to campus breakfast on May 18. When the bikers arrived at the Student Union Atrium they were greeted with a healthy breakfast. The morning event was organized by Wright State's Office of Campus Recreation and the Department of Environmental Health and Safety. “Wright State has a great location for riding bikes. We’re right on the largest interconnected bike path system in the country. Now with the pedestrian bridge going up over Interstate 675 we are even more connected to that system,” said Amy Anslinger, Outdoor Recreation assistant director. Anslinger says that biking to work is a great form of exercise and adds fewer emissions into the environment and reduces traffic congestion. Mark Thornton is a Senior Fellow at the Mises Institute. He is the author of many books, including The Economics of Prohibition (which you can access for free here), which is also the topic of this episode. 1. Does drug prohibition help stop poverty and homelessness? The conventional wisdom on drugs is simple: you see drugs and drug abuse mixed with poverty and homelessness and it makes intuitive sense that drugs play a role in causing poverty. It seems to follow that by criminalizing drugs, you can take them out of the equation and help solve the other problems. Mark disputes this conventional wisdom. First, the causation doesn't necessarily go from drugs to poverty. Poverty can cause people to abuse drugs and mental illness can cause both self-medication and poverty. Second, if you legalize drugs, they won't be sold on the street. Instead, they'll be sold by legitimate businesses with a particular interest in maintaining their reputation and not harming their customers. Prohibition is what creates the black market, which in turn generates violence, crime, and more potent and dangerous drugs, all of which exacerbate poverty. You can't clean up the social problems related to drugs by criminalizing them when criminalizing them is what caused many of those problems. 2. The Suburban Heroin Epidemic Mark recently authored an article called The Legalization Cure for the Heroin Epidemic. In the article, he calls attention to the rising number of overdose deaths in the United States: The number of drug overdoses in the US is approaching 50,000 per year. Of that number nearly 20,000 are attributed to legal pain killers, such as Oxycontin. More than 10,000 die of heroin overdoses. I believe these figures vastly underestimate the number of deaths that are related to prescription drug use. The face of drug abuse has changed in recent decades. Rather than the homeless junkie we might picture when we think of addiction, the new addicts are middle-class people who have been over-prescribed legal opiates like such as Oxycontin and Vicodin. Doctors have been routinely prescribing these addictive opiates and many people turn to the black market rather than going cold turkey when their prescriptions expire. The problem is that Oxycontin and Vicodin are very expensive on the black market, so many of these unintentional addicts turn to heroin as a cheaper substitute. The problem with buying black market heroin is that you don't know what you're getting. Different addicts need different doses, and you don't know what kind of dose you're getting and what it's been cut with. All it takes is one particularly strong dose to cause an accidental overdose. 3. American Foreign Policy and the Supply of Opiates Afghanistan is the largest grower of illicit opium, and the supply has greatly increased since its invasion in 2001. The invasion destroyed the country's legitimate economy and many farmers turned to opium production. Being a huge and basically lawless country with a perfect climate for growing poppies, the global supply of opium exploded. 4. Political Lies to Support Drug Prohibition Mark discusses the political circumstances around the prohibition of marijuana in the United States. Marijuana prohibition went national with the passage of the Marijuana Tax Act of 1937. It too quickly changed from a measure to tax and regulate into an outright prohibition. Even hemp, the non-intoxicating form of cannabis was banned! When propaganda claiming that marijuana was deadly and caused insanity, violence, and criminal behavior was debunked (aka Reefer Madness), the "gateway theory" was born to fill the void. The gateway theory posits that while marijuana might not be addictive or dangerous, it would lead the user to try the hard drugs, such as heroin. This theory became the prevailing view in the second half of the twentieth century. Commissioner Harry J. Anslinger made up this gateway theory on the spot when arguing for the prohibition of marijuana. Unfortunately, the argument stuck. Recently, a quote by John Ehrlichman, Richard Nixon's domestic policy advisor (and Watergate co-conspirator) has resurfaced on the internet: "The Nixon campaign in 1968, and the Nixon White House after that, had two enemies: the antiwar left and black people. You understand what I’m saying? We knew we couldn’t make it illegal to be either against the war or black, but by getting the public to associate the hippies with marijuana and blacks with heroin, and then criminalizing both heavily, we could disrupt those communities. We could arrest their leaders, raid their homes, break up their meetings, and vilify them night after night on the evening news. Did we know we were lying about the drugs? Of course we did." This quote shows how drug prohibition has long be complicit with the politics of bigotry. 5. Progress Against the War on Drugs Despite the sordid history of drug prohibition in the twentieth century, we've made slow progress towards a sane drug policy. Marijuana's many health benefits cannot be denied, and legislators are starting to take notice. Medical marijuana has been legalized in many places, and some places have even legalized it for recreational use. Meanwhile, some jurisdictions have switched from treating drugs as a criminal issue to treating them as a medical issue. Portugal legalized all drugs in 2001. Some police chiefs have even unilaterally changed course in how they deal with addicts, offering help rather than incarceration. We can only hope that complete legalization is just around the corner.
