On May 9, the Henrico County Board of Supervisors awarded a .6-million contract to B&B Signal Corporation to enhance the county's traffic management system. Federal funding will allow the county to upgrade controller cabinets and add backup batteries at traffic signals throughout Henrico. Work is scheduled to begin in June and is estimated to take a year and a half at most, Henrico Public Works Director Terrell Hughes said. We delve deeper into the story behind the world's first roadside deployment of wind turbines on Telford & Wrekin's network, with the company who developed the technology Alpha 311. Its Chief Executive Officer, Barry Thompson, told us the business model has been created so local authorities can generate revenue from the electricity generated from the turbines. He said: “We are starting to see a huge possibility with regards to utilising the road infrastructure as a revenue generator. For example, we are talking to another council in the north that want to look at generating the energy from the turbines for electric vehicle charging. Councils need to look at every possible opportunity with regards to how they can help fund the road network or use the energy generated in local communities and there is obviously a strong carbon reduction element which everyone is searching for.” The turbine turns in low wind speeds, and can not only power the street lights, but will also produce surplus energy that Telford & Wrekin Council can use for local amenities or sell to utility partners to generate a secondary revenue stream. Installation begins later in the year, and the scheme could include up to 181 turbines delivered to the council. Telford & Wrekin Council has 20,000 lighting columns, and these 181 turbines will render them all carbon neutral, which goes some way to helping the council meet its climate goals. So our brains are very good at recognizing patterns, but also at creating them, even when they're not there. - Dr. Jay Giedd, Chair of Child Psychiatry at Rady Children's Hospital - San Diego and Director of Child and Adolescent Psychiatry, Professor of Psychiatry at UCSD School of Medicine, and Professor in the Department of Population, Family and Reproductive Health at Johns Hopkins Bloomberg School of Public Health.   Episode 20: Neural Traffic Flow in the Conscious Brain with Dr. Jay Giedd In this lighthearted conversation, Bernard Baars welcomes returning guest, developmental neuropsychiatrist Dr. Jay Giedd, Professor of Psychiatry at UC San Diego School of Medicine. Jay Giedd shares with Bernie Baars one of the utmost questions on his mind as of late, namely, at what point do we cross the threshold from being unconscious to being conscious?  They examine how sleep studies and improving brain imaging technology can help us understand the nature of consciousness, and Jay considers the notion that emergence of awareness is caused not only by the quantity of brain neurons, but also by the types of connections.  To Sleep, Perchance to Dream The duo discuss dream content, and Jay reflects on his initial training as a Freudian psychoanalyst, part of which included keeping a dream journal. He makes the observation that although the dreaming mind can create a narrative where the laws of physics and biology are defied, our dreams are nonetheless connected to our day-to-day activities. Bernie suggests that one possible hypothesis for this phenomenon is the cortex trying to find meaning, even with random input. Sensory Perception and Conscious Beliefs: True or False? Jay highlights the fact that perception and cognition do not always accurately represent reality. In terms of increasing our chances of survival, it may be more important that our perception and pattern recognition skills actually work, rather than how accurate they are. Jay also emphasizes that over time, the physiology underlying conscious signals might have been strengthened by providing humans the ability to cooperate and better understand one another, thus further increasing our odds of survival. How neural traffic flow is measured and the limitations of our scientific tools. Bernie makes a distinction between the functional and the anatomical connectivity of the brain. Jay reinforces this by explaining how neural traffic flow can be measured. Scientific tools have greatly improved, but there are still many puzzles that are unsolved. In the final moments of their conversation, Jay shares his belief that one day, consciousness will not seem incomprehensible, although he acknowledges that we still have a long way to go. WHAT IS THE BRAESS PARADOX? Braess' Paradox states that, counterintuitively, adding a road to a road network can slow down overall traffic through it. The paradox was discovered in 1968 by German mathematician Dietrich Braess. At the root of this paradox is that every driver thinks for themselves as the lack of cooperation with other drivers means that every driver will aim to take the fastest possible route. Hence, the shortest route becomes overwhelmed and also slows down merging-in from lesser-traveled nodes, which, in turn, causes delays on those nodes. In New York, Boston, London, and Seoul, traffic congestion decreased in as little as a week after congested roadways were closed. HUMAN VS. ANT. “According to scientists who studied traffic density for humans and for ants, it was discovered that when the occupancy rate on the road exceeds 40 percent, people gradually slow down their speed and stop after a certain stage. Thus, congested traffic or traffic jams. In ants, on the other hand, we observe an opposite phenomenon. As the traffic density increases, the flow increases at the same time. When the occupancy rate on the road reaches 80 percent, the ants synchronize their tempo and continue on their path at the most optimal speed (SOURCE: Ibrahim Kovin, Oct 18, 2021. Cantorsparadise.com). It might be argued that the ants' goal is survival of the colony and the human's goal is to be the first person at work. So we expect people to flock to the shortest possible route, or our navigation apps pull from the same maps and data to funnel us into a bogged down shortcut. AI can sell us out, but the antecedent event can also steer our subconscious thinking. FORCED LEARNED BEHAVIOR. When people are forced to alter their routines due to an unexpected, dramatic event - such as a bridge failure, they tend to begrudgingly follow government-placed detour signs and also poke around for a new path that allows them to complete their commute. As their long-accustomed-to primary route is out of service, drivers tend to stick with their first-experienced new routes - even if they are not particularly efficient. They would rather travel a known route than attempt to find a shorter route. One would think this new patterning would be readily tossed aside if the previous route, which was shorter and faster, was restored. That's what happens during expected closures of familiar routes. However, when the I35W bridge was re-opened in 2008, demand did not bounce back to pre-collapse levels as expected - and the addition of lanes didn't cause the dreaded Braess' Paradox. THREE REASONS DRIVERS DIDN'T REVERT TO FASTER PRE-COLLAPSE ROUTES. These three facts might have influenced drivers' behavior: (1) The unexpectedness of the I-35W Bridge collapse and the mandatory route changes some commuters were forced to make created inherent resistance to return the bridge following reopening; (2) The prolonged closure was lengthy enough for the benefits of route familiarity in the disrupted network to outweigh the low travel times found on the new bridge; and (3) The tragedy itself discouraged some commuters from returning to the site (SOURCE: MN DOT Research Services. (1) Humans tend to think individually and gravitate to the shortest or fastest path, often overloading it. This has been observed with new roads as well as drive-thru lines at restaurants. The phenomenon is known as Braess' Paradox. (2) Following an unexpected disruption, an avoidance phenomenon is observed that will typically diminish over time. (3) And, in contrast, pre-planned disruptions, even with similar magnitude, generate much smaller impacts. Bonus tip. In a crisis, think the opposite of the masses. ACCORDING TO THE JOKER: “I just did what I do best. I took your little plan and I turned it on itself. Look what I did to this city with a few drums of gas and a couple of bullets. Hmmm? You know... You know what I've noticed? Nobody panics when things go "according to plan." Even if the plan is horrifying! If, tomorrow, I tell the press that, like, a gang banger will get shot, or a truckload of soldiers will be blown up, nobody panics, because it's all "part of the plan". But when I say that one little old mayor will die, well then everyone loses their minds. Introduce a little anarchy. Upset the established order, and everything becomes chaos. I'm an agent of chaos. Austroads has recently completed a project to review and propose improvements to the guidance on interrupted traffic flow theory contained within the Austroads Guide to Traffic Management (AGTM), Part 2 and Part 3. The updates will broaden practitioners' understanding of interrupted traffic flow theory and enable them to manage congestion on road networks more effectively. This webinar, presented by Mark Plattz and Emily Plath, will equip practitioners with the knowledge of the existing topics and emerging best practice in the assessment of simple and complex traffic scenarios in an Australasian context. Presenters outline the work undertaken during the project and detail the proposed changes to Part 2 and Part 3 of the Guide to Traffic Management. The key areas that have been identified for development in AGTM Part 2 and Part 3 include bottlenecks, travel time reliability, roundabout theory, analysis of signalised intersections, active transportation and demand management, multi-modal considerations and traffic flow impacts of heavy vehicles.

There's a new idea to try and keep traffic flowing in Kent if there's ever cross-channel disruption. You might know that a system called Operation Stack has been used in the past which sees lorries queued on the M20 - then Brock came in ahead of Brexit which used a contraflow system instead. Now, the government's said it's going to be using a moveable concrete barrier. With today’s episode we continue our exploration of the Future of Mobility: how technology is starting to impact—hopefully for the better-- the way we move around our cities and beyond.Today we talk to Shai Suzan, Cofounder and CIO of WayCare Technologies. When we think of mobility, we think first and foremost about speed and safety. We want to get from point A to point B quickly, without getting stuck in interminable traffic jams; and we want to get there safely. Waycare Tech uses Artificial Intelligence to deliver exactly this. It has already notched up some impressive achievements, reducing accidents and congestions, and improving the response time of emergency vehicles when accidents do occur.How does Waycare Tech do it? They have developed a software that can link together a city’s Traffic Management System with a number of other relevant data sources, from traffic lights to connected vehicles via navigation apps. Waycare Tech’s AI turns those data into predictive analytics, and translates them into real-time advice. Looking at real time traffic patterns, it is able to identify spots where congestion is about to occur, and advise drivers how to avoid them; it can pinpoint areas where accidents are more likely to occur soon, allowing city authorities to deploy emergency vehicles in the vicinity—this saves lives by getting accident victims to a hospital faster. The predictive aspect is key. Existing navigation apps can already tell you when a segment of your commuting route is already backed up— but Waycare Tech can tell you if it will be backed up by the time you get to it.We discuss cybersecurity and privacy concerns, how connected vehicles can act as “virtual sensors” complementing the existing infrastructure, and how these technologies can already help the sprawling megacities in emerging markets.There is a lot to absorb and think about in this episode, and all of it maps directly to our daily experience.As always, we ask that you share the episode with a friend, share on social media, and help us spread the word!

The Federal Government has invested $151.5 million in four new Cooperative Research Centres. They represent very diverse areas. One is for High Performance Soils, one is for Honey Bee Products and one is for Food Agility. But over a third of the money will go to a new iMove CRC which will explore digital and evolving vehicle technologies to help traffic to flow more smoothly. The iMove Centre has already assembled 46 commercial, research and government partners prepared to contribute a further $178 million in cash and in-kind contributions over the grant period of 10 years. The CRC will develop systems that harness the growing amount of real-time information available from cars, trucks, public transport vehicles and even personal smartphones with the aim of smoothing traffic flows, prioritising commercial freight operations and making the best use of the country's multi-billion-dollar road infrastructure. Ian Christensen CEO excelerate Australia, lead of the bid from the iMove CRC joins us on the line to tell us all about it.
