主播:翩翩(中国)+ Selah(美国)音乐:Anywhere Is近日关于关于法国总统马克龙的一段“打脸”视频火了(go viral)。今天我们要聊的话题就是本次“打脸门”事件(Slapgate Incident)。01 Macron's “Slapgate” Incident 马克龙“打脸门”事件马克龙夫妇乘专机(on a private plane)抵达越南(Vietam)。But right before stepping off the aircraft (下飞机), they appeared to (疑似) have an argument. And in an awkward moment caught on camera, Brigitte appeared to slap the president's face. But Macron quickly snapped right back (立刻恢复原状) into a smiling, waving politician (政治家) when he noticed the camera.视频中马克龙反应非常快,网友调侃其“压力下反应迅速”(quick thinking under pressure)。But the internet went nuts (走红), and every major news outlet (主流新闻媒体) picked it up (报道).02 Media Headlines and Public Speculation 媒体标题与公众猜测Some people are low-key wondering (小声嘀咕) if there be trouble in their marriage. She was his teacher—25 years older and already a mom of three. They fell in love. In the end, he married her at 29. They've been together ever since.student-teacher affair: 师生恋(带有负面暗示)affair: 事情,可引申为风流韵事、不当关系A sexual relationship between two people, usually when one or both of them is married to somebody else.Eg. Somebody is having an affair. 某人有婚外情。scandal-ridden relationship: 丑闻缠身的关系A scandal-ridden relationship is a romantic connection (情感纠葛) between two people that causes a lot of public shock, criticism (批评), or disgrace (耻辱)—usually because it breaks social rules.slapgate: 打脸门It refers to any of various controversies involving a well-known person slapping another person or thing.英语里面人们会用“-gate”作为后缀来命名丑闻事件,这一用法源自“水门事件(the Watergate Affair)”。从水门事件之后,这个“-gate”后缀变成了一个很有趣的英语语言现象,专门来指各种政治丑闻(political scandal)、科技丑闻(technology scandal)、商业丑闻(corporate scandal)、娱乐丑闻(celebrity scandal)。Eg. Irangate: 伊朗门Partygate:派对门(英国首相鲍里斯·约翰逊在新冠封锁期间违规举办派对)Nipplegate: 胸门It was when Janet Jackson's top accidentally came open (上衣不小心开了口) during the Super Bowl show (超级碗场秀) in 2004.Serious media outlets use the “-gate” for major scandals like Russiagate in a formal context, but when applied to minor incidents (小事件), it often carries a sarcastic tone (调侃色彩). 英文中大事小情都是“......门”,就跟表情包(memes)一样,开玩笑的意味比较重。有趣的是马克龙登机口被打脸事件称作“slapgate”有一个妙用,就是双关(pun),因为英文中登机口就是gate。After Macron got slapped, Twitter users came up with the savage nickname (很损的外号) “Smacron”-a brutal combo (一种残酷的组合) of “smack (掌掴)” and “Macron”.03 Macron's Explanation and Public Skepticism 马克龙的解释与公众质疑After the video went viral, Macron was quick to clarify—he said they were just horsing around, nothing serious, definitely not some domestic drama (家庭剧).horse around: 闹着玩It means to play in a silly, noisy, or rough (粗鲁的) way.Eg. We were just horsing around—it wasn't a real fight!我们只是闹着玩,不是真的打架!但外媒报道时,都把“horse around”这个词加了引号。Plenty of media outlets weren't buying it (不买账). It is basically saying: That's Macron's version…(这是马克龙的版本...)欢迎在评论区告诉我们:What do you think is going on? 你觉得是怎么回事呢?

“Disease X” - så kallas den okända smittan som just nu sprider sig i Kongo-Kinshasa. 31 personer har bekräftats döda och över 400 ska vara smittade. Sjukdomen sprids i en avlägsen och fattig region i sydvästra Kongo-Kinshasa, och det som sticker ut lite extra är att mer än hälften av de smittade är barn under fem år, och kvinnor. Samtidigt som epidemiologiska experter befinner sig på plats i Kongo-Kingshaa för att utreda sjukdomen har oron för smittan spridit sig till flera länder i Asien. I Thailand har myndigheterna infört stärkt övervakning på flygplatser och gränsövergångar, och likaså i Hongkong. Vad är det egentligen för sjukdom vi har att göra med? Președintele rus Vladimir Putin a aprobat marți o doctrină nucleară actualizată. Aceasta coboară pragul pentru o lovitură, ca răspuns la o gamă mai largă de atacuri convenționale la adresa Rusiei. Schimbările au venit la două zile după ce Washington a decis să permită Ucrainei să folosească rachete cu rază mai lungă de acțiune pe teritoriul rus. Cât de mare este pericolul? După cum titrează The New York Times, ”Pentru Rusia, armele nucleare sunt cea mai mare monedă de negociere”.Iar CBS News amintește că ”Putin a amenințat că va folosi arme nucleare în Ucraina de mai multe ori, de când a ordonat invazia pe scară largă a țării pe 24 februarie 2022.  Rusia a avertizat în mod repetat Occidentul că, dacă Washingtonul permite Ucrainei să lanseze rachete fabricate în Occident pe teritoriul ei, ar considera că  aliații NATO sunt direct implicați în război.”The Irish Times observă că ”Indiferent dacă domnul Putin este într-adevăr pregătit să ia opțiunea nucleară, amenințarea este menită să arate lumii că Rusia rămâne o putere majoră și că Washingtonul și aliații săi ar trebui să-și limiteze sprijinul pentru Ucraina. Acesta este principalul motiv pentru care au permis doar cu greu Kievului să folosească arme mai puternice și au evitat să trimită trupe”.Ziarul francez Libération notează că ”Franța va trebui să decidă în curând dacă urmează exemplul american, permițând Ucrainei să folosească propriile rachete de croazieră avansate împotriva teritoriului rus. Maia Sandu a  câștigat clar cel de-al doilea tur al alegerilor prezidențiale și se pregătește să preia cel de-al doilea mandat în fruntea Republicii Moldova. Presa internațională a reacționat imediat remarcând dimensiunea europeană a acestei victorii. ”Pro-europeana Maia Sandu realeasă președinte, un nou eșec pentru Kremlin”, titrează Le Monde.”Victoria foarte clară a șefului statului în funcție îi liniștește pe cei douăzeci și șapte dar și pe cei din Ucraina, într-un context de interferență crescândă a Rusiei în vecinătatea sa”.Kyiv Independent vorbește despre ”un proces electoral încordat ce urmează la scurt timp după alegerile parlamentare larg disputate din Georgia, în care partidul de guvernământ Visul georgian a pretins că a câștigat majoritatea. Partidele pro-europene și monitorii internaționali au pus la îndoială integritatea alegerilor”.În timp ce The Guardian observă că ”poziția Maiei Sandu a fost slăbită după un referendum inițiat chiar de ea, în care moldovenii au fost întrebați dacă susțin integrarea în UE. Acesta a trecut doar cu o mică marjă la 20 octombrie.Rezultatul alegerilor va fi salutat la Bruxelles, la o săptămână după ce Georgia, un alt stat ex-sovietic care speră să adere la UE, a reales un partid considerat de majoritatea țărilor ca fiind din ce în ce mai prietenos cu Moscova și mai autoritar”.Potrivit Politico, ”serviciile de securitate au avertizat cu privire la eforturile Rusiei de a perturba și denatura votul la secțiile de votare din Germania, Rusia și Marea Britanie”.Cu toate acestea, ”Maia Sandu, este pe cale să-și asigure încă patru ani în funcție, în urma scrutinului de duminică, în ciuda acuzațiilor larg răspândite că Moscova a lucrat pentru a influența votul împotriva ei”.Citeste siMaia Sandu a câștigat al doilea mandat de președinte al R.Moldova.”Am dovedit că uniți reușim să-i învingem pe cei care voiau să ne îngenuncheze”Reuters notează că ”victoria fostei consiliere a Băncii Mondiale, în vârstă de 52 de ani, care a accelerat eforturile națiunii de a părăsi orbita Moscovei și de a adera la Uniunea Europeană, este văzută de susținătorii săi ca o confirmare a cursului hotărât pro-occidental pe care l-a urmat.Dar dominația lui Stoianoglo în unele părți ale țării sugerează că partidul ei se confruntă cu o provocare grea la alegerile parlamentare cheie din vara viitoare, care vor decide componența guvernului”.Potrivit Sky News, ”Maia Sandu a susținut efortul Moldovei de a adera la UE până în 2030, în timp ce dl Stoianoglo a spus că, în calitate de președinte, și el va sprijini integrarea în UE, dar va dezvolta și legături cu Rusia în interes național.Firstpost constată că, ”pentru mulți moldoveni, președintele pro-occidental Maia Sandu, care a câștigat un al doilea mandat în alegerile prezidențiale cruciale împotriva unui rival pro-rus, a devenit un simbol al schimbării, pe măsură ce ea încearcă să deschidă o cale nouă, pro-europeană pentru fosta republică sovietică”.Iar Euronews amintește că ”deplasarea bruscă spre vest a Moldovei a supărat Moscova și a înrăutățit semnificativ relațiile cu Chișinăul.De atunci, autoritățile moldovenești au acuzat în repetate rânduri Rusia că duc un vast „război hibrid”, de la campanii extinse de dezinformare la proteste ale partidelor pro-Rusia până la scheme de cumpărare a voturilor care subminează alegerile la nivel național.Rusia a negat orice amestec”.

Potrivit unor videoclipuri difuzate de Centrul Ucrainean pentru Comunicare Strategică, soldații nord-coreeni s-ar afla deja pe teritoriul Rusiei, pregătindu-se să intre în luptă împotriva Ucrainei. Imaginile îi arată cum primesc uniforme pe un teren de antrenament din estul îndepărtat. Comentatorii se tem de această internaționalizare a războiului. După cum scrie Le Monde, ”războiul din Ucraina se pregătește să treacă un nou prag, cu implicarea directă a unei țări terțe, Coreea de Nord, stârnind temeri cu privire la o escaladare fără precedent de la invazia rusă din februarie 2022. Un total de 12.000 de soldați nord-coreeni din patru brigăzi, inclusiv forțe speciale, se așteaptă să fie dislocați”.”Desfăşurarea trupelor nord-coreene în războiul din Ucraina este un pas periculos în războiul în curs”, apreciază și Firstpost.  ”Legăturile militare strânse dintre Rusia și Coreea de Nord s-au extins dincolo de furnizarea de provizii militare, până la desfășurarea efectivă a trupelor. Aceasta reprezintă o amenințare gravă pentru securitatea Coreei de Sud și a comunității internaționale”.The Independent amintește că ”parteneriatul strategic al Coreei de Nord cu Moscova s-a adâncit semnificativ de când Kim a călătorit în Rusia pentru o vizită rară în străinătate, în cursul anului trecut.Putin a vizitat apoi Nordul în acest an, iar cei doi lideri au semnat un pact de apărare.Nordul ar primi fonduri rusești pentru trimiterea de trupe în prima linie ucraineană, bani de care Phenianul are nevoie pentru a-și construi forța nucleară, a declarat directorul unei firme de analiză de securitate, Korea Risk Group.Într-o dovadă de sprijin, Rusia a respins în martie o rezoluție a ONU. Când vine vorba de apărarea activă a libertății, Ucraina înseamnă „mai mult NATO” decât mulți aliați, care văd apartenența doar ca pe o sursă gratuită de securitate.Nici ucrainenii nu văd altă cale de reconstrucție decât prin descurajarea colectivă a forțelor lui Putin. Dar încă nu am văzut ca asta să se întâmple. Ar fi tragedia supremă pentru Ucraina dacă „Occidentul Liber” căruia vrea să i se alăture, s-ar dovedi inexistent.”

Primele avioane de luptă F-16, de fabricație americană, au fost livrate Ucrainei de aliați vest-europeni. Comentatorii analizează modul în care sosirea acestor echipamente va putea schimba echilibrul de forțe de pe teren, unde partea ucraineană se confruntă cu dificultăți în stoparea avansului rusesc, în regiunea Donbas. ”După luni de lobby intens asupra aliaților săi occidentali, Ucraina a primit un număr nedezvăluit de avioane de luptă fabricate în SUA de la doi membri NATO, Danemarca și Țările de Jos”, informează Politico.”Mai multe țări occidentale, inclusiv greii NATO, Franța și Statele Unite, au început să antreneze piloți ucraineni pe avioanele F-16. Kievul  și-a presat aliații să accelereze ritmul antrenamentelor. Parisul s-a angajat, de asemenea, să furnizeze Ucrainei propriile sale avioane de luptă Mirage 2000”.Potrivit Reuters, rămâne neclar cu ce fel de rachete sunt echipate avioanele. Astăzi are loc ceremonia de deschidere a Jocurilor Olimpice de la Paris. Presa internațională urmărește cu atenție evenimentele și ridică două mari întrebări. Una este legată de integritatea jocurilor, în contextul scandalurilor de dopaj. Cealaltă privește securitatea. După cum citim în The Conversation, peste1.000 de profesioniști vor participa la diferitele etape ale acestei lupte împotriva dopajului. Presa internațională reacționează după ce sentinţa procesului penal al lui Donald Trump cu privire la plăţile către actriţa porno Stormy Daniels, a fost amânată la 18 septembrie.  Este un prim efect concret al hotărârii Curţii Supreme, care a extins imunitatea prezidențială, observă comentatorii. Ep. 121: generative AI creates challenges in Intellectual Property and Epistemology

It is fairly obvious that the dominant, i.e. Western mechanism for generating new knowledge is rather different from the traditional Indian mechanism, and this shows up in all sorts of ways. One is that Indian epistemology seems to be empirical and practical, based on observation; whereas the Western tradition seems to prefer grand theories that must then be proved by observation.Another difference is the Western idea that Intellectual Property is a private right that the State confers on an inventor or a creator. The Western gaze is fixed on the potential monetary gains from a monopoly over the use of the IP Right (for a fixed period of time, after which it is in the public domain): the argument is that it eventually helps everybody, while incentivizing the clever. The Indian concept is vastly different. It was assumed that a creator created, or an inventor invented, as a result of their innate nature, their god-given gifts. In a way they could not avoid being creative or inventive, which would be a negation of the blessing they had received from the Supreme Brahman. Therefore no further incentive was needed: benevolent patrons like kings or temples would take care of their basic needs, allowing them to give free rein to creativity and innovation.This seems to us today to be a radical idea, because we have been conditioned by the contemporary epistemological idea that incentives are a necessary condition for knowledge creation. Although this seems common-sensical, there is no real evidence that this is true. Petra Moser, then at MIT, discovered via comparing 19th century European countries that the presence of an IPR culture with incentives made little difference in the quantum of innovation, although it seemed to change the domains that were the most innovative.. In fact, there is at least one counter-example: that of Open Source in computing. It boggles the imagination that veritable armies of software developers would work for free, nights and weekends, in addition to their full-time jobs, and develop computing systems like Linux that are better than the corporate versions out there: the whole “Cathedral and Bazaar” story as articulated by Eric Raymond. Briefly, he argues that the chaotic ‘bazaar' of open source is inherently superior to the regimented but soul-less ‘cathedral' of the big tech firms.It is entirely possible that the old Indian epistemological model is efficient, but the prevailing model of WIPO, national Patent Offices, and all that paraphernalia massively benefits the Western model. As an example, the open-source model was predicted to make a big difference in biology, but that effort seems to have petered out after a promising start. Therefore we are stuck for the foreseeable future with the IP model, which means Indians need to excel at it.In passing, let us note that the brilliant Jagdish Chandra Bose was a pioneer in the wireless transmission of information, including the fundamental inventions that make cellular telephony possible. However, as a matter of principle, he refused to patent his inventions; Guglielmo Marconi did, and became rich and famous. India has traditionally been quite poor in the number of patents, trademarks, copyrights, geographical indications, semiconductor design layouts etc. that it produces annually. Meanwhile the number of Chinese patents has skyrocketed. Over the last few years, the number of Indian patents has grown as the result of focused efforts by the authorities, as well as the realization by inventors that IP rights can help startup firms dominate niche markets. India also produces a lot of creative works, including books, films, music and so on. The enforcement of copyright laws has been relatively poor, and writers and artistes often do not get fair compensation for their work. This is deplorable. Unfortunately, things will get a lot worse with generative AI. Most of us have heard of, and probably also tried out, the chatbots that have been the object of much attention and hype in the past year, such as chatGPT from OpenAI/Microsoft and Bard from Google. Whether these are truly useful is a good question, because they seduce us into thinking they are conscious, despite the fact that they are merely ‘stochastic parrots'. But I digress.The point is that the digital revolution has thrown the edifice of copyright law into disarray. At the forefront of this upheaval stands generative AI, a technology with the uncanny ability to mimic and extend human creative output. Consider two stark examples: the contentious case of J.K. Rowling and her copyright battle with a Harry Potter-inspired fanfic, and the recent Japanese law that grants broad exemptions for training large language models (LLMs). J.K. Rowling's spat with Anna M. Bricken, the author of a Harry Potter fanfic titled "Harry Potter and the Goblet of Wine," ignited a global debate about fair use and transformative creativity. Bricken's work reimagined the Potterverse with an adult lens, but Rowling, citing trademark infringement, sought to have it taken down. While the case eventually settled, it exposed a fundamental dilemma: can AI-generated works, even if derivative, be considered distinct enough from their source material to warrant copyright protection? The answer, shrouded in legal ambiguity, leaves creators navigating a tightrope walk between inspiration and infringement.On the other side of the globe, Japan enacted a law in 2022 that further muddies the waters. This controversial regulation grants LLMs and other AI systems an almost carte blanche to ingest and remix copyrighted material for training purposes without seeking permission or paying royalties. While proponents laud it as a catalyst for AI innovation, critics warn of widespread copyright infringement and a potential future where authorship becomes a nebulous concept. The Japanese law, echoing anxieties around J.K. Rowling's case, raises unsettling questions: who owns the creative spark when AI fuels the fire?For India, a nation at the precipice of the AI revolution, these developments raise crucial questions. With a burgeoning AI industry and a large creative sector, India must tread carefully. Adapting existing copyright laws to encompass the nuances of AI-generated works is paramount. Robust fair use guidelines that incentivize transformative creativity while safeguarding original authorship are urgently needed. Furthermore, fostering ethical AI development practices that respect intellectual property rights is crucial.The debate surrounding AI and copyright is not merely a legal tussle; it's a battle for the very definition of creativity. In this fight, India has the opportunity to carve a path that balances innovation with artistic integrity. By acknowledging the complexities of AI while upholding the cornerstone principles of copyright, India can become a global leader in navigating the uncharted territory of digital authorship. Would we be responsible for any errors introduced by the AI?On the other hand, the ‘mining' of text, audio/video and images to train generative AI is an increasingly contentious issue. As an example, the New York Times sued OpenAI and Microsoft, arguing that they weren't being paid anywhere near the fair market value of their text that the tech companies mined. This sounds familiar to Indians, because Westerners have been ‘digesting' Indian ideas for a long time. Some of the most egregious examples were patents on basmati, turmeric and neem, which are absurd considering that these have been in use in India for millennia. The fact that these were documented in texts (‘prior art') enabled successful challenges against them.An even more alarming fact is the capture and ‘digestion' (a highly evocative term from Rajiv Malhotra, who has warned of the dangers of AI for years) of Indian personal and medical data. Unlike China, which carefully firewalls away its data from Western Big Tech, and indeed, does not even allow them to function in their country, Indian personal data is being freely mined by US Big Tech. India's Data Privacy laws, being debated now, need to be considered defensive weapons.Paradoxically, there is also the concern that Indic knowledge will, for all intents and purposes, disappear from the domain of discourse. Since the chatbots are trained on the uncurated Internet, they are infected by the Anglosphere prejudices and bigotry therein, not to mention deliberate misinformation and ‘toolkits' that are propagated. Since most Indic concepts are either not very visible, or denigrated, on the Internet (eg Wikipedia), chatbots are not even aware of them. For instance, a doctor friend and I published an essay in Open magazine comparing allopathy to generative AI, because both are stochastic (ie. based on statistics). We mentioned Ayurveda positively several times, because it has a theory of disease that makes it more likely to work with causation rather than correlation.However, when the article summarized by chatGPT, there was no mention whatsoever of the word ‘Ayurveda'. It is as though such a concept does not exist, which may in fact be true in the sense that it is deprecated in the training data that the chatbot was trained on.One solution is to create Indian foundational models that can then become competent in specific domains of interest: for example an Arthashastra chatbot. These can also be trained, if sufficient data sets are created, on Indian languages as well, which could incidentally support real-time machine translation as well. Thus there can be an offensive as well as a defensive strategy to enable Indic knowledge systems to thrive.India is at a point of crisis, but also of opportunity. If India were to harness some of the leading-edge technologies of today, it might once again become a global leader in knowledge generation, as it was a millennium ago with its great universities. 1680 words, Jan 10, 2024 This is a public episode. Jacqueline Fernandez is best known as a Bollywood actress and model of Sri Lankan descent, who very recently has been accused of receiving funds from a conman and allegedly being involved in money laundering.  Jacqueline has been accused by the Enforcement Directorate of India of both financial impropriety and destruction of evidence. But did she also commit the unforgivable crime of falling in love? As a FirstPost article from July 2022 says about Jacqueline and alleged lover Sukesh Chandrashekar -- "Love knows no bar". Between December 2021 to today, Jacqueline has been called in a bunch of times for questioning by the Enforcement Directorate over her involvement in potential money laundering by Sukesh.  She was questioned over whether she was given gifts or other items by the conman in question, likely totally about tens of crores of Indian rupees. She has been prevented from travelling out of India, which has impeded her professional and personal life, leading to a PR nightmare and her being removed from high-budget movie projects.  She was charged officially for working with Sukesh to convert his black money holdings into legitimate assets.  Oh and of course, since she is a woman, her character has been called into question through sheer gossip and rumours, most of which remain unconnected to the story at hand.  Jacqueline was already a very famous face. But this case took her to a whole other level of infamy. In 2016, Ashley J. Tellis published an important paper in which he unpacked Prime Minister Narendra Modi's call for India to become a leading, rather than a balancing, power on the global stage. This call reflected an important change in how the country's top political leadership conceived of its role in international politics.In the years following, Ashley and a group of collaborators have been working to flesh out what becoming a leading power would actually mean in practice. Their findings have finally been published in a new volume, Grasping Greatness: Making India a Leading Power, edited by Ashley along with Bibek Debroy and C. Raja Mohan.Ashley holds the Tata Chair for Strategic Affairs at the Carnegie Endowment for International Peace. On the show this week, Ashley joins Milan to talk about his latest project. He and Milan discuss India's internal debate about its growing global role, the ideological constraints to realizing India's economic potential, and lingering doubts about India's liberal commitments.
