Victoria Police have a new Chief Commissioner - Mike Bush. Mike is the former New Zealand Commissioner of Police and has had a decorated career. However, his time as a Detective and a lead investigator saw him take on some gruesome and confronting cases - a far stretch from the press conferences and media appearances as commissioner. Last year, Mike joined Crime Insiders Detectives host, and fellow former NZ cop, Brent Sanders, to talk about some of the most memorable cases from his 40+ year career. Ever wonder what it would be like to be on your own Investigation Team? Here is your chance. Occasionally, throughout the year, Spirit Indiana offers our renowned "Paranormal University Master Class." The class is conducted at a location known to have paranormal activity. The evening will start with a class that will include topics like the science of Paranormal Investigation, Investigation Methodology, Understanding the different types of Hauntings, Evidence Review, and Hands-on Equipment Instructions. Afterwards, we turn the lights out, and conduct our paranormal investigation. The cost of attending a Paranormal U Master class varies depending on the location. All proceeds go back to Spirit Indiana to help fund our research and equipment. Spots are very limited If you would like to be put on the standby list, please fill out the form below. When we get a class date, when we have one. We will notify you by email when classes are available. You will not need to pay until we open registration. Welcome to The Nonlinear Library, where we use Text-to-Speech software to convert the best writing from the Rationalist and EA communities into audio. This is: AMA: Rethink Priorities' Worldview Investigation Team, published by Bob Fischer on July 31, 2024 on The Effective Altruism Forum. Rethink Priorities' Worldview Investigation Team (WIT) will run an Ask Me Anything (AMA). We'll reply on the 7th and 8th of August. Please put your questions in the comments below! What's WIT? WIT is Hayley Clatterbuck, Bob Fischer, Arvo Munoz Moran, David Moss, and Derek Shiller. Our team exists to improve resource allocation within and beyond the effective altruism movement, focusing on tractable, high-impact questions that bear on strategic priorities. We try to take action-relevant philosophical, methodological, and strategic problems and turn them into manageable, modelable problems. Our projects have included: The Moral Weight Project. If we want to do as much good as possible, we have to compare all the ways of doing good - including ways that involve helping members of different species. This sequence collects Rethink Priorities' work on cause prioritization across different kinds of animals, human and nonhuman. (You can check out the book version here.) The CURVE Sequence. What are the alternatives to expected value maximization (EVM) for cause prioritization? And what are the practical implications of a commitment to expected value maximization? This series of posts - and an associated tool, the Cross-Cause Cost-Effectivesness Model - explores these questions. The CRAFT Sequence. This sequence introduces two tools: a Portfolio Builder, where the key uncertainties concern cost curves and decision theories, and a Moral Parliament Tool, which allows for the modeling of both normative and metanormative uncertainty. The Sequence's primary goal is to take some first steps toward more principled and transparent ways of constructing giving portfolios. In the coming months, we'll be working on a model to assess the probability of digital consciousness. What should you ask us? Anything! Possible topics include: How we understand our place in the EA ecosystem. Why we're so into modeling. Our future plans and what we'd do with additional resources. What it's like doing "academic" work outside of academia. Biggest personal updates from the work we've done. On today's show: https://thehotshotwakeup.substack.com/ Operational update. A longtime and beloved firefighter in Montana dies during a pack test. A shock to the Montana firefighting community. Canada calls in their National Security Investigation Team after pipeline explosion causes wildlife in Alberta. Past cyber attacks have shown vulnerability to these systems. After pulling the contract to environmentally safe retardant this month, I cover the 2021 study saying this product was dangerous to equipment and firefighters. This study was seemingly ignored by agencies, and aviation companies penned a letter to the Forest Service Chief in 2021 saying it could cause catastrophic failure to their aircraft and health issues to their employees. These concerns seemed to have been ignored by officials for three years. Companies said it was eating their landing gear and causing tanks to not open over wildfires, potentially leading to aircraft crashes. Insane…. Companies expressed that the “environmentally safe” labeling of retardant led to continuing its use and contracting from the agencies. I cover the firefighter fatalities this week in Mexico. Welcome to The Nonlinear Library, where we use Text-to-Speech software to convert the best writing from the Rationalist and EA communities into audio. This is: Rethink Priorities' Worldview Investigation Team: Introductions and Next Steps, published by Bob Fischer on June 21, 2023 on The Effective Altruism Forum. Some months ago, Rethink Priorities announced its interdisciplinary Worldview Investigation Team (WIT). Now, we're pleased to introduce the team's members: Bob Fischer is a Senior Research Manager at Rethink Priorities, an Associate Professor of Philosophy at Texas State University, and the Director of the Society for the Study of Ethics & Animals. Before leading WIT, he ran RP's Moral Weight Project. Laura Duffy is an Executive Research Coordinator for Co-CEO Marcus Davis and works on the Worldview Investigations Project. She is a graduate of the University of Chicago, where she earned a Bachelor of Science in Statistics and co-facilitated UChicago Effective Altruism's Introductory Fellowship. Arvo Muñoz Morán is a Quantitative Researcher working on the Worldview Investigations Team at Rethink Priorities and a research assistant at Oxford's Global Priorities Institute. Before that, he was a Research Analyst at the Forethought Foundation for Global Priorities Research and earned an MPhil in Economics from Oxford. His background is in mathematics and philosophy. Hayley Clatterbuck is a Philosophy Researcher at Rethink Priorities and an Associate Professor of Philosophy at the University of Wisconsin-Madison. She has published on topics in probability, evolutionary biology, and animal minds. Derek Shiller is a Philosophy Researcher at Rethink Priorities. He has a PhD in philosophy and has written on topics in metaethics, consciousness, and the philosophy of probability. Before joining Rethink Priorities, Derek worked as the lead web developer for The Humane League. David Bernard is a Quantitative Researcher at Rethink Priorities. He will soon complete his PhD in economics at the Paris School of Economics, where his research focuses on forecasting and causal inference in the short and long-run. He was a Fulbright Scholar at UC Berkeley and a Global Priorities fellow at the Global Priorities Institute. Over the next few months, the team will be working on cause prioritization—a topic that raises hard normative, metanormative, decision-theoretic, and empirical issues. We aren't going to resolve them anytime soon. So, we need to decide how to navigate a sea of open questions. In part, this involves making our assumptions explicit, producing the best models we can, and then conducting sensitivity analyses to determine both how robust our models are to uncertainty and where the value of information lies. Accordingly, WIT's goal is to make several contributions to the broader conversation about global priorities. Among the planned contributions, you can expect: A cross-cause cost-effectiveness model. This tool will allow users to compare interventions like corporate animal welfare campaigns with work on AI safety, the Against Malaria Foundation with attempts to reduce the risk of nuclear war, biosecurity projects with community building, and so on. We've been working on a draft of this model in recent months and we recently hired two programmers—Chase Carter and Agustín Covarrubias—to accelerate its public release. While this tool won't resolve all disputes about resource allocation, we hope it will help the community reason more transparently about these issues. Surveys of key stakeholders about the inputs to the model. Many people have thought long and hard about how much x-risk certain interventions can reduce, the relative importance of improving human and animal welfare, and the cost of saving lives in developing countries. We want to capture and distill those insights. A series of reports on the cruxes. The model has three key cruxes: animals' “moral weights,” the expected value of the future, and your preference for ...

Did you know that negativity most often starts out as a very tiny seed and with each following instance of negativity that original seed gets watered, and in a serious enough happenstance may receive a heavy dose of miracle grow. Let's say hypothetically that leading a paranormal investigation team is synonymous to tending to a garden. It doesn't take very long for a seed of negativity to quickly grow into a big weed and without taking care of that weed it will continue to spread and eventually will overwhelm your beautiful garden. The IGP gave the directives following the attack on security operatives and formations including the Imo State Police Command Headquarters and the Headquarters of the Nigerian Correctional Services (NCS) in Owerri in the early hours of today, Monday, 5th April, 2021.Preliminary investigations have revealed that the attackers, who came in their numbers with sophisticated weapons such as General Purpose Machine Guns (GPMGs), Sub-Machine Guns (SMGs), AK49 rifles, Rocket Propelled Grenades (RPGs), Improvised Explosive Devices (IEDs), are members of the proscribed Indigenous People of Biafra (IPOB)/Eastern Security Network (ESN). The attempt by the attackers to gain access to the Police armoury at the Headquarters was totally and appropriately resisted by Police operatives on duty who repelled the attackers and prevented them from breaking-in and looting the armoury. The armoury is thus intact! Similarly, the police suffered no human casualty, apart from a police Constable who sustained a minor bullet wound on his shoulder.Meanwhile, one of the operational vehicles of the attackers has been recovered by the Police and is currently being subjected to forensic scrutiny and investigations. The IGP, who condemned the attack on the security outfits, has further directed the Commissioner of Police, Imo State Command and a new Special Investigation Team (specifically set up to deal with cases of incessant attacks on security formation/operatives in the region), to carry out holistic investigations into the incident with a view to fishing-out the perpetrators and bringing them to justice. The CP is to harness the security reinforcement squads and other operational assets at his disposal to take the battle to the door-steps of the attackers and prevent any further attack anywhere within the State and its environs. The IGP, who described the deliberate and criminal attack on security operatives as an attack on the soul of our nation, has enjoined leaders in Imo State, the South-East and other parts of the country to speak out against the unfolding violence and criminality. The IGP calls on citizens to avail the Police and other security agencies with useful information that can assist in identifying and arresting the criminals. He vowed that the perpetrators will be brought to book, noting that the Force is doing all within its powers to curb the activities of unscrupulous elements hell-bent on threatening the unity, safety, security and socio-ecomomic wellbeing of Nigerians.

Beginning with the 2015 Yates Memo, 2016 FCPA Pilot Program, 2017 and 2019 Evaluations of Corporate Compliance Programs, with 2020 Update through to the FCPA Corporate Enforcement Policy; the DOJ has put even more pressure on every CCO, compliance practitioner and indeed company, to get an investigation done quickly, efficiently and, most importantly, right. This is even more true after the U.S. Supreme Court’s decisions in Digital Realty Trust v. Somers, which limited whistleblower protection and benefits to only those whistleblowers who go to the SEC, rather than initially report internally. What do all these documents tell who should be on your investigation team? As with a decision on bringing in outside counsel to perform a compliance investigation, you will need to consider whether a forensic accountant should be retained as an outside consultant or hired as an employee. One critical reason to bring in an outside professional is so they will be not be governed by management or influenced by potential biases within a company. Lastly is the issue of privilege. If a forensic accountant is not assigned through your legal department or through outside counsel, you can kiss away even the chance of claiming privilege. Obviously, the GC would be involved to help protect the attorney client privilege if for no other reason. Further, an investigation needs to have compliance involved, to understand what compliance program was in place at the time of the incident in question, what procedures compliance had and understand if this truly was a gap in the compliance function or maybe there was an area within the compliance function that was not operating as prescribed, or maybe it was a little bit weak. Three key takeaways: HR plays a key but often underused role in internal investigations. The Board of Directors and senior management have different roles. Use your legal department to protect the privilege.

Guest: Jim Mallard Bio Born August 27th, 1984 in Pennsylvania, Jim Malliard grew up with the paranormal practically woven into his DNA. When he was as young as 3 years old, he would spend time in cemeteries with his family talking to his friends who where unseen; and to this day, those experiences have left him wondering and fueled his drive to seek out the truth. In high school, although still interested in the paranormal, Jim took up golfing and played on the schools Varsity team. He also found some interest in Boy Scouts where he attained the highest rank of an Eagle Scout. However, his interest in the unexplained eventual brought his thoughts to his childhood and the events that started back before he could even really remember. His interest deepened further after a family trip with his son, who was seven months old at the time, when Jim witnessed the same stories of his youth unfolding in front of him and the thoughts of starting his own paranormal team were once again running through his head. It took months to get Meadville paranormal Investigation Team off the ground, but once he and his co-founder got the ball rolling, the study was on. While learning new things about the paranormal everyday, in 2010, chances arose to be on the board of directors of a couple local cemeteries. This was important to Jim as he believes cemeteries are a place of rest, peace, and where respect can be given, not for paranormal investigation. It also gave him the ability to become more active in his community and help local charities put together fund raising events. Due to his community outreach, and active interest in the paranormal, in May of 2011, Jim was given the opportunity of a life time; to host his own radio show where he is teaching, learning and discussing several aspects of the paranormal and the paranormal community.
