Debate recorded at the Battle of Ideas festival 2025 on Saturday 18 October at Church House, Westminster. This week, Reform's Suella Braverman declared that if the party were elected to government it would 'repeal the Equality Act, because we are going to work to build a country defined by meritocracy not tokenism, personal responsibility not victimhood, excellence not mediocrity, and unity not division'. In response, Prime Minister Keir Starmer told the BBC that the Act represented 'basic values, one of which is should women be treated equally with men... I think it actually rips up something that goes to who we are as a country because I believe passionately that to be tolerant, compassionate and diverse is what it is to be British'. What has been the impact of the Equality Act on British workplaces? ORIGINAL FESTIVAL INTRODUCTION The British workplace is now too often a toxic environment, a hotbed of grievance culture, lawfare and an ever-expanding number of disciplinary codes unrelated to the nature of specific jobs. Over the past year, there's been a 23 per cent rise in cases at employment tribunals and a two-year waiting list, due to a growing backlog, with workplace conflicts estimated to now cost businesses £28.5 billion annually. How did this come about? The UK is a world leader in human relations (HR). With over half a million HR workers – almost double the number of 15 years ago – Britain stands second in the global league table for size of HR sector as a share of all occupations. Over seven in 10 FTSE 100 companies now boast a ‘chief HR officer' on their executive committee, reflecting the elevated status of this newfound ‘profession'. We might expect this might lead to happier more productive workers, fewer grievances and higher job retention. Yet the growth of the HR industrial complex doesn't appear to have led to better workplace outcomes or harmony. Arguably, HR is as much the problem as the solution. HR departments – until recently humdrum administrative hubs managing payrolls, processing sick notes and checking firms complied with employment law – have now morphed into real centres of power. They are the enforcers of workplace orthodoxies, controlling what workers can say or do, who keeps their job, and even shaping corporate missions. For example, the Chartered Institute of Personnel and Development (CIPD) is charged with versing workers in new values, from DEI literacy to managing emotional security. What's more, the traditional defenders of workers' rights – trade unions – are increasingly acting in lockstep with HR managers' priorities. A recent paper by the Free Speech Union, Shopped Stewards, revealed the divisive nature of union bureaucrats' adherence to identity politics, which means they often side with the DEI initiatives of their employers, as opposed to defending their members' rights. For example, teacher Simon Pearson was fired by Preston College after a complaint from a Muslim representative of the National Education Union (NEU). Pearson was accused of being ‘Islamophobic' and ‘racially discriminatory' for social-media posts, such as saying Lucy Connolly ‘should not have been jailed'. Another report suggests that specific legislation has led to a deterioration in workplace relations. The Don't Divide Us report, The Equality Act Isn't Working, reveals the ‘expansionary logic' of the Equality Act 2010 has provided the legal scaffolding that supports a surge in (largely unsuccessful) workplace race–discrimination claims. This, DDU argues, contributes to a grievance culture where people resort to ‘lawfare' to resolve ‘petty disputes and imagined slights', while empowering thin-skinned employees to wilfully misinterpret perfectly innocent comments or interactions. Can the workplace be detoxified? How can we tame the HR monster? Can trade unions return to a ‘one for all, all for one' role of protecting workers' rights? Can laws that are divisive in workplaces be reined in? Customs and Border Protection has increased deployments of surveillance technology along the northern border over the past five years despite sluggish hiring levels of IT personnel needed to monitor the tech, according to a report by the Government Accountability Office published Thursday. The staffing rate for information systems specialists has remained below target levels for half a decade but the gap has widened since 2023. CBP officials pointed to low pay, a lengthy background investigation process, a limited local applicant pool, high cost of living and minimal career advancement opportunities as drivers of attrition and the inability to fill open positions. GAO conducted the audit over a nearly two-year period, starting in April 2024 and concluding this month. In examining CBP's northern border facilities, the watchdog found that CBP did not have a strategy to address the critical staffing gap. The Department of Health and Human Services made several changes to its IT leadership recently, including the addition of a new acting deputy chief information officer and acting deputy chief AI officer. A webpage listing leadership within the Office of the Chief Information Officer currently has David Hong as acting deputy CIO and Arman Sharma as acting deputy chief AI officer. Meanwhile, Kevin Duvall, who was previously deputy CIO and acting deputy CAIO, is no longer on the page. The apparent change-up comes amid reports of a personnel shake-up at the health agency. On Friday, CNN reported that two top aides to Secretary Robert F. Kennedy Jr. were departing and new senior counselors would be installed. Those changes were related to preparations for midterm elections, per CNN. It is not clear if the IT leadership changes were for similar reasons. While there is no public indication of when Hong and Sharma began serving as acting deputies, the changes appear to have been made recently. U.S. Customs and Border Protection personnel — not American service members — shot down an object with a military laser earlier this week near El Paso, Texas, according to multiple sources familiar with the situation. Troops with Joint Task Force – Southern Border were not authorized to shoot down drones in the area. The task force — which works hand-in-hand with federal law enforcement and serves as the primary military entity for the U.S.-Mexico border mission — trained CBP personnel on the equipment who used it during the incursion. A source familiar told DefenseScoop that Defense Secretary Pete Hegseth approved the transfer of a military counter-drone system to CBP. Sources did not identify the specific laser system that was used. U.S. Border Patrol falls under CBP. The operation reportedly caused interagency turmoil between the Pentagon and Federal Aviation Administration, prompting the latter to issue a 10-day flight restriction that lasted only hours into Wednesday. The Internal Revenue Service moved forward this week with plans to involuntarily move employees with no direct tax experience to perform customer service and analysis duties for this year's filing season. According to email notices obtained by FedScoop, multiple IRS employees from the agency's IT and human capital office were informed Monday that they were assigned to a 120-day involuntary detail to the agency's Taxpayer Services division, as either a customer service representative or a tax examiner. The detail, effective Feb. 22, could be extended beyond the four-month period, per the notice. Joseph Ziegler, the agency's chief of internal consulting, stated in the notice that neither position will require direct engagement with taxpayers or answering phones, adding that the tax filing season is the “most important time” of the year for the agency. It is unclear how many employees were affected by the temporary reorganization, but it follows a series of shakeups and losses for the agency. A successful defensive identity begins with an honest "personnel audit" where you evaluate your team's lateral quickness, interior rim protection, and overall basketball IQ. If you have a roster full of long, rangy athletes but lack a traditional "big," a disruptive, switching Man-to-Man or a high-pressure 1-2-2 zone may be your best bet to force turnovers. Conversely, if you have a slower, more disciplined group, a "Pack Line" style or a 2-3 zone can help you wall off the paint and force opponents into low-percentage outside shots. By aligning your system with your players' natural strengths, you ensure they play with the confidence and aggression required to get stops. Beyond your own roster, selecting a defense for a specific game requires a deep dive into the opponent's "shot profile" and offensive tendencies. In the heart of conference play in January, you must be prepared to pivot your defensive strategy to neutralize an opponent's primary threat. If you are facing an elite scoring guard who thrives on ball screens, you might choose to "Hard Hedge" or "Blitz" those actions to get the ball out of their hands. If the opponent struggles with perimeter shooting but dominates the glass, a sagging zone that prioritizes rebounding positioning might be the tactical edge you need. The best coaches have a "base" defense that defines their culture, but they possess the flexibility to implement "junk defenses" like a Box-and-One or a Triangle-and-Two to disrupt the rhythm of an elite individual scorer. Finally, the defense you pick must be sustainable and scalable throughout the duration of a long season. It is better to be elite at one defensive system than mediocre at four different ones. Simplicity in your defensive rules allows your players to communicate more effectively and react instinctively rather than thinking their way through a possession. As you move toward the postseason, your defense should become your team's "safety net"—the one thing they can rely on when the shots aren't falling. By using member calls and film study to refine your rotations and "closeout contain" techniques, you build a defensive unit that is difficult to scout and even harder to score against. Ultimately, the right defense is the one that your players "own" and believe in with absolute conviction.
