On Finance Day at COP29, UNDP's Sustainable Insurance Forum (SIF) released a pivotal report titled Supervisory Thinking on Insurance-related Climate Transition Plans. This comprehensive document offers valuable insights into the current supervisory landscape regarding transition plans and highlights the challenges in developing regulatory guidance for the insurance sector as it shifts toward a net-zero future. The report outlines several key findings: Early-Stage Supervisory Thinking: Insurance supervisors are in the early stages of conceptual thinking around insurers' transition plans. While these plans are recognized as essential components of risk management, specific requirements and guidance are yet to be established by most supervisory authorities. Complexity in Regulatory Development: The report identifies challenges in formulating supervisory requirements for transition plans. These include uncertainties surrounding the roles of financial regulators and supervisors, issues related to data adequacy and accessibility, and the absence of internationally standardized guidance. Support for Insurers' Transition: It emphasizes that supervisors can facilitate insurers' progress toward net-zero by providing clear guidance on metrics, enhancing capacity building, and improving access to relevant data. Marcos Neto, UN Assistant Secretary-General and Director of UNDP's Bureau of Policy and Programme Support said, "The SIF Transition Plans Working Group's report urges insurance supervisors to take immediate and proactive measures to guide the global transition to a sustainable economy. As many supervisors are just beginning to tackle the complexities of transition planning, their role is paramount. By providing clear direction, enhancing data transparency, and fostering collaboration, supervisors can create an environment conducive to the development of credible transition plans." The report also proposes essential next steps for insurance supervisors, which include: Enhancing coordination among authorities to share best practices and align frameworks. Advocating for the establishment of an international baseline and consistent global guidance. Assisting regulated entities in overcoming data-related challenges. Collaborating with the insurance sector to pool resources for capacity-building initiatives. Daniel Wang, Chair of the UNDP's SIF, said, "Insurance supervisors have a vital leadership role to play by engaging and working with the insurance industry amidst the global transition to a net-zero economy. The collective progress made now will contribute to a sustainable future. There's been a lot going on in the zeitgest with regards to based rollups, pre-confirmations, MEV, and whether or not based rollups are going to make it in the longer term. We're about to find out. In today's podcast, we were joined by Taiko's founder Daniel Wang, to discuss their "permissionless based rollup" which allows unrestricted block proposals and proofs. One of the challenges Taiko faces is the higher cost associated with base rollups compared to centralized sequencers due to the onchain protocol rules. Daniel explained that profitability is achievable as their transaction volumes grow. Currently, transaction fees on Taiko are minimal. We discussed the gradual decentralization of Taiko's long-term vision. They aim to give up most of their control from a block proposing POV within a year, aligning with Ethereum's core ethos and principles. Prof. He is a mathematical physicist working on various interfaces between geometry and theoretical high energy physics. He is particularly interested in aspects of algebraic geometry in application to, and interacting with, gauge theory as well as string theory, such as Calabi-Yau manifolds, holographic correspondences and string phenomenology. He also has interests in the dialogue between number theory, graph representation theory and gauge theories. Yang-Hui He is author of over 200 scientific publications and also a keen communicator of science. With Springer, he published in 2021 The Calabi-Yau Landscape. From Geometry to Physics, to Machine Learning as volume 2293 of Lecture Notes in Mathematics. That is, making the best possible decision under constraints and uncertainty – exactly the problem that EAs try to solve every day. Given the relevance and apparent lack of engagement with OR, I think this is a neglected skill set within EA. In particular, OR offers tools and research for making large-scale projects more effective [more], a talent pool already skilled with these tools able to contribute to and propose relevant projects [more], rigorous conceptual frames for thinking about large-scale decision-making problems [more]. The key takeaways of this post are: EA Orgs should consider whether there are opportunities to apply off-the-shelf OR tools within your programs [more] or if focused OR research would be useful [more]. Community Builders should allocate resources towards recruiting OR PhD students as they are both already skilled and generally receptive to EA ideas [more]. Students should consider whether any existing or potential OR projects excite them, and whether it is worth it to learn more about OR on their own or by taking classes. Author Note: I am a current OR PhD student at MIT, so I have a good understanding of OR academia but have less visibility into the EA landscape and the existing operational sophistication of EA orgs. Operations research (OR; sometimes also called management science, decision science, operations management, systems engineering, industrial engineering) is a combination of applied math, computer science, and economics focused on developing the mathematical theory and techniques necessary to solve large scale decision-making problems and applying such tools in practice. Solving a decision-making problem usually implies finding the “best” decision out of a large decision space defined by a series of constraints (eg, maximizing the impact of bednet distribution subject to cost and logistical constraints). Mathematically, this is a constrained optimization problem. As such, the main technical pillar of OR is modeling and solving these types of optimization problems. OR is used widely across industry for optimizing decisions about resource allocation, logistics, supply chain management, scheduling, manufacturing, and much more (see Appendix 1: OR Tools and Applications, and Appendix 2: Why haven't I heard of OR?). Why EA needs OR There are several ways I can see OR being useful within EA: tools and research for making large-scale projects more effective, a talent pool already skilled with these tools able to take on relevant projects, and more rigorous conceptual frames for thinking about large-scale decision-making problems. In this week’s episode we talk with Daniel Wang, CEO and founder of the Loopring protocol. The exchange built on the protocol launched a little over a month ago, with the goal of providing a non-custodial platform, meaning it allows users to keep control of their funds, with similar performance in throughput and cost as centralized exchanges. There’s mind boggling technology with funny names behind this protocol —zero-knowledge proofs, Snarks, Starks,— which Wang demystifies and explains. We talked about how scalability is a relative and not an absolute measure. To him that means Ethereum 2.0, an upgrade meant to increase the tractions per second on the network, won’t magically solve all scalability issues and Layer 2 solutions, which take part of applications’ data and computation off chain, will still be needed. To him though, users’ security is the wholly grail, and Ethereum is the best place to get it. Wang also lamented lack of accessibility to Ethereum dapps and dexes in China, and talked about Loopring’s plans to launch a smart wallet geared for the Chinese market which will hopefully help solve this problem. After years spent paying his dues in Milan’s historic clubs, from Old Fashion to Trattoria Toscana, in unauthorized centri sociali or ‘squat clubs’, fashion shows and radio work, he turned his attention to production. He explored a variety of genres, from trip hop to swing, passing through jungle, West London and Detroit house, to deep house, while never abandoning jazz – the wildest and most impeccable of all - progressively building a digital project. Out of this came the concept of Jazzy, the ability to make jazz and electronic music communicate. This passion is also manifest in the Oneboy project - musical instruments played live to a DJ set. Giuseppe put this project together with writer Tatiana Carelli under the name Taji bpm. Oneboy performed at the 2007 Salone Del Mobile furniture show, at various national festivals and events and on an Italian tour in 2008. Also with Taji he created the Discokit® project, a kind of “sensory stimulation kit” – the dance club becomes ‘takeaway’ and enters the world of art with more than 60 events held over two years. The discography is varied and rich in international collaborations, starting with releases for Multivitamins, then for the PRO-TEZ, Circle Music, Dabit, Piston Recordings and Vibe Me Records. In 2009, Giuseppe creates Apparel Music - a ‘kitchen’ of artists from all over the planet.
