After the federal government abruptly cut COVID program grants this week, the Minnesota Department of Health is considering layoffs. The department confirmed between 150 and 200 jobs may be cut after the $226 million shortfall. This is the Catch Up on 3 Things for the Indian Express and I'm Flora Swain.It's the 16th of May and here are today's headlines.The Supreme Court today said it had not carved out an exception for Delhi Chief Minister Arvind Kejriwal while granting him interim bail till June 1 to campaign for the Lok Sabha elections. The apex court added that “critical analysis or even criticism of the judgment” was “welcome”. The remarks came as Solicitor General Tushar Mehta, appearing for the ED, took “exception” to Kejriwal's reported comments that he will not have to go back to jail on June 2 if people vote for the Aam Aadmi Party and senior advocate A M Singhvi objected.The Supreme Court today said that the Enforcement Directorate cannot directly arrest a person under the Prevention of Money Laundering Act, 2002, once a special court takes cognisance of the complaint but will have to approach the special court if it wants his or her custody. Th bench said that after cognizance is taken of the offence punishable under Section 4 of the PMLA based on a complaint under Section 44, the ED and its officers are powerless to exercise powers under Section 19 to arrest a person shown as accused in the complaint. If the ED wants custody of the accused who appears after service of summons for conducting further investigation in the same offence, ED will have to seek custody of the accused by applying to the special court.Days after she approached the police alleging assault at the hands of Delhi Chief Minister Arvind Kejriwal's aide Bibhav Kumar, the National Commission for Women (NCW) summoned him for a hearing in the matter. The NCW said it had taken suo motu cognizance of a media post captioned ‘DCW chief Swati Maliwal accuses Arvind Kejriwal's personal secretary of assaulting her'. The post, according to the NCW, had reported that Maliwal, a Rajya Sabha MP from Delhi and former chief of the Delhi Commission for Women (DCW), had alleged that the private secretary of the Delhi chief minister had brutally assaulted her at the chief minister's residence.Britain's food watchdog has applied extra control measures on all spice imports from India, becoming the first to ramp up scrutiny of all Indian spices after contamination allegations against two brands sparked concerns among global food regulators. Hong Kong last month suspended sales of three spice blends produced by MDH and one by Everest, saying they contained high levels of a cancer-causing pesticide ethylene oxide. Singapore also ordered a recall of the Everest mix, and New Zealand, the United States, India and Australia have since said they are looking into issues related to the two brands.Sunil Chhetri has called time on his football career for the Indian national team. The Indian football legend said that the match against Kuwait will be his last game in the national colours. He made the announcement and said that the game against Kuwait — which is part of the second round of the FIFA World Cup qualifiers — will be his last game. A massive controversy has erupted in the world of spices, masalas and mixes, with products of two leading Indian players, MDH and Everest in the midst of this. The Hong Kong and Singapore governments suspended the sale and withdrew certain masalas of these two brands, stating that they contained higher than permissible limits of a pesticide, ethylene oxide. Multiple governments of other countries have now announced investigations into these products from India. After this, the Spices Board and the Food Safety and Standards Authority of India, or FSSAI announced a slew of measures for spices as well as other foods, to test for contamination and to ensure they are up to standards. In the meantime though, the FSSAI has been under criticism for another issue – the allowing of a ten-fold increase in maximum residue limit from 0.01 milligrams per kg to 0.1 in spices and herbs, in cases of pesticides not registered in India or in cases where the maximum limit is not defined in Indian or international regulations. What is going on with pesticides and masalas in India? How unsafe are the foods, especially processed foods that are sold in India? What are the regulations we have in place, and how effectively are these being implemented? Do we need a more stringent system to ensure food safety and public health in India? From traditional media to social media, coordinated information campaigns or operations, the ways in which harmful information can enable or aggravate risks of harm for civilians are constantly evolving. However, evidence of risk factors remains incomplete, and solutions elusive. In this post, Chris Brew, a former Protection Associate with the ICRC, looks to previous examples of harmful information (often referred to as misinformation, disinformation and hate speech or “MDH”) resulting in civilian harm to identify patterns in underlying risk factors to inform when and in what circumstances civilian harm may result from such information.
An outbreak of Legionnaires' disease has sickened 14 people in Grand Rapids and 11 have required hospitalization. The source is the city's water supply. Legionnaires' disease is a serious type of pneumonia caused by inhaling Legionella bacteria found in water. It is deadly, but so far no one in Grand Rapids has died. The Minnesota Department of Health confirmed the first case in April 2023, and since then has been investigating the source. MDH found the only common exposure was the municipal water supply. The city of Grand Rapids is now working the MDH to flush out the bacteria. Julie Kennedy is the Grand Rapids public utilities general manager. She joined Minnesota Now to talk about how the city is working to disinfect its water supply and how to avoid getting sick.The Minnesota Department of Health suggests that to avoid getting sick, people in Grand Rapids to regularly clean devices that use water like sinks, showers, humidifiers, CPAP and BiPAP machines and Netipots.

The CDC is recommending adults with underlying conditions, those over 60 and toddlers to receive the recently approved RSV vaccine. RSV is a respiratory virus that causes cold-like symptoms. Most people recover in a week or two, but it can be serious, especially for infants and older adults. An updated COVID vaccine has become available as of a couple of weeks ago. The vaccine is recommended for individuals 5-years and older. There are also options for children between 6-months to 5-years old. Minnesota residents who have symptoms of COVID-19 and have tested positive or have been exposed to someone with COVID-19 are eligible to receive treatment at no-cost. The Minnesota Department of Health in partnership with Cue Health run the Test to Treat program, which provides access to care and COVID19 medication. Health insurance is not required to receive treatment. To receive your treatment call 1-844-609-2415 to speak with a healthcare provider.

If you're out when it gets dark, perhaps sitting around a campfire or lingering at a park, you might see a bat swoop through the shadows, gobbling up insects like they're M & M's. We are getting into the "busy season" for bats. Baby bats that were born this spring will soon start to fly out on their own, which can occasionally lead to some surprising encounters with humans--especially if bats wind up somewhere you're not expecting, like inside your house. THAT might lead you to call the Minnesota Department of Health. The MDH fields several thousand calls a year from people concerned about rabies after encountering bats. A former vaccine event coordinator is suing the Minnesota Department of Health for racial discrimination, and alleges that her supervisor referred to her using a racial slur. Health officials are continuing to remind Minnesotans that the best way to protect themselves and their community against covid 19 is to get the updated booster after receiving their primary doses of the vaccine. The latest vaccine, known as the bivalent booster, is available for people 5 years of age and older.This new booster helps protect against the covid variants currently circulating, the BA.4 and BA.5 variants. According to a CDC estimate, this accounts for about 60 percent of reported COVID cases in the US during the last week of October. Laz Carreon is a registered nurse and COVID Project Manager for the Indian Health Board in Minneapolis. He says that the bivalent booster is going to offer you the best protection against covid variants circulating right now“This is what's going to be offering that extra heightened level of protection against what is currently circulating,” said Carreon. “We all need to do our part to make sure that we're not continuing to spread this, and especially to our vulnerable, vulnerable population, our family, our friends, our loved ones, that's we want to protect.”Native community members can check with their local IHS clinic, the Native American Community Clinic, The Indian Health Board, the Division of Indian work, and the American Indian Community Housing Organization to find out how to schedule an appointment or visit a vaccination event. All Minnesotans can check with their regular healthcare provider, local pharmacy, or visit a state-run vaccination site.The bivalent booster was also recently approved for children 5-12 years of age. The Minnesota Department of Health says parents should get their children boosted at least two months after they've completed their primary series of the COVID vaccine. MDH is also encouraging parents with children that have not completed their primary series to schedule their next dose so they can become eligible for the bivalent booster. The primary series is important to build up the base protection against the virus. So far this month –Division of Indian Work is hosting a vaccine clinic at Humboldt High School in St Paul on November 11th from 5 to 8pm – and November 17th at Little Earth in Minneapolis from 4 to 7pm.In related news…Virus levels in the Twin Cities wastewater suggest a fall time surge is on the way. According to the University of Minnesota's Genomics Center, who measures covid virus levels in wastewater, the amount increased by about 20 percent from October 17th to October 24th. They noted that much of the increase was due to a spike in levels on Monday, October 24. The Genomics Center says that virus levels in wastewater can serve as an early warning that the virus is spreading in the community. Dr. Kenneth Beckman, executive director of the Genomics Center explains:“The benefit of having information waster water is that it serves as a canary in coal mine, in a fashion. It allows you to see an outbreak before people have shown up at a doctor's office or the ER,” said Beckman.As cold weather approaches ….our indoor close contact with others increases making it easier for viruses to circulate. MDH still recommends wearing a mask in indoor public places and testing when you have covid symptoms.
