Abstract: A multi-scale approach elucidated the origin of the error-related-negativity (ERN), with its associated theta-rhythm, and the post-error-positivity (Pe) in macaque supplementary eye field (SEF). Using biophysical modeling, synaptic inputs to layer-3 (L3) and layer-5 (L5) pyramidal cells (PCs) were optimized to account for error-related modulation and inter-spike intervals. The intrinsic dynamics of dendrites in L5 but not L3 PCs generate theta rhythmicity with random phase. Saccades synchronized the phase of this theta-rhythm, which was magnified on errors. Contributions from L5 PCs to the laminar current source density (CSD) observed in SEF were negligible. The CSD derived from L3 PCs could not explain the observed association between their error-related spiking modulation and scalp-EEG. Laminar CSD comprises multipolar components, with dipoles explaining ERN features, and quadrupoles reproducing those for Pe. The presence of monopoles indicates diffuse activation. These results provide the most advanced explanation of the cellular mechanisms generating the ERN. Copy rights belong to original authors. Eesti pagulasabi juhatuse liige Anu Viltrop märgib, et riigid rikuvad sel kombel mitmeid ise endale võetud kohustusi. Näiteks on põgenike taoline tagasitõrjumine täiesti lubamatu. Pealegi näitab statistika, et meil peaks olema kohustus ligi pooltele neile asüüli anda. Seda enam, et nende seas on ka Lukašenka režiimi eest põgenevaid Valgevene kodanikke. „Leedus on üle 2800 inimese Iraagis. Kui vaadata näiteks 2020. aasta andmeid, siis üle 40% iraaklastest, kes Euroopas varjupaigataotluse esitasid, selle kaitse ka said,“ toob ta näitena. „Piirilaagrites ootab oma saatust ka üle 80 afgaani ja pole väga vaielda, et Afganistan on koht, kuhu oleks praegu väga turvaline minna.“ Lisaks said mullu kaitse üle 80% Euroopasse jõudnud süürlastest. Kuid ei vaktsineerimise korraldajate seas ega valitsuses ei näi kellelgi mingit probleemi pilla-palla olukorra suhtes olevat. Samas tuleb peale kolmas koroonalaine, tänased nakatumisnumbrid on juba 200 juures. Delfi „Erisaate“ liinil on sotsiaaldemokraadist riigikogu liige Jevgeni Ossinovski, kes ütleb, et valitsus kihutab tegevusetusega kinnisilmi vastu koroonatsunami lähenevat seina. Muuhulgas ütleb Ossinovski, et piirangutest vaid vaktsineerimata inimestele ei pruugi varsti enam piisata. Saatejuht on Raimo Poom.

Ometi ei pajata me Leninist ega nõukogude kurjategijatest, vaid keskendume hoopis Soome vasakpoolsetele. Köögilauas on Soome kultuuritegelane ja pensionär Mikko Savikko, kes kuulus noorena (1960ndate lõpul ja 70ndatel) soome võitlevate vasakpoolsete ridadesse, keda kutsuti “taistolaiset” – “võitlejad”. Mikko analüüsib, mispärast Soomes sedavõrd hasartselt punalippudega vehiti. Termin taistolisus tähendab paljudele poliitiliselt Nõukogude Liitu kaitsvat liini ja sedakaudu ka Eesti-vastasust. Eestis on ikka ja jälle äratanud imestus soomlaste aktiivne punastumine 60ndate aastate lõpul. Sajad bändid kommunistliku sõnumiga, hasartsed miitingud, rusikatega vehkimine, elamine ainult ideoloogiale ning soov viibida pideva klassivõitluse keskmes. Soomes leidus küllalt ka inimesi, kes soovisid oma riiki näha Nõukogude Liidu 16. vabariigina ning ei häbenenud seda välja karjuda. Muidugi polnud Soome vasakpoolsus üheülbaline nähtus, vaid suhteliselt laiapalgeline, mis kakles pidevalt isekeskis. Ja eestlastele, kes ilguvad oma kuuekümnendike üle, kuna nood olla parteisse roninud, et seda „seestpoolt õõnestada“, on põhjanaabrite vasakentusiasmi põhjuseid õnneks (?) küllaltki raske selgeks teha. Ning mis seal salata – eks soomlaste toonane tobedus ja naiivsus oli ka märkimisväärsed. Taistolisuse nime mõtlesid välja Helsingi Sanomate toimetajad. Lisaks kommunistlikule võitlusele ja punalippude heljutamisele tähendas see paljudele ka ohtrat pidutsemist. Loosungid “Õllega kommunismi ja seksiga sotsialismi” ja “Kommunistide kraam on ühine” olid mõnedele tegelik elu. Nii et – vaatame korraks vasakule.

Abstract: The supplementary eye fields (SEF) subserve high-level gaze functions and possess spatially tuned response fields, but the influence of visual landmarks on SEF response fields and their role in head-unrestrained transformations are unknown. We investigated these questions using a model-fitting approach employed recently to probe target (T) to gaze (G) and landmark-centered transformations through time in visuomotor response fields (Sajad et al., 2015; Bharmauria et al., 2020). Two head-unrestrained animals were trained to saccade toward a remembered visual target, in the presence of a visual landmark that shifted during the delay, causing gaze end points to partially shift in the same direction. 256 SEF neurons were recorded, including 68 with spatially tuned response fields. Model fits to response fields established that, like the frontal eye field (FEF) and superior colliculus (SC), spatially tuned SEF responses show a visuomotor transformation along an egocentric T-G continuum in eye-centered coordinates, with relatively poor fits to other models like T-fixed-to-landmark (T'). However, response field fits against a T-T' continuum revealed a partial shift toward T' in the SEF motor code, similar to the landmark influence on gaze. Unlike FEF, only motor neurons (with no visual response) showed a transient unintegrated T-T' shift (i.e., no correlation with T-G) during the delay, and only visuomotor neurons showed an integrated shift during the final motor burst (i.e., T-T' / T-G fits correlated). Based on these findings, we propose that frontal cortex incorporates landmark-centered information into a distributed, eye-centered target-to-gaze transformation through a reciprocal, complementary prefrontal circuit. He joins Roy to discuss our country's military history, how Canadians impacted WWI, and the often forgotten role Canadian soldiers played in the Korean War. Countless Canadian military veterans live with Post Traumatic Stress Disorder, which was once known as “shellshock” in WWI. Support for these veterans and their caregivers is severely lacking. Our guest Jenny Migneault has battled for “the identity and the dignity of caregivers of wounded veterans.” The Afghani translator known as “Left Behind Alex” is one of the many of translators whose life is in danger after helping Canadian forces combat the Taliban. He, like the others, was integral in helping members of the Canadian forces to survive in so many ways. Yet because Sajad missed the small window of opportunity for immigration, he is now stuck in Afghanistan where he is hunted by the Taliban. On June 2, 2008, during his second tour of duty in Afghanistan, Major Campbell lost both of his legs to a target IED in a Taliban attack. He travelled for two hours via helicopter without any pain medication to a field surgical hospital where he was treated for his extensive injuries, and had to be resuscitated on the operating table. Över tusen barn har försvunnit under de senaste fem åren i Sverige. Det handlar om ensamkommande flyktingbarn som gått under jord och lever på drift, någonstans i Sverige. Kaliber tar reda på vart de tar vägen och hur några av dem lever - och vem som egentligen tar ansvar för barnen. – Här nere på rum nummer sju på nedanvåningen här bodde den senaste killen som avvek. Ismail 15 år, Mohammed 16 år och Amina 14 år - är tre av drygt tusen ensamkommande flyktingbarn som under de senaste fem åren kommit till Sverige - för att sen bara försvinna.  Detta är inga svenska barn. Då hade dom förmodligen hittats. Nej, dom här barnen har sökt sig till Sverige - utan sina föräldrar - på flykt från krig och förföljelse. Nu är många av dem på flykt igen - gömda och glömda av det svenska samhället. I Kaliber idag försöker vi få svar på frågan: vart tar de här barnen vägen? Och vem är det som ska ta ansvar för dom? – Och i rummet bredvid flyttade det precis in en kille igår. Det kan tänkas att den här killen avviker under helgen eller på måndag. Inne i det rum som verksamhetschef Betim Jahiri visar på Beddinge transitboende utanför Trelleborg står det ett par badtofflor bredvid den bäddade sängen. På dörren in till toaletten hänger en tröja och på väggen en ensam teckning med orangea streck. – Det är ju ganska så tomt det är ju ett tecken på att här försvinner folk ganska tidigt, de hinner inte etablera sig mer än hänga upp ett par shorts och handdukar. I ett gammalt mysigt vitt pensionat med knarrande trappor och avskavd färg finns Beddinge transitboende som drivs i Malmö stads regi. Här bor just nu 18 ensamkommande tonårskillar. Hit kommer ständigt nya ensamkommande barn som behöver en plats i väntan på att få sina asylskäl prövade av Migrationsverket. Men många försvinner också härifrån. Minst 2-3 varje månad, säger Betim Jahiri. Och den senaste tiden har dom börjat försvinna i allt snabbare takt. – Dom kommer hit en fredag och placeras här på Beddinge. Vid ett flertal tillfällen har man kommit ner till rummen på måndag morgon och märkt att personen i fråga inte är där utan har avvikit eftersom man har ju förberett ungdomarna på att på måndag måste du söka asyl. Det är den senaste utvecklingen och det är jättekonstigt. Vi lär varken känna dom eller får veta varför dom avviker. Var vet ni då om vart de tar vägen? – Ja, ingenting egentligen. De kan hamna överallt egentligen och vi kan bara spekulera. Det ryktas om svartarbete i Malmö, smuggling, människohandel att dom ingår i nån större härva. När ett barn avviker från boendet finns det tydliga rutiner för vad man ska göra...ansvarig socialsekretare informeras och inom 24 timmar anmäls försvinnandet till polisen. Betim Jahiri säger också att de anställda på boendet försöker ge polisen ett så tydligt signalement som man kan.    --Vårt ansvar tar ju lite slut där när vi gjort en polisanmälan och försökt vara behjälpliga om det skulle behövas eller dyka upp igen. Hur ofta kommer dom tillbaka? – Ingen har kommit tillbaka till det här boendet som jag vet. Kaliber har låtit Migrationsverket ta fram siffror över hur många ensamkommande flyktingbarn som försvunnit dom senaste åren. Och dom visar att över tusen barn har försvunnit sedan 2008. Några av dem är inte äldre än sex-sju år. Siffrorna visar också att antalet försvinnanden har blivit fler. 2011 försvann 163 barn. En siffra som nästan fördubblades under 2012 då 317 barn försvann. En del av dom återvänder frivilligt efter ett tag, men dom allra flesta är fortfarande borta.   Gränspolisen i Skåne har som uppgift att hitta dom barn som försvinner. Bakom en hög anmälningar om försvunna barn sitter gränspolisens chef Kristina Hallander Spångberg och biträdande chefen Leif Fransson. De är uppgivna. – Det finns i princip inget att göra. I vissa av ärendena finns inte ens något signalement på barnen. Ingen identitet. Inga uppgifter om anhöriga. Och transitboendet har inga uppgifter om dom. Så vi har inget att arbeta med. – Jag kan ju bara ta ett exempel från en anmälan här. Signalement då. Personalen på boendet kunde inte ge något signalement. Men Abri är från Marocko och talar arabiska.... Här har vi en:  Mohammed är cirka 180 cm lång. Bar en beige jacka när han lämnade boendet. Har snaggat hår. Och det är det enda ni har? – Ja precis, och då kan man själv föreställa sig hur lätt det är att hitta en Mohammed som är 180 cm lång i Sverige. Och då blir det tyvärr så att ärendet hamnar rätt långt ner i prioriteringen. Det vill säga vi gör ingenting. Och vad vet ni om var de här barnen är idag? – Vi vet ingenting om var de är idag. Varken polisen eller personalen på transitboendena vet alltså vart barnen tar vägen. Men hur är det möjligt att barn i Sverige idag kan försvinna spårlöst? Och var är de? Stockholmståget ska snart åka norrut och dom sista passagerare hoppar på. Vi är ute och letar efter dom som försvunnit. Vi har hört att det är hit en del av barnen söker sig. Till Malmö centralstation. Just den här morgonen hittar vi inga av de försvunna barnen. Men det var hit 17-åriga Sajad kom när han lämnade sitt transitboende. – Det var jättekallt. Och människorna bara kollade på mig, jag kände mig som en tiggare. Den 24:e februari förra året hade 17-åriga Sajad varit i Sverige i fem månader och precis fått besked om att han inte skulle få stanna. – Jag blev mycket trött av livet, jag hade inget hopp att leva vidare. Vad tänkte du då? – Jag kom på att ta livet av mig. Men livet ville annorlunda. Av en kompis på boendet får Sajad veta att han kan gömma sig i 18 månader. Lyckas han med det har han rätt att söka asyl igen i Sverige. – Så sa han till mig att det finns en regel som säger att man kan gömma sig i 18 månader och sen kan man söka asyl igen. Mitt i natten den 24 februari medan de andra på transitboendet ligger och sover packar Sajad sin väska med det han äger - lite kläder och två böcker. Den första tiden lever han på gatan men efter ett tag får han hjälp av Asylgruppen – ett löst sammansatt nätverk som hjälper asylsökande och papperslösa. Vi är på väg till den lägenhet som Asylgruppen har ordnat åt Sajad och några andra killar, som lever gömda. Lägenhetsinnehavaren har flyttat och lägenheten gapar tom. Här kan killarna bo under den tre månader långa uppsägningstiden. På golvet i ett stort tomt vardagsrum sitter fyra andra afghanska pojkar och stirrar in i en liten laptop. På skärmen visas en Bollywoodfilm. Så det är här du bor? – Ja, jag bor här. Sajad vill inte gärna berätta om varför han flydde från Afghanistan. Minnena är för smärtsamma. Nu försöker han istället fokusera på hur han ska klara sig under de resterande sex månaderna som han måste hålla sig gömd. Var sover du? – Jag sover i andra rummet. Vill du visa? – Ja. Här var det mörkt. – Ja, det finns ingen lampa. Hur skulle du vilja beskriva ditt rum? – Tomt. Ingen tv, ingen matta. Ingen bra lampa. Kala väggar, tomt rum med en säng i ett hörn och en hög med kläder – det här är allt du äger? – Jag har tre t-shirts, två jeans och en jacka. Och lite böcker – hur kan du läsa utan lampa? – Jag går till det andra rummet. ”Mördare utan ansikte”  Henning Mankell – vad har du mer för böcker? – Anne Franks dagbok. Sajad är ett så kallat Dublinärende. Enligt Dublinförordningen har man inte rätt att stanna i Sverige om man registrerats som flykting i ett annat EU-land tidigare. Reglerna säger att man då ska avvisas från Sverige till det land som man varit i först. I Sajads fall är det landet Danmark. I Danmark, varför gav de dig avslag där? – Det har de inte förklarat, men jag tänker att det blir mer och mer flyktingar i Danmark och att de blir trötta på flyktingar. Det finns ingen plats kanske. När myndigheterna inte längre tar ansvar för de här barnen är det alltså ideella krafter som får ta vid. För Sajad har hjälpen från Asylgruppen betytt att han fått någonstans att bo, han får lite fickpengar varje vecka och hans kontaktperson sköter kontakterna med skolan där han går och lär sig svenska. Hur lång tid av de här 18 månaderna har gått nu? – Det har gått nästan ett år. Så du har sex månader kvar – hur känns det att det har gått så lång tid ändå? – Det känns bra, jag hoppas att jag en dag kan söka asyl här i Sverige.  --Jag har slutat skolan och nu ska jag till hem. För nu efter skolan har jag inte så mycket att göra. Jag kanske pluggar lite hemma. Och sen... ja, det är fredag och alla är med kompisar och alla är ute, men jag... jag känner mig lite orolig och jag ibland jag blir rädd. Det är fredag och vi träffar ett av dom andra ensamkommande barnen som försvunnit. Arash har precis slutat skolan. Han går på naturprogrammet och drömmer om att arbeta på apotek. Han har levt gömd i snart ett halvår, men han går ändå i skolan. – Jag älskar att plugga och gå i skolan. Men jag är orolig hela tiden. Varför? – Jag är rädd för polisen och jag vill inte åka tillbaka till Afghanistan för att jag har mycket problem där och jag kommer inte leva. Därför är jag rädd när jag går i skolan och sen hem, rädd för polisen och tänker att polisen kommer att hitta mig. Om polisen hittar mig kommer de så klart skicka tillbaka mig – det är därför jag är rädd. Inte långt härifrån står polisinspektören Karl Dannestam och gör en cykelkontroll. Ett trasigt cykellyse gör att en ung tjej får böta 500 kronor. Men poliserna här har även en annan uppgift. Sedan Sverige gick med i Schengen ska polisen också göra en så kallad inre utlänningskontroll om dom blir misstänksamma om att cyklisterna inte har rätt att uppehålla sig i Sverige. De senaste åren har regeringen ställt krav på att polisen ska göra fler kontroller. I Skåne har antalet inre utlänningskontroller mer än tredubblats sedan 2007. Har du några regler när du går hem från skolan? – Ja, jag tänker att idag ska jag ta den vägen, det är bättre att inte alltid ta samma väg. Varför gör du så? – För att jag är rädd för polisen och jag tänker att någon kanske letar efter mig, därför tar jag inte samma väg varje dag.   Arash har fått magsår och har svårt att sova om nätterna. Den medicin han fick på transitboendet är nästan slut. Och han har hamstrat så att medicinerna ska räcka. – Jag har ingen medicin till magen kvar, jag har bara sömnmedicin kvar som jag har sparat. Ibland när jag inte kan sova på hela natten så tar jag en tablett bara för jag är att de ska ta slut och vad ska jag då göra sen?  – Om jag går till sjukhuset ringer de polisen och polisen kommer och hämtar mig. Arash är nästan hemma nu, men vid en annan poliskontroll står biträdande chefen för gränspolisen Leif Fransson. Det är en svår uppgift gränspolisen har. Dels vill de värna om och hitta de barn och ungdomar som försvinner. Men något som prioriteras högre är den grupp av barn som försvunnit och som fått beslut om så kallad verkställighet – alltså att de ska avisas. – Vi har ju faktiskt en rätt att prata med folk, man ställer kanske en fråga ”Hej, vad heter du?”. Kan man då inte prata svenska finns det kanske en grund att gå vidare. Leif Fransson säger att de allra de flesta som gränspolisen hittar inte är via kontroller på stan. Istället handlar det om tips från allmänheten. – Det kan vara boende i en trappuppgång som har sett att det är mycket folk som springer till och från en lägenhet. Vad kan det vara mer för tips? – Andra tips kan vara att man jobbar hos någon person och vi får tips från näringsidkaren när det närmar sig att man ska betala, då ringer man polisen och tipsar om att i den butiken finns det en person som inte har rätt att vara i landet. Och de tipsen stämmer i 99 fall av hundra, vi hittar alltid någon som inte har rätt att vara i landet.   Den senaste tidens debatt om papperslösa har handlat om REVA - ett projekt som går ut på att Migrationsverket tillsammans med kriminalvården och gränspolisen ska bli mer effektiva på att verkställa besluten om avvisning. I Skåne har gränspolisen tillsatt två extra tjänster till satsningen och under förra året lyckades man avvisa 25 procent fler än 2011. Även om REVA handlar om administrativa förändringar inom polisen har många i samband med projektet kritiserat polisens arbetsmetoder - att man kontrollerar folk på gatan och i tunnelbanan, och att man slår till vid vigslar och i anslutning till barnpsykiatrin. – Det vi sysslar med, det väcker jävligt mycket känslor hos folk. Vi letar efter folk som inte har rätt att vara i landet och då kan man ju tycka ”varför gör vi det då?”. Men det är ju inte för vårt eget nöje som vi gör det. Det finns ett antal poliser på gränspolisen och de har en uppgift att sköta. Och vi hanterar den uppgiften på det professionella sättet att vi följer de regler och riktlinjer vi har att jobba efter. Och det kan man tycka vad man vill om ju. Men vad tänker du om att de här kontrollerna kan leda till att de som lever gömda och kanske inte vågar söka sig till skola och sjukvård? – Man kan tycka att det är rent förjävligt egentligen att man har den känslan, för ytterst är det ju människor vi pratar om och vi ska ju behandla dem på ett värdigt och respektfullt sätt. Och då kan man ju tycka att när vi jagar dem – behandlar vi dem på ett värdigt och respektfullt sätt? Nej det är det kanske inte, just då vid det tillfället. Men då blir det ett lite torrt tjänstemanasvar: Vi har en uppgift att sköta och det kan man ju tycka är helt åt helvete vid just det tillfället, men så är det. Får vi andra besked och beslut, då respekterar vi det.  Vi har röstat på de politiker vi har och det är de som stiftar lagar. – Dom pratar jättemycket om polisen. Det är nästan det enda dom pratar om. Och dom pratar om dom ska få asyl eller inte och att nånstans jobba med det när jag vet att det kan stå en polis utanför det blir jättesvårt då att få en person att fungera. När jag vet att det är systemet det är fel på. Jag vet att de inte gör något fel. De försöker bara överleva och klara vardagen. Sara Wåhlin är samordnare på TKT, team för krigs- och tortyrskadade på barn- och ungdomspsykiatrin i Malmö. Hon och hennes kollega psykologen Kenjiro Sato träffar många av de försvunna barnen som lever gömda och har bland annat en grupp där man träffas och äter frukost tillsammans. Allt fler ensamkommande barn med svåra upplevelser och obearbetade trauman söker hjälp här, och Kenjiro Sato säger att man först och främst försöker stabilisera barnen och skapa förtroende genom att göra olika aktiviteter tillsammans. Men ofta lider barnen av sömnsvårigheter, överspändhet och koncentrationssvårigheter som dom inte vet hur dom ska hantera. – Många skadar sig själv för att dom inte orkar stå ut med det här. Smärta i själen som dom säger. Jag vet att i Sverige har några tagit livet av sig så det är det värsta som skulle kunna hända. Då blir hela samhället traumatiserat tycker jag. Det är en katastrof för mänskligheten och en katastrof för oss själva att vi låter detta hända i vårt land. Barnen får aldrig möjlighet att bearbeta dom trauma som dom upplevt i hemlandet eller på resan hit till Sverige, säger Kenjiro Sato. Sen är det ytterligare ett trauma att leva som gömd, med den ständiga ovissheten och rädslan för att polisen ska hitta en. Och riskerna för de här barnen är stora, menar Sara Wåhlin. – Det vet vi ju att det finns människor runt omkring som ser de här barnen som en möjlighet till billig arbetskraft, sexuellt utnyttjande. Vi är i Stockholm och ska träffa Ingrid Åkerman som är handläggare på Länsstyrelsen. Hon ligger bakom den första nationella kartläggningen i sitt slag som kom i slutet av förra året och som handlar om barn i Sverige som utsatts för människohandel. – Det kan vara små barn som tillsammans med vuxna begår stölder i varuhus, eller barn som tigger eller barn som utsätts för sexuella övergrepp. I rapporten har Ingrid Åkerman tagit kontakt med samtliga socialtjänster i Sverige och kunnat konstatera 166 fall där barn misstänks ha utsatts för människohandel. 102 av barnen är utländska och flera av dom är ensamkommande som avvikit. Hon berättar om ett av fallen: – Det är en ung flicka, ensamkommande, asylsökande. Efter ett tag försvinner flickan efter många konstiga telefonsamtal och människor som har rört sig utanför huset. Hon hittas så småningom i et fruktansvärt dåligt skick, söndertrasad i underlivet och blir inlagd på sjukhus under en ganska lång tid. Den här flickan kunde de sociala myndigheterna fånga upp. Men efter ett tag försvinner hon igen. – Var hon är idag det vet vi ju inte. På Stockholms centralstation träffar vi Helena Karlén som är generalsekreterare på organisationen ECPAT som arbetar mot människohandel. – Hade det här rört sig om svenska barn så tror jag att det hade varit ramaskrin, det hade varit stora eftersökningar och pådrag runt om i landet för att leta efter de här barnen och identifiera dem och se till att de fick sina rättigheter tillgodosedda. Även här har man sett tecken på att avvikna barn hamnar i sexhandel. Oftast kommer informationen från personal på Migrationsverket, men också från polisen. – Det är allt möjligt: tiggeri på gatorna, stölder men också sexuellt utnyttjande. Kaliber har tittat närmare på hur ansvarskedjan ser ut när ett ensamkommande barn försvinner i Sverige. Migrationsverket ansvarar endast för att pröva barnens rätt att stanna i Sverige. Aisha Butt på Migrationsverket. – Det är inte möjligt för Migrationsverket att eftersöka de här barnen, det är fortfarande polisens ansvar. Men en bra dialog är jätteviktig. Enligt Migrationsverket är det alltså polisens ansvar att se till att de här barnen inte far illa. Men hos polisen får vi andra besked. Biträdande chef för Gränspolisen Leif Fransson igen: – Det är ju inte polisens ansvar att ansvara för de här personerna. Det ligger ju under soc ansvar. Polisen skyfflar alltså vidare ansvaret till kommunerna och dess socialtjänster. I Malmö är Sema Soer enhetschef på den sociala resursförvaltningen. Hon svarar med att säga att det är polisen som skulle kunna lägga ner mer tid på att leta efter de avvikna barnen och att det finns mycket att jobba på när det gäller samarbetet mellan polisen och socialtjänsten. – Det skulle kunna utvecklas men då krävs ett större initiativ från polisens sida. Och när vi lämnar information att man verkligen gör något av den här informationen, är intresserade av att ta emot det. Myndigheterna skyller på varandra när det gäller vem som ska ta ansvaret för de här barnen. Vi tar frågan om ansvaret till vår moderate migrationsminister Tobias Billström. – Jag utgår från att de myndigheter som berörs gör vad de kan för att hitta de barn som försvinner och också försöker förebygga att de försvinner överhuvudtaget. Vår Migrationsminister litar alltså på att berörda myndigheter tar det ansvaret som krävs för att värna om de ensamkommande barnen som försvinner. Och trots att dom blir fler tycker inte Tobias Billström det finns någon anledning att se över systemet eller den svenska asylprocessen. Den är rättssäker, menar Billström. – Men respekterar man inte det beslut som fattas och väljer att avvika så har man också själv ett ansvar. Men samtidigt är det svårt att se hur det här helst ska kunna undvikas. Det har jag inget svar på omedelbart. Arash har klarat sig från polisen den här dagen på väg hem från skolan. Men han är osäker på om han kommer klara att gömma sig de fyra åren det tar innan han har rätt att söka asyl igen. – Hur ska jag kunna vänta i fyra år. Jag bara ber till Gud att de kan hjälpa mig förstå och min situation. Arash och Sajad i reportaget heter egentligen någonting annat.
