The Government's cracking down on dog owners tying up pets for too long. MPI and SPCA Animal Welfare Inspectors will now be able to issue fines topping $1,000. The regulation targets dogs tethered in poor conditions with signs of mistreatment like excessive barking. SPCA Scientific Officer Dr Alison Vaughan told John MacDonald that the regulations won't be targeting people who tether their togs temporarily, such as when they pop out to the shops. She says the issue is prolonged tethering, sometimes known as life chaining, in which dogs are living out their whole lives on a chain. The National Standards Authority of Ireland (NSAI), in conjunction with their partners Data Edge, Timing Solutions and HEAnet, are hosting Ireland's inaugural Time & Sync Forum today, 11th Feb 2025, in Santry, Dublin. The event is bringing together a number of leading authorities in timing and synchronisation from Ireland, the UK and the European Commission to discuss key topics and policies relating to critical infrastructure on the island of Ireland. Position, Navigation, and Timing (PNT) technologies play a crucial role in modern economies, and enable over 10% of Europe's annual GDP, or more than €14 trillion*. Major industries such as communications, energy, transportation, public services and financial services are increasingly reliant on precise timing and timing distribution to deliver their services. Commenting on the event, Minister for Enterprise, Tourism and Employment, Peter Burke TD said, "Position, Navigation and Timing technologies are a core part of the work of a number of industries that are cornerstones of the Irish economy. Earlier this year, the Programme for Government committed to delivering a strong enterprise and fiscal framework to support competitiveness and the growth of a strong industrial base which has created jobs, grown exports, promoted innovation, and raised our standard of living. I warmly welcome this event, focussed on building on the launch of the National Timing Grid, and its role in advancing Ireland's domestic capabilities to support industry." Following on from the successful launch of Ireland's first National Timing Grid in 2023, the NSAI is hosting the Forum to promote the continuing need for Ireland to have as much control over its timing infrastructure as possible, including the potential replacement of Greenwich Mean Time with a domestic equivalent. Keynote speakers include Dr. Leon Lobo, Head of the National Timing Centre (NTC) programme at Britain's National Physical Laboratory, who is delivering its national timing strategy. Dr. Lukasz Bonenberg, Space Programmes Policy and Scientific Officer, Joint Research Centre (JRC), European Commission, will also provide his expertise having worked on Galileo, the EU's Global Navigation Satellite System (GNSS). Between them, Drs. Lobo and Bonenberg will provide an important overview of PNT resiliency across Europe. Along with Data Edge, Timing Solutions and HEAnet, NSAI are currently working on enhancing Ireland's PNT capabilities through the National Timing Grid and the distribution of verified global GNSS data to support compliance with the upcoming EU NIS2 Directive. This update to the EU's original Network and Information Security (NIS) Directive significantly expands cybersecurity obligations for critical infrastructure sectors. NSAI's National Metrology Laboratory (NML), based in Glasnevin, maintains the reference measurement standards for Time & Frequency and contribute their atomic clock data to the International Bureau for Weights and Measures (BIPM) who maintain and calculate Coordinated Universal Time (UTC). Whilst Legal Time in Ireland is under the remit of the Department of Justice, the internationally accepted representation of the second in Ireland is maintained by the NSAI's NML. David Fleming, National Standards Authority of Ireland, Technical Manager for Time, said, "We expect this important gathering to provide valuable insights which help us to inform policy development at a Governmental level and outline the requirements for investment in key timing infrastructure for the country. In a time of disruption and major technological advancements, Ireland needs to be as self-sufficient in this area as possible, while also aligning fully with our international counterparts." A West Clare river has been deemed to be in "bad condition" due to agricultural run-off and wastewater treatment. The Environmental Protection Agency's new report on water quality in rivers and lakes across the country last year has found that increased nutrient pollution means water quality here isn't improving. The Annagh River in West Clare is one of four river water bodies reported as in bad condition along with the River Laune in Kerry, Ahavarraga Stream in Limerick and the Nenagh River in Tipperary. Scientific Officer in the EPA's Water Management Programme Hugh Feeley has been telling Clare FM's Seán Lyons that while farmers must do their bit to prevent run-off, more action is needed from central government.

It's hard to imagine a world without plastic now – plastic exists in almost every sphere of our life. Microplastics, the tiny toxic particles that plastics shed and that are scattered across the environment have been found everywhere – from clouds, to the bottom of the ocean, in Antarctica and even in our bodies – we swallow them and we breathe them in. In a recent study published in The New England Journal of Medicine however, researchers found microplastics and nanoplastics – which are even smaller particles – inside our innermost organ -- in the fatty deposits or plaques that can accumulate in the blood vessels of the heart. They also found that those with these plastics in their blood vessels had a greater risk of experiencing heart attacks, strokes or death. However, they have cautioned this was only a link and not proof that plastics led to bad health – much more research is needed to establish how plastics really affect our health. The study comes at a time when the world and India is attempting to ban plastic and encourage people towards sustainable, plastic-free options – but this is happening very slowly, as we can see all around us, in daily life and in the massive landfills in our city. What can micro and nanoplastics do to the human body? What is the direction research into this must take? And how can we minimise our exposure to plastic pollution? In this Making Leaders podcast, we hear from Onyinye Nwankwo, PhD Candidate in Atmospheric and Space Sciences at the University of Michigan, Ann Arbor and one of three Promise Award Recipients in 2023. Onyinye is an accomplished scientist in the field of upper atmospheric and space sciences, currently pursuing her PhD in Climate and Space Sciences and Engineering. She completed her Bachelor's degree in Physics and Industrial Physics at Nnamdi Azikiwe University in her home country of Nigeria before obtaining a Master's degree in Space Geophysics from the National Institute for Space Research (INPE) in Brazil and a second Master of Science in Climate and Space Sciences and Engineering from the University of Michigan. During her undergraduate studies, Onyinye served as an industrial trainee “Radio Signal Officer” at the Nigeria Port Authority in Lagos State, where her skills in maintaining radio signals and signal processing were key to ensuring efficient communication and navigation services. She went on to become a Scientific Officer with the Center for Atmospheric Research, National Space Research and Development Agency (CAR-NASRDA) in Anyibga, Kogi State, Nigeria, where she showcased her expertise in data processing, management and the operation of cutting-edge imaging technology. In this role, Onyinye provided key raw data handling for the All-Sky Airglow Imager and Fabry Perot Interferometer and made significant contributions to the understanding of atmospheric phenomena, which also bolstered Nigeria's stature in space and atmospheric research. Before joining CAR-NASRDA, she worked as a Graduate Assistant in the Department of Physics at Michael Okpara University of Agriculture in Umudike, Nigeria, where she handled a range of responsibilities for the department, including course instruction, design and implementation of research methodologies, contributions to lab experiments and management of administrative tasks.

She went on to become a Scientific Officer with the Center for Atmospheric Research, National Space Research and Development Agency (CAR-NASRDA) in Anyibga, Kogi State, Nigeria, where she showcased her expertise in data processing, management and the operation of cutting-edge imaging technology. In this role, Onyinye provided key raw data handling for the All-Sky Airglow Imager and Fabry Perot Interferometer and made significant contributions to the understanding of atmospheric phenomena, which also bolstered Nigeria's stature in space and atmospheric research. Before joining CAR-NASRDA, she worked as a Graduate Assistant in the Department of Physics at Michael Okpara University of Agriculture in Umudike, Nigeria, where she handled a range of responsibilities for the department, including course instruction, design and implementation of research methodologies, contributions to lab experiments and management of administrative tasks. Onyinye was selected as one of the three Promise Award Recipients for the 2023 "20 Under 35" cohort. Amy Comeau is a lead member of the CST-100 Starliner Chief Engineer's Office at Boeing, a position that requires solving complex system-level design and integration challenges. As part of her current role, she facilitates factory tours of the Starliner program for key stakeholders, including legislators, community leaders, national and international customers, universities and other organizations, making constant use of her powerful communication and leadership skills. Amy began her career at Boeing in 2018 as a satellite systems vehicle engineer as part of a rotation program, where she led an in-depth analysis of test equipment anomalies and supported the setup and functional checkouts of various satellite payloads. Before joining Boeing, she worked in a fellowship for start-up Bryce Space and Technology as a Brooke Owens fellow – one of only 36 women selected for the fellowship in 2017. She also participated in NASA's Micro-g NExT challenge as a student, during which she designed, developed and manufactured a tool that could seal micrometeorite debris holes on the International Space Station. Amy graduated from Purdue University with a Bachelor of Science in Aeronautical and Astronautical Engineering. Dr. Justyna Kosianka is a Senior Remote Sensing Scientist at Ursa Space Systems, with a history of designing and developing algorithms for Synthetic Aperture Radar (SAR) analytics, geospatial modeling for synthetic SAR training data generation and data fusion. Within this she has focused on change detection as well as environmental monitoring analytics. Dr. Kosianka serves as the manager for Ursa's SAR-based Analytics Team and has served as the technical lead for the company's suite of SAR-based Earth observation analytics, including National Catastrophe, soil moisture, stockpile measurement, flood mapping, well monitoring and oil storage measurement and supply chain management. She was recently assigned the role of Product Owner for Ursa's commodities-based product offerings. In this role, Dr. Kosianka is responsible for planning for design and development of commodities and Earth observation products, which helps set the direction for an entire suite of SAR-analytics-based products for the company. She has made particular progress in the area of 3D Change Detection while at Ursa, resulting in her being awarded 2 patents for SATELLITE SAR ARTIFACT SUPPRESSION FOR ENHANCED THREE-DIMENSIONAL FEATURE EXTRACTION, CHANGE DETECTION, AND VISUALIZATIONS (A-1 and B-1).
