Tensions have been running high at the Pacific Island's Forum being held in the Cook Islands. Nauru's president David Adeang walked out of a leaders' meeting in Rarotonga and did not attend the Leaders Retreat today in Aitutaki instead returning home early this morning. It's understood he left after questions were raised about the nomination of Nauru's former president Baron Waqa to be the Forum's next Secretary-General. Nauru president David Adeang walked out of the Pacific Islands Forum on Thursday and is a no show at a leaders retreat on Aitutaki. The walkout came after Samoa's Prime Minister Fiame Naomi Matafa raised concerns over the process in which ex-Nauru president Baron Waqa had been elected to become the next secretary-general of the Pacific Islands Forum and wanted that to be discussed during the retreat. RNZ Pacific's Lydia Lewis spoke to Ingrid Hipkiss.
Pacific leaders are meeting for their retreat on the island of Aitutaki on the third day of the Pacific Islands Forum. There is much for the leaders to discuss, including climate change, regional security and economic development. The leaders are also meeting as a cloud hangs over the forum regarding the controversial figure nominated to be its next Secretary General. RNZ Pacific's Eleisha Foon is in Rarotonga.

Now the contest news Today, the 17th of July, the International Low Power Contest runs from 0900 to 1600UTC. It is CW only on the 3.5, 7 and 14MHz bands. The exchange is the signal report, serial number and transmission power. On Monday, the RSGB FT4 Contest runs from 1900 to 2030UTC on the 3.5, 7 and 14MHz bands. The exchange is your report and 4-character locator. Tuesday sees the 1.3GHz UK Activity Contest take place between 1900 and 2130UTC. Using all modes, the exchange is signal report, serial number and locator. On Thursday it is the 70MHz UK Activity Contest from 1900 to 2130UTC. Using all modes, the exchange is signal report, serial number and locator. Now the radio propagation report, compiled by G0KYA, G3YLA, and G4BAO on Friday the 15th of July 2022. We had another rocky journey last week in terms of HF propagation. The solar flux index climbed from 137 last Saturday to 165 by Thursday, which should have brought better conditions. But the Earth was plagued again by unsettled geomagnetic conditions, with the Kp index hitting four on Monday the 11th and five on Tuesday the 12th. This was due to an enhanced solar wind, which hit a velocity of 564km per second and had a strongly south-pointing Bz magnetic field. This allowed it to more efficiently couple with the Earth's magnetic field allowing plasma to pour into the polar areas. HF conditions were typical for this time of year, with lower maximum frequencies during the day, compared with winter, but higher MUFs at night. Daytime F2-layer MUFs over a 3,000km path has generally been between 18 and 21MHz during the day, falling to 10 to 14MHz at night. But the early hours of the 11th were particularly good with the MUF staying above 15-16MHz. The moral of the story is if you should wake up in the middle of the night, check out your HF radio, you might get a pleasant surprise. Sporadic-E remains the dominant mode for 10-metre propagation, bringing strong short-skip contacts around Europe and the potential for multi-hop DX. Next week NOAA predicts that the SFI will decline to the 130s, although their predictions have not been too accurate recently. We can likely expect reasonably unsettled geomagnetic conditions with a minimum Kp index of three. With the current sunspot activity, the solar wind is unlikely to remain calm for long and more solar flares are very likely. And now the VHF and up propagation news. The current very hot and humid weather means that Tropo is fairly widespread. This can be a significant feature over surrounding seas as hot dry air from the land drifts out across a cooler moist layer of air near the sea surface giving an almost continuous strong Tropo. This affects paths across the North Sea, the English Channel and the Irish Sea as well as farther afield across Biscay and south past Portugal. The Mediterranean is a hot spot of Tropo during the summer, and long east-west paths are possible if you take a rig on holiday. Closer to home, these favourable Tropo conditions come to an end by midweek as low pressure moves into place over the UK and brings a chance of heavy thundery showers, with associated GHz band rain-scatter chances. Sporadic-E is still prevalent in mid-July and the jet stream pattern probably favours paths to the Baltic and Scandinavia. A high Kp index tends to suppress Es chances and this has been rather volatile lately. It's worth checking this periodically, and the silver lining of a higher Kp index is a chance of auroral propagation. As we move towards the end of the month, all four relatively-small July meteor showers are still active. The largest of these is the Southern delta-Aquariids, peaking on the 30th of July with a medium Zenithal Hourly Rate of 25. Remember that random meteor activity is always there and is best around dawn. Moon declination goes positive on Monday and we passed perigee last Wednesday, so Moon visibility time and path losses will increase this week. 144MHz sky noise is low all week. Welcome to Episode 42! The Cook Islands are re-opening on Jan 13th 2022 so I thought I would share my experience of my trip there in 2018. My partner and I went for two weeks in April/May and had a glorious time! There will be tips of places to visit on Rarotonga as well as Aitutaki. There are some details on the accommodation we stayed at, cafes/restaurants we ate and drank at, stories of nearly crashing scooters and of course our favourite beaches we frequented! Alistar Kata has been a reporter for Tagata Pasifika since 2016. She is Cook Island/ Maori (Ngapuhi), hailing from the villages of Vaipae and Tautu in Aitutaki. Alistar found her love for journalism at high school, fascinated with the way media shapes and influences its audiences. She graduated with a Bachelor of Communication Studies at AUT in 2013, then spent her Honours year studying media in Aarhus, Denmark. In 2015 she was the recipient of both the Spasifik Magazine Prize and Storyboard Award for Diversity Reporting, and the Radio New Zealand International Award for Asia-Pacific Journalism. Alistar also worked as the producer of Pacific Media Network’s 531pi breakfast show in 2018. She has a particular interest in reporting on the social issues affecting Pacific people in New Zealand, delving into stories about housing, health, climate change and poverty. New Zealand and the Cook Islands have agreed to open a quarantine-free travel bubble by the end of March next year. Before a two-way travel opens up, New Zealand will open up one-way quarantine-free travel from the Cook Islands as a first step for people who need to access essential services. Thomas Tarurongo Wynne is from Ngati Ingatu from the village of Areora on his grandfather’s side and Ngati Kaena from the village of Aro’a and Ngati Vakatini from the village of Tupapa on his grandmother’s side. First elected to the Palmerston North City Council in 2010, and appointed Deputy Mayor in 2016, Tangi Utikere is believed to be the city’s first elected councillor of Pasifika descent. He holds a Bachelor of Arts degree with a Triple Major in History, Political Science and Social Policy, along with a Graduate Diploma in Teaching (Secondary) from Massey University. His professional background is in Education, where he held the position of Head of School at Freyberg High School, until he took up full-time Council duties in 2016. Tangi replaced Iain Lees-Galloway as the Labour candidate in Palmerston North and successfully won the seat by more than 10,000 votes at the General Election to become the MP for Palmerston North. In homage to the many Maori shearers and shearing whanau Justine Murray attends the Golden Shears Competition held in Masterton experiencing Shearing 101. Mavis Mullins heads a shearing dynasty - Paewai Mullins Shearing Ltd alongside her husband Koro. She describes how Shearing has led to other opportunities within the business world. At 85 years old Tinirau Owen Akuira still has a keen appreciation for shearing in the Wairarapa, hardly surprising given he started as a learner shearer in 1946. Since then he's noticed a change in the physique, demeanour and demographic within the industry. Akuira chats about those aspects all the while taking in the Golden Shears action from the sidelines. According to Josie Reiri-Rongonui wool handling is an as intensive and necessary part of the shearing process and nowadays is a highly transferable skill on international boards. So, clearing the wool of some 3000 sheep during the three day competition is just another day in the office. Judging the quality of the shear is wool handling Judge Peter Lange and wool pressers, Brian Drysdale and Bruce Pankhurst demonstrate their craft.
