If you thought tax was boring, the latest New Money Review podcast will change your mind.Dan Neidle was a top corporate lawyer for 23 years—ending up as head of tax at London law firm Clifford Chance. But in 2022 he retired to set up a new think tank called Tax Policy Associates. Its aim is to improve UK tax policy and to improve the public understanding of the subject. This nerdish-sounding mission statement gave no indication of the political fireworks Neidle's new venture was shortly to ignite. In July 2022, he accused then-Chancellor Nadim Zahawi of having avoided £4m in capital gains tax a few years earlier. It later emerged that Zahawi was under investigation by his own subordinates in His Majesty's Revenue and Customs (HMRC), as well as being the subject of a separate inquiry the National Crime Agency (NCA).Other campaigners had tried to expose Zahawi in previous years but had been put off by threats of legal action—the UK's infamous ‘strategic lawsuits against public participation' (SLAPPs), which often silence investigative journalists. But when Neidle received similar threats from Zahawi's lawyers he called the UK Chancellor's bluff. He went ahead and published his investigations. Zahawi was forced to back down.In September 2022, incoming UK prime minister Liz Truss replaced Zahawi as Chancellor and gave him another ministerial position. But in January 2023, Rishi Sunak, who had replaced Truss in October, fired Zahawi from the UK government. Citing the tax investigation which Neidle had been instrumental in bringing to light, Sunak said Zahawi had committed ‘a serious breach of the Ministerial Code'.Tax Policy Associates' more recent investigations touch on such sensitive topics as UK inheritance tax, the ‘carried interest' tax exemption enjoyed by private equity firms and the alleged involvement of the family of another Conservative politician, Michelle Mone, in a cover-up relating to government contracts for personal protective equipment (PPE) during the coronavirus pandemic. In the half-hour podcast discussion, I quiz Dan Neidle on a number of tax-related topics, including:Separating the goals of tax policy from the tax rulesWhether the complexity of tax codes aids illicit behaviourWhy the make-up of UK tax revenues has changed remarkably little over timeWhy the Liz Truss tax-cutting experiment went wrongThree ideas to improve UK tax policy (value-added tax, income tax and land tax)PPE contract fraudFailures in the UK's system of corporate transparencyWhy Companies House is a giant fraud robotWhy the UK remains a spectacularly successful venue for money launderingCoordinating the taxation of multinationalsWhy we should encourage the OECD's ‘Pillar 2' project

In which Nick interviews Nadhim Zahawi's nemesis, Dan Neidle, founder of Tax Policy Associates. In the podcast we promise plenty of links to aid your understanding and reading, but before we do... A CORRECTION. It's the third anniversary of Brexit. Why is there such silence on its negative economic impact? Why no voices from Scotland or Northern Ireland in the media? To counteract this Time for Scotland will have a torchlit procession to the Scottish Parliament to keep the lights on for Scotland in the EU.There's still time to sign up for the rally tonight. Full details belowhttps://timeforscotland.scot/We examine those economic hits to the UK and Scottish economy and why it's so important to keep on saying we didn't want or vote for Brexit. We also look at the Zahawi affair and what it says about the Tory Party as a narrative begins to shape that this, and other ethical scandals are simply all hangovers from the Boris Johnson era not emblematic of the current Tory administration. The Tories are also hoping that, despite the most recent opinion polls, Sunak will be able to pull off a John Major 1992 great escape. But is this more like 1997?As the Conservatives prepare the bonfire of EU legislation, they seem very keen to stress the European nature of their new Minimum Service trade union legislation. Does this stand up to any detailed scrutiny? We also try and resolve the great Scotch Bonnet, mushroom or chili pepper controversy ★ Support this podcast ★

Andrew Bailey, the Governor of the Bank of England, believes that flexibility is the most important feature of monetary policy going forward. The Monetary Policy Committee is due to announce the latest change in short term interest rates on Thursday following its meeting this week. While observers expect there to be a further hike of fifty basis points, they also expect the end to the current cycle of hikes to end quite soon, possibly by the end of the currency quarter. Bailey is on record as saying that he doesn't expect rates to begin to fall until the fourth quarter, but he has commented recently that he believes that the Bank needs to be more flexible on policy and look at ways in which the level of demand can be altered in the short term. Having begun a programme of interest rates rises over a year ago when they were at historic lows, they have taken an inordinate amount of time to reach a level where they are beginning to restrict activity. In the Governor's opinion, this is far too long a time while inflation was rising exponentially. One answer would have been to increase the increments of the increase, but there was concern that given the precarious state of the economy at the time, that it could easily have led to a deeply damaging recession. And David Merritt speaks with Arun Advani, an associate professor in economics at the University of Warwick and a Research Fellow at the Institute for Fiscal Studies. He says people should be focusing less on why Zahawi paid the wrong amount of tax, and more how small the amount was when compared with the earnings he generated. Advani discusses the UK's current tax structure and where there's room for improvement. See omnystudio.com/listener for privacy information.

Hunt immediately backed yesterday's winner Rishi Sunak while Zahawi said he wanted his supporters to make up their own minds. Sunak polled the most votes, 88. He was followed by the three female candidates, with Penny Morduant second. Sunak's support within the Parliamentary Party looks to be sufficiently solid, for him to be one of the two candidates who will proceed to the vote by Party members. A Conservative leadership contest will take place in coming weeks after British Prime Minister Boris Johnson announced Thursday he is resigning as the party's leader — though he will continue to serve as prime minister until a successor is elected by party members. The attorney general of England, Suella Braverman, and lawmaker Tom Tugendhat have publicly announced they would seek the position. A look at the candidates who could succeed Johnson as party leader and prime minister:Tom Tugendhat, Commons Foreign Affairs Committee ChairIn announcing he would seek the Conservative party leadership, Tugendhat, a 48-year-old lawmaker and former soldier, wrote in the Daily Telegraph he is consulting a “broad coalition” of colleagues to bridge the divides in government.“I have served before – in the military, and now in Parliament. Now I hope to answer the call once again as prime minister. It's time for a clean start,” he wrote.Tugendhat has no ministerial experience, and is reportedly is favored by some in the party as a good choice for a new start. An opponent of the 2016 Brexit referendum, Tugendhat has been a trenchant Johnson critic. He is also among a group of key Conservatives urging the U.K. to take a tougher stand on China.Suella Braverman, Attorney GeneralBraverman, a lawmaker and barrister who became England's attorney general in 2020, was the first to publicly announce she would seek to become the leader of Britain's Conservatives. The 42-year-old told a television interviewer Wednesday she wanted to run for prime minister because she and her family, who arrived in Britain as immigrants, “owe a debt of gratitude to this country.”Braverman is not well known among the public. Her announcement, made while she still served in Johnson's government, surprised many.Braverman was a supporter of Johnson for years but said it was time for him to go.A euroskeptic and Brexiteer, Braverman was elected to Parliament in 2015. Johnson appointed her as attorney general in February 2020.Rishi Sunak, former Treasury ChiefSunak, the best-known of the Conservatives' potential leadership contenders, quit the government Tuesday. In a damning resignation letter, he wrote, “The public rightly expect government to be conducted properly, competently and seriously.""I believe these standards are worth fighting for and that is why I am resigning,” he said.Sunak was, for a time, widely regarded as the party's brightest rising star and the bookmakers' favorite to succeed Johnson.Sunak, 42, became Treasury chief in 2020, given the unenviable job of steering the slumping economy through the coronavirus pandemic. His policies, including dishing out billions of pounds to help businesses and workers, were generally well-received.But “partygate” changed those fortunes. Like Johnson, Sunak was fined by police for attending a lockdown-flouting birthday party at Downing Street in June 2020. He has also come under heavy criticism for being slow to respond to Britain's severe cost-of-living crisis.Sunak also faced pressure following revelations that his wife, Akshata Murthy, avoided paying taxes on her overseas income, and that the former investment banker held on to his U.S. green card while serving in government.Born to Indian parents who moved to Britain from East Africa, Sunak attended the exclusive Winchester College private school and studied at Oxford. Some see his elite education and work for the investment bank Goldman Sachs and a hedge fund as a liability because it makes him seem out of touch with ordinary voters.Nadhim Zahawi, Treasury ChiefJohnson appointed Zahawi, 55, to head the Treasury after Sunak's resignation Tuesday. Northern Ireland saw the largest rise in house prices, with an increase of 15.2% in the year to June to take the average to £187,833. Wales also recorded sharp growth of 14.3% to £219,281. The average house price in Scotland also hit a new record, rising 9.9% over the year to £201,549, "breaking through £200,000 for the first time in history" said Halifax. Interest rates will rise again says Bank of England Chief Economist, as inflation is expected to reach 11% this year. The Bank of England has warned of more interest rate rises as it vows to bring inflation back down to 2% - roughly 5 times lower than present level. The central bank's focus was getting prices down and making life more affordable again, its chief economist Huw Pill said in a speech on Wednesday. The weaker pound is making imports more expensive. Boris Johnson ousted as leader by his own party, but does it matter to you? After Chancellor Rishi Sunak walked out of his job this week, his replacement Nadhim Zahawi has said he and Prime Minister Boris Johnson want to "rebuild the economy" and get soaring inflation under control. We could see a new approach, as Mr Zahawi said "nothing is off the table" in terms of cutting taxes and boosting economic growth. There is a raft of legislation going through parliament including plans to ‘level up' and improve property and tenant rights. Pensions Scandal – hundreds of thousands of women underpaid by DWP More people - mostly women - have been underpaid their state pension than previously thought, latest government figures show. A new estimate suggests 237,000 state pensioners were paid less than their entitlement, with a total of nearly £1.5bn underpaid. That is 105,000 more people affected than the Department for Work and Pensions (DWP) calculated a year ago. They include widows and divorcees who could have been underpaid for years. Gavin Grey: Britain's Covid-19 death tolls soars

Britain's coronavirus vaccine program will operate around the clock seven days a week “as soon as we can,” Prime Minister Boris Johnson pledged Wednesday as the U.K. accelerates efforts to inoculate millions of its most vulnerable people against coronavirus.Johnson said “at the moment, the limit is on supply” of the vaccines rather than on the ability of the country's health service to deliver jabs quickly. The push to inoculate millions quickly comes as a more contagious variant of COVID-19 is sweeping across Britain and driving hospitals to their breaking points. His comments came as the government said 1,564 more people had died within 28 days of testing positive, the highest figure reported in Britain on a single day since the pandemic began. Britain already had Europe's highest COVID-19 death toll. The U.K. is under an indefinite national lockdown to curb the spread of the new variant, with nonessential shops, gyms and hairdressers closed, most people working from home and schools largely offering remote learning. But some are calling for even tougher measures.Scotland's leader, First Minister Nicola Sturgeon, tightened restrictions Wednesday, barring the consumption of alcohol outdoors and barring the public from going inside businesses to collect takeaway orders. The U.K. government has set a goal of delivering the first vaccine dose to everyone over age 70, as well as frontline health care workers, nursing home residents and anyone whose health makes them especially vulnerable to the virus, by the middle of February. That's more than 15 million people.Vaccinations will be given at hundreds of doctors' offices and community pharmacies, 50 mass vaccination sites at convention centers and sports stadiums, as well as at 223 hospitals.Britain is already using the COVID-19 vaccines from Pfizer-BioNTech and Oxford-AstraZeneca and has approved one made by Moderna, but that one is not expected to be delivered until spring. The pace of the country's vaccination drive remains a constant source of discussion.Johnson's comments came as his vaccines minister, Nadhim Zahawi, testified before a parliamentary committee that the government now had “line of sight” of deliveries to the end of February but sidestepped questions about week-by-week vaccine deliveries.“In any manufacturing process, especially one where you're dealing with a biological compound, a novel vaccine, is lumpy at the outset,” he told the Commons Science and Technology Committee. “There's no doubt that it was, but getting better. ... We have millions of doses coming through in the weeks and then next month and the month after.”The challenge, Zahawi said, was not just getting vaccine shots into people's arms, but the difficulty of reaching vulnerable people. Greater daily volumes of inoculations could be achieved if specific groups weren't targeted, he said.In a reflection of the frantic demand, Mene Pangalos, executive vice president of biopharmaceuticals research and development at AstraZeneca, asked the committee to help gain permission for people working in the vaccine process to get priority for the COVID-19 shots.“One of the things that I'm worried about is actually maintaining a continuous supply and work on this vaccine,” he said as he appealed for workers to be immunized. “If you have an outbreak at one of the centers — which we've had actually — or in one of the groups in Oxford working on new variants, or the people that are working on the regulatory files, everything stops.''The government is desperately trying to protect people with vaccines before hospitals are overwhelmed with cases of the new, more infections virus variant.Johnson said “the risk is very substantial” of intensive care capacity being outstripped. He said hospitals in England were treating about 32,000 COVID-19 patients, about 70% more than during the first peak in April. He said there are “some early signs” that recent lockdown measures were reducing transmission of th...
