Temporary measures to reunite families across the Canada–US border, released by on 10 October 2024 Good day ladies and gentlemen, this is IRC news, I am Joy Stephen, a certified Canadian Immigration practitioner, and I bring to you this Federal News Bulletin from CIC news release. This recording originates from the Polinsys studios in Cambridge, Ontario. | Colonial borders have had profound impacts on Indigenous Peoples. They have put stress on families, kinship, cultural ties, traditional practices, language preservation and revitalization, governance, and economic opportunities. For some communities separated by the Canada–United States border, these impacts are felt on a daily basis. To address these challenges and to further advance reconciliation, as a first step, today the Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, announced temporary measures to help Indigenous people in the United States reunite with their families in Canada and reconnect them with their traditional territories. These measures will allow eligible Indigenous people whose family members live in Canada to: work or study in Canada with some requirements waived extend their stay for up to three years (for those who are already in Canada) These temporary measures were implemented to relieve hardship on families while the federal government continues to work toward long-term solutions to address Indigenous border mobility challenges. This work is part of efforts to implement the United Nations Declaration on the Rights of Indigenous Peoples (UN Declaration) in Canada. Indigenous people eligible for these measures can apply as of October 10, 2024. Applicants must apply in advance before they travel to Canada. Those who are already in Canada can also apply from inside Canada. Applications can't be made at the border (port of entry). This Day in Legal History: Jay Treaty SignedOn this day in legal history, February 29, 1796, the Jay Treaty, also known as the Treaty of London, was formally proclaimed, marking a significant moment in the post-Revolutionary War era between the United States and Great Britain. Negotiated by John Jay, the U.S. Chief Justice at the time, the treaty aimed to resolve lingering tensions and disputes that had persisted since the end of the war, particularly regarding territorial claims, trade relations, and maritime rights. The agreement facilitated the withdrawal of British forces from frontier forts in the Northwest Territory, which they had continued to occupy, in violation of the Treaty of Paris of 1783.The treaty also addressed American grievances related to British seizures of American ships and cargo, which had been a major source of conflict between the two nations. In return, the United States offered most-favored-nation trading status to Great Britain, an important economic concession that allowed for British goods to enter the U.S. market under favorable terms. Additionally, the treaty established a commission to resolve outstanding border disputes along the Canada–United States border and agreed to compensate American merchants for losses due to British ship seizures.Despite its diplomatic successes, the Jay Treaty faced significant opposition within the United States, particularly from supporters of Thomas Jefferson who viewed it as too conciliatory to British interests and a betrayal of France, America's ally during the Revolutionary War. The treaty's ratification in the Senate and subsequent implementation, however, played a crucial role in averting a potential war with Great Britain, solidifying the United States' sovereignty, and enhancing its economic independence. Thus, the Jay Treaty stands as a pivotal agreement that helped define the early foreign policy of the United States, ensuring peace with Great Britain while establishing a framework for handling international disputes through diplomacy rather than conflict.A federal judge in Texas has ruled against a new Texas law, SB 4, which allowed for the arrest and removal of migrants entering the U.S. without proper documentation, declaring it infringes on the federal government's exclusive authority over immigration. This decision, a victory for the Biden administration, comes from Senior US District Judge David Ezra, who also issued a preliminary injunction to prevent the law from taking effect as scheduled. Judge Ezra highlighted that permitting Texas to enact its own immigration policies would effectively nullify federal law, emphasizing the problems with allowing states to have their own disparate immigration laws. The ruling, subject to appeal by Texas to the Fifth Circuit Court of Appeals, underscores a significant clash between state and federal visions of immigration enforcement. Governor Greg Abbott of Texas has been a vocal advocate for state-level enforcement, citing high numbers of border crossings as justification. However, the law has faced criticism for potentially leading to a fragmented approach to immigration, similar to previous legal challenges against similar laws in other states.Texas Immigration Law Struck Down by Judge in Win for BidenA California state judge has made a tentative ruling that allows nearly 6,000 Black workers at Tesla's Fremont factory to sue the electric vehicle manufacturer collectively over allegations of widespread racial discrimination and harassment. This decision by Judge Noel Wise centers on the accusation that Tesla was cognizant of the misconduct but failed to address it. The lawsuit, initiated by former assembly line worker Marcus Vaughn in 2017, claims that Black employees were subjected to racial slurs, graffiti, and nooses at their workstations. Tesla has yet to respond to the ruling but has previously stated its zero tolerance for workplace harassment, asserting that it has terminated employees found guilty of racial harassment. The ruling, which Tesla has an opportunity to contest, sets the stage for a potential multimillion-dollar judgment against the company and schedules a trial for October. This case is part of a broader legal challenge Tesla faces regarding racial bias, including a separate lawsuit by a California state civil rights agency and federal court claims by the U.S. Equal Employment Opportunity Commission. This Toronto-based startup has successfully secured $2.1 million in pre-seed funding from a mix of law firms and venture capital firms. Although specifics about the technology and data are under wraps due to pending patents, the company has already attracted 12 large law firms as pilot customers. Bench IQ offers flexible pricing models tailored to the needs of different law firms. On 27 December 2023, a Twin Otter aircraft operated by Air Tindi crashed in Canada's high North, approximately 300 km Northeast of Yellowknife, Northwest Territories.10 people were onboard, with some suffering injuries. It was night time, and there was blizzard conditions.This episode is a first-hand account of the Search and Rescue (SAR) response to this incident by the Canadian Armed Forces, and specifically the Royal Canadian Air Force (RCAF) and its 435 "Chinthe" Transport and Rescue Squadron which is based at 17 Wing in Winnipeg, Manitoba.Search and Rescue at 435 Squadron is a 24 hour-a-day, seven day-a-week responsibility. The Squadron operates the venerable CC-130 Hercules aircraft, some of which are permanently equipped and dedicated for search and rescue missions. During working hours on weekdays, the search and rescue standby aircraft and crew are ready to respond within 30 minutes of being notified. At all other times, the response time is extended to two hours. 435 Transport and Rescue (T&R) Squadron; and 424 T&R Squadron at 8 Wing in Trenton, Ontario, provide primary search and rescue response for the Trenton Search and Rescue Region, the largest in Canada, which extends from Quebec City to the British Columbia/Alberta border, and from the Canada/United States border to the North Pole. In this episode you will hear a first-hand account of the SAR response from 435 Squadron members Capt. Jason Shaw, who was the aircraft commander, and Sergeant Vincent C. Benoit, who was the senior Search and Rescue Technician (SARTech) on the mission. Greg Marchildon talks to John M. Dirks about his book, A Co-operative Disagreement: Canada-United States Relations and Revolutionary Cuba, 1959-93, published by UBC Press in August 2022. John Dirks investigates efforts at the senior and working levels of Canada-US diplomacy and bureaucracy to find mutually advantageous ways of cooperating, despite their respective approaches to revolutionary Cuba. When Washington sought the downfall of the communist regime through political isolation and economic strangulation, Canada had deep commercial ties with Cuba and chose engagement instead. These differences in policy created the potential for significant friction, but the burden fell on Canada, as the smaller power, to initiate mitigation strategies. Ultimately, these two North American powers continued to adhere to the hard policy boundaries set by their own governments while establishing a mutually beneficial relationship on issues of intelligence, travel, and other areas of engagement with Cuba. Drawing on archival documents from both sides of the border, many newly declassified, this comprehensive study reveals how officials in Ottawa and Washington managed to preserve bilateral harmony despite ongoing policy divergence. Based on deft and thorough archival research, this work will appeal not only to scholars of Canadian foreign policy, diplomatic history, and political history but also to diplomats and others working in the foreign policy field. The museum is located on the American side of the border. Initially founded on a temporary basis at the International Peace Garden in the 1990s, it became a permanent museum in 2005. In 2006, he was elected the 27th mayor of the city of Thetford Mines and re-elected in 2009. During this period, he held several important positions. He was notably president of the Economic Development Corporation, vice-president of the Regional Conference of Elected Officials of Chaudière-Appalaches, administrator of the Union of Quebec Municipalities and president of the caucus of regional cities of Quebec. After two very busy terms, he returned to the private sector where he became a trainer in leadership programs and a lobbyist. Elected for the first time in 2015 as Member of Parliament for Mégantic-L'Érable, Luc Berthold was re-elected twice, in 2019 and 2021. In this episode we discuss a recent paper published jointly in The American Journal of Gastroenterology and the Journal of the Canadian Association of Gastroenterology entitled American College of Gastroenterology-Canadian Association of Gastroenterology Clinical Practice Guideline: Management of Anticoagulants and Antiplatelets During Acute Gastrointestinal Bleeding and the Periendoscopic Period and co-authored by a Canada – United States team of experts.The interview with co-authors Dr Alan Barkun and Dr Jim Douketis covers the rationale for the new guidelines as well as the implications for clinicians. Dr Barkun is Professor of Medicine in the Division of Gastroenterology at McGill University and the McGill University Health Centre, Montréal, Canada. He is current holder of the DG Kinnear Chair in Gastroenterology at McGill University. Recipient of many national and international awards, Dr. Barkun has published over 400 peer-reviewed articles and abstracts and has given over 600 international presentations on emerging digestive endoscopic technologies, with an emphasis on methodological, clinical and cost-effectiveness trials of treatments for upper gastrointestinal bleeding (UGIB), bilio-pancreatic diseases and colorectal cancer screening. He is also the current President of the colorectal Cancer screening implementation committee for the province of Quebec. ANDDr. Douketis is Staff Physician in General Internal Medicine and Clinical Thromboembolism at St. Joseph's Healthcare Hamilton. He is a Professor of Medicine and holds the David Braley-Nancy Gordon Chair in Thromboembolic Disease at McMaster University. Todd Doherty is the Member of Parliament for the riding of Cariboo Prince George, first elected in October, 2015. Mr. Doherty brings vast experience in the private sector to his new role. A historic treaty to bring back bison (buffalo) was signed in 2014 in Montana by First Nations and tribes on both sides of the Canada-United States border. The Northern Tribes Buffalo Treaty — the first of its kind in 150 years — is meant to work to establish inter-tribal alliances for the restoration of bison on reserves or co-managed lands within the U.S. and Canada. Bison may bring about better ecological balance by allowing plants, animals and birds that disappeared with the demise of the bison in the mid to late 1800s. The first wild bison to roam Banff National Park in more than a century was reintroduces last year and will eventually graze the eastern slopes of that park. The speaker will address the many issues related to reintroduction of bison to this area. He will also explain the cultural importance that bison plays in the lives of First Nations Peoples. Speaker: Dr. Leroy Little Bear Renowned as an international scholar, speaker and leader, Dr. Leroy Little Bear is a pioneer in the field of Indigenous education and the winner of the 2017 University of Lethbridge Speaker Research Award. A mentor and instructor of students and an esteemed advisor on Aboriginal matters at the local, provincial, national and international level, Little Bear was a founder of the University's Department of Native American Studies, one of the first such departments in Canada. Little Bear breathed life into Indigenous scholarship by developing ethical, respectful and rigorous Aboriginal programs. His educational service did not end with his formal retirement, but rather transitioned into the role of mentor and advisor, guiding Indigenous programming and establishing a legacy of inclusivity.
