New figures show Minnesota's high school graduation rate dropped a little in 2023. Last year, graduation rates rebounded to levels seen prior to the pandemic, but in 2023 it dipped slightly, with about 83 percent of high school students graduation in four years. There were slight decreases in graduation rates for BIPOC students. We wanted to zoom in on one district to talk about this in more detail. Christine Tucci Osorio, superintendent of North St. Paul Maplewood Oakdale school district joined MPR News host Cathy Wurzer to talk about her district.

Her influence in competitive excellence has guided the Trojans to over twenty NCAA Division II tournament appearances as well as twenty-six CIAA Championships Titles, twenty CIAA Divisional Titles, and forty-four Coach of the Year honors.    During her tenure, the Trojans have won the C.H. Williams All-Sports Award (men) on eleven occasions and the Loretta Taylor All-Sports Award (women) on six occasions. The awards are given to the top male and female athletic programs within the conference, based on championship finishes.    The Trojans have not only experienced significant success on the competitive surface, but have also established all-time benchmarks academically under Davis' guidance. The Trojans posted its highest Graduation Rate and Academic Success Rate in school history since the inception of the measure. VSU Athletics was recognized by the NCAA and honored as part of the Presidents' Award for Academic Excellence. In 2020 the Athletic Department was recognized by the NCAA as the recipient of the NCAA Division II Award of Excellence.    Davis is a three-time, Hall of Fame honoree (at Virginia State University, Howard Payne University and Bastrop High School). Alongside her Hall of Fame honors, Davis was awarded the 2021 MOAA Distinguished Service Award. This award acknowledges and honors the effort of individuals who have given service to MOAA and strive to promote understanding and appreciation of diversity in its multitude of forms.  She has been named Athletic Director of the Year by the Central Intercollegiate Athletic Association (CIAA) seven times. She is also a two-time honoree of the Jeannette A. Lee Administration Achievement Award. Davis has been recognized on two separate occasions as one of the Top 25 Outstanding Women in Higher Education & Beyond, by Diverse Magazine, as well as being named the Under Armour SE Region for Division II Athletics Director of the Year. Davis served as the Interim Commissioner of the CIAA during the search for a Commissioner.  She was the first female to lead the 12-member historic athletic conference.    Her career at VSU has been dedicated to encouraging hard work and producing results. She has overseen numerous athletic facility improvements on the campus, beginning in 2004 and continuing today. The largest facility improvement to date is the $84 million Multipurpose Center which opened in February 2016. In 2022 Rogers Stadium took on a different look with the addition of field turf followed by a new NCAA certified track. In 2023 four sports programs were added (Men and Women's Lacrosse; Men and Women's Soccer).    She has and continues to serve on numerous NCAA and CIAA Committees to include the NCAA Mental Health Advisory Board. She has served as President of the Executive Board with the Minority Opportunities Athletic Association (MOAA) and committee member on the NCAA Division II Legislation Committee. She is also a current member of the Women Leaders in College Sports (WLS) as well as the National Association of Collegiate Directors of Athletics (NACDA).     A native of Bastrop, Texas, Davis received her undergraduate degree from Howard Payne University in Brownwood, TX. She received her Master's Degree from Tarleton State University in Stephenville, TX. Davis and her husband, Thomas, have two daughters.

This achievement is especially noteworthy as the district has the 14th-highest local revenue per pupil among the same group, highlighting the district's efficiency. Despite challenges brought on by the COVID-19 pandemic, the graduation rate demonstrates the resilience and commitment of Paulding County students and educators. Over the past decade, the district's graduation rate has increased by an impressive 12.3 percentage points, showcasing the success of evidence-based instruction and academic mitigations. The district's five-year graduation rate for 2023 is 92.2%, the highest in its history…. This from the Paulding County School District   Story 2: Escaped GA Inmate Arrested; 3 Remain At Large Chavis Demaryo Stokes, one of the four inmates who escaped from the Bibb County Detention Center, has been arrested. He was apprehended in Montezuma, Georgia, by the U.S. Marshals Southeast Regional Fugitive Task Force after a 10-day manhunt. The other three inmates, Joey Fournier, Marc Kerry Anderson, and Johnifer Dernard Barnwell, remain at large. Stokes faces multiple charges, including drug-related offenses, escape, simple battery, hit and run, aggravated assault, and more. His bond is set at $56,650. A total reward of $12,000 is offered for information leading to the capture of the remaining escapees. Authorities continue their search for the fugitives. Tipsters with information about their whereabouts can call the FBI's tip line, 1 (800) 225-5324, the U.S. Marshals Service, 1 (877) 926-8332, or the Bibb County Sheriff's Office, (478) 751-7500….. This from the Dallas-Hiram Patch   Story 3: Video captures Riceboro man shooting neighbor's pregnant dog for knocking over trash can A 37-year-old Riceboro man, Demaris Lamont Roberts, was arrested for shooting his neighbor's pregnant pit bull. Roberts admitted to the act, explaining that he shot the dog because it had knocked over his trash cans and agitated his own dog. The dog's owner contacted 911 to report the incident, as his dog had been missing for a few days, and neighbors informed him that Roberts had shot her. When confronted, Roberts confessed to the crime, stating he killed the dog because it caused his dog to bark incessantly. Law enforcement found the dog's body in a designated area. Roberts was arrested for animal cruelty and faces one count of aggravated cruelty to animals, with the case currently pending in court…. WE WISH THEM LUCK ON THEIR DAY IN THE COURT     Story 5:State Georgia lawmaker proposes paying teachers $10K to carry guns in school A proposal in Georgia is aiming to offer teachers a stipend of $10,000 per year if they voluntarily undergo firearms courses and carry guns in schools. Proponents argue that this would enhance classroom safety, while critics express concerns that it could escalate tense situations. State Senator Clint Dixon introduced the bill, with Lt. Gov. Burt Jones supporting the idea. Those against the bill, like Willgina Montgomery, worry about the potential risks of arming teachers and the decision-making process in high-stress situations. The bill stipulates that school systems must approve a gun-training program before allowing teachers to carry firearms. Representative Lucy McBath criticized the proposal, advocating for more conventional means of supporting teachers…… This from Fox 5   Story 6: Man turns gun on himself after shooting brother, barricading inside Cobb home for hours A standoff in Cobb County ended tragically, resulting in one man's death and another being shot. The incident began with an argument between two brothers, Philip Tokos, 29, and Michael Tokos, 32. Philip Tokos shot his brother in the lower right leg during the argument. Michael Tokos managed to escape and was taken to the hospital for treatment. Philip Tokos then barricaded himself in their home for several hours before taking his own life. The standoff caused disruptions in the neighborhood as law enforcement dealt with the situation. The incident is still under investigation by Cobb police…. Surveillance footage captured the deer charging into the crowded restaurant, causing patrons to scatter. The deer briefly explored the dining area and kitchen before exiting through a back door opened by an employee. Fortunately, no one was injured in the incident. After a deep cleaning, the restaurant reopened, and to commemorate the unusual event, they offered a "2 Buck Mac & Cheese" special on the following day…. Most ethnic and racial groups had graduation rates of at least 84%, with Asian students at 92.6% and Hispanic students at 70%. Students participating in the free and reduced lunch program graduated at a rate of 78.2%, and students with disabilities graduated at 69.4%. The COVID-19 pandemic's impact on the class of 2023 was noted. The district also highlighted the need for resource allocation and equity within the district.   STORY 2: Program erases tattoos to help ex-gang members, sex workers rebuild lives In Los Angeles, a program is helping former gang members and sex workers remove tattoos in exchange for community service and science education to help them turn their lives around. Removing such tattoos can reduce exposure to violence and trauma and make individuals less vulnerable to being targeted. The program has led to success stories, including one participant who became a Secret Service agent. Tattoos related to gangs and sex work can hinder individuals in finding jobs or joining the military. The study found that 88% of the program's clients desired tattoo removal to transition to a healthier life, with 81% reporting success in achieving their goals after tattoo removal.                STORY 3: Peachtree Corners Man Filed Fraudulent Insurance Claims For Fake Hospital Visits Kenneth Allen, a Peachtree Corners man, is being sought by state investigators for allegedly defrauding his insurance company by submitting fraudulent claims for hospital visits that never occurred. Between August 2019 and March 2021, Allen filed eight claims with his insurance company for various hospital visits across metro Atlanta, claiming treatment for multiple injuries under his supplemental health insurance policy. The investigation revealed that the hospital visits never happened, and the documents used to support the claims were forged. Allen received approximately $6,100 from these false claims. Now the courts are involved Prominent authors, including Douglas Preston, John Grisham, and George R.R. Martin, are participating in a proposed class action lawsuit against OpenAI, accusing the AI developer of copyright infringement. They claim that OpenAI copied their works to train AI systems like ChatGPT without permission or compensation, which competes with authors for readers and money. OpenAI argues that training an AI system falls under fair use protections. The publishing industry is grappling with AI systems generating text and data using copyrighted materials without consent or compensation. Several authors' groups and individual authors have filed similar lawsuits, and the industry is seeking ways to address the issue, including attribution standards.   STORY 5: Police Searching for Men Who Allegedly Stole Over $4K in Merchandise from a Lowe's in Lilburn Two men are being sought by Gwinnett County police for allegedly stealing thousands of dollars worth of merchandise from a Lowe's store in Lilburn. The incident occurred on September 26 when the suspects entered the store, grabbed a garbage bin, and filled it with breakers and other items. They walked out of the store without paying for the items, loaded them into a black BMW sedan, and fled the scene. The stolen merchandise is estimated to be worth $4,074. The police are seeking information about the suspects and have requested public assistance. Crime Stoppers is offering a cash reward for information leading to their arrest and indictment.   We'll be back in a moment    Break 3: JACKSON - INGLES 7 – LAWRENCVILLE   STORY 6: Peachtree Road Baptist Church to Celebrate 170th anniversary Peachtree Road Baptist Church, located in Suwanee, Georgia, is celebrating its 170th anniversary. The church, originally organized as Sheepfield Baptist Church in 1853, has undergone several name changes throughout its history. The celebration is scheduled for Sunday, October 28, and will feature a talk on the church's history by former pastor Preston Moore, a video presentation, and a message from the current pastor, Jay Reed. The church campus has expanded over the years and now includes various facilities, such as a sanctuary, office space, Sunday School building, gymnasium, fellowship hall, mission houses, parsonages, a cemetery dating back to the Civil War, and more. Additionally, the church is home to Global Baptist Church Planters, which supports church development worldwide.   STORY 7: The search for a man who went missing on Lake Lanier while jumping off a jet ski will resumed on Monday. Walter Guardado vanished at East Bank Park on Buford Dam Road after jumping off his jet ski. His girlfriend, who was with him, couldn't locate him after he jumped into the water. The district surpassed the statewide graduation rate of 84.4%, reflecting its continued educational excellence. Cherokee County was ranked second among metro Atlanta county public school systems, following Forsyth County Schools with a rate of 95.8%. The district's commitment to improving graduation rates aligns with its strategic plan.........……Read more on this story at tribuneledgernews.com   STORY 2: Man Shot by Officer After Fleeing Woodstock Police Into Cobb County The Georgia Bureau of Investigation is looking into an officer-involved shooting in Woodstock. The incident occurred when Woodstock police attempted to stop a vehicle for traffic violations, leading to a pursuit. After a crash, police tried to arrest the driver, Emmanuel Millard. During the arrest, an officer discharged his weapon, injuring Millard. The shooting was captured on the officer's body camera, and the officer is now on administrative leave while the GBI conducts an independent investigation. Millard was transported to the hospital in critical condition. The Woodstock Police Department emphasizes the value of every life and will maintain transparency during the investigation.   STORY 3: Scarecrows Invade Downtown Woodstock The Woodstock Scarecrow Invasion has returned to downtown Woodstock, featuring over 230 scarecrow displays created by various organizations, businesses, and nonprofits. The scarecrows can be seen throughout downtown Woodstock until the end of October. The public is invited to vote for their favorite scarecrows at the Woodstock Visitors Center or in participating businesses. The proceeds from this event will benefit INSeason, the design committee for IN WDSTK, to support the beautification of downtown Woodstock. Thrive Coworking Canton will open on November 1 and provide 45 private offices for lease, along with meeting and event rooms. Thrive occupies 19,000 square feet on both the top floor and street level, with 40% of the space already leased. Palermo's Original Pasta and Sandwiches (POPS), a New York-inspired Italian American café and market, will open in the same building in January. Commercial: HELLER LAW – POWERS – CUMMING FAIR   STORY 7: Cherokee County DUI Court Named State Model Court Cherokee County's DUI Court has been designated as a "model court" by the state Council of Accountability Court Judges. This recognition highlights the DUI Court's success in exceeding state standards and national best practices and acknowledges its effectiveness in reducing drunk driving recidivism rates. Cherokee County's DUI Court, in operation since 2005, offers repeat DUI offenders an alternative to incarceration by focusing on rehabilitation. Participants engage in regular check-ins with a judge, intensive treatment, counseling, and drug testing, fostering positive life changes. Graduates of DUI Courts like Cherokee County's contribute significantly to Georgia's economy, producing economic benefits of approximately $25,921 per graduate.   STORY 8: Fire Station 15 Opens in Northeast Cherokee County Cherokee County Fire and Emergency Services and local officials celebrated the opening of the new Fire Station 15 in the Mica community. This modern facility replaces the old station and includes the Mica Community Room for community use. Fire Chief Eddie Robinson expressed his gratitude to everyone involved and noted the support the fire department receives. The station was dedicated to Elmer Barrett, a former chief of the Mica Volunteer Fire Department. The Thomasville City Schools District has earned a “B” grade on the recently released state mandated Report Card from the Alabama Department of Education. The overall school system received an 87 score, while Thomasville High School received a 77; Thomasville Elementary School received an 85; and Thomasville Middle School received an 82. The scores represent the 2021-2022 school year. Thomasville ranked 36th out of 145 systems graded. the best ranking in the region.
