Katie Quinn Lowes is an American actress and theater director. She was born in Queens, New York, and studied drama at the Tisch School of the Arts at NYU. She is best known for her role as Quinn Perkins in the ABC political drama series Scandal and her portrayal of Rachael DeLoache Williams in the Netflix drama series Inventing Anna. She has guest-starred in many television shows including Sopranos, Without A Trace, NCIS, Ghost Whisperer, Castle, Leverage, The Closer, Grey's Anatomy, and Private Practice, and a number of films: The Job, Bear, and Cafe.
