April 22, 2025 - New York State Association of Counties Executive Director Stephen Acquario calls on state policymakers to stop siphoning off funds intended for New York's 9-1-1 system in order to pay for critical upgrades to the emergency network.
This is the full unedited audio of the Packaging Reduction and Recycling Infrastructure Act (PRRIA)press conference on March 19. New York State Senator Pete Harckham and Assemblymember Deborah Glick are the lead sponsors. Environmental and civic groups that participated include American Lung Association, Beyond Plastics, Capitol District Zero Waste, Environmental Advocates NY, League of Women Voters, New York League dof Conservation Voters, New York State Association of Counties, NYPIRG and Protect the Adirondacks, Riverkeeper, Sierra Club Atlantic Chapter and Sisters of Charity. Dr. Kathy Nolan, a pediatrician active with Physicians for Social Responsibility, was a featured speaker. The bill (S.1464 / A.1749), which recently advanced in both the Senate and Assembly Environmental Conservation Committee, aims to significantly reduce packaging waste by requiring companies to reduce overall packaging use, improve recyclability, fund recycling infrastructure, support municipal recycling programs, and eliminate toxins in packaging materials. The legislation has broad approval from New Yorkers according to public polling. Solid waste, which has been rising steadily over the years, presents a serious challenge for New York's environment and the health of New Yorkers, as well as a burden on taxpayers. New York State's 25 municipal solid waste landfills could be full within the next 15 years, according to the NYS Solid Waste Management Plan. Incineration of waste creates air quality issues and increases greenhouse gas emissions. Further, municipalities bear the burden of collecting, sorting, and processing waste, driving up costs for taxpayers.

As a school building leader in Westchester and Nassau Counties, he served as an elementary school principal, a middle school assistant principal, and a middle school principal. At the central office level, he served as an assistant superintendent for curriculum and instruction, deputy superintendent, and superintendent of schools. Dr. Feirsen taught at the elementary, middle, and high school levels as a social studies and special education teacher in schools in New York City before moving into supervisory roles. Dr. Feirsen holds an Ed.D. from Fordham University. Dr. Feirsen's research interests include addressing organizational conflict, the school principal-school counselor relationship, principal and teacher retention, the relationship between psychological ownership and professional learning, college readiness, and the applications of design thinking. His research and other articles have been published in a number of academic journals, as well as Educational Leadership and Education Week. Dr. Feirsen has led workshops at such venues as ASCD, the American School Counselor Association (ASCA), the American Association of Colleges for Teacher Education (AACTE), and the American Educational Research Association (AERA). With Seth Weitzman, he has presented at national and statewide conferences including ASCD, the New York State Council of School Superintendents (NYSCOSS), and the New York Association of Colleges for Teacher Education (NYACTE). Seth Weitzman is also the co-author of From Conflict to Collaboration: A School Leader's Guide to Unleashing Conflict's Problem-Solving Power and How to Get the Teaching Job You Want.Dr. Seth Weitzman sat in a middle school principal's chair for 27 years in Nassau and Westchester counties. Leadership positions included co-president of the Mamaroneck administrators' union, president of the Nassau County, and later, the Westchester County Middle School Principals' Association, and a New York State Middle-Level Liaison (a working group of principals representing every county and BOCES in New York State meeting with NYSED officials). We've touched on the theory of self-determination on the show before, but today, I'm thrilled to dedicate an entire episode to this important topic. Joining me for this deeper dive is Dr. Gina Riley, an expert in self-determination theory and motivation. This conversation will resonate with so many of you because it beautifully ties into themes we often explore here, like low-demand parenting and fostering our kids' natural passions and strengths. In this episode, Gina explains the theory of self-determination and dives into the science behind why it's so impactful, particularly for neurodivergent kids. The father of two had bachelor's degrees in political science‚ and public safety and fire science‚ and a master's degree in fire protection management. Most importantly, Andy was a kind and humorous man, a friend to many, and a devoted husband and father. Andy left us with a wealth of knowledge. He touched many across the country through his articles, hands-on training, lectures, and videos. His no-nonsense, back-to-basics approach to combating today's complicated and dangerous fires brought with it a strong following. During her time at NYU, she read for the Stern School of Business and managed the admissions process for Tisch School of the Arts. She joined Barnard's admissions team in 2014 as the Associate Director for Multicultural Recruitment and now serves as the Dean of Enrollment Management, providing oversight to the Office of Admissions and Financial Aid. During her career in higher education, Christina has served as an Executive Board Member for New York State Association of College Admissions Counseling (NYSACAC) and Co-Chair of the Association of Black Admissions and Financial Aid Officers of the Ivy League and Sister Schools (ABAFAOILSS). Students in this class entitled Capstone in Physical Education are graduate teacher candidates on the verge of student teaching either in the fall or this upcoming spring. Today, we have invited special guests from the NYC DOE and nearby area to discuss the teaching profession. Our graduate students have been asked to review some articles speaking to the teaching profession.Our first guest is Mr. Orlando Cordero. Mr. Orlando Cordero is a dedicated advocate for education, currently serving as the President of the New York City ZONE for the New York State Association for Health, Physical Education, Recreation, and Dance (NYS AHPERD). In his role as a Physical Education Instructional Coach for the New York City Public Schools' Office of School Wellness Programs, Orlando plays a crucial role in shaping the educational landscape and promoting wellness initiatives.Sharing the stage with Mr. Cordero is Mr. Anthony Carrano. Anthony is an Instructional Lead with the New York City Department of Education, a Physical Education Adjunct Professor at Brooklyn College, a Martial Arts Instructor for the Hoteikan System, and a Climbing Conditioning Coach at Cliffs Climbing Gym. Prior to his current roles, Anthony served as the New York City President for the Association of Health, Physical Education, Recreation, and Dance, taught Physical Education and Health to K-12 students and coached High School Track and Field for the Public-School Athletic League. She has worked on many committees to improve the learning outcomes of middle school students in the South Bronx. She was part of a program that taught middle school students not only how to read and write better, but also how to contribute to society.. Laura is a huge believer, strong advocate and active at her professional association, New York State Association of health, physical education, recreation, and dance. She has held the position of Southeastern zone president, and is currently on the board of directors.

Heather Grow has been in education in some capacity for 15 years. She started subbing in college, became a teaching assistant for a K-2 SED classroom, and then was a 1:1 teaching assistant for a 5th-grade student before her current position as a teacher of physical educator. Grow has been in her current position for eight years and has always strived to bring trauma-sensitive practices to her students. Most recently, she presented at a zone conference for her state physical education professional organization, the New York State Association for Health, Physical Education, Recreation, and Dance (NYS AHPERD), on trauma-sensitive practices in physical education with a co-worker. Their session was so well received that they were invited to present at the state conference in the fall. She also co-leads a professional learning group within her district called "Teaching Through the Lens of Trauma." Within this group, they are doing a book study on "What Happened to You" by Dr. Bruce Perry and Oprah Winfrey. They are collaboratively working towards making trauma-sensitive teaching practices a norm within their district, of which she is very proud. She is passionate about trauma and will continue to do this hard work for herself, her kids, and her students.

Nutrition has vast effects on individual and population health—impacting obesity rates, chronic conditions, and quality of life. Yet despite its proven, wide-reaching effects, nutrition remains largely overlooked as a social determinant of health. Dr. Livia Santiago-Rosado, MD, Commissioner of the Dutchess County (NY) Department of Behavioral and Community Health, joins Dr. Enrique Enguidanos to discuss this important topic and how communities can work together to make small tweaks and big impacts. Bio:Dr. Santiago-Rosado has been Commissioner of the Dutchess County Department of Behavioral Health since her appointment in December 2021. Following completion of a BA in Biological Anthropology summa cum laude from Harvard University, she attended medical school at Columbia University. Having completed residency training at Mount Sinai and Elmhurst Hospitals in New York City, has practiced Emergency Medicine in New York for over two decades, working in emergency departments (EDs) in diverse settings including urban, suburban, rural, public and private. She holds an academic appointment as Distinguished Visiting Professor at New York Medical College and Adjunct Associate Professor at the Touro School of Osteopathic Medicine.Dr. Santiago has dedicated her career to working with and enhancing the care of underserved populations. Prior to moving to Dutchess County, she spent 15 years as a clinical leader in New York City's public hospital system, Health + Hospitals (H+H), where she helped found a novel ED Care Management program for highly vulnerable patients and the first ED-based observation unit in H+H. Prior to her current appointment, Dr. Santiago was the Medical Director and inaugural Chair of Emergency Medicine at Vassar Brothers Medical Center in Poughkeepsie, NY. Dr. Santiago is an active member of the New York State Association of County Health Officials (NYSACHO) and sits on its Emerging Issues committee. She also currently serves as a Councilor representing New York at the American College of Emergency Physicians (ACEP) and has served two terms on the Board of Directors for the New York Chapter of ACEP. She also serves on ACEP practice committees at both the State and national levels. Throughout her career, she has led and participated in policy development, education, informatics and data analytics, quality improvement, change management, and research in Emergency Medicine, social determinants, and population health at the local, state, and national levels. Lastly, since local health commissioners in New York are required to have a master's degree in public health (or related field) in addition to a medical doctorate, she is currently enrolled in the MPH program at the University at Albany.

Dr. Robert Feirsen is currently associate professor and coordinator of the Educational Leadership Program at Manhattanville College. Previously, he was assistant professor and chair of the Education Department at New York Institute of Technology. A former SAANYS member, Dr. Feirsen enjoyed a distinguished career in P-12 schools. As a school building leader in Westchester and Nassau Counties, he served as an elementary school principal, a middle school assistant principal, and a middle school principal. At the central office level, he served as an assistant superintendent for curriculum and instruction, deputy superintendent, and superintendent of schools. Dr. Feirsen taught at the elementary, middle, and high school levels as a social studies and special education teacher in schools in New York City before moving into supervisory roles. Dr. Feirsen holds an Ed.D. from Fordham University.Dr. Feirsen's research interests include addressing organizational conflict, the school principal-school counselor relationship, principal and teacher retention, the relationship between psychological ownership and professional learning, college readiness, and the applications of design thinking. His research and other articles have been published in a number of academic journals, as well as Educational Leadership and Education Week. Dr. Feirsen has led workshops at such venues as ASCD, the American School Counselor Association (ASCA), the American Association of Colleges for Teacher Education (AACTE), and the American Educational Research Association (AERA). I am a retired sworn law enforcement professional and multi-agency police chief with over 25 years of experience in municipal policing. I served as the Chief of Police for the City of Ithaca Police Department and prior to that served as the Chief of Police for the City of Oneonta Police Department. Both agencies serve vibrant, fast-paced, and progressive cities in Upstate New York. During my tenure with the City of Oneonta Police Department, I served in the capacities of Patrol Officer, D.A.R.E. Officer, Patrol Sergeant, Interim Detective Sergeant, Lieutenant, and ultimately Chief of Police for nearly five years. For the majority of my career, I also served as a senior instructor in defensive tactics, firearms, physical fitness, and police general topics. While Chief in Oneonta, my Department earned full New York State accreditation, which formed our path to becoming a well-respected and high-performance agency.Upon retirement in 2017, I assumed the role of Director of Research, Development, and Training for the New York State Association of Chiefs of Police. In this capacity, I led the organization's efforts in improving and advancing the policing profession while serving as a resource for over 500 police chiefs and command-level officers throughout New York State. In September of 2018, I was recruited by the City of Ithaca Police Department to serve as their Deputy Chief, with the expectation of ascending to the position of police chief within one year to replace their current chief upon his pending retirement. I accepted this opportunity and within eight months of hire, became the Acting Chief and within one year, was sworn in as the permanent Chief of Police. Through a positive and results-oriented leadership approach, I always endeavored to build strong collaborative community relationships through an emphasis on continual outreach, professionalism, accountability, and quality police services. During my tenure I also led the Department through its most tumultuous time including the global pandemic, many months of civil unrest, the police reforms in accordance with New York State Executive Order 203, and numerous high-profile incidents.Upon retirement in the Spring of 2021, I accepted a faculty position with the University of San Diego, teaching in their nationally acclaimed Law Enforcement and Public Safety Leadership (LEPSL) Master's degree program. Previously, he was assistant professor and chair of the Education Department at the New York Institute of Technology. A former SAANYS member, Dr. Feirsen enjoyed a distinguished career in P-12 schools. As a school building leader in Westchester and Nassau Counties, he served as an elementary school principal, a middle school assistant principal, and a middle school principal. At the central office level, he served as an assistant superintendent for curriculum and instruction, deputy superintendent, and superintendent of schools. Dr. Feirsen taught at the elementary, middle, and high school levels as a social studies and special education teacher in schools in New York City before moving into supervisory roles. Dr. Feirsen holds an Ed.D. from Fordham University. Dr. Feirsen's research interests include addressing organizational conflict, the school principal-school counselor relationship, principal and teacher retention, the relationship between psychological ownership and professional learning, college readiness, and the applications of design thinking. His research and other articles have been published in a number of academic journals, as well as Educational Leadership and Education Week. Dr. Feirsen has led workshops at such venues as ASCD, the American School Counselor Association (ASCA), the American Association of Colleges for Teacher Education (AACTE), and the American Educational Research Association (AERA). With Seth Weitzman, he has presented at national and statewide conferences including ASCD, the New York State Council of School Superintendents (NYSCOSS), and the New York Association of Colleges for Teacher Education (NYACTE). Seth Weitzman is also the co-author of From Conflict to Collaboration: A School Leader's Guide to Unleashing Conflict's Problem-Solving Power and How to Get the Teaching Job You Want.Dr. Seth Weitzman sat in a middle school principal's chair for 27 years in Nassau and Westchester counties. Leadership positions included co-president of the Mamaroneck administrators' union, president of the Nassau County, and later, the Westchester County Middle School Principals' Association, and a New York State Middle-Level Liaison (a working group of principals representing every county and BOCES in New York State meeting with NYSED officials). Together with Dr. Robert Feirsen, he is the co-author of two books: How to Get the Teaching Job You Want and From Conflict to Collaboration: A School Leader's Guide to Unleashing Conflict's Problem-Solving Power. He is either author or co-author of a number of articles published in national education journals including Educational Leadership and American Middle-Level Education Magazine. Drs. Feirsen and Weitzman have presented in numerous professional association conferences at the county, state, and local levels (e.g. Association for Supervision and Curriculum Development, American Association of School Personnel Administrators, New York State Middle School Association, New York State Association of Teacher Educators) and graduate-level classes (Teachers College, Bank Street College of Education). Last week, I went with several of my colleagues to the NYSAIS advancement conference at Mohonk Mountain House. NYSAIS stands for the New York State Association of Independent Schools. At the conference, I had the opportunity to speak about building your personal brand for career success with today's guest, Jan Abernathy. Before we did our talk, we recorded it to share with all of you! Jan Abernathy is the Chief Communications Officer at The Browning School, a K-12 boys' school in New York City. Formerly the director of marketing and communications at The Elisabeth Morrow School in Englewood, NJ. At Browning, she is a member of the Health & Safety Team, responsible for managing COVID response, and co-chaired the school's successful search for its new director of equitable practice and social impact. She is president of New York City Independent Schools Communications Professionals, a professional association of over 100 members from schools throughout the tri-state area, and the co-founder of Black Advancement Networking Group, which works to gain further representation and greater professional growth of Black professionals in advancement roles in independent schools. Jan is chair of CASE-NAIS 2022, the most prominent international advancement conference in the independent school sector. A journalist by training, she has written for NAIS' Independent School Magazine on crisis communications (Winter 2019) and the “Black at” movement (Winter 2021). She is a trustee of Grace Church School, a K-12 school in New York City, and was on the board of Stevens Cooperative School in Hoboken, NJ, for 13 years, spending six years as chair.
