We discussed AI development and regulation in the US. He stressed balancing innovation incentives with government restraint and cited the CHIPS Act as key for AI infrastructure, though most investments are private. He highlighted that AI trustworthiness varies, suggesting risk-based assessments. Townsend underscored the importance of AI education and common standards. On regulation, he noted a risk-focused, citizen-protective approach with inevitable dissent. Lastly, he urged AI to remain a bipartisan issue, avoiding politicization similar to electricity, with current bipartisan support.

The launch of GPT-4 on the 14th of March this year was shocking as well as exciting. ChatGPT had been released the previous November, and became the fastest-growing app ever. But GPT-4's capabilities were a level beyond, and it provoked remarkable comments from people who had previously said little about the future of AI. In May, Britain's Prime Minister Rishi Sunak described superintelligence as an existential risk to humanity. A year ago, it would have been inconceivable for the leader of a major country to say such a thing.The following month, in June, Sunak announced that a global summit on AI safety would be held in November at the historically resonant venue of Bletchley Park, the stately home where during World War Two, Alan Turing and others cracked the German Enigma code, and probably shortened the war by many months.Despite the fact that AI is increasingly humanity's most powerful technology, there is not yet an established forum for world leaders to discuss its longer term impacts, including accelerating automation, extended longevity, and the awesome prospect of superintelligence. The world needs its leaders to engage in a clear-eyed, honest, and well-informed discussion of these things.The summit is scheduled for the 1st and 2nd of November, and Matt Clifford, the CEO of the high-profile VC firm Entrepreneur First, has taken a sabbatical to help prepare it.To help us all understand what the summit might achieve, the guest in this episode is Ollie Buckley.Ollie studied PPE at Oxford, and was later a policy fellow at Cambridge. After six years as a strategy consultant with Monitor, he spent a decade as a civil servant, developing digital technology policy in the Cabinet Office and elsewhere. Advances in artificial intelligence are being released every day and being proposed as solutions for federal problems. Anyone who has raised children through their teen aged years is aware of the phrase, “unintended consequences.”  We must be careful not to be dazzled by modern technology and not realize what unintended consequences are in store before we understand the ethics of modern technology. Today, we have Reggie Townsend, the Vice President, of Data Ethics at SAS in the studio. He provides listeners with some commonsense guidelines to use artificial intelligence ethically. In addition to his technical expertise, he is a member of the National Artificial Intelligence Advisory Committee. During the interview, Reggie talks about the problem in data collection. How do you know the data set the AI model was trained on? Is it a biased data set? How can you identify bias? SAS has worked at many levels of the federal government to solve some of these perplexing dilemmas.  It seems to come down to trust. A recent survey by Pew Research shows that 20% of Americans trust the government. Reggie suggests that one way to eliminate bias is to work with more diverse teams. The government is responding to some of these issues of trust. The Executive Office of the President has seen this situation and has offered a “Blueprint for an AI Bill of Rights: Making Automated Systems Work for the American People” back in October of 2022.
