First phase of Temporary Foreign Workers Protection Act coming into effect, released by Prince Edward Island on 24 February 2025 Good day ladies and gentlemen, this is IRC news, I am Joy Stephen, a certified Canadian Immigration practitioner, and I bring to you this Provincial News Bulletin from the province of Prince Edward Island. This recording originates from the Polinsys studios in Cambridge, Ontario. |    Starting April 1, foreign workers on the Island will benefit from the first phase of the Temporary Foreign Workers Protection Act, which enhances their rights and ensures fair treatment in the workplace.  The Act was passed in the provincial legislature in spring 2022. Consultations were held on the proposed regulations, including details on licensing requirements for recruiters in summer 2024.  Key changes coming into effect include: • Individuals recruiting foreign workers must be licensed. • To qualify for a recruiter license, an individual must be a member of a law society, the Chambre des notaries du Quebec, or a registered immigration consultant. • A $100 fee applies to license applicants. • To be granted a license, the licensee must also provide a $10,000 security deposit.  "Temporary foreign workers are making meaningful contributions to PEI's economy and workforce and proclaiming the first phase of this Act is a positive step in the right direction," said Minister of Workforce, Advanced Learning and Population, Jenn Redmond. This recording originates from the Polinsys studios in Cambridge, Ontario. |   Government invites the public to provide their input on new draft regulations under the Temporary Foreign Worker Protection Act.  The Act includes a requirement for foreign national recruiters to be licenced. The proposed regulations contain added details about the licensing requirements for recruiters. e129 world listening day - what does world listening day mean to you?(bell and breath)Every July 18th is World Listening Day. It's also composer and acoustic ecologist R. Murray Schafer's birthday. Rest in peace Murray. Now World Listening Day 2023 proposes three very interesting  listening prompts and I'll try to answer their questions in today's episode.Question 1What can we learn from the listening practices of all living beings?What can we learn from the listening practices of all living beings?It's a very good question and I would start by questioning who is the ‘we' in this context. I would also question the assumption that other living beings have listening practices as we know them. ‘We'.This being said, this prompt made me think of a story told to me by composer Robert Normandeau in 1991 for my Marche sonore 1 radio program that I did for Radio-Canada. I quote it in episode 19 reality and I'll play it back for you now. (e19 reality)·   It's a bit like taking a frog, which is a cold-blooded animal, and putting it in a jar of water and heating the water, little by little. The frog will get used to the temperature rising and rising, and it will not notice that the temperature has risen and one day the temperature will be too hot for it and it will die. Therefore, our civilization, in terms of sound, looks a bit like that, that is to say we get used to it, we get used to it, we get used to it and at some point, we are going to have punctured eardrums.Now the early 1990's were a time of great environmental awakening and action, in particular the 1992 Rio Earth Summit. There was a sense that this was our last chance to change directions, to undo some of the wrongs of pollution. Ironically, things got much worse after 1992.Sadly, this window is now closed and we find ourselves in very hot water not feeling or responding to the heat, the smoke and other signals we are receiving and so we're slowly boiling to death…(Bell)Question 2How can we deterritorialize listening practices?How can we deterritorialize listening practices?Dererrirorialize. De… terror. Deterritorialize.  It's a hard word to say.The notion of territory makes me think of stolen lands by colonial settlers, like myself, living in indigenous lands, unceded lands, such as the Algonquin-Anishinaabe nation, otherwise known as Ottawa.One form of deterritorialization is the land back movement.According to journalist and Canada Council for the Arts chair Jesse Wente (also see e107 harm) land back is :about the decision-making power. It's about self-determination for our Peoples here that should include some access to the territories and resources in a more equitable fashion, and for us to have control over how that actually looks.What does land back sound like?  Just last week I published an episode about decolonized listening 128 revisited. Here's an an excerpt from that episode : On June 23, 2023 I had the pleasure, and the privilege, of attending ‘Listening to Lhq'a:lets' (I hope I'm pronouncing that right), otherwise known as the city of Vancouver, at the Peter Wall Institute for Advanced Learning at the University of British Coumbia, which is situated l on the unceded and ancestral territory of the Musqueam Nation. A group of artists, all women, spoke about their week-long residency, organized by indigenous sound scholar and UBC professor Dr. Dylan Robinson. They shared a wide range of sensory engagements through listening to Lhq'a:lets: how our bodies listen through the haptics of vibration, about  hearing and feeling the voices of our non-human relations, about how we can perceive the built environment with new perspectives – the air, waterways and earth that surround us. They spoke about their encounters with the trans-mountain pipeline, their dialogues with animals and birds, their encounters with haunting vibrations and their thoughts about the past, present and future sounds of this region. What they did not talk about was themselves, their accomplishments or the type of technology they used to extract and manipulate the sounds. None of that. There was also no reverence for say R. Murray Schafer or the World Soundscape Project, nor any nostalgia about the good old days when, say, the term ‘soundscape' was invented. There was no disrespect either. They were listening from a different position. (bell and breath)(movement 1 of vancouver soundscape revisited, eagle)You're listening to the first movement, eagle, of my 1996 soundscape composition, vancouver soundscape revisited.I describe the piece in the program note as :an impressionistic portrait of the musicality and poetry of past, present and future soundscapes of Vancouver composed using archival sounds dating from the World Soundscape Project in the early 1970's and from recordings of Vancouver made in the early 1990's by Bob MacNevin on behalf of the School of Communication at Simon Fraser University (SFU). My method was to select a few hundred sounds from the collection, which I edited and catalogued by spectrum, category, function, pitch, and context. I then experimented with various combinations and modifications of the material until interesting sonic alchemies were found…'For example, you can now hear the ubiquitous sound of rain in Vancouver, a distant train whistle, bird song, the rumble of the harbour and…  the 9 o'clock gun.Let me tell you a short story.On June 23, 2023 I had the pleasure, and the privilege, of attending ‘Listening to Lhq'a:lets' (I hope I'm pronouncing it right), otherwise known as the city of Vancouver, at the Peter Wall Institute for Advanced Learning at the University of British Coumbia, which is situated l on the unceded and ancestral territory of the Musqueam Nation.A group of artists, all women, spoke about their week-long residency, organized by indigenous sound scholar and UBC professor Dr. Dylan Robinson. They were listening from a different position. So I heard stories, poems, anecdotes, images, silences and prophecies… It was uplifting. (excerpt from movement 2, fire)So when I listened back to my soundscape  composition, I realized that my revisitation was mostly a, let's call it, a reshuffling of the colonial deck chairs. Yes I cleverly combined horns, whistles, sirens, industrial and natural sounds as a commentary on the beauty and madness of contemporary urban life but my revisitation was from a very narrow point of view. I now realise that this music, my music, is inherently complicit with colonialism and that my creative gestures are actually further cycles of exploitation.In retrospect it might have been more useful for me to figure out how to repair the damage done to past, present and future soundscapes of Lhq'a:lets.What does decolonized listening sound like to you?*This event was part of the three-part Friday evening series, Artists Within the Anthropocene. Presented in partnership with the Belkin Art Gallery. Listening to Lhq'a:lets / Vancouver is also part of a week-long artist residency organized with The Score: Performing, Listening and Decolonization UBC Research Excellence Cluster, in partnership with the UBC School of Music and Evergreen. There he also pioneered multi-campus interdisciplinary classes, while organizing an information literacy initiative. From 2002 to 2014, Bryan worked with the National Institute for Technology in Liberal Education (NITLE), a non-profit working to help small colleges and universities best integrate digital technologies. With NITLE he held several roles, including co-director of a regional education and technology center, director of emerging technologies, and senior fellow. Over those years Bryan helped develop and support the nonprofit, grew peer networks, consulted, and conducted a sustained research agenda. In 2013, Bryan launched a business, Bryan Alexander Consulting, LLC. Through BAC he consults throughout higher education in the United States and abroad. Jessie explains some of the different components of the ExperienceWorks system, highlights the importance of work-based learning and exposure programs like these, and walks through this year's schedule. Haru Okuda, MD, FACEP, FSSHExecutive Director, Center of Advanced Medical Learning and Simulation Associate Vice President Interprofessional Education and PracticeChief Executive Officer, Health Professions Conferencing Corporation University of South Florida Health Dr. Okuda is the Executive Director and CEO of USF Health's Center for Advanced Medical Learning and Simulation (CAMLS), Health Professions Conferencing Corporation (HPCC). In this role, he has oversight of a 90,000 ft2 state of the art, advanced training facility, with the mission of creating and providing experiential learning that improves clinical skills and patient care in the community and around the globe. In addition to this role, Dr. Okuda also serves as USF Health's Associate Vice President of the Office of Interprofessional Education and Practice (https://health.usf.edu/ipep) focused on creating interprofessional learning opportunities from early healthcare training to clinical practice. He is Professor at the Morsani College of Medicine and practices clinically in the emergency department at Tampa General Hospital. Prior to coming to USF Health, Dr. Okuda was the national medical director for the Simulation Learning Education and Research Network (SimLEARN) where he established national strategy and business plans for simulation-based programs at more than 150 U.S. Department of Veteran Affairs' medical facilities. In addition to his role as national medical director of SimLEARN, Dr. Okuda served as the acting deputy chief of patient care services officer for the Veteran's Health Administration, where he was responsible for policy development and oversight of the national Office for Women's Health Care, Community and Preventative Health, Social Work and Pharmacy Benefits Management. Before joining the VA, he was assistant vice president and director of the Institute for Medical Simulation and Advanced Learning for the New York City Health and Hospitals Corporation, the largest public health system in the United States. Dr. Okuda received his Bachelor of Science degree in neuroscience from Brown University, his medical degree from New York Medical College, and his certificate in Healthcare Modeling and Simulation from the Naval Postgraduate School in California. He completed a residency in emergency medicine at the Icahn School of Medicine at Mount Sinai where he served as their chief resident, and then completed a clinical quality fellowship from the Greater New York Hospital Association.  He is a fellow of the American College of Emergency Physicians and an inaugural fellow of the Society for Simulation in Healthcare Academy. He has also served as a chair or member of several medical and simulation committees; and most recently serves as President for the Society for Simulation in Healthcare. He has co-authored numerous textbooks, peer-reviewed publications and textbook chapters.  Known for his passion for teaching, innovation and business, Dr. Okuda received the 2017 Distinguished Educator Award by the Society for Academic Emergency Medicine Simulation Academy for the creation of the simulation-based training program SimWARSTM; was named one of the top 25 Healthcare Leaders Under 40 by Becker's Hospital Review in 2012; was selected as one of 40 Under 40 New York's Rising Stars in Business by Crain's NY Business Magazine in 2011; and was awarded the 2017 Healthcare and Medicine Leader of the Year by i4 Business Magazine.

Kate Clatterbuck is representing Danville, Virginia as Miss Danville Volunteer with the Miss Virginia Volunteer organization. Her platform, Powerful Voices, is an educational initiative in response to the inequality between male and female historical figures mentioned in Virginia's standards of learning for history education. This August was Kate's first time competing on the state level, earning 2nd runner up in the inaugural Miss Virginia Volunteer pageant. Kate received a total of $1,800 in scholarship from her 2nd runner up placement and as the recipient of the Social Impact Award. During her time as Miss Danville Volunteer, Kate has collected books focusing on women heroes for Danville school teachers, developed the She. Me. We. program in association with her platform, and hosted a women in STEM event at the Institute for Advanced Learning and Research.  Dr. Julie Brown, the Director of Advanced Learning at the Institute for Advanced Learning & Research who is spearheading a community internship program, talks about the benefits for the 25 youth who are selected and the organizations involved. The Pittsylvania County Board of Supervisors has invested $75,000 for a youth summer internship program, which is being created through collaboration with organizations like Pittsylvania County Schools, the Institute for Advanced Learning and Research, Pittsylvania County Community Action, and the West Piedmont Workforce Development Board. Liz Nilsen's passion is for creating programs that nurture the next generation of thinkers and doers, through the development and growth of innovation and STEM education ecosystems. As the Associate Director at the University of North Alabama Agile Strategy Lab, Liz shepherds the expansion of the Lab's programming and manages the Strategic Doing Institute on behalf of that organization, including partnerships with other universities interested in deploying Strategic Doing. Liz was senior program director at the Purdue Agile Strategy Lab; she is also a former senior program officer at VentureWell, where she provided leadership to the Pathways program for the National Center for Engineering Pathways to Innovation (Epicenter), an effort to engage with 50 colleges and universities to redesign undergraduate engineering education. Prior to joining VentureWell, she led STEM initiatives at the Penn State Center – Pittsburgh, was the southwest regional coordinator for the Pennsylvania STEM Network, and served as Director of Outreach and New Economy Program Development at the Institute of Advanced Learning & Research, a Virginia Tech initiative. She earned her BA from Stanford and an MBA from Northeastern University. Ed Morrison is Director of the Agile Strategy Lab at the University of North Alabama, and was the founder of the Purdue Agile Strategy Lab. Ed's work emphasizes the strategic value of focused regional collaborations and open innovation, network-based models in today's global economy. Ed is the developer of Strategic Doing to accelerate collaborations, now widely used across the U.S. and is now gaining attention internationally. His work won the first Arthur D. Little Award for excellence in economic development presented by the American Economic Development Council. Prior to starting his economic development work, Ed worked for Telesis, a corporate strategy consulting firm. In this position, he served on consulting teams for clients such as Ford Motor Company, Volvo, and General Electric. He conducted manufacturing cost studies in the U.S., Japan, Mexico, Canada, Italy, Sweden, and France. Ed started his professional career in Washington, D.C., where he has served as a legislative assistant to an Ohio Congressman, staff attorney in the Federal Trade Commission, and staff counsel in the US Senate. Living in Fife, Scotland, he directs the Edinburgh Institute for Advanced Learning and for many years was co-chair of the Mysticism Group of the American Academy of Religion. He is also co-founder of the International Network of the Dances of Universal Peace. A frequent speaker and workshop leader, he is the author of several books, including Prayers of the Cosmos (1990), The Hidden Gospel (1999), The Genesis Meditations (2003), The Sufi Book of Life (2005), Blessings of the Cosmos (2006), The Tent of Abraham (2006) (with Rabbi Arthur Waskow and Sr. Joan Chittister) and Desert Wisdom (1995, revised 2010). He has also produced three audio series of teachings on the Aramaic approach to Jesus, published by Sounds True. Known also for his citizen diplomacy work, Neil led several group trips to Russia and the Middle East and in 2004 and cofounded the Edinburgh International Festival of Middle Eastern Spirituality and Peace. In 2005 he was awarded the Kessler-Keener Foundation Peacemaker of the Year award for his work in Middle Eastern peacemaking. Under his Sufi name, Saadi Shakur Chishti, Neil also offers spiritual retreats combining his work with Native Middle Eastern spirituality with the lineage of Chishti Sufism. He was a long-time student of the Murshid Moineddin Jablonski (d. 2001), the spiritual successor of Sufi Ahmed Murad Chishti (1996-1971). Saadi was recognized as a teacher in the Sufi path in 1981 and a senior teacher, or murshid, in 1993 in the Chishti Sufi lineage. Andy MacDonald served with the City of Brampton Fire and Emergency Services for over 37 years, starting as a Volunteer Fire Fighter in 1977. After graduating from McMaster University with a Bachelor of Science degree, he began his career as a professional Fire Fighter in 1979.  Andy rose through the ranks in Brampton.  He was appointed Assistant Deputy in 1999, Deputy in 2003 and Fire Chief in January 2008.   Chief MacDonald continued his personal/professional development throughout his career.  Andy holds Queen’s IRC Certificates in Labour Relations, Advanced Labour Relations, and Organization Development Fundamentals, and he participated in the program on negotiations at the Harvard Law School. Andy also studied at York University and the Ontario Fire College.  Since 2001, Andy has spent a large portion of his vacation time as a facilitator at the Queen’s University Industrial Relations Centre, teaching in the Labour Relations field. Chief MacDonald retired from Brampton Fire in June of 2014.  On August 1st of that same year he was appointed the Director of Fire Management Studies at the Humber Institute of Technology and Advanced Learning.  Andy oversaw the development of two major initiatives, the Executive Certificate in Fire Services Management and a 2-year Fire Service Foundations Diploma.  Under Andy’s guidance, the University of Guelph/Humber accepted the first four Fire Service students into a pilot Applied Arts Degree in Public Safety Management in September 2015.  With the Humber Programs “in the can”, Andy moved on to the City of Guelph where he worked under contract for 2-years as the General Manager of Emergency Services.  In that role, Andy was responsible for the Guelph Fire Department and the Guelph/Wellington Paramedic Services. Andy spends his time these days working as a consultant as the Principal Partner of the Anderin Group.  One of his clients is Homewood Health where Andy is a consultant to the 1st Responder Community.  His work sees Andy speaking about Operational Stress Injuries and 1st Responder Mental Health on the national stage. Throughout his life, Andy took on a number of projects outside of his professional responsibilities.  In 1997, he conceived of the idea of constructing a stand-alone center for fire and life safety education.  Dedicating 7-years of his life to the project; he saw Brampton’s award-winning Fire/Life Education Centre open in 2003.  In 1985 he rappelled off the CN Tower to raise money for a Toronto burn unit, earning him a spot in the Guinness Book of Records.  He is currently on the National Advisory Board for Camp F.A.C.E.S and is on the Conference Board of the Canadian Critical Incident Stress Foundation.

Kim Berens joins me in Session 44 of The Behavioral Observations Podcast in what I originally thought was going to be a discussion about the company she co-founded, Fit Learning. While we spoke about Fit Learning a-plenty, Kim also provided tons of historical anecdotes on the development of our field, the development of Precision Teaching (where she recounted many  personal conversations with Ogden Lindsley), and her take on where our field's challenges lie. If you haven't heard about Fit Learning, you'll want to check out their website. Their unique instructional model typically results in 1 year of academic growth for every 40 hours of instruction. If you're like me, you had to read that sentence two or three times to let it sink truly sink in. Kim shares the story of how Fit Learning was developed from its humble beginnings at the University of Nevada, Reno to licensing Fit Learning affiliates all around the globe. Here is a portion of her bio-sketch: Kimberly Nix Berens, Ph.D., BCBA-D, LBA is a Founding Director of Fit Learning, a Board Certified Behavior Analyst at the doctoral level, and a Licensed Behavior Analyst in the state of New York.  Her work centers on using behavior analysis to transform the learning abilities of a wide-range of children, including those who are struggling, average, gifted, learning disabled, or on the autism spectrum. She received her doctoral degree in psychology with a specialization in behavior analysis at the University of Nevada – Reno (UNR) in 2005 under the supervision of Dr. Ogden Lindsley, Dr. Patrick Ghezzi and Dr. Thomas Boyce.  Along with the other co-founders, Dr. Berens assisted in the creation of Fit Learning (originally Center for Advanced Learning) as a graduate student at UNR and, since that time, she has overseen the expansion of the organization to include locations in Reno, Nevada; Medford, Oregon; Locust Valley, New York; Manhattan; Phoenix, Arizona; and Perth, Australia.  She relocated to the New York area in 2010 to focus on opening learning laboratories throughout the east coast. Through these learning labs, Dr. Berens and her team have developed a powerful system of instruction that combines precision teaching, direct instruction, curriculum-based measurement, and relational frame theory.  This system consistently produces over one year’s growth in 40 hours of instruction. Following an appointment by Governor Jim Gibbons, she served on the State of Nevada Board of Psychological Examiners from 2009 – 2010 where she assisted in the development of state licensing regulations for behavior analysts.  Dr. Berens was the first behavior analyst in the country to hold such a post.   She has provided clinical and research supervision to undergraduate, master’s, and doctoral students and she continues to serve as an affiliate faculty member in the Behavior Analysis Program at the University of Nevada – Reno. As part of the association’s support to the World Humanitarian Summit process, the focus of these events is less on theoretical definitions and more on the operational implications of these principles. The aim is not to “consult” directly on the principles, but rather to discuss – within the context of the principles – a series of problematic issues that have come under debate in the larger Summit consultation process.This opening session acts as an introduction to the ensuing four events on the individual principles. It will ensure that participants understand the nature of the challenges and dilemmas involved in translating principles into operational decisions. The session will delineate the practical implications of the principles for humanitarian actors and highlight the central role of principles in interactions with government, military, and other actors.
