Will Denver take the lead and embrace housing density? Or will car lovers prevail and get their coveted parking spots? It's Friday, and we're looking back at the news of the week — including Mayor Mike Johnston's new plan for eliminating minimum parking requirements and CPR's explosive story on RTD CEO Debra Johnson reportedly “despising” Denver. Producer Paul Karolyi and host Bree Davies are joined by fave guest Deep Singh Badhesha to dig into these parking and the messy politics of transit, as well as the Nuggets' stinker of a loss, Elon Musk's comments on a Denver Water project, and more wins and fails of the week.  Join Paul and Deep next Tuesday, December 17, at Town Hall Collaborative for some festive holiday fun and a live debate with candidates vying for the Senate District 31 vacancy. We're bringing this traditionally secretive vacancy process out of the shadows! RSVP for free to save yourself a seat! What do you think about the mayor's proposal to remove parking minimums? Text or leave us a voicemail with your name and neighborhood, and you might hear it on the show: 720-500-5418‬ Paul talked about our show with CU Denver professor Ken Schroeppel about why he thinks Denver should enact parking maximums; he also discussed RTD's new tap-to-pay system. Bree mentioned the passing of Barnum gardener and resident Kurtis Keele, the screening of Joshua Emerson's documentary this weekend and his crowdfunding campaign, and the Latkes and Lights event at the JCC. Deep talked about the Nuggets' embarrassing loss and the potential implications of Albertsons pulling out of the merger with Kroger in Oregon.  For even more news from around the city, subscribe to our morning newsletter Hey Denver at denver.citycast.fm. The series explores financing lead service line replacement, technical assistance for under-resourced communities, and examples of successful approaches. This episode is about how Denver did it.When Denver Water decided to replace 64,000 to 84,000 lead service lines over 15 years, the question arose of how to pay for the work. The utility ultimately decided to use public funds for the work on private property. The decision came after much research into the financial approach and clarification that it was permissible from the Government Accounting Standards Board, as discussed in this episode with Angela Bricmont, Chief Financial Officer of Denver Water, and Ed Harrington, former President of the Government Finance Officers Association. Angela and Ed also talk about building comfort with this method of funding lead service line replacement and the significant interest in the approach from other water utilities.waterloop is a nonprofit media outlet. Good Morning, Colorado, you're listening to the Daily Sun-Up with the Colorado Sun. It's Thursday July 15th.   Today - Given the potential for COVID-19 to spread in jails, Colorado law enforcement worked to reduce the number of people behind bars throughout the pandemic.   But now, with restrictions easing, many jails may be back to pre-pandemic levels in the near future.    But before we begin, let's go back in time with some Colorado history adapted from historian Derek R Everett's book “Colorado Day by Day”:   Today, we take you back to July 15th, 1943 when A deal between the federal departments of agriculture and war, authorized the US Army to use thousands of acres of the White River National Forest to train soldiers for winter mountain combat. The arrangement transformed Camp Hale into a facility specializing in combat on skis.   Now, our feature story.   With the potential for COVID-19 to spread quickly across tight quarters in Colorado jails, law enforcement took steps to decrease the number of people behind bars. But as communities lift pandemic restrictions, populations at many of the state's largest jails are inching back up and could jump back to pre-pandemic levels. As Colorado Sun reporter Olivia Prentzel tells Erica Breunlin, law enforcement is doing away with many of the changes to keep the census down, including some that kept petty criminals out of jail during the pandemic. But jurisdictions are also monitoring community cases of Covid and could reassess their protocols later this year.     To read more about Colorado's rebounding jail populations, visit coloradosun.com.   And Before we go, here are a few stories that you should know about today: Colorado Parks and Wildlife will outfit as many as 30 bald eagles with transmitters as part of a four-year study to determine how the protected raptors have adapted to rapid population growth along the Front Range and identify planning measures that could ensure the bird's future as that growth continues. The study will monitor nesting sites, food sources such as prairie dog colonies, reproduction and migration from the Denver area north to the Wyoming border. CPW estimates there are more than 90 breeding pairs of bald eagles in the corridor. There were none at the end of the 1970s.    Denver Water sued Boulder County in federal court Tuesday saying county officials are slow-walking decisions on plans to expand Gross Reservoir, threatening crucial federal permits and construction timelines. Denver Water says delay tactics, including repeating requests for information collected during the already completed federal permitting process, is endangering the $464 million project to raise the dam southwest of Boulder to add 77,000 acre-feet of water storage.   The U.S. Senate's top Democrat is backing a bill that would strike down a longstanding federal prohibition on marijuana. But a Colorado-led effort to give the legal cannabis industry access to banking could be placed in an indefinite holding pattern because of the more sweeping measure, which doesn't appear to have a path to passage. The bill backed by Senate Majority Leader Chuck Schumer would treat marijuana much like alcohol or tobacco, allowing it to be taxed and regulated. The legalization push comes as Colorado's U.S. Representative Ed Perlmutter continues yearslong work to grant the legal marijuana industry access to banking through the SAFE Banking Act. Legal cannabis businesses have not been able to access full banking services because banks are federally regulated and marijuana remains federally illegal. New Jersey Senator Cory Booker also is a sponsor of the legalization bill and said he would not support the banking bill so long as the broader legislation is in play. Athletes are ‘In The Hunt’ if they have not yet raced in 2021 but have a strong 2019/2020 points average and are in a position to potentially qualify once they have raced in 2021. This includes athletes who have been on maternity leave and to qualify for The Collins Cup would need to race at least once in 2021. Team USA Highlights Sam Long is the new Team USA #1 as a result of scoring 102.33 points at St George putting him over 1 point ahead of the next closest USA man - Rudy von Berg.  Rookie Sophie Watts is Team USA #4 as a result of 85.96 and 85.81 points finishes at Texas and St George respectively. Team Internationals Highlights Jeanni Metzler moves to Team Internationals #3, pushing Sarah Crowley and Ellie Salthousedown to #4 and #5 respectively meaning Ellie loses her position as an automatic qualifier. Jackson Laundry’s 94.24 point result in St George rockets him up to #8 amongst a tightly pack of International men with just under 5 points separating #3 Sam Appleton down to #8 Jackson. Team Europe Highlights Emma Pallant-Browne moves to Team Europe #5 having scored 100.88 points in St George to give her an average of 93.00 points when combined with her 2019/2020 points. Magnus Ditlev moves to Team Europe #3 ahead of George Goodwin #4 with Alistair Brownlee 'In The Hunt' as he is yet to race in 2021. The Collins Cup Explainer video explains how the qualification process works, how the teams are selected, the history behind The Collins Cup and builds excitement for the head-to-head battles we can expect to see in August.  When writing about the PTO or The Collins Cup please include the following link for updates about The Collins Cup https://signup.thecollinscup.com/. U.S. OLYMPIC TEAM QUALIFICATION ON THE LINE AT WORLD TRIATHLON CHAMPIONSHIP SERIES YOKOHAMA U.S. Olympic hopeful triathletes will have a chance to punch their tickets to Tokyo at this week’s World Triathlon Championship Series event in Yokohama, Japan, which serves as the second and final auto-qualifier for the 2020 U.S. Olympic Triathlon Team. In addition to the elite race, a World Paratriathlon Championship Series event is also scheduled. All races are set for Saturday, May 15, in Japan, which is late Friday night, May 14, for most of the United States. All events will be broadcast live at TriathlonLIVE.tv; monthly and annual subscriptions are available for purchase. The races will also be streamed live on FloTrack with a subscription. The World Paratriathlon Championship Series event kicks off the action at 5:50 p.m. ET on May 14/6:50 a.m. local time on May 15 (the paratriathlon race is not an auto-qualifier for the U.S. Paralympic Team). The elite women follow at 9:16 p.m. ET on May 14/10:16 a.m. local time on May 15, and the elite men are scheduled for 12:06 a.m. ET on May 15/1:06 p.m. local time on May 15. In Yokohama, elite athletes will cover an Olympic-distance course featuring a 1,500-meter swim, 40-kilometer bike and 1-kilometer run centered around Yamashita Park and the Port of Yokohama. Elite paratriathletes will race a sprint-distance course with a 750m swim, 20k bike and 5k run.   Olympic Qualification The U.S. will send a maximum of three women and three men to the Tokyo Olympic Games for triathlon. Summer Rappaport (Thornton, Colo.) is the only athlete currently qualified for the U.S. Olympic Triathlon Team, by way of her fifth-place finish at the Tokyo ITU Olympic Qualification Event in August 2019. Because Rappaport is already qualified, only one woman can qualify for the U.S. Olympic Team in Yokohama. Since no men have qualified to date, up to two men can punch their ticket to Tokyo by way of a qualifying performance in Yokohama. After Yokohama, all remaining spots will be selected via discretion by the USA Triathlon Games Athlete Selection Committee. In Yokohama, athletes can auto-qualify for the U.S. Olympic Triathlon Team in the following scenarios: In the women’s race, the first U.S. athlete finishing on the podium, who has not already qualified for the team, will earn automatic selection. (E.g., only one U.S. woman can auto-qualify at this event, and she must be on the podium). Because no U.S. men were auto-selected from the 2019 ITU World Olympic Qualification Event, the highest-placed U.S. man finishing within the top-eight overall will be selected to the team. Two men may be selected to the team at Yokohama, in the event that both men finish on the podium. In the days following Yokohama, the USA Triathlon Games Athlete Selection Committee may, but is not required to, issue a limited number of “early discretionary nominations” on or before May 20, 2021. Any remaining slots not filled at one of the two auto-selection events, and not named as “early discretionary nominations,” will be issued via final nomination to the team by the USA Triathlon Games Athletes Selection Committee after June 15, 2021. Click here for a complete explanation of the qualification process for the U.S. Olympic and Paralympic Triathlon Teams. U.S. Athletes to Watch The U.S. women bring a strong contingent to Yokohama, led by the trio who swept the podium at the 2019 Yokohama race — Katie Zaferes (gold), Rappaport (silver) and Taylor Spivey (bronze). Headlining the women’s start list is Zaferes (Cary, N.C.), the 2019 World Triathlon champion and 2016 U.S. Olympian. Zaferes had a breakout season in 2019, winning five of eight races in the World Triathlon Series and earning silver in a fifth. She crashed out of the 2019 Tokyo test event, missing her first chance at Olympic auto-qualification, but she went on to capture the world title in Lausanne, Switzerland, two weeks later. Zaferes also reached the overall World Triathlon Series podium in 2018 (silver) and 2017 (bronze). Spivey (Redondo Beach, Calif.) holds the No. 2 spot on the start list. She was just off the overall World Triathlon Series podium in 2019, placing fourth in the season-long standings. Spivey led the U.S. women at the 2020 World Triathlon Championship in Hamburg, Germany, with a fourth-place finish. Rappaport will compete in Yokohama at No. 3 on the start list, though her spot in Tokyo is already secure. The four-time World Triathlon Series medalist and eight-time World Triathlon Cup champion had a comeback season in 2019, placing a career-best fifth in the overall World Triathlon Series standings.   Also set to compete for the U.S. women are Taylor Knibb (Washington, D.C.) and Tamara Gorman (Rapid City, S.D.), two of only three women in World Triathlon history to have won individual world titles at both the Junior and Under-23 levels. Kirsten Kasper (North Andover, Mass.), a nine-time World Cup medalist who placed fourth overall in the 2018 World Triathlon Series, and Renée Tomlin (Ocean City, N.J.), a 10-time World Cup medalist, will also toe the line. Click here for the complete women’s start list. On the men’s side, Morgan Pearson (Boulder, Colo.) and Matt McElroy (Huntington Beach, Calif.) are No. 19 and 20 on the start list, respectively. McElroy is a nine-time World Cup medalist who became the first U.S. man in a decade to podium in a World Triathlon Series race in 2019 when he took silver in Leeds, England. Pearson is relatively new to the sport, having made his elite debut in 2018. The two-time World Cup medalist led all U.S. men at the 2020 World Championships in Hamburg, placing eighth. Chasing a second Olympic appearance is Ben Kanute (Geneva, Ill.), a 2016 U.S. Olympian and two-time World Cup medalist with a career-best World Triathlon Series finish of seventh. Also racing for the U.S. men are Eli Hemming (Kiowa, Colo.), a four-time World Cup medalist and eight-time Continental Cup medalist, and Kevin McDowell (Geneva, Ill.), the 2015 Pan American Games silver medalist and seven-time World Cup medalist. Click here for the complete men’s start list. Elite Women Scheduled for Friday, May 14, 2021 7:00 PM MDT Elite Men Scheduled for Friday, May 14, 2021 9:50 PM MDT https://www.triathlonlive.tv/upcoming-live-streams/videos/2021-world-triathlon-championship-series-yokohama-men   What's New in the 303: The Freedom Of the Bike and Waterton Canyon–Inspired by Paraglider in CA As I took a long walk on a beach near Santa Barbara, I saw a paraglider hugging the cliffs a couple a hundred feet above. I kept walking wondering how the pilot got there as I knew it was a remote area. As I meandered I saw an old set of stairs. So I climbed them and emerged on a hard packed single track trail hugging the cliff high above. I walked, a little cautiously, and suddenly I saw a bike perched on the ledge and a man unpacking a paraglider. Turns out it was a motobecan e-bike and the man rides here with his paraglider, unpacks it, ditches the bike in the bushes and flies for hours above the ocean—depending on the winds. He told me he once climbed to 7,000 feet off the coast of Carpentria about 40 miles southeast of here. But the point is, he rode his bike. Here surfers ride their bikes to find uncrowded surf and deserted beaches, often on e-bikes. So many people seem to bike here to do something else. It made me think of Colorado and some opportunities we have to bike and recreate. Fishing and Waterton canyon came to mind. Waterton Canyon was built in the late 1870’s as a railroad (of course) that connected Denver to south park and beyond. Companies competed for mining freight and thus railroads carved out beds in most of the canyons we now ride or drive. Rail service stopped in 1937 and the tracks were ripped up in the 1940’s as scrap metal for the war. In 1983, Denver Water constructed the 200 foot Strontia Springs dam and what remained was a very smooth gravel access road closed to cars, but open to bikes and pedestrians. A parking lot at the mouth of the canyon gives access to this 6.5 mile road that ends just passed the dam. Where the road ends, the Colorado Trail begins and ends 486 miles later in Durango (550 by bike). If you travel east from this parking lot you can access the beginning of the High Line Canal. Overall the road gains 650 feet in elevation making it a gentle grade.   Bill & Rich's Excellent [Endurance] Adventure Bill Major Taylor Rich Matt Emmet did his Metabolic Efficiency Treadmill Assessment. Good Morning, Colorado, you’re listening to the Daily Sun-Up. It’s Tuesday April 27th, and even though there’s a lot of turmoil right now we’re feeling lucky to start the day with you.   Today - Gross Reservoir continues to be the subject of court rulings. So, what’s the latest on the fight over expanding?   But before we begin, let’s go back in time with some Colorado history adapted from historian Derek R Everett’s book “Colorado Day by Day”:   Today, we take you back to April 27th, 1917 when an explosion in the Hastings Mine killed 121 miners. It earned the site the dubious distinction of Colorado’s worst industrial disaster. An investigation later determined that an illegal use of matches to light a lamp had caused the blast. Work in the mine resumed later that year, but it closed for good in 1923.   Now, our feature story.   Owned by Denver Water but located in Boulder County, Gross Reservoir supplies water from both sides of the Continental Divide to Front Range residents. But the reservoir has been anything but smooth sailing and continues to be the subject of court rulings. Reporter Michael Booth talks with Lucy Haggard about the latest update on the fight over expanding the reservoir.   To read more about Gross Reservoir, go to coloradosun.com.   And Before we go, here are a few stories that you should know about today:   U.S. Census Bureau data released Monday confirmed that Colorado will receive an eighth congressional seat. The state’s population increased almost 15% in 2020, roughly double that of the national increase. An independent commission is tasked with redrawing the state’s districts, but the detailed data necessary for that task likely won’t be available until September. Multiple groups across the state are asking that communities with similar interests, such as agriculture, get grouped together in the newly redrawn map. https://coloradosun.com/2021/04/26/colorado-8th-congressional-seat/    A long-awaited bill in the statehouse to decrease health care costs will no longer include a public insurance option. House Bill 1232 will instead require private insurers to offer a highly regulated, standardized plan. Providers won’t be required to accept the plans under certain conditions, including if their provider network reflects the diversity of consumers. The bill’s changes will happen through an amendment, which will be considered in the House Health and Insurance Committee on Tuesday. https://coloradosun.com/2021/04/26/colorado-public-option-health-care-bill-update/    A majority of Coloradans feel the state has an affordable housing problem, and they want the government to fix it. A new poll from Magellan Strategies reflects the frustrations of a hyper housing market for renters and owners alike, especially along the Front Range. Researchers found the coronavirus pandemic has also had a significant impact on changing public opinion. Support for affordable housing policy differed along political party lines, with the most support among Democrats, then independents, and the least support among Republicans.   For more information on all of these stories, visit our website, www.coloradosun.com. A brief history on the vital role the South Platte River played in the lives of native tribes and in the founding of Denver provides context for the modern issues still effecting the Denver water systems. The recent detection of lead in the drinking water, caused by the corrosion of lead service lines into private homes and businesses, precipitated a legal battle and a large-scale Lead Reduction Program spearheaded by Denver Water.

Cynthia Koehler Cynthia Koehler is an environmental attorney and water policy expert with 25 years of experience in state and federal water advocacy. She has served as a Director of the Marin Municipal Water District Board since 2005 and was reelected in November 2018 for a 4th term. Cynthia was appointed to US EPA’s Local Government Advisory Commission (2016-2018), and serves on a number of boards and advisory councils related to environmental sustainability. She was previously the California Water Legislative Director for Environmental Defense Fund, and Legal Director for Save the Bay. Cynthia holds a BA from Pomona College, and JD and Environmental Law Certificate from the University of Oregon School of Law. Cooper Martin Cooper is the Sustainable Cities Institute Director for the National League of Cities and on the  WaterNow Alliance Leadership Council. He is the NLC’s research and technical assistance expert for topics related to sustainability and climate resilience. With the help of a 2-person sustainability team, they support, inform, and celebrate city-led sustainability efforts. Additionally, Cooper helps provide strategic direction, program development, and operational support for the entire NLC Center for City Solutions. Eric Letsinger Eric Letsinger a member of the WaterNow Alliance Leadership Council and is the Founder and CEO of Quantified Ventures, an impact investing firm that helps clients finance specific and measurable environmental, health, and educational outcomes. He is a “tri-sector” executive, bringing 25+ years of leadership experience in government, nonprofit, and private sector organizations operating in healthcare, environment, education, and housing. He has led transformative, public-private initiatives to drive social impact in complex, cross-sector business environments including IBM, Baltimore Public Schools, Baltimore Housing Department, Cyveillance Software, PWC, and Samaritan Inns Homeless Services. Melissa Elliott Melissa is the Manager for Public Outreach, Raftelis Financial Consultants, Inc., providing strategic communications, stakeholder engagement and risk communication services to the utility and municipal sector. She previously held roles at Denver Water, as the director or public affairs and manager of water conservation, as well as, City of Aurora Public Relations Manager and Senior PIO. She’s served as chair for the public affairs council and an active member and mentor of the Public Relations Society of America. Melissa is the president-elect for the American Water Works Association. Top Takeaways Cynthia: Trust your customers, speak to them in a language they understand. You’ll create a reservoir of trust in your community. A lot of water decision-makers don’t think they are water decision-makers, but they are! Regardless of the issue that motivated them to run for office. When trying to get input from the public, there is no silver bullet answer. It’s a silver buckshot approach. Take the time to know your audience and reach them the way they want to be reached. There is incredible potential in scaling localized water systems. We should start looking at buildings like sponges. Cooper: Investing in water on a local level isn’t new, but the challenges local governments are facing are making these investments incredibly difficult. This is especially true when considering more frequent environmental challenges such as droughts or flooding depending on where you are. “Retail education,” the face to face...

In mid-December, stakeholders from across the Colorado River basin gathered in Las Vegas for the annual Colorado River Water Users Association (CRUWA) conference to discuss happenings within the Colorado River basin. At this year's conference, the focus was on the Drought Contingency Plans (one for the Upper Basin and one for the Lower Basin) which help to deal with the very real possibility of shortages in the water supply of the Colorado River. At CRUWA, both the Upper and Lower Basin States agreed to move forward toward the completion of a Drought Contingency Plan (DCP). The driving force behind the Upper Basin DCP is the need to reduce the increasing risk of a compact driven curtailment or cut to water users in the Upper Basin States. This scenario is also referred to as a “Compact Call”. A Compact Call would occur if the Upper Basin States are unable to deliver the water they are required to deliver under the rules of the 1922 Colorado River Compact to the Lower Basin States. Overuse of water, aridification of the West due to climate change, and growing populations throughout the basin are putting extreme pressure on the Colorado River. Join us for Part 1 of our two part series to learn more about what curtailment or a “Compact Call” on the Colorado River means for people and the environment, how it could happen, and why the DCP is so important. When it comes to changing hearts and minds in the workplace, nothing will bring people to your podium like a powerful personal story. Today, Jennifer talks with her good friend and old colleague Mary Faulkner, the author of the widely read blog Surviving Leadership. She is currently the Director of Human Resources, Talent and Total Rewards at Denver Water. Can you guess what Mary wanted to be as a young woman? Mary tells us a little bit about her educational and business history and how she found herself in the world of HR. The two met in 2013 while Jennifer was working a consulting contract at the company Mary was a part of. Mary talks about the details of her career since 2013, Jennifer’s influence on her development, and her blog HR-focused blog called Surviving Leadership. The focus of Mary’s blog isn’t just about the view from the top down; she also consistently approaches HR from an employee position and touches on a broad range of topics within the corporate landscape. One of the themes that Mary has been writing about is fear-based leadership in the workplace. For example, fears of innovation failure, fears of internal politics, or fear of speaking one’s mind. She uses the example of the #MeToo movement and the cultures of fear that prevent people from speaking out. What can those in leadership roles do to make space for people to speak out? Mary offers some specific suggestions for those at the top. A deep understanding of the many idiosyncrasies of corporate leadership culture is bound to change the way one sees the workplace. Jennifer asks Mary about how her work and writing has changed her own leadership style and work relationships. Like thousands of other impact makers, Twitter changed the game for Mary Faulkner. Jennifer asks Mary about how being connected to a globally diverse range of people has impacted her perspective and working style. Through her social media coverage of HR conferences, Mary has been invited to cover, speak at and organize a range of events. Jennifer asks Mary about how these experiences have helped her grow her career and enhance her practice. When it comes to laying it out for the top brass, HR departments are often on the back foot when justifying their programs. So being an HR practitioner and a consistently travelling speaker isn’t so common. Mary talks about how she balances these two parts of her career and offers some advice for conference organizers on how to get more HR practitioners on the stage. Stage fright is no joke but there are even greater challenges to building a quality conference presentation. Mary provides some pointers on how to work your way up to the podium and the value of presenting your story. Who are some the biggest impact makers in Mary Faulkner’s life? This book traces the history of water in Denver, using this case study to explore important and often under-recognized patterns in regional and national history. Energized by a quality of wit and humor rarely encountered in books about natural resources and bureaucracies, and enriched with photographs and maps, this book raises questions of consequence about the complex relationship among cities, suburbs, and rural areas, the crucial role of engineering in shaping the West, and the varying roles of contention and cooperation, litigation and negotiation, at work in the control of water.

"Who are you and where do you come from?" As a historian, Jackson thought she knew the answers to these simple questions-that is, until she took a look at her scrawny family tree. With a name like Jackson (the twentieth most common American surname), she knew she must have more relatives and more family history out there, somewhere. In Shaking the Family Tree, Jackson dives headfirst into her family gene pool: flying cross-country to locate an ancient family graveyard, embarking on a week-long genealogy Caribbean cruise, and even submitting her DNA for testing. Through her research, she connects with distant relatives; traces her roots back more than 250 years; and discovers-genetically, historically, and emotionally-the true meaning of "family" for herself. Buzzy Jackson is a Research Associate at the Center of the American West, where she has taught undergraduate courses and worked on a range of projects, including the recent PBS film "A Lover's Guide to the West: Living with Energy;" the anthology Remedies for a New West; and a history of Denver Water. Buzzy received a PhD in History from UC Berkeley, where she wrote her first book, A Bad Woman Feeling Good: Blues and the Women Who Sing Them (W.W. Norton: 2005). She writes for a variety of publications and is currently at work on a new book project.
