This allowed the district to provide the service to residents without a financial burden on existing ratepayers. Community Recognition: Representatives from the State Water Board and Congresswoman Doris Matsui's office presented awards and recognition for the program's success in protecting regional groundwater and improving public health. FY 2026-2027 Budget Workshop Staff presented the recommended budget for the upcoming fiscal year, which includes a combined operating budget of $372 million and a capital budget of $486.2 million. Labor Drivers: The budget includes a 3.3% Cost of Labor Adjustment (COLA) and a request for 21 new positions, bringing the total head count to 851. Chemical Costs: A significant driver of the 14.7% increase in services and supplies is a $10.6 million spike in chemical costs, specifically for chlorine/hypo, due to market volatility and local supplier exits. Reserves: The district maintains a healthy general reserve of 25% of operating costs. Debt Refinancing and Financial Actions The Board approved the issuance of 2026 Bonds to refinance approximately $152.3 million in existing debt. Strategic Goals: The move is designed to eliminate "sequestration risk" associated with federal Build America Bonds and is expected to generate approximately $1 million in annual debt savings. Delinquencies: The Board set a public hearing for July 22, 2026, to address $16 million in delinquent sewer charges across approximately 20,800 accounts, which will be moved to property tax roles for collection. Ordinance and Fee Updates The Board introduced a new unified "SacSewer Ordinance," merging the previously separate collection and treatment ordinances. Industrial Fee Changes: For the first time since 2007, industrial impact fees were updated, shifting from a flow-based model to an acreage-based model, which actually results in a net decrease in costs for new industrial customers. Biogas Incentives: New liquid waste hauler charges were introduced to incentivize the delivery of high-strength organic waste (such as brewery or dairy waste) to support the district's new biogas enhancement facility. Workforce and Staffing (AB 2561) The district provided a mandated update on workforce status, noting that the overall vacancy rate improved from 13.28% in 2024 to 11.93% at the end of 2025. Engineering Challenges: The Professional Engineers Group (PEA) continues to have a high vacancy rate of 22.79%, though this is down from over 30% the previous year. New Leadership Positions: The Board approved new salary schedules for three key leadership roles—Controller, Finance Manager, and Internal Auditor—to reflect the increased complexity of the department following the district's transition away from county-provided services.

Introduction to solution Green banks “provide financing and technical assistance for clean energy and climate solutions” while driving “economic, health, and environmental benefits for communities across the country” (US Green Bank 50). They attempt to spend, save, and invest people's money conscientiously so they “can grow [their] money while making the world a better place” (GreenFi).  Background The fossil fuel industry is the primary driver of our climate crisis, creating an imperative to implement reductions of greenhouse gas as soon as possible to minimize the potential for catastrophic impacts. Unfortunately, traditional banks have exacerbated this problem; specifically, they have “financed fossil fuels by $7.9 trillion dollars since the Paris Agreement,” enabling the building of new oil and gas pipelines, large-scale equipment purchases, and more oil and gas explorations to expand their businesses (Rainforest Action Network).  Advantages of Climate-Friendly Banks Green banks pledge to never fund projects involving fossil fuels. Many also donate a percentage of the monthly amount that customers pay to “non-profits that support climate action” while providing transparency about the carbon footprints of their funded businesses (GreenFi). Some “optimistic studies even estimate that [this] divestment [of resources]… can lead to an effective reduction in carbon footprint of up to 7%” (Mieux Donner). Drawbacks of this Solution However, critics argue that the impact of divestment is not equal to the carbon impact of the investment: “under the current system, divested funds can be quickly replaced by other investors, which limits the direct effect on the behaviour of companies and their CO2 emissions” (Mieux Donner). Companies can also adjust their financial strategies to offset the impact of divestment, which limits its effect on their emissions. Specifically, while green banking is well-intentioned, staying with a conventional bank may allow customers to save more money, which they could then donate to high-impact environmental nonprofits. Industrial water professionals are increasingly pulled into conversations about scarcity, resilience, and "where the next gallon comes from."  Dr. Veronika Zhiteneva, CEO and Co-founder of Waterloop Solutions frames water reuse as an implementation challenge more than a technology gap—and explains where the practical starting points are when the scope feels overwhelming.   Moving reuse forward when the technology already exists  Waterloop Solutions was founded to accelerate implementation: clarifying end-use quality, identifying post-treatment needs on the back end of existing plants, and building risk management plans that fit real operational and regulatory expectations. The conversation stays grounded in what slows projects down (time, permitting, funding, and public acceptance) and where progress can be made without reinventing the toolbox.  Centralized vs. decentralized: why "less regulated" can move faster  Europe's agricultural reuse regulation (noted as coming into effect in June 2023) created shared minimum requirements, but also uncertainty around permitting and responsibility at the local level. In contrast, decentralized reuse is described as an "early adopter" space—often driven by innovative building projects (gray water separation, rooftop rain capture) and, in some cases, easier implementation from scratch than retrofits.  What matters to industrial listeners: partnerships, autonomy, and distance  For industrial teams, Dr. Veronika points out opportunities for synergistic partnerships with municipalities and agriculture—balanced against the realities of infrastructure distance and cost. Ted Bundy, arguably the most notorious serial murderer of women in American history, committed many of his crimes in the landscape of the Pacific Northwest. But in the 1970s and '80s, Bundy was just one perpetrator amid a large number of serial and violent acts across the region. Why were there so many, and so particularly gruesome? What caused the rise and then sudden fall of an epidemic of serial killing? Sarah is the outreach coordinator with the Missouri Department of Natural Resources Brownfields/Voluntary Cleanup program. She has been with the Department since July of 2024. Nature is a powerful thing. While hiking in the White Mountains of New Hampshire in 2006, our guest let go of her dream to compete at the 2008 Olympics to pursue a career protecting the environment. In Season 8, Episode 6, host Sarah Thorne and Jeff King, National Lead of the Engineering With Nature (EWN) Program, US Army Corps of Engineers (USACE), are joined by special guest Robyn DeYoung, who now leads the US Environmental Protection Agency (USEPA) Green Infrastructure Program. Through the Green Infrastructure Federal Collaborative, Robyn is bringing federal agencies together to advance nature-based solutions (NBS), including finding ways to streamline permitting and helping communities navigate funding. The Collaborative has just released a best practice guide on Federal Permitting and Environmental Reviews for Nature-Based Solutions and short videos for funding and technical assistance.Robyn joined the USEPA in 2010 working with states and local governments on clean energy, applying all that she had learned—including the value of teamwork that she learned from field hockey. In her current role as Green Infrastructure program manager, she continues to help people work together: “How can we collaborate and use people's unique talents—even people that might not agree with you, but have great ideas?”Green infrastructure can mean different things to different people. As Robyn describes it, “If I'm in a room full of engineers, then green infrastructure means you're using natural systems—native plants, soils, permeable surfaces—to help with bringing us back to predevelopment hydrology. But for the rest of us, the way that I define green infrastructure is that we're creating functional green space and other designs so that we can prevent flooding, keep our cities cool, and keep our waters clean using natural processes, using things like rain gardens or street trees.”Robyn notes that one of the primary functions of EPA's Green Infrastructure Program is outreach, providing resources to help people understand the economic, environmental and social benefits of green infrastructure, including handbooks for Green Infrastructure Design, peer exchange webinars, and models and tools. “One of the focuses of our program is to make sure that we have free information so people can design, build, maintain, and monitor the green infrastructure in their cities and communities.” Looking forward, Robyn notes some of the focus and priorities she sees in the next year, starting with EPA's 2035 Green Infrastructure Strategic Agenda that her program has been working on. She describes three priority areas: (1) Demonstrating the benefits of green infrastructure in ways that align with the economic, environmental, and social benefits that people value; (2) Connecting more communities to federal funding and technical assistance. And (3) continuing to engage with communities. “We want to do everything we can to bring nature-based solutions into those neighborhoods in a way that they want to use them, that's culturally relevant, so that they can really take it and run with it.”Robyn's call to action is for listeners to learn more about what the Green Infrastructure Program is doing and find out about the resources that are available to support individuals and communities interested in green infrastructure.
