Aplacar la guerra sangrienta de las bandas criminales será sin duda el reto principal del próximo jefe del estado ecuatoriano tras las elecciones presidenciales del 13 de abril. El país arrancó el año con una tasa de homicidios récord a pesar de la política de mano dura del presidente Daniel Noboa. Radiografía de la violencia con Billy Navarrete, director de la ONG Comisión Permanente por la Defensa de los Derechos Humanos, con sede en Guayaquil, epicentro del crimen organizado. Con cerca de un homicidio cada hora, Ecuador se ha convertido en el país más violento de Latinoamérica. El despliegue masivo de militares en las calles, decidido por el presidente Daniel Novoa durante sus 14 meses de mandato en el marco del decreto de estado de conflicto armado interno, no ha logrado de momento reducir la violencia entre las bandas criminales que se disputan los puntos de exportación de la cocaína. Es más, tras un ligero descenso de la tasa de homicidios en 2024 -paso de 46,2 a 39,1 por 100.000 habitantes-, la cifra volvió a dispararse durante los primeros meses de 2025. Las proyecciones actuales podrían llevar a una tasa de 53,1 homicidios por 100.000 habitantes, la más elevada de Latinoamérica.Entrevista con Billy Navarrete, director del Comité Permanente por la Defensa de los Derechos Humanos, una ONG con 42 años de existencia.RFI:  ¿Cuál fue la chispa que disparó los índices de violencia aquí en Guayaquil? Se ven ahora fenómenos de extorsiones generalizadas, asesinatos y masacres, como el que ocurrió en el barrio pobre Socio Vivienda 2 en marzo, con 22 muertos en un solo día.Billy Navarrete: Esta ciudad es la más poblada del Ecuador. Ha estado siendo habitada por migrantes internos que se han venido asentando en los exteriores de la ciudad. Hay muy amplios sectores de asentamientos humanos muy precarios donde básicamente se concentra la violencia. Aunque desde el 2019 eso ya no tiene límite, es decir, también en los barrios acomodados ocurren hechos de sicariato, ataques con explosivos y una serie de otros hechos que antes no ocurrían.La crisis comenzó con el sistema carcelario. Comenzamos a registrar este pico de violencia hacia el 2019. Varias bandas criminales sufren una fragmentación al interior de las cárceles y comienzan a enfrentarse entre ellas. Luego, esa violencia se desborda a las comunidades, a estas comunidades precarias que se han asentado alrededor de la ciudad.Ahí básicamente están dinamizadas estas violencias por el narcotráfico que tiene que ver con el traslado de mercancía que viene de Colombia, que intenta llegar a los buques que van hacia Europa a través de Guayaquil. La cocaína, que es la principal mercancía, sale a través de estas comunidades precarias que están a orillas del estero. Hay una afectación especial a estas comunidades que son afrodescendientes.RFI: ¿Cómo impacta en las poblaciones en Guayaquil esta agudización de la violencia? Billy Navarrete: Hay considerar dos momentos. Primero, el que se desarrolla desde el 2019 hasta diciembre del 2023. Y otro que inicia hacia el 9 de enero del 2024 cuando el gobierno de Daniel Noboa estableció que el Ecuador vive un conflicto armado interno y da atribución a las Fuerzas Armadas para salir sin acompañamiento de la policía. Eso genera una imagen de mano dura que especialmente tiene afectación en estas comunidades precarias. Una gran cantidad de personas a inicios del año pasado fueron detenidos en especial jóvenes y especialmente afrodescendientes. Durante los primeros meses me refiero a partir del 9 de enero, hasta tal vez mayo se reportaba un promedio de 1300 detenciones por mes.Pero ese volumen de detenciones no llega a judicializarse, es decir, que los agarran, los meten en el balde de la camioneta, los apalean y eventualmente los que sobreviven los dejan desnudos. Es un patrón de conducta, y los dejan en libertad bajo la extorsión. Los números de judicializados es bajito. Hay un efecto de rastrillo, por decirlo de alguna forma.En el peor de los casos que llegue a la prisión [el sospechoso] ingresa a la prisión y el estado se desentiende de él. Y luego de entrar a la prisión, la persona perteneciendo o no a una banda criminal tiene que adherirse a una forzosamente para que esa banda digamos, bajo extorsión, le garantice la vida, la integridad física y acceso a alimentos. Son las bandas las que a la larga administran las cárceles.RFI: En los barrios populares, la violencia alcanza un nivel tan alto que muchas familias se ven obligadas a mudarse. ¿Tenemos una idea de la magnitud de este fenómeno? [Lea aquí nuestro reportaje en Guayaquil]Billy Navarrete: . Son miles de familias, especialmente en la costa. Es un fenómeno que empezó en 2022RFI: ¿Qué le parece la contratación de la milicia privada estadounidense dirigida por Eric Prince, fundador de la empresa Blackwater, para tareas de asistencia militar y capacitación?Billy Navarrete: Parece que tiene un interés electoral porque es un gran show. Este mercenario es ampliamente cuestionado por la manera en cómo interviene otros países en conflicto en el Mundo. Ahora aparecen también para fortalecer esa imagen de mano dura.RFI: ¿Cuál sería entonces la prioridad del próximo presidente o presidenta? ¿Retomar el control de las cárceles, atender la crisis social en los barrios abandonados por el Estado?Billy Navarrete: Mira siendo francos, creería que al menos dos gobiernos consecutivos tienen que mantener una misma política como para comenzar a reducir realmente todo el daño que se ha sufrido. Y que creemos que este gobierno entrante no va a tener mucha diferencia en relación con cómo enfrentar eso. O sea, ambos están casi casi obligados a seguir con la mano dura, pese a lo que significa en materia de derechos humanos. Pensando, por ejemplo, en el caso de los cuatro chicos de Malvinas [asesinados tras su detención por militares en Guayaquil en diciembre de 2024], un caso que ha conmovido y que ha cuestionado tremendamente la política de seguridad en el EcuadorOjalá se considere y se acompañe esta mano dura con una política social. Trabajar al interior de esas comunidades para la prevención al reclutamiento forzoso de niños, niñas y adolescentes, eso debería ser una prioridad. Por otra parte, la mafia y la fuerza pública han dejado de tener la distancia mínima para, digamos, enfrentarse. Comparten prácticas como la desaparición forzada. La penetración de la mafia a la fuerza pública es directa, por eso digo que es importante un proceso de depuración porque no es necesaria una fuerza pública, no podemos obviarla, hay que recuperarla.

Then, Emma is joined by Ken Klippenstein, investigative reporter at the Intercept, to discuss his recent piece "SAUDI-RUSSIA COLLUSION IS DRIVING UP GAS PRICES — AND WORSENING UKRAINE CRISIS". However, they begin by taking a step back to look at the developments of recent weeks, leading up to last night's Russian invasion of Ukraine, looking to how the Biden administration has signaled their response, from guessing correctly at Putin's aims yet still making every effort to ensure he followed through, to the consistent push for more and more intense sanctions, before Andrew dives into the actual conflicts at hand, in the Donbas region and elsewhere, and explores Putin's desire to pin everything to Nazis and communists. This fittingly leads them to look at the development of the foreign policy tactic of sanctions, first moving back to its emergence in the 1960s against the Cuban people, hoping to starve them into revolution, before they look at how it developed in a pseudo-technocratic manner, just as drone warfare did, with US officials presenting newer and newer sanctions as “precise” and “targeted,” despite everything about their effects suggesting the opposite. Next, they look at the long-lasting devastation that sanctions have wrought, even if eventually lifted – as we saw in Iran – and dive into their pointlessness as a completely unproductive involvement in this conflict. He and Emma then explore the evolution of the Military-Industrial Complex, which has driven up the Pentagon budget by ~5% per year since 1954 all while it is suggested that our actual “fighting strength” is dropping. Andrew Cockburn makes sense of this by re-situating how we look at the issue, exploring how the MIC and Pentagon are only understandable when viewed as moneymaking machines, as he walks through myriad examples, from the Air Force developing worse planes simply because they're costlier and employ more technological precision to Korean war tactics that centered on raiding communist trenches for clothing. They wrap up by tracking the consistent reaction to any dips in the Pentagon's budgetary growth (not budget; growth), alongside warmongering lies from the 60s “missile gap” to nuclear lies in the Middle East. Emma also walks us through the developments in Ukraine last night, tracking the invasion and what little we know about the death toll as she works her way through this tragedy. And in the Fun Half: Ken Klippenstein joins as he discusses his recent piece on the role of Saudi-Russian collusion in driving up gas prices and enflaming the crisis in Ukraine, from Saudi Arabia bolstering Russia's role in oil production (starting in 2015) to strengthen Putin's hand in advancing this conflict, to the easy decisions that the US could make in just moving away from 0il, as well as touching on Biden advancing sanctions against Yemen. There is an old expression that’s long been part of the training of medical students. It says that if you hear hooves, look for horses, not zebras. The idea is simple. Look first in the most obvious places. Often times the solution is in pain sight and doesn't require some deep, expensive digging. The same might very well be said of Donald Trump and Russia. Sure we all hear about the complex web, but really there is a kind of elemental simplicity to the story. Trump came to the attention of Russians as far back as 1987. The Russians, seeking contacts or assets in the US, dangled in front of Trump the prospect of doing business in Russia. They paraded before him oligarchs who he admired, and who he was jealous of. They keep their eyes on on him for years. He even married two wives from the former soviet bloc. Two wives who grew up behind the Iron Curtain. He went back to Russia in 2013, by which time planet Trump was surrounded by people like Michael Cohen, Felix Sater, the Agalaroffs, Paul Manafort and dozens and duzens of Russians that had bought property in Trump Tower, or one of his other real estate interests. When he fell on financial hard times, Russians and particularly Deutsche Bank in Moscow, were there to help with laundered money In 2016, when he finally ran for president, something he’d been talking about for decades, we know the Russians intervened to help. Paul Manafort, with deep Russian and Ukrainian ties, would, for a time, manage the campaign. When he won, so many that were circling the mothership Trump would lie about their contacts with Russia. His cabinet would be filled with people like Wilbur Russ, Rex Tillerson and the sister of Eric Prince, all with deep ties to Russia. Eric arrived on May 17, 1991. He complained loudly about his introduction to the outside world, but he was a healthy baby. He soon proved to be a very easy baby with a cheerful disposition. He developed right on schedule.  We loved our son, so we listened to the doctors who told us that he needed to be vaccinated. My wife was a nurse, so we didn't even think to question whether this was best or not.  Within hours of his DPT shot, our sweet, cheerful baby disappeared. He was replaced with a fussy baby who cried constantly. A large knot developed where the shot was given. This baby who had been sleeping through the night, no longer slept, but kept on waking up screaming.  I remember the first time he had a seizure in my arms. It was seven days after the vaccine. His eyes rolled back in his head, and he went completely stiff. He started turning blue. I feared he was dead. I ran for my wife. She held him, while I drove the car to the hospital. By the time we arrived, he had come out of the seizure and was crying. The doctors couldn't figure out what had caused the seizure. A spinal tap came up normal. We were sent home the next day without any answers. The spector of Eric seizing in my arms haunted me. He continued to fuss and cry, so we took him back to the doctor. "He has an ear infection," we were told. We were given an antibiotic and returned home. Eric's next seizure took place in church while Jennifer was giving him a bottle. At first she thought he was choking on the bottle, then she realized he was seizing. We were told we would have to take him to a larger facility in Mobile, Ala. He had 10 seizures during the 35 minute drive.   I cannot describe the helplessness I felt. As I watched each seizure, I wondered how I could survive with my heart intact if it was followed by another one. It felt as though my heart was at the breaking point.
