Từ ngày 14 đến ngày 16 tháng 10 năm 2024, đức hồng y Matteo Zuppi đã đến Matxcơva trong vai trò đặc phái viên của Đức giáo hoàng Phanxicô để tiếp tục sứ mệnh « ngoại giao nhân đạo » thúc đẩy con đường hòa bình cho cuộc chiến ở Ukraina. Phát ngôn viên phòng báo chí Toà Thánh đã xác nhận nhưng không cho biết chi tiết về chuyến đi Nga của đức hồng y Zuppi sáng ngày 14/10. Sau khi kết thúc chuyến đi, cũng không có nhiều thông báo chi tiết được công bố. Và vào cuối tuần 19/10, một cuộc trao đổi tù binh chiến tranh của đôi bên đã diễn ra qua trung gian của Các Tiểu Vương Quốc Ả Rập Thống Nhất.Chuyến đi Nga xảy ra ngay sau cuộc gặp ngắn giữa tổng thống Ukraina Volodymyr Zelensky và đức giáo hoàng Phanxicô tại Vatican hôm 11/10/2024. Vào lúc chiến sự lan rộng, xung đột diễn ra ác liệt hơn, về mặt ngoại giao, hai bên vẫn chưa thể ngồi vào bàn đàm phán và Vatican là một trong số ít kênh còn mở nhằm tìm kiếm giải pháp hòa bình.Cách nay 15 tháng, đặc phái viên của giáo hoàng đã tới Matxcơva. Liệu đây có sẽ là chu kỳ được lặp lại ? Ngài có tiếp tục đi Kiev, Bắc Kinh và Washington hay không ?Tại sao lại tới Matxcơva ? Thông cáo của Văn phòng báo chí Toà Thánh giải thích rằng chuyến đi diễn ra « trong khuôn khổ nhiệm vụ màđức giáo hoàng Phanxicô giao phó cho [Zuppi] vào năm 2023, đó là gặp gỡ các nhà chức trách và đánh giá các nỗ lực tiếp theo nhằm tạo điều kiện cho việc đoàn tụ gia đình của trẻ em Ukraina và trao đổi tù nhân, nhằm đạt được hòa bình mà nhiều người mong đợi ».Tuyên bố có ba điểm quan trọng : Thứ nhất, đức hồng y Matteo Zuppi đến Matxcơva với tư cách là đặc phái viên hòa bình của Vatican, một vai trò mà ngài đã đảm nhiệm từ tháng 5/2023.Thứ hai, chuyến đi có hai mục tiêu. Đầu tiên hết là giúp đỡ gần 20.000 trẻ em Ukraina bị bắt đến Nga được trở về với gia đình. Mục tiêu thứ hai này cũng thúc đẩy trao đổi tù binh chiến tranh Nga và Ukraina. « Phái bộ Zuppi » đã đạt được một số thành công trên cả hai mặt trận, mặc dù khó có thể định lượng được do màn sương mù của cuộc chiến.Thứ ba, Tòa Thánh hy vọng rằng các thỏa thuận nhân đạo sẽ là bước mở đầu cho các cuộc đàm phán hòa bình.Sau hơn một năm, nhiều sự kiện này đã diễn ra qua các chuyến đi và gặp gỡ của các nhân vật có trách nhiệm và chính đức giáo hoàng cho thấy Tòa Thánh đã làm việc không ngừng, và nhất là trong những tháng gần đây để thúc đẩy sứ mệnh của mình.Việc đức hồng y Zuppi trở lại Nga ngụ ý rằng các cuộc thảo luận về tù binh chiến tranh và trẻ em bị bắt cóc đã tiến triển đến mức cần phải có các cuộc đàm phán trực tiếp để đạt được nhiều tiến bộ hơn nữa. Nhưng đó đơn giản chỉ là một suy luận.Nhưng lịch trình của chuyến đi đã được thông báo cụ thể ?Chuyến đi của đức hồng y Zuppi bắt đầu bằng cuộc gặp ngày 14/10/2024 với ngoại trưởng Nga Serguei Lavrov. Bản thân điều này đã đánh dấu sự khác biệt đáng kể so với chuyến thăm đầu tiên của ngài. Trong chuyến đi trước vào tháng 6/2023, quan chức ngoại giao cấp cao nhất mà ngài gặp là Yuri Ushakov, trợ lý của tổng thống Nga về chính sách đối ngoại.Tòa Thánh Vatican có thể sẽ vui mừng khi Zuppi bảo đảm được một cuộc gặp ngay lập tức với ngoại trưởng Lavrov, có thể nói là nhân vật của điện Kremlin dễ nhận biết nhất sau tổng thống Vladimir Putin. Điều này cho thấy các nỗ lực nhân đạo của Tòa Thánh đang được chính phủ Nga coi trọng.Tuy nhiên, Vatican có thể thất vọng vì, không giống như tháng 6/2023, đặc sứ của giáo hoàng lần này không thể gặp nhà lãnh đạo Giáo hội Chính thống giáo Nga là đức thượng phụ Kirill. Một linh mục thuộc Uỷ Ban Quan hệ Đối ngoại của Tòa thượng phụ Matxcơva đã nói với hãng thông tấn nhà nước Nga TASS rằng « lịch trình làm việc bận rộn của Đức thượng phụ Kirill không cho phép một cuộc gặp mới với hồng y Zuppi ».Nhưng đó không phải dấu hiệu quá thất vọng vì còn có những cuộc họp mang tính xây dựng tích cực ở cấp thấp hơn ?Bên cạnh cuộc gặp với Serguei Lavrov, ngoại trưởng Nga và Yuri Ushakov, cố vấn cho tổng thống Liên bang Nga về các vấn đề chính sách đối ngoại, còn có Marija Lvova-Belova, ủy viên tổng thống về Quyền Trẻ em và Tatiana Moskalkova, ủy viên tổng thống về Nhân quyền.Tuy không có cuộc họp nào với Đức thượng phụ Kyrill, nhưng quan trọng không kém là cuộc gặp gỡ với Giáo hội Chính thống Nga mà đại diện là đức tổng giám mục Antonij, chủ tịch Uỷ ban Quan hệ Đối ngoại của Tòa thượng phụ Matxcơva, có thể coi như là Ngoại trưởng, người mà Zuppi đã « thảo luận về nhiều vấn đề khác nhau, đặc biệt là những vấn đề có tính chất nhân đạo », theo ghi chú của Tòa Thánh.Trong cuộc họp này, có sự hiện diện của sứ thần Tòa Thánh tại Nga, đức tổng giám mục Giovanni D'Aniello, và đức ông Paul Butnaru, thuộc Cơ quan liên lạc với các quốc gia của Phủ Quốc vụ khanh. Đức hồng y Zuppi và đức tổng giá mục Antonij đã từng gặp nhau trong chuyến thăm trước vào năm 2023. Vatican vẫn tin rằng các Giáo hội có thể đóng vai trò quan trọng trong tiến trình hòa bình.Cũng vào ngày 15/10, Zuppi đã nói chuyện với ủy viên phụ trách quyền trẻ em của Nga Maria Lvova-Belova, như ngài đã làm trong chuyến thăm năm 2023. Xin nhắc lại, cuộc gặp đầu tiên này giữa hai bên đã gây tranh cãi sâu sắc ở Ukraina, vì Tòa án Hình sự Quốc tế tại La Haye đã ban hành lệnh bắt giữ Lvova-Belova vào tháng 3/2023, khi buộc tội bà phải « chịu trách nhiệm về tội ác chiến tranh là cưỡng bức bất hợp pháp » trẻ em Ukraina sang Nga.Tuy nhiên, cuộc gặp năm 2023 với Lvova-Belova được cho là đã giúp Vatican thiết lập một cơ chế để đưa trẻ em trở về Ukraina. Theo nhật báo công giáo Ý Avvenire, hoạt động tiếp cận của Zuppi đã dẫn đến một hội nghị thượng đỉnh « trực tuyến » giữa Lvova-Belova và người đồng cấp Ukraina, mà tờ báo của các giám mục Ý mô tả là « một trong những trường hợp rất hiếm hoi có sự tiếp xúc trực tiếp giữa các bên ».Nhưng thông tin chi tiết về hội nghị thượng đỉnh này được giữ kín. Mặc dù Lvova-Belova đã nói vào tháng 4/2024 rằng « lần đầu tiên theo hình thức trực tiếp, chúng tôi đã có các cuộc đàm phán với phía Ukraina », nhưng thanh tra viên Ukraina Dmytro Lubinets dường như đã bày tỏ sự nghi ngờ về tuyên bố này.Cuộc gặp thứ hai của Zuppi với Lvova-Belova có thể nhằm mục đích củng cố cơ chế hồi hương những trẻ em bị trục xuất. Sau cuộc họp, Lvova-Belova cho biết : « Chúng tôi đã đồng ý tiếp tục hợp tác vì lợi ích của các gia đình và trẻ em ». Còn theo Vatican News, « chúng tôi đã thảo luận về kết quả và sự tương tác hơn nữa vì lợi ích của các gia đình và trẻ em, bao gồm cả việc đoàn tụ các gia đình từ Nga và Ukraina. Chúng tôi đang thực hiện việc này với sự tham gia của bộ Ngoại Giao Nga. Chúng tôi quyết định tiếp tục làm việc cùng nhau ».Mặc dù tuyên bố không tiết lộ nhiều, nhưng nó cho thấy cuộc họp diễn ra khá tốt.Tiếp theo là gì ? Đây có phải điểm dừng chân đầu tiên trong chuyến công du hoà bình vòng quanh thế giới như đã từng thực hiện hồi năm 2023 ?  Việc đức hồng Y Zuppi đến Matxcơva lần này, trước tiên, cho thấy ông không chỉ đơn giản là quay lại con đường cũ và Vatican coi Nga là nơi phù hợp để tập trung các nỗ lực ngoại giao tại thời điểm này.Nhưng điều này vẫn chưa chắc chắn vì Vatican chia sẻ rất ít thông tin trước, về lịch trình công tác của phái viên hòa bình. Vatican có xu hướng chỉ đưa ra thông báo sau khi Zuppi đến thủ đô nước ngoài, vì vậy, ngay cả khi vị hồng y này có sẽ đến Ukraina tiếp theo hay không.Vatican cũng có thể không xem xét đến một chuyến đi khác tới Trung Quốc như là ưu tiên. Bởi vì việc này có thể thực hiện bằng hình thức họp trực tuyến như đã từng có : Cuộc điện đàm của đức hồng y Zuppi với đặc sứ Trung Quốc Lý Huy phụ trách các vấn đề Á-Âu hồi tháng 8/2023.Điều chắc chắn là Ukraina đã thấy Vatican cử đại diện là ngoại trưởng Tòa Thánh, đức tổng giám mục Paul Gallargher đến tham dự hội nghị cấp bộ trưởng vào ngày 30-31/10/2024 tại Canada thảo luận về việc trao trả tù binh chiến tranh Ukraina, thường dân và trẻ em bị trục xuất.Hội nghị Montréal kết thúc cho kết quả ra sao ?Hội nghị bộ trưởng diễn ra ở Montreal do Canada – Na Uy và Ukraina đồng chủ tịch để bàn về các vấn đề nhân đạo với hơn 70 nước và các tổ chức quốc tế. Hội nghị nhằm mục đích thiết lập lộ trình với các giải pháp thực tế để giải quyết mọi giai đoạn hồi hương tù binh chiến tranh và người bị trục xuất, bao gồm quân nhân, thường dân và trẻ em, cũng như tăng cường gây sức ép buộc Liên bang Nga phải tuân thủ luật pháp quốc tế và Công ước Genève.Người đứng đầu văn phòng tổng thống Ukraina, Andrij Yermak đã có cuộc họp riêng với các đại diện của Hoa Kỳ, Canada, Pháp, Vatican và Thuỵ Sỹ. Ông Andrij Yermak và ngoại trưởng Tòa Thánh, đức tổng giám mục Paul Gallagher đã thảo luận về việc tăng cường hợp tác và đóng góp của Vatican vào việc thực hiện Công thức hòa bình, đặc biệt là việc thực hiện sứ mệnh của hồng y Matteo Zuppi nhằm hồi hương những trẻ em bị bắt cóc và tù nhân Ukraina.Đồng thời, đại sứ Ukraina bên cạnh Toà Thánh, Andrii Yarash đã gửi năm danh sách cho bộ trưởng ngoại giao Vatican: « một của những nhà báo; một của các thường dân đang trong tình trạng sức khỏe nguy kịch; một của những người lính bị thương; một của những giáo sĩ bị bắt; và tất nhiên là danh sách các trẻ em bị bắt cóc sang Nga. »Trong sứ mạng này, đại sứ cho biết, Ukraina đã có hai đối tác quan trọng là Qatar và Canada, nhưng Vatican có một vị trí đặc biệt. Ông nhắc đến đức giáo hoàng, đức hồng y Pietro Parolin, hệ thống các tòa khâm sứ và các khâm sứ Tòa Thánh, và nhất là vai trò đặc biệt của đức hồng y Matteo Zuppi.Nhưng trong những tháng tới, chúng ta nên chú ý đến các cuộc trao đổi tù binh chiến tranh và thường dân cũng như trẻ em bị bắt cóc. In Communism's Public Sphere: Culture as Politics in Cold War Poland and East Germany (Cornell University Press, 2022), historian Kyrill Kunakhovich explores communist Poland and East Germany as laboratories of a transnational “cultural public sphere.” Under regimes that banned free speech, political expression shifted to spaces of art: theaters, galleries, concert halls, and youth clubs. Kyrill Kunakhovich shows how these venues turned into sites of dialogue and contestation. While officials used them to spread the communist message, artists and audiences often flouted state policy and championed alternative visions. Focusing on Kraków in Poland and Leipzig in East Germany, Communism's Public Sphere sheds new light on state-society interactions in the Eastern Bloc. In place of the familiar trope of domination and resistance, it highlights unexpected symbioses like state-sponsored rock and roll, socialist consumerism, and sanctioned dissent. Piotr H.
