You’ve maybe heard that Washington state’s operating budget has a big hole… in the 12 to 15 billion dollar range? Well, that’s not the only fiscal crater lawmakers are trying to fill. The transportation budget is underfunded by around $1 billion dollars right now, with a bigger deficit projected down the road, if nothing changes. Lawmakers say that would put the brakes on a lot of big projects, including maintenance and highway construction on I-5 and I-90. A blueprint to fill the budget gap passed the state Senate over the weekend. The proposal would increase the gas tax by 6 cents. There are also a bevy of smaller taxes and fees on the table: they could affect you if you ride ferries, drive on 520, go to big concerts, and much more. I miss my gas stove. I used to have one in a home I first lived in after moving to Massachusetts. There was something about the click-click-click and then the spark of the flame. Being able to see it and adjust it accordingly based on how much heat I wanted to generate for whatever I was cooking. It felt magically.Come to think about it, my love for a gas stove may extend back to watching my parents light cigarettes from the flame. I would guess it is a lot harder to light a smoke off an electric stove.  To this day, second-hand smoke makes me think of my childhood.But I never really gave much thought to how my home is powered. I was pretty shocked when I moved to Boston that I had an oil tank in my basement. Didn't know that was a thing. Beyond that, I was pretty ambivalent about what provided heat and warming (and flame) to my house, as long as it worked.That's why I was so intrigued to talk with Tucker Perkins, who is my guest today on Experience by Design. Tucker is the President and CEO of the Propane Education and Research Council. I didn't know we even had a Propane Education and Research Council, but it turns out we do. As their website states, “PERC was authorized by the U.S. Congress with the passage of the Propane Education and Research Act (PERA), signed into law on Oct. 11, 1996.” Also, “The Propane Education & Research Council is a nonprofit that provides leading propane safety and training programs and invests in research and development of new propane-powered technologies.”In the energy space, it also turns out that propane is the little kid on the block, and we love an underdog at Experience by Design. But like with everything on the podcast, this story is about more than propane. We dig into the larger systems perspective when it comes to energy, safety, and sustainability. We talk about how fire has a primal appeal, and how appliances are products that create pleasure. She is an urban planner with more than two decades of global sustainable infrastructure delivery, rail system planning, design, and construction, and land use/ transportation planning experience. Margaret's expertise is with complex transportation infrastructure projects, as well as international urban development throughout North Africa and the Middle East.Ted and Margaret discuss her background, growing up in Illinois, studying Eastern History, and later earning a Master of Urban and Regional Planning at the University of Illinois, Urbana-Champaign. She went on to do some graduate work in Tunisia, focused on social housing and the nexus to transportation.Margaret's project management experience includes managing a diverse team of experts as well as managing planning and sustainability tasks for major projects, such as the Masdar Institute of Science and Technology, Chicago's Sustainable Urban Infrastructure Guidelines, Anacostia Waterfront Transportation Infrastructure Master Plan, and the Lower Georgia Avenue Streetscape Project. She was appointed by Governor Newsom in 2019 to be the Director of Planning and Sustainability at California High-Speed Rail. Her duties include policy development and implementation, station and station area planning, greenhouse gas emissions inventory, tracking, and offsets, renewable energy planning, sustainable design, and district-scale sustainability approaches.As an AICP (American Institute of Certified Planners) urban planner and Envision Sustainability Professional, she previously led the sustainability division for the Authority as a consultant. Cederoth oversaw corporate sustainability initiatives for WSP USA, the Authority's Rail Delivery Partner. That work included a commitment to carbon neutral operations and the development of training and tools for implementing sustainability approaches on a range of infrastructure projects.

Each year the Maryland Department of Transporation (MDOT) prepares its Consolidated Transportation Plan (CTP), Maryland's six-year capital budget for transportation projects and programs across all MDOT agencies, including the State Highway Administration (SHA), Mass Transit Administration (MTA), all affecting La Plata. The current CTP is for FY 23 through FY 28.   La Plata, in coordination with Charles County, provides our respective transportation priorities to MDOT each April as input to the CTP. La Plata's transportation priorities were discussed and approved at the March 7, 2023, County Commissioner meeting.   The following projects/priorities of the Town of La Plata that the Charles County Commissioners support, are listed by roadway: Charles Street (MD 6):  Pedestrian Safety –Restriping crosswalks and consideration of adding electronic warning signs. UPDATE: two warning signs (beacons) will be installed by the State Highway Administration (SHA) in early June, at two existing pedestrian crossings – the University of Maryland Charles Regional Medical Center, and N. Oak Avenue/Port Tobacco Players Request for a Comprehensive Study Rt. 301 (Crain Hwy) to Rt. 488 (La Plata Rd.) Request for review of safety upgrades to the intersection with Hickory Lane Stormwater structure deterioration and related road conditions  Left turn signal to Garrett Avenue (hospital and library entrances) Tweak the timing of Garrett Avenue and La Plata Road/488 Light (try to sync) Crain Highway (US 301): Standing water in front of 6720 (in the vicinity of Burger King) creates a potential hazard Hawthorne Road (MD 225) intersection –Poor visibility, light timing, and traffic pattern review are needed Request to plant thorny bushes in the median on 301 to deter pedestrians from crossing there to get to Deluxe Inn and to Patuxent Inn La Plata Road (MD 488): Request for consideration of installation of Hiker/Biker trail Request for review of the crosswalk to the neighboring pedestrian path to Tilghman Lake Park Request for review of safety issues at Kings Grant entrance The Town appreciates SHA's commitment to working on the Southwest Access Management Plan along US 301 between MD 6 and Old Stagecoach Road, led by the Town's consultant, Mead & Hunt. In episode 170 of the TigerTalk podcast presented by Northeast Mississippi Community College, host Will Kollmeyer welcomes Northeast president, Dr. Ricky G. Ford, to the podcast as Kollmeyer and Ford sit down to discuss a variety of topics that are happening at the college. This week's episode marks 67 straight weeks for Ford as the president steps to the forefront to talk about everything Northeast Mississippi Community College. Ford's focus this week is on all the events happening at Northeast during October and recaps some that happened in late September as well. Ford discusses the North Mississippi Regional Marching Band Championships at Tiger Stadium on October 2 along with a 12-team softball tournament at The Plex that helped to bring 15,000 to 18,000 people to not only Northeast but to Booneville on Saturday, October 2, and expressed his gratitude to everyone involved in all events from the Mississippi Department of Transporation for providing traffic signage, to the City of Booneville, the Booneville Police Department, the Prentiss County Sheriff's Office - all for crowd control and the countless volunteers who dedicated time on their 'off' days to help Northeast present itself as one of the top community colleges in the nation. In addition to the band championships, Ford talks about the Tigers' dramatic win over the Indians of Itawamba last Thursday night where Northeast scored 14 points in the last 17 seconds of the game to beat ICC for the third straight year.  Ford gives an update on two big events coming up next week with Homecoming and Midnight Madness -- a late-night event that helps to kick off our basketball season. Ford also gives insight into the Accelerate Mississippi Workforce Summit that will be coming to campus in November where countless employers, high school counselors, career coaches and those who work in the workforce and pathways come together to address issues with the workforce and how to get more people into the Mississippi workforce. Ford thanks Morgan Van Lines for its donation of two 18-wheelers to the college for use in the Diesel Mechanics program and also the Continuing Education Commercial Truck Driving Course.

Efforts are underway to craft the next comprehensive plan for road projects, and a task force could consider whether to raise the fuel tax from 24 cents per gallon in order to provide a dedicated stream of revenue for an agency that suffers annual budget sweeps.

California's population will grow from 38 million people to 44 million people by 2020; that's a 16% increase in 10 years. So what is the problem? 66% of major raods in California are in poor or mediocre condition and the biggest contributor to vehicular deaths. 29% of California's bridges and overpasses are structurally deficient or functionally absolete. Traffic congestion costs motorist $18.7 billion annually in lost time and wasted fuel. Poor roads costs motorists $13.5 billion annually due to lost productivity, lost earnings, medical costs and emergency services. Californians purchase approximately 18 billion gallons of fuel per year, for a cost to every motorist of $2.20 dollars per gallon casuded by these issues. Revenues to meet the needs of repairing roads and relieving congestion have fallen short by $11 billion annually for the past ten years. The average tax on fuel in the U.S. is about 50 cents per gallon, in California it is 53.7 cents. In any other industralized nation, it averages $3.50 to $5.50 per gallon. How do we begin to fix the problem? My guest on Saturday, August 27, 2011 Daniel E. Himick, President of C.C. Myers, Inc. will offer some sobering but necessary solutions for repairing our broken infracture in California.
