More than 40,000 people were killed during its fight for an independent Kurdish state - now the group says the Kurdish issue 'can be resolved through democratic politics'. Orla Guerin reports from Diyarbakir, in the Kurdish heartland.In the South China Sea, the tiny island of Pagasa is at the centre of a dispute between the Philippines and China. For the past 10 years, China has been expanding its presence in the region - but the Philippines is one of the few southeast Asian countries to stand its ground. Jonathan Head gained rare access to the island.Over the last decade, the Ukrainian Orthodox church gradually distanced itself from the Moscow Patriarchate, until it formally severed ties in 2022. But some priests and parishioners are reluctant to give up the traditions that were so familiar to them. Nick Sturdee reports from Western Ukraine.In Arizona, we meet the Native American 'knowledge keepers', who are now willing to share some of their secrets, as part of a cultural project which is uniting some of the major tribes, including the Navajo, the Hopi and the Apache nations. April 24th marks the 110th anniversary of the Armenian Genocide. I grew up in the 1950s in New York in the shadow of that tragedy. I was surrounded by survivors named Garabedian, Giragosian, Hagopian and others who always spoke fondly of “yergeer,” the country they were forced to abandon. My mother, Araxie, was from Dubneh, a village near Diyarbakir, and my father, Bedros, was from Nbishi, a village near Palu in what is now Eastern Turkey. Their memories, and those of others from the “old” country, filled my ears as did their tales of how they escaped death and got to America. I'd listened to their stories in Armenian, not understanding everything, but knowing for them, “yergeer” was a special place. It was home. Houshamadyan are precious memory books of a millennial-old civilization virtually lost but not forgotten. Recorded at the National Association of Armenian Studies and Research (NAASR).

Eliassi has worked since 2021 as a doctoral student in Jennifer Mack's research project entitled 'Parks around the Towers: Landscape as Resource in the Urban Periphery from the Record Years to the Future'. From a historical perspective, the research investigates how the outdoor environments of the Million Programme have been transformed, used, and formed after the record years (1961-1975) and how these landscapes can be viewed as a part of the Swedish cultural heritage. With the title '“A Culture of Place” in Swedish Allotments: Gardens as Therapy and Threat in Holma, Malmö', Eliassi captures and investigates how cultivation in and adjacent to Million Programme areas have created social and therapeutic values, as well as a sense of collective belonging. The research is based on on-site studies in Malmö and other Swedish cities. In 'Voices and Visions of Norrlidsparken', Eliassi explores the welfare neighborhood park in Norrliden: Norrlidsparken. The research begins with a microhistory of the sand in the park, what values it has registered, and what it has witnessed since the park was constructed. Further, it presents Norrlidsparken's transformations from the early 1970s – in the form of physical, spatial, social, and material changes; planning regulations and guidelines; and political impact – until the present time. Eliassi is also currently studying how spatial cultural practices occur in the Million Programme's outdoor environments. The research, entitled 'The transnational spatial practice of Newroz: an analysis of the practice amongst the Kurdish diaspora in Järva Field and Diyarbakır (Amed)' is a research topic that focuses on the manifestation and values of the spatial practice of Newroz in Järva field, in Stockholm, in comparison with the practice in the Kurdish-populated city of Diyarbakir, Turkey. ______ Keep Up the Good Work. LE MODÈLE SCOLAIRE DANS TOUS SES ÉTATS En décembre 2023, Gabriel Attal, ministre de l'Éducation, défendait son « choc des savoirs » comme réponse aux mauvais résultats du classement Pisa, qui évalue les élèves des pays de l'OCDE. Outre le renforcement du redoublement ou le brevet comme examen d'entrée au lycée, voire le port de l'uniforme, il avait promis des groupes à effectifs réduits en français et en mathématiques pour les élèves de sixième et de cinquième et la répartition des élèves en trois sections en fonction de leur niveau, et ce, durant toute l'année scolaire. L'actuelle ministre de l'Éducation, Nicole Belloubet préfère l'appellation de « groupes de besoins » et insiste davantage sur les « compétences » à acquérir que sur le « niveau » des élèves. Le ministère assure que 2.330 postes seront débloqués, dont 830 créations, pour la mise en place de cette réforme. Classes toujours plus surchargées, école inclusive sans moyens, manque de formation et de soutien, rémunérations à la traîne : l'enquête dénommé « J'alerte », menée depuis décembre 2023 auprès des professeurs du premier degré par le syndicat FSU-SNUipp montre une institution « au bord de l'effondrement ». Plus de 4.200 personnes ont répondu. « L'inclusion sans moyens » est dénoncée par près des trois quarts (71 %) des répondants. Les rémunérations et le temps de travail qui déborde préoccupent un sur deux, tandis que 46 % pointent la surcharge constante des classes. Les autres enseignements de l'enquête portent notamment sur la formation, jugée insuffisante et « subie plutôt que choisie ». Le 2 avril, après six mois de travail, Paul Vannier, député La France insoumise, et Christopher Weissberg, député Renaissance, ont présenté leur rapport d'information sur le financement de l'enseignement privé sous contrat devant la commission des affaires culturelles et de l'éducation de l'Assemblée nationale. Leurs conclusions dressent un constat sévère concernant un système peu transparent, mal contrôlé, et dans lequel les « contreparties exigées des établissements privés sont loin d'être à la hauteur des financements qu'ils perçoivent au titre de leur association au service public de l'éducation ». Quarante ans après l'abandon du projet de création d'un grand service public et laïque d'enseignement par le ministre de l'éducation Alain Savary, en 1984, les deux rapporteurs estiment que le cycle de l'évitement du débat par crainte de raviver une « guerre scolaire » touche à sa fin. Les députés déplorent l'opacité des fonds publics alloués chaque année par l'État et les collectivités territoriales aux 7.500 établissements privés sous contrat, à 96 % catholiques. Aucune administration n'a été en mesure de fournir un montant consolidé de cette dépense de plus de 10 milliards d'euros et, selon les corapporteurs, « sous-estimée ». Le rapport remet en cause le modèle français tel qu'il s'est construit depuis la loi Debré de 1959, caractérisé par un financement public important (75 % des ressources du privé sous contrat) associé à de faibles contreparties. LA TURQUIE APRÈS LES ÉLECTIONS PERDUES PAR ERDOGAN En Turquie, moins d'un an après sa défaite à la présidentielle de 2023, le parti kémaliste d'opposition, le Parti républicain du peuple (CHP) a remporté les plus grandes villes du pays lors des municipales du 31 mars. A Istanbul, le maire Ekrem Imamoglu, a été réélu avec 51,14 % des voix. A 52 ans, il fait désormais figure de solide présidentiable en 2028, mais demeure dans le viseur du pouvoir qui l'a fait condamner fin 2022 à deux ans et sept mois de prison pour « insulte » aux membres du Haut comité électoral turc. L'édile a fait appel mais cette peine continue de planer sur son avenir politique. Elle l'avait écarté de la course à la présidence en mai 2023. Ces élections municipales constituent le plus gros revers subi par Recep Tayyip Erdogan 74 ans et son parti l'AKPi (i pour islamiste) depuis son arrivée au pouvoir en 2002. À l'échelle nationale, l'AKPi est tombée à 35,2 % des voix contre 37,7 % pour le CHP, perdant ainsi son statut de premier parti du pays. Autre percée notable : celle d'un autre parti islamiste Yeniden Refah, qui présentait pour la première fois des candidats. Avec près de 9 % des voix et une soixantaine de municipalités, la nouvelle mouvance a attiré les déçus de l'AKP, qui lui reprochent de s'être écarté de l'islam et de maintenir des liens économiques avec Israël. De son côté, le parti pro-kurde DEM se maintient à Diyarbakir et dans le Sud-Est à majorité kurde. Si la personnalisation à outrance du pouvoir et sa posture sur la scène internationale ont fonctionné en faveur d'Erdogan lors de la présidentielle de 2023, elle a montré ses limites aux municipales où les enjeux locaux - services, transports, parcs - priment. La très mauvaise situation économique du pays et l'inflation, qui a atteint 80 % fin 2022 et se maintenait encore à 67 % en février expliquent en bonne partie le verdict des électeurs. L'état des finances publiques et la corruption locale ne permettant plus à l'AKP de distribuer autant ses largesses à ses électeurs, formés par les classes moyennes conservatrices, qui se sont largement détournées de ce scrutin. A cela est venue s'ajouter l'inévitable usure d'un pouvoir omniprésent depuis 22 ans. Ces facteurs ont sans doute incité les électeurs mécontents de l'AKP à rester chez eux, comme le laisse deviner la baisse de la participation : passé de 87% l'an dernier à 76% cette année. Au soir des résultats, Recep Tayyip Erdogan a concédé qu'ils constituaient un « tournant » pour son camp et promis de « respecter la décision de la Nation ». Bien qu'affecté par ces élections, il garde la main sur les principaux leviers du pays en vertu d'une Constitution taillée sur mesure et d'un pouvoir qui s'est renforcé depuis le putsch raté, sur fond de purges et de contrôle renforcé des médias. Alors que les Turcs sont allés presque chaque année aux urnes ces derniers temps, aucune élection n'est prévue désormais avant les présidentielles de 2028. Erdogan devrait d'ici là donner la priorité à l'amélioration de la situation économique. Volunteer army of election monitors prepare to protect Turkey's vote

Turkey's President Recep Tayyip Erdogan is predicted to face his toughest re-election challenge yet as voters head to the polls today. Amid growing concerns over voter security, opposition and non-governmental organisations are stepping up efforts to ensure a fair poll. It's busy in the Istanbul office of the non-partisan election monitoring group Turkiye Gonulluleri."Now, in 81 cities, we are organizing the system in each voting area," explains Ayce Yucel, one of the group's coordinators."We have a Turkiye Gonulluleri person in each school. We need at least 200,000 people. At the moment, we haven't reached that point yet." Yucel confidently predicts they will achieve their monitor target by election day.The group trains monitors through telephone support, online videos, Zoom and face-to-face meetings. The monitors learn how to collect voting numbers at polling stations and to collate those figures to check the official results are accurate.Like many of the volunteers, Damla, who only wanted to be identified by her first name, is a student and is determined that every vote should count. "As a young person, I cannot live the way I want, I cannot live the way I desire, and that is why I want to protect my vote and ballot box as a duty here because there are many security gaps," she said. Nationwide operationOpinion polls indicate an increasingly tight presidential and parliamentary election.The government says all steps have been taken to ensure a fair vote, with videos from the state election board promising every ballot will count.Despite this, monitoring groups say there are still concerns about voter security.In response, Turkiye Gonulluleri has recruited a team of lawyers who will also help monitor the vote.Volunteers are also being sent to Turkey's earthquake-struck Hatay region."Those who remained here have concerns, saying, 'I wonder if our votes will be stolen. I wonder if there will be someone who will protect our votes'," explains Tamer Baglan, Turkiye Gonulluleri's provincial coordinator for Hatay."As volunteers, we are doing whatever we can to ensure that the election is held in a fair way. We currently have nearly 1,000 volunteers here. We've allocated them to voting stations," he added.Mass arrestsBut alarm bells are ringing in Turkey's predominantly Kurdish region in the south-east, where the state has a powerful presence after decades of fighting with separatists.At a press conference last Thursday in Diyarbakir, Turkey's largest Kurdish-majority city, human rights groups condemned the arrests under anti-terror laws of over 200 people, including lawyers, journalists and members of civil society. "When we look at the investigation files, we see that journalists are being investigated for their journalistic activities, lawyers for their professional activities, civil society organisations for their democratic actions and activities," declared Abdullah Zeytun, head of the Diyarbakir branch of the Human Rights Association."The timing of the arrests is meaningful because all these people are actively involved in observing the election process – [they are] people who'll identify and prevent voting violations that might occur during this process or will report on these violations," he said. Rights groups accuse Erdogan of trying to silence independent media As elections loom in Turkey, Erdogan pulls plug on opposition social mediaThe government dismisses such concerns, insisting the judiciary is independent.But Sorgul Aytek Avsar, the parliamentary candidate in Diyarbakir for the main pro-Kurdish Green Left Party, says that the arrests are fueling fears for election night."Pressure has increased so much that people don't care about fear anymore; as they say, the knife is to the bone," she said. "People came together in a few hours after the arrests, thousands of them came together and protested. They showed that they would not accept it."I think this showed that people strengthened their resolve for the election. I think it showed that people are really ready to protect their ballot boxes."Memories of 2019 voteElection monitor groups working with political parties played a crucial role in helping to ensure that votes were fairly counted in a hotly contested Istanbul mayoral election in 2019.That poll resulted in Erdogan's party losing its decades-long domination of the city. Istanbul's mayorial elections mean more than just running the cityAyce Yucel was part of those monitoring efforts and said that the memory of that success motivates her for the forthcoming polls."Instead of thinking everything is going to be bad, you have to go to your school or wherever you are voting and follow what people are doing. That's the main idea, actually," Yucel said.As parties step up their campaigns, some observers say the role of election monitors could prove pivotal to the outcome of Sunday's polls.

En Turquie, quatre jours avant l'élection présidentielle de ce dimanche (14 mai 2023), le président Recep Tayyip Erdogan est sur la sellette. Dans les sondages, il est au coude à coude avec Kemal Kiliçdaroglu, membre du parti kémaliste CHP, et soutenu par une coalition inédite de six partis. Dans cette course, une partie de l'électorat pourrait faire pencher le scrutin. Les Kurdes, environ 10% des votes, et parmi eux, une majorité de jeunes de moins de 30 ans. À Diyarbakir, capitale historique du sud-est kurde, ils sont près d'un quart des votants à se rendre aux urnes pour la première fois. Moins conservateurs, moins radicaux et parfois plus laïques que leurs aînés, ils ont grandi dans la guerre des années 2015-2016 entre l'État turc et le mouvement terroriste du PKK, et n'ont connu que le président Recep Tayyip Erdogan au pouvoir. Das Kurdenproblem sei gelöst, behauptete der türkische Präsident Erdogan. Zu Beginn seiner Amtszeit hatte er versprochen, kulturelle Vielfalt im türkischen Einheitsstaat zuzulassen. Das weckte Hoffnungen in den kurdischen Gebieten. Die Hoffnungen haben sich zerschlagen. Ergün Ayik sitzt auf einer Bank vor der armenischen Kirche und lässt seinen melancholischen Blick über die neuen Häuser der Umgebung schweifen und sagt. «Das ist nicht mehr Diyarbakir. Sie haben das alte Diyarbakir zerstört». Ayik hat seine Kindheitsjahre in den engen Altstadtgassen verbracht und ist nun zurück zur Feier des Ostergottesdienst in der alten Kirche. Das Gebiet um die Kirche herum war seither Schauplatz eines Kriegs: Kurdische Aufständische hatten sich im Herbst 2015 in den engen Gassen verschanzt, die türkische Armee zögerte nicht, schoss aus Panzern und Helikoptern ins historische Zentrum der südostanatolischen Millionenstadt. Die Kämpfe haben sich verlagert, doch ein Teil der Altstadt ist verschwunden. Nach den Kämpfen folgte eine radikale bauliche Erneuerung, anstelle der engen Gassen prägen nun breite Flaniermeilen mit Cafés und Souvenirshops die östliche Hälfte der Altstadt. «Die Sanierung hat politische Ziele» ist Selma Aslan, die Chefin der Architekturkammer von Diyarbakir überzeugt. Die Altstadt solle ihre Identität verlieren. Vor genau hundert Jahren wurde die moderne Türkei als radikaler Einheitsstaat gegründet. Die damalige kemalistische Elite verfolgte eine strikte Assimilierungspolitik, darin war kein Platz für kurdische Kultur oder Sprache. Erdogan trat anfangs dagegen an. Er versprach Öffnung, suchte sogar den Dialog mit der kurdischen Untergrundorganisation PKK. Doch das Tauwetter war kurzlebig. Längst sprechen wieder die Waffen. Und auch jetzt im Wahlkampf bleibt Erdogan bei seiner nationalistischen Rhetorik. Reportage aus Diyarbakir im Südosten der Türkei.

Over a week has passed since two powerful earthquakes devastated southern Türkiye. Despite the golden window to find survivors dwindling, more than 230-thousand rescue workers are still combing through the rubble for any signs of life. Since the quake struck, thousands have been pulled out in dramatic rescues, including a 77-year-old woman who survived, trapped at the 212th hour of the earthquake in Adiyaman. February 6th's magnitude 7.7 and 7.6 earthquakes, centered in Kahramanmaras province, have affected more than 13 million people across 10 provinces. Some of the hardest hit areas include Diyarbakir, Gaziantep, Hatay and Malatya. Aleppo and Idlib in northern Syria have also suffered heavy damage, with several thousand people losing their lives. The overall death toll from Türkiye and Syria has passed 40,000. One of the main priorities now is to treat the more than 100,000 people who are injured. Search and rescue operations continue across the south-east of Turkey, the region struck by a huge earthquake and large aftershocks earlier this week. With the area facing freezing conditions, frustrations are growing among survivors over claims the government is acting too slowly. Desperation is growing in southern Turkey after it was struck by multiple quakes.Deniz, who only wanted to be identified by his first name, is losing hope for family members buried in their collapsed home in the province of Hatay.  "They are talking, but nobody comes. We are finished. My God! They are speaking. There is nobody here. Nobody. What kind of state is this?" he said.Turkish authorities say as many as 17,000 buildings were destroyed, and many people were still trapped in them.Against the odds, rescue workers are meeting with some successes. In the city of Diyarbakir, rescue workers saved a 13-year-old buried in a collapsed apartment block for more than 36 hours.But criticism is growing over the response to emergency efforts.With temperatures falling below zero, hypothermia is a new danger facing the many people believed to be trapped in what is now becoming a race against time.Freezing temperatures are also posing a threat to the tens of thousands of people made homeless by the quake. Many survivors spent days on the streets in icy conditions."Our houses have been damaged; we cannot go inside now. We haven't eaten anything since morning; our children are very hungry. May God protect all of us," said Orhan Sahin from the quake-hit city of Kahramanmaras. President Recep Tayyip Erdogan is dismissing such criticism. During a visit to the stricken region, the president acknowledged the response may have been initially slow, but said that thousands of search and rescue personnel were now deployed across the region."This period is the period of unity... It is the time of solidarity," said Erdogan on Wednesday, addressing the media in Antakya province."In such a period, I do not digest viciously negative campaigns conducted in the name of mere political interests. Buildings are on the ground. People are helpless. They don't know what to do. No aid yet. And this is very important," warned Yakzan Shishakly, co-founder of the Maram Foundation, an aid agency working in Syria.   "No aid has yet come to Idlib, and people don't know if they will receive aid or no aid. They're really devastated. We need everything, but medical supplies are so important, blankets, food, and that is what we really need right now," added Shishakly.While border crossings with Turkey are open, many of the roads to those borders have been severely damaged by the devastating quakes. However, on Thursday, the first aid convoys managed to enter Syria from Turkey. On both sides of the border, rescue workers are now racing against time, with the threat of disease, cold and hunger hanging over the shattered area.

Nearly twenty thousand rescue workers are searching for survivors one day after a pair of powerful earthquakes rocked southern Türkiye. Battling rain, freezing temperatures and hundreds of aftershocks across 10 provinces, rescuers are scrambling to find those trapped under rubble. The death toll has been rising every hour, passing more than 3,000 by Tuesday morning. The first international rescue teams have arrived in Türkiye, following aid pledges from several dozen countries. Monday's magnitude 7.7 and 7.6 quakes destroyed several thousand buildings, with Gaziantep, Diyarbakir, Adana, Adiyaman, Malatya and Hatay among the hardest hit areas. Türkiye's Vice President Fuat Oktay says nearly 350,000 earthquake victims are being housed in dormitories, universities and shelters. Rescue workers have so far managed to save several thousand people, some who were able to signal for help via social media. It's being called one of the most powerful earthquakes to have hit Türkiye in nearly a century. Felt by millions of people from as far away as Israel, the quake's epicentre was located in southern Türkiye. Dozens of aftershocks have followed. Major cities affected include Kahramanmaras, Adana, Malatya, Gaziantep and Diyarbakir, where thousands of buildings have been destroyed. Rescuers are also battling harsh weather conditions, as freezing temperatures make life difficult for survivors, too afraid to return home. Türkiye's Disaster and Emergency Management Authority, AFAD said the 7.7 magnitude quake struck at 4.17 am local time at a depth of 7 kilometers in the Pazarcik district. The initial quake was followed by powerful aftershocks, with several measuring over 6.0 in Gaziantep, a city of two million. The death toll for Türkiye and Syria stands at over 1,900 and is expected to climb in the coming days. International support is already pouring in, with several EU countries dispatching rescue teams to search for survivors. Since September 3, 2019, families whose children were allegedly abducted or forcibly recruited by the PKK have camped outside offices of the Peoples' Democratic Party in Türkiye's southeastern city of Diyarbakir. The Turkish government says the party has links with the terror group, and is currently facing a closure case in the nation's highest court. *) Verstappen beats Hamilton, becomes US Grand Prix champion Red Bull's driver Max Verstappen, who recently secured the 2022 Formula 1 title in Japan, has won the US Grand Prix. Verstappen beat Mercedes' driver Lewis Hamilton at the Circuit of the Americas in Austin, Texas and also helped Red Bull win the constructors' title this year. Hamilton came in second as the gap between him and Verstappen was five seconds.

Zeynep Sultan Atli, in collaboration with some of her colleagues, created a special application for reading books in Kurdish called Dengê Pirtûkan (the sound of books) in 2021 during the pandemic.
